MEET YOUR NEIGHBORS: THE CAROS What is your background? We both moved to Florida almost 20 years ago from the Northeast— New York and Massachusetts. Dawn graduated from Clemson University with a degree in Elementary Education. Cesar is a US Veteran (US Coast Guard) and holds a degree in education from the State University of New York–New Paltz. Both of us are Osceola County Public School Teachers. What is your favorite weekend activity? We What is… Your name? Cesar Caro, Jr. Your spouse’s name? Dawn Caro Fur baby’s name? Stitch

both were drawn to Central Florida for Disney, and go as often as we can. Melbourne for the beaches and shops, Lake Nona for shopping and dining and playing Harmony’s Golf Course have been favorite activities. We both love walking and bicycle riding around Harmony.

When did you move to Harmony? We purchased our home in 2015.

Is there a neighbor experience you are most proud of? Since the day we unloaded our Pod

Long walks and the beautiful dog parks. Oh, and Ms. Jane Warren’s visits!

and moved in, our neighbors have been amazing. Baked goods to welcome us, dog walks, porch front conversations and meeting fun people on our evening strolls. So many wonderful people here in Harmony. We’ve tried to pass that good energy along to all we meet.

Are there any recommendations for other neighbors? First and foremost, participate in

our community’s organizations (HROA, CDD, Social Activities, Trail Maintenance…), introduce

yourself to your neighbors and enjoy the beauty of your neighborhood.

Do you do any charity or non-profit work? We regularly participate in events for Purple Strides for Pancreatic Cancer, Osceola County School and OCEA events for Osceola’s School students and try to support Osceola Council for Aging. What do you do for fun? Well there’s Disney

World of course, golfing, Fun Run 5Ks, and we are blessed with 6 amazing nieces and nephews.

What is the last movie that you have seen in the theatre? We absolutely loved “The Last Showman.” The music is permanently stuck in

our heads now!

What is your favorite TV Show? We both love “Big Bang Theory,” “Will & Grace” and “Young Sheldon.” Dawn loves “This is Us.” Cesar loves

the Star Trek series. We love watching the Boston Celtics and Clemson Tigers. Dawn is a Patriots Fan and Cesar is a Cowboys fan. So, the NFL season is always entertaining!

What else should we know about you or your family? We are always out and about walking

THE CHANGES CONTINUE… By Steve Berube Chairman HCDD and President HROA

I

f you’ve looked around lately, you’ve probably noticed ongoing changes in Harmony—as have I. So, with all the changes going on, and the steady influx of new residents, I thought it might be a good time to provide you with some updates.

several of which are operated by Mr. Fusilier. As these and other upcoming activities grow in the future, it is likely that outsiders will visit and see Harmony. In my view, this focus on Harmony is good for us all as demand for homes causes prices to increase—and that’s a good thing.

Starting to the west: you’ve likely noticed a significant land clearing operation near the west “Harmony” tower along US 192. This will become the entrance to Harmony West which will take shape along the northwest shore of Buck Lake over the next several years. It is important to note that while both areas share a Developer, there is NO connection between Harmony (main—where we live) and the new Harmony West. Separate CDD, separate HOA and even separate land-meaning there won’t even be a road connecting the two.

Back to Developer SunTerra: in recent months, SunTerra has donated several small areas of land to the CDD. These donations clear these small, non-developable parcels off their books, and, because they are generally considered wetlands, they will go into the CDD’s conservation land bank where they will remain in perpetuity. I don’t remember the exact area, but I think it exceeds 60 acres. We also have obtained a perpetual Buck Lake access and usage agreement which replaces the previous annually-renewed agreement. The donations included the Commercial Vehicle Parking, Servello staging and Garden Areas which, for the time being will continue to be managed by the HROA. As SunTerra continues to refine its holdings, it would not surprise me if they donate additional land to the CDD.

Speaking of separate: though you live in the Harmony CDD, which stands for Community DEVELOPMENT District, the CDD today does far more MAINTENANCE than it does Development. This is not unusual for CDDs as they age; once the initial funds (received from the initial public sale of municipal bonds) are exhausted by the Developer-controlled CDD Board, the focus shifts to maintaining those developments by a residentcontrolled Board. This is also partly the reason you might hear “that’s a Developer responsibility” or “that is owned by the Developer.” It can get confusing (or exasperating) at times, but, should you have any questions, feel free to ask. While on the subject of Developers, we now have a couple with the Master Developer being SunTerra which is developing everything outside of Harmony Main AND The Lakes over-55 community within Main. Fusilier Realty Group (FRG), by virtue of purchasing the commercial buildings at Town Center as well as about 200 remaining lots in Main, is the second developer. You probably have noticed some new activities around the FRG offices such as Food Trucks & Farmers Market which provide important services to residents as well as focus on the businesses at Town Square

Aaaaahhhhh, the HROA. Over the last several months, Association Solutions (AS) has settled in as Property Manager. This follows their taking over The Lakes Association in February and the Townhome Association in late March. So, the only Association in Harmony not managed by AS is the Condos. Interestingly enough, the Condos recently requested that the HROA begin managing their exterior enforcement process. After consulting with our lawyer, we have decided to do that which should provide Condo owners with the same exterior maintenance standards that the other Harmony owners enjoy. Violations in condos require a slightly different approach but those violation tours will begin in the Condos the first week of May. I’m sure there’s more, but I’ll leave that for next month. HARMONY RESIDENTIAL OWNERS ASSOCIATION ARCHITECTURAL APPLICATIONS As you are probably aware, if you wish to carry out any changes/additions to the outside of your home, you must receive written approval from the Association before commencing work. Harmony has its own Design Committee who meets twice every month. We have received many calls regarding the process for making changes/additions and we hope the information below will be helpful. • Print off the Architectural Review Application (Design) from our website (under the Architectural Changes tab) or visit our office in Downtown Kissimmee to obtain a copy. • Once you have filled out your application, collect together the relevant information regarding your project. The paperwork normally required are:

o A copy of your property survey o Sample pictures/photos o Paint colors (if applicable) o Drawings/Dimensions (if applicable) o Any information that will assist the Design Committee o Supply us with an email address as this is the quickest form of communication

