October 2017 What street do you live on? Five Oaks What do you love most about Harmony? The community and having nature all around us. What are your kids’ favorite things about Harmony? The park is near and the pools also they like hanging with their friends in the neighborhood. What is your background? Justin owns and operates a hardwood flooring business, Braun Hardwood Floors, and I am a former nail tech and now a stay at home mom. We both grew up in Kissimmee, Florida and went to middle and high school together. After graduating high school, Justin moved back to Chicago where he is originally from and I moved back to L.A where I am from. What is a good story about Harmony? I actually know a few people here because I worked at the nail salon in Harmony. If you have been a patron at the salon, chances are I did your nails or feet. It’s nice to run into old clients. Love the community especially during events; trick-or-treating is by far our favorite here. Do you have a cause or business that you would like to promote? It’s nice to have those options available What is the last movie that you have seen in the theatre? “Aquaman.” What is your favorite TV Show? So many to choose from. So far we enjoy “This Is Us”, “sirens”, “911”, “Vikings” and anything on Nick Jr. or Disney for the little ones. What else should we know about you or your family? MARCH MEETING HIGHLIGHTED By Steve Berube Chairman HCDD and President HROA

O

n February 28th, the Harmony Residential Owners Association (HROA) held its regular meeting; we were joined by about 12 residents. Amongst other items, we discussed the Garden Budget with Garden Coordinator Marylin Ash-Mower. Over time, it seems that there may have been some misunderstandings about the budget process which were compounded by the change in Management Companies as well as the shift to CDD Ownership of that facility. I’m confident that we answered her questions and the process is clear going forward. Related to that: the Garden has several open spots — why not try your hand at growing some fruits or vegetables? Or maybe some flowers? We also heard from Welcome Committee & Nature and Animal Committee Coordinator Kerul Kassel, primarily regarding Nature Trail improvements and maintenance. In general, the Board agreed to provide funding for trails BUT, we are at a standstill right now because the Developer has not responded to our requests for permission to maintain his trails. So, stay tuned. Manager Mark Hills (Association Solutions) reiterated the Financial News that I published a couple of days ago. Our rosy financials are even rosier as this month closes in that our overdue accounts have dropped to under $13,000. Based on those strong financials, I suggested to the Board that we cut next year’s dues by 5% which would follow the current year’s 25% reduction. In general, the Board was hesitant to commit to that this early in the fiscal year so Mark suggested that he prepare two budgets for consideration: one at the current dues level, and the other with the 5% cut. As the Budget will be presented at the May meeting, we will be 75% of the way through the year so a clear and more informed decision can be made. The next meeting date — including the initial Budget Presentation — is set for May 29, 2019. The Harmony Community Development District held its regular monthly meeting on

February 28th; we were joined by six residents. Of concern right now is that the ongoing acquisition of Buck Lake and its surroundings has been put on hold by the Developer — apparently due to his uneasiness regarding several aspects of the Lake usage agreement. As this is written, I am scheduling a face-toface with him in hopes of getting things back on track. SERVELLO will begin a community-wide tree trimming process the first week of March. This means that all trees in the area they service will be trimmed. Following that, they will be mulched and fertilized. Completion should be mid to late April. In response to resident requests, they will also be picking up leaves. District Engineer Steve Boyd updated us on some land issues related to nature trails. In general, there is a desire amongst some residents for trail maintenance. This is problematic because none of the trails are on CDD property though we have limited permission from the Developer to use and maintain trails with said maintenance being coordinated through the HROA’s Nature & Animal Committee. As you read above, that Board provided general consent to more trail maintenance. The point here is that one trail is destined to be eliminated when homes are built on it. But, the CDD owns land roughly parallel to it so the Board agreed to let the HROA N&A Committee coordinate shifting the trail to CDD property which saves it from demolition. After this test case, I’m sure that we will look at other trails with an eye toward realigning them to bring them under CDD ownership. But, there only very few possible trails for this to happen to so most trails will remain a Developer amenity. I asked that the Board consider having CDD Field Services clean ALL sidewalks throughout Harmony. The main benefit to this would be consistency throughout the property in that every sidewalk would be cleaned most likely annually so when one looked along any length of sidewalk, they would all be equally clean (or dirty) as the case might be. This would also eliminate getting sidewalk cleaning notices from the HROA as the CDD would be the responsible party. Of course, there will be a cost

