What is‌ Your name? Chad Oppedal Your spouse’s name? Michelle Oppedal Your children’s names? Hunter (age 16), Connor (14), Grant (10), Claire (9) and Flynn (2). Your pet’s name? Belle Type of pet? Dog-Zuchon When did you move to Harmony? July 2016. What street do you live on? Dark Sky.

What is your background? Michelle and I grew up in Iowa, and began dating in high school. We got married after I graduated college, and started our family. We began visiting Florida several times a year with the kids, and we fell in love with it. We would visit Disney around Christmas, then come down to Florida at the end of summer and stay for 2-3 weeks. In 2016 we just made a decision to make the move. Michelle and I visited in 2016 looking for a place to live and, after one visit, we knew Harmony was the only place we wanted to be. Three months later, we were moving in to our new home in Harmony. What is a good story about Harmony? After

Hurricane Irma, all the new trees planted along the sidewalk in our neighborhood had been blown over. A bunch of us from the neighborhood went out together with shovels and went up and down Dark Sky replanting the trees. It was a great time and became a neighborhood activity.

What is unusual or unique about Harmony, in comparison to your previous home? :H ÂżQG

What do you love most about Harmony? It is hard to choose. We love the Florida weather, and enjoy the ability to do so many things with the family outdoors. We also enjoy that, with so many busy areas around Orlando and Kissimmee, we always have Harmony as a quiet oasis for our whole family.

Where did you move from? Des Moines, Iowa.

What is your favorite weekend activity? When

Is there a neighbor experience you are most proud of? You see neighbors interacting so

much that nothing stands out, and that is a good thing. Neighbors are so willing to help out other neighbors that it is a common, and even routine, thing. When people ask for help, everyone is willing to respond.

Are there any recommendations for other neighbors? Enjoy what we have here in

Harmony. It is so easy sometimes to get caught up in our own hectic lives and not appreciate what we have in this community and how lucky ZH DUH WR EH DEOH WR OLYH KHUH *R RXWVLGH ÂżQG D trail, hang out at a park or meet a new neighbor.

Do you do any charity or non-profit work? We are involved with Harmony Community Church. Michelle is the Children’s Ministry Director and Chad serves on the Elder Board. We love our church family and look forward to helping the church make an impact in Harmony. What do you do for fun? For the most part, we

What is the last movie that you have seen in the theatre? With such a big family, and kids of

varied ages, we don’t go to a lot of movies in the theatre. We did make it out to "Star Wars: The Force Awakens" when it opened, but that has been a few years.

What is your favorite TV Show? Most of our

TV viewing seems to be of the animated Disney variety, but Michelle and I enjoy watching Walking Dead together. We enjoy watching the Iowa Hawkeyes during football and basketball season, and are also a big soccer family, so we watch a lot of MLS soccer. Q

PARKING IN HARMONY— ON THE STREETS By Steve Berube Chairman HCDD and President HROA

I

write again this month from the perspective of my dual roles on the CDD and HROA. As many of you might have heard, read or experienced, onstreet parking has caused heartburn for at least a few residents for as long as I’ve lived in Harmony—which is over 13 years. While some residents don’t have any concerns, possibly because some streets are wide enough to not be problematic, or parking patterns in their area have worked themselves out, other streets are narrow and sometimes curvy; add parking on both sides and you have consistent issues like bottlenecks which draw complaints. It is important to remember that Harmony uses Traditional Neighborhood Design (TND) part of which contemplated on-street parking on both sides. Why? Because parked cars generally cause moving cars to slow down—so, the parked cars become a de facto traffic calming device. Though the CDD manages much of the public infrastructure here, it does not manage the streets as they are under Osceola County control. Additionally, the HROA obviously has no control over the streets either; but, a good Homeowners Association does all it can to provide a voice to its owners and provide for their comfort, safety and maintenance of property values. To that end, the Board formed a Resident Advisory Council (RAC) and asked them to explore the parking situation. They met amongst themselves and invited a Deputy Sheriff to a meeting to provide some options. Their conclusions follow next. Dear Harmony Residents: On street parking is increasingly becoming an issue throughout our community. Specifically on streets that do not have designated parking. We are asking that you be mindful of your neighbors and put your cars in driveways or garages. On street parking not only detracts from property value, but it also greatly