The Harmony Design Committee Meeting normally takes place every two weeks on a Monday evening (please check the calendar on our website for the meeting dates). If the Committee is due to meet on a Monday evening, applications must be with our office before the close of business the Thursday prior to the Monday meeting. Applications received after this deadline, will be placed on the agenda of the next available meeting. Obviously, there are time constraints to the meeting and applications are reviewed in the order they are received. After the meeting, the Design Committee will write up their minutes and advise management on the decisions made regarding the applications reviewed. You should receive your written decision within three business days of the meeting. We recommend including your email address on your application for a faster service. TRASH CANS We have been doing our regular inspections of the community and one of the biggest issues we have noticed are trash cans not being put away. Can we please remind everybody that per your Association documents and guidelines trash cans must be stored away completely out of site. This means in your garage or a fenced back yard BOARD MEETING The next HROA Board meeting is Wednesday, May 30th 6pm at Harmony Reserve Golf Club banquet room. ID YOU KNOW that Harmony was designed to promote the peaceful co-existence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. One of the ways Harmony provides opportunities to interact with wildlife is through providing places for fishing, such as the Buck Lake docks, the boats (including pontoon boats, canoes, and fishing kayaks) that residents can take out onto the lake, and the fishing platform at the end of one of the boardwalks from around Long Pond. You can also fish from several areas along the shoreline of Cat Lake. The lakes have a long history of being fished by Native Americans, early European settlers, and more recently by folks from all around Central Florida attracted to the pristine quality and undeveloped beauty of our lakes. A few Harmony residents sometimes offer fishing how-to events; if you are interested, please use one of Harmony’s Facebook pages to request that such an event be scheduled.

water (such as a fish wriggling at the end of a line). An alligator that becomes attracted to people due to fishing activity is a dead alligator, as it will quickly be reported, removed, and killed. Also, be aware that while the first few feet of pond edge are shallow, the bottom quickly drops off steeply, as the ponds were designed to retain a large volume of rain and run-off. Fishing can be both relaxing, providing time for reflection, stress relief, and a deep, quiet connection with the natural world, and it can be exciting, too, when a you hook a live one. It’s an activity that is a great opportunity for family quality time, fun camaraderie, or peaceful solitude. Please take some time to enjoy Harmony’s bountiful fishing amenities, and remember to exercise care for yourself, your family and friends, and respect for our natural world. n

Do be aware that any and all fishing requires barbless hooks, because most of the fish species are catch-and-release, and barbed hooks cause much more serious injuries to the fish reducing their likelihood of survival once you throw them back in. Florida Fish and Wildlife fishing regulations can be found at http://myfwc.com/fishing/ freshwater/regulations/. The FWC officers do visit our ponds and lakes. When you are out fishing and enjoying Harmony’s wonderful natural endowments, please be careful with your supplies and equipment, especially weights, bobbers, and especially fishing line. Animals, especially birds and turtles, entangled in fishing line can suffer from a variety of problems; the restricted ability to move can lead to drowning or starvation, vulnerability to predators, infections and even limb amputation as the animal struggles against the line. A few years ago a Sand Hill Crane was seen on the golf course with fishing line tangled around its legs, a heartbreaking sight. One way that Harmony endeavors to help residents manage their fishing line is through our fishing line recycling containers (one near the entrance to Buck Lake, the other on the fishing platform off the Long Pond boardwalk), so please collect your used fishing line and deposit it into these receptacles. If you use sinkers, jigs, or weights, please make sure they do not contain lead, a known toxin that affects all wildlife. Your MAGI and Medicare Part B and Part D Premiums By Jason Flowers CTFA, CFA, CFP, CPA, EA

R

etirement SHOULD be viewed upon as a welcomed reward for your years of hard work. Unfortunately, failure to understand how your level of income is tied to your costs for Medicare Part B and Part D premiums can have a lasting negative financial impact.

Most individuals who worked and paid Medicare taxes receive Part A, which covers 80% of hospitalization, skilled nursing, hospice, and nursing home associated expenses, at no expense. There is a monthly premium for part B which covers 80% of all costs associated outside the hospital such as doctor visits, labs, physical therapy, ambulance services, preventative care, home health, and outpatient diagnostics and outpatient services. Part D is an optional prescription drug plan available to Medicare recipients. Higher income recipients of Medicare Part B and Part D coverage pay a surcharge in addition to their typical premium based on their level of MAGI, Modified Adjusted Gross Income. The following chart highlights how the cost of the two types of coverages change based on your level of MAGI.

In addition to your W-2 wages, items of income such as required minimum distributions, the realization of capital gains from the sale of investments, pension income, interest income including interest income from municipal bonds and social security benefits all become income items considered for the determination of your MAGI. Some strategies do exist to help reduce your MAGI such as a preretirement Roth IRA conversion, use of a Roth 401(k), qualified annuities, life insurance, Health Savings Accounts, and even selling your personal residence if it meets the test to be excluded from capital gains based on ownership and use tests. Form SSA-44 is another option should you need to report a decrease in your MAGI to help lower the costs of these monthly premiums after a change of income occurs. n