associated with this and our best estimate is that it will take 1,000 man hours to clean them all. Using $40/hour as the labor cost, you have a base of $40,000; we already own the steam pressure washer but of course it costs money to run it; assuming an outside cost of $10/hour, you have $10,000 in operating costs for a total of $50,000. This can be accomplished without increasing assessments as we just finished buying out the streetlight leases which are budgeted at over $300,000 per year so that money is now freed up. Let me know what you think: do you want uniform cleaning of sidewalks throughout Harmony? We approved a proposal to replace the rotting wooden Pergola at the Ashley Park Pool for about $16,000. We also asked Field Services Manager Gerhard van der Snel to obtain some quotes to provide ground cover around the benches in the dog park. District Manager Kristen Suit reviewed the budget noting that we are about $90,000 UNDER budgeted spending allocations. HOWEVER — we have also spent about $77,000 in unbudgeted funds, so our budget is essentially where we expected it to be with a slight lean to the positive side. After several discussions in recent months, Supervisor Bill Bokunic moved that we shift our meeting minutes from a verbatim format to a summary format. There are any number of reasons for this including expediency as well as many lawyers and managers recommending summary minutes. Knowing that some Supervisors want more details than a simple summary provides, I added to the motion by making sure that “context” is added to the summary. Context means conversation germaine to the business recorded (both before and after) be part of the summary minutes. Supervisors Bokunic and Scarborough, as well as myself, voted in favor of the change; Supervisor Farnsworth objected and Supervisor Kassel had departed the meeting. So, the motion to change carried. LANDSCAPING

With Spring just around the corner, it is time to start thinking about the seasonal maintenance of your yard and landscaping. • Rake fallen leaves • Trim trees and hedges • Replace mulch ª Add seasonal plants and flowers If you have a garage at the back of your property, please do not forget that landscaping should be taken care of just the same as the front. Grass should be weed free, mowed and edged, flower beds and driveways free of weeds and driveways pressure washed. At the recent Board meeting an owner asked about the amount of leaves in the streets of the community. These leaves can get washed down the storm drains causing flooding issues. If you have a lot of leaves on your property, please rake them and dispose of them with your yard waste and not blow them into the street. The best way to solve this issue is if we all work together.

TRASH CANS

Per your Association documents and guidelines trash cans must be stored away completely out of sight. This means in your garage or a fenced back yard. This rule also applies if you live in a property with a garage in the back of the property (alley way access), you may not store your trash can in this area. The trash can must still be stored in your garage or in your fenced back yard.

COMMERCIAL & RECREATINAL VEHICLES

Please don’t forget that you may not park trailers, recreational vehicles, etc. outside or on your property. These vehicles must be parked outside of the community.

PARKING

On street parking is increasingly becoming an issue throughout our community. Specifically, on streets that do not have designated parking. Please be mindful of your neighbors and park your cars in driveways or garages. Parking on the street not only detracts from property value, but it also greatly diminishes the curb appeal of any community. It is also a huge safety concern for everyone in the community, especially our young children. In an effort to help curb this activity, The Association will solicit assistance from the Sheriff ’s office to issue tickets for various on street parking violations, i.e. blocking sidewalks, parking against the flow of traffic, parking too close to a traffic control device, etc. For more information on parking violations, please refer to Florida Statute 316.1945

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. Among Harmony’s many wonderful features are the guidelines for companion animals, and more specifically, the amenities for dog owners. With miles of walking trails, three dog parks (Central Bark near the Town Center, and the Small and Large Dog Parks), and many doggy-pots conveniently located around the community, Harmony is a dog-lover’s dream. At the dog parks, there is some general etiquette: BE CONSIDERATE OF OTHER DOGS AND OWNERS: Even though the parks off Primrose Willow are called the Large and Small Dog Parks, but at this point the name is about the size of the park, not the size of the dog. Large dogs can and do go in the Small Park (especially when it is empty and the other park is full) and play with smaller dogs. By the same token, small dogs can go in the Large Park. That said, be considerate, especially if your dog is large (if the park is occupied by small dogs), or active or boisterous, as not all dogs, or people, welcome that level of activity and curiosity. ASK BEFORE ENTERING: Before entering a park, always ask any owners of dogs you aren’t familiar with whether their dog is friendly to other dogs. If the answer is no, be patient to wait until the dog using the park leaves. If you’re the person in the park with their dogs, please be kind enough to not make others wait too long to bring their dogs in. Even residents with dogs that are not good with other dogs have a right to use the dog parks.

KEEP YOUR DOGS AWAY FROM THE GATE: If you are in the park with your dog, when a dog is entering make sure that your dog is not near the gate. Entering the dog park can be a tense moment for many dogs, not only those entering, but those already in the park. Letting your dog hang out by the entrance when other dogs are entering can invite a dog fight. BE ACTIVE: Dogs have a tendency to hang out where their owners do, so get up and take a few turns around the park, rather than sit on a bench for the whole visit. Your dogs will wear themselves out more, you’ll get a little exercise, and the area around the benches won’t get quite so worn out. BE ATTENTIVE: There is play and then there is dominance and menacing behavior — become familiar with both. Aggression and fighting starts slow and then gets to lightening speed quickly. Play, on the other hand, is slow or medium speed and the dogs’ tails are up and their expressions are happy. When they are feeling threatened their tails get tucked lower or between their legs, their expressions show worry and fear, they may snarl or snap at the dogs they feel menaced by. If your dog is feeling menaced, request that the owner of the other dog hold or leash their dog for a

minute or two until temperatures settle. If your dog is causing another dog to feel threatened, please attend to your dog immediately so that it doesn’t continue or escalate. PICK UP! Did you know that Osceola County issues stiff fines to owners of loose dogs and owners that do not pick up after their dogs? Nobody wants to step in or smell dog waste, or find a “present” on their lawns or in their flower beds. Thank goodness we have so many doggy pots to make it convenient to clean up after our dogs. GET OUT AND ENJOY: Research shows that dog owners are healthier and happier than those without dogs, as a group in general. We have three dog parks and miles of trails and paths to get out an enjoy our beautiful community with our four-legged friends. n