diminishes the curb appeal of any community. It is also a huge safety concern for everyone in the community, especially our young children. In an effort to help curb this activity, The Association will solicit assistance from the Sheriff ’s office to issue tickets for various on street parking violations, i.e. blocking sidewalks, parking against the flow of traffic, parking too close to a traffic control device, etc. For more information on parking violations please refer to Florida Statute 316.1945 The provisions of the governing documents, including the Rules and Regulations, have been developed with the intent of safeguarding both the financial and emotional investment that every homeowner has made in the Harmony Residential Owners Association. It is not our intention to create a confrontational relationship with any homeowner. However, the Board of Directors also have the fiduciary duty and legal obligation to enforce the provisions of the governing documents as effectively and equitably as possible. In addition, some possibilities include establishing hours for on street parking, making parking available on one side only, and painting “NO PARKING” on curbs near stop signs, fire hydrants and other areas where there should be no parking. This is a multi-faceted problem in a limited number of areas, but obviously we need some community input as you folks are the ones with the concerns and you will be the ones affected by whatever happens. Lastly, I want to thank the RAC members for their efforts in this matter and I’m sure that as we gather community input we will engage them again for implementation. In the meantime, they are contemplating several other issues that might be improved through community input. See you next month! n

One of the ways Harmony provides opportunities to interact with wildlife is through providing places for fishing: the Buck Lake docks and boats (including pontoon boats, canoes, and fishing kayaks) that residents can take out onto the lake, and the fishing platform at the end of one of the boardwalks from around Long Pond. You can also fish from several areas along the shoreline of Cat Lake. The lakes have a long history of being fished by Native Americans, early European settlers, and more recently by folks from all around Central Florida attracted to the pristine quality and undeveloped beauty of our lakes.

When you are out fishing and enjoying Harmony’s wonderful natural endowments, please be careful with weights, bobbers, and especially fishing line. Animals, especially birds and turtles, entangled in fishing line can suffer: the restricted ability to move can lead to drowning or starvation, vulnerability to predators, infections and even limb amputation as the animal struggles against the line. Manage your fishing line through our fishing line recycling containers. One is near the entrance to Buck Lake, the other is on the fishing platform off the Long Pond boardwalk.

Do be aware that any and all fishing requires barbless hooks, because most of the fish species are catch-and-release, and barbed hooks

If you use sinkers, jigs, or weights, please make sure they do not contain lead, a known toxin that affects all wildlife. A brief brochure about the

Alligators are attracted to movement at the edge of and in the water (such as a fish wriggling at the end of a line). They could also end up dead if they become too “friendly”. Also, be aware that while the first few feet of pond edge are shallow, the bottom quickly drops off steeply, as the ponds were designed to retain a large volume of rain and run-off. Fishing can be both relaxing, providing time for reflection, stress relief, and a deep, quiet connection with the natural world, and it can be exciting, too, when a you hook a live one. It’s an activity that is a great opportunity for family quality time, fun camaraderie, or peaceful solitude. Please take some time to enjoy Harmony’s bountiful fishing amenities, and remember to exercise care for yourself, your family and friends, and respect for our natural world. n

Getting a Hold on “Tangible� Personal Property Tax Returns: Form DR-405 By Jason Flowers CPA, CFA, CFP, EA, CTFA

B

usinesses in Florida that utilize tangible personal property with a total assessed value greater than $25,000 are required to file a Form DR 405 with their county’s property appraiser. Tangible personal property is property other than real property. Examples of tangible personal property include: furniture, computers, tools, machinery, equipment, supplies, leasehold improvements, leased equipment. Vehicles are not typically included as tangible personal property unless registered a special purpose vehicle. Inventory items are also excluded from the calculation of tangible personal property. Form DR-405 is used to report tangible personal property of your business. The form is required to be filed by April 1st of each year in which your business had tangible personal property in excess of $25,000 as of January 1st of that given year. Thus, you are exempt from filing if the assessed value of your tangible personal property was less than $25,000. Note, you are not exempt from filing if you sold your business after January 1st and had tangible personal property in excess of $25,000 as of the beginning of the year. This exemption, however, is not automatic. You must file a timely return in the initial year to receive the exemption. Once the initial return is filed, the $25,000 exemption will continue for future years. As long

as your tangible personal property is under $25,000 you are waived from filing in subsequent years and only required to file when such property exceeds the exemption threshold. Failing to file a required Form DR-405, filing late, omitting tangible personal property from the form all come at a cost. The penalty for failing to file a Form DR-405 when one is required for your business will cause a 25% penalty to be added to the taxes due. Filing late creates a 5% penalty for each month, or portion thereof, to be assessed on the total taxes due after the due date, but not to exceed 25% of the total taxes due. And lastly, omitting property from the form will create an additional 15% penalty on top of any taxes assessed on the omitted property. An additional issue worth mentioning is that assets are reported on the Form DR-405 at original cost, not their book value.