#Dearmoms – You Were Someone Before You Were Their Mom, and That Person Matters By Stephanie Milfeld

I

have only been a mom for four years. I am not a perfect mom, nor would I ever claim to be, but I have found that at times I feel like that’s the ONLY thing I am. Sometimes it’s like my entire focus is my kids, which isn’t a bad thing I guess, but still. My social media has been over run by pictures of my girls, oh and my husband and the girls, or my parents and the girls. I get up in the middle of the night with the kids, get them ready for school, drop them off, keep track of all the notes from school, projects to bring in, special dress up days, make sure they are signed up for dance/football/baseball/swimming before the cut off dates, run them around to afterschool practices, make dinner, do homework, take baths, read a story, plan birthday parties, buy all the Christmas presents for everyone in the family and on and on and on… and then it’s like, where did the day, or even the month and year go? I get it, moms today have it easier than moms 5, 10, 15, 20 years ago and don’t get me wrong, I am so blessed to be able to have children of my own and so happy to be a mom, but I was someone before I was their mom, or his wife, and that person also matters.

Girl, I know you hear me. So I have made it a point for this year to pursue stuff for ME. Self-care, personal development. Do I have #momguilt? SURE! When I am working on my phone during a day trip to Disney, answering work calls on the weekends when I am spending FUN time with the kids, when I have to work late on a Friday night during the holidays with my oldest, when I would much rather be doing something more fun and exciting. You have dreams just like I do. Those dreams matter and as much as I might #momguilt myself for working hard and not being the five star Pinterest mom, I am showing my girls in REAL TIME what it’s like to pursue my dreams. I want to challenge you to take ONE hour to yourself every single day, and DON’T tell me you don’t have time. Wake up earlier, stay up a little later, read a book for YOU in the car rider line, go to the gym, start that business you have been dying to bring to life, or stop by your local coffee shop and begin writing that dream book you have always thought about. Do it for YOU! You desrve it mama. Oh, and stop worrying about what you look like and GET IN THE PICTURE!

HAVE YOU HAD YOUR COLONOSCOPY YET?

f you’re thinking, “A colonoscopy?! Isn’t that a test for OLD people?,” you may want to take a closer look at recent news from the American Cancer Society. The ACS this year altered their recommendation for timing of a first-time colon cancer screening from age 50 to age 45, for those at average risk of cancer. The change was directly tied to the rising number of younger adults being diagnosed with colorectal cancers — including many with no family history of the disease. Colon cancer is the third most common form of cancer in the United States, with an expected 90,000 new cases of colon, and 40,000 cases of rectal, cancers expected to be diagnosed in 2018. The National Cancer Institute reports that an average of 117 people in Osceola County were diagnosed with rectal or colon cancer between 2011 and 2015.

In addition to the changes in screening age, the ACS also issued some additional guidance on screening methods that patients and their doctors can consider. If a colonoscopy is not recommended at this time, or there are financial or other barriers to the procedure, talk to your physician about one of these less invasive screening methods: • Fecal immunochemical test (FIT) – stool based test recommended once per year • Guaiac-based fecal occult blood test (gFOBT) – stool-based test once per year • Multi-targeted stool DNA test (MT-sDNA) – stool-based test, once every 3 years • CT Colonography – “virtual colonoscopy,” once every 5 years • Flexible sigmoidoscopy (FSIG) – once every 5 years 14 Harmony Life Magazine | March 2019

“While colonoscopy remains the gold standard, there are several diagnostic and lab tools that can screen for the presence of blood or polyps in the colon,” says Quander. “However, patients should be aware that an abnormal result in any of these tests MUST be followed by a full colonoscopy, in order to mitigate the increased risk of cancer, and to promptly remove any polyps. This fact should be considered by both patient and physician, before any of these lesser screening methods are used.” Finally, the new guidance includes very specific precautions for those at increased risk of colon cancer. For these patients, the physician may advise initial screening BEFORE age 45, being screened more often, and/or using specific screening methods to ensure polyps are found and removed early, before they can become cancerous. These risk factors include: • A personal or family history of colorectal cancer, or of certain types of polyps • A personal history of ulcerative colitis or Crohn’s disease • A history of radiation in the abdomen or pelvis, in treatment of previous cancer(s) • A genetic and hereditary colorectal cancer syndrome, such as familial adenomatous polyposis (FAP) or Lynch syndrome

While it is one of the most common forms of cancer, colon cancer is also highly preventable and treatable. Healthy diet and lifestyle choices, combined with proactive screening and prompt removal of any polyps, can dramatically reduce your risk of contracting this disease. Also, never ignore changes of any kind in your bowel habits — be prepared to share details with your physician, including frequency, consistency and any type of discomfort or dysfunction.
