It has been an ongoing joke on the Harmony Facebook page. Side note, you know who you are…I’m watching and waiting. What is unusual or unique about Harmony, in comparison to your previous home? There is a sense of calmness that you really can’t put into

FOR YOUR VIEWING PLEASURE

For those of you that want to stay up to date on what the Harmony CDD is doing, it just got easier. The Board recently approved live video casting of the CDD Board meetings. As many of you know, Dan Leet has been a constant advocate for the Board to broadcast the CDD meetings. When the previous Board chose not to provide this service to the residents, Dan personally took on the task. He would record and broadcast the Board meetings on YouTube so that Harmony residents could view them from the comfort of their own homes. This was a serious commitment of time and effort on his part and we were all very appreciative of his efforts to keep us informed. Now that Dan is a member of the CDD Board, he is no longer able to do this, so the new Board has decided to undertake this broadcast as an official service of the CDD. We will start by live broadcasting meetings through Zoom and then, once Inframark, our management company, expands their records retention capabilities, we will also record the meetings for future viewing at your convenience. The initial cost for equipment is under $1500, with the recurring cost for a Zoom account being $150/year. The Board has also chosen to return to the much more detailed (near verbatim) minutes that Harmony residents had enjoyed in the past. In early 2019, the CDD ended the practice of keeping detailed minutes of the CDD meetings and moved to providing only summary minutes.

Returning to more detailed minutes will allow Harmony residents to know, not only what the final vote on an issue was, but to also understand what the discussion and considerations were for each issue. Very few issues are as simple as “U’r either fer it or against it!”. You will now be able to get more details regarding issues that are important to you and understand what went into the final decision.

TREE LINED STREETS

Harmony’s tree lined streets are one of our community’s most valuable assets. They provide shade when we walk. jog, or bike around the neighborhood. They give a peaceful, serene feel to our community. They truly bring our developed spaces into harmony with our conservation areas and invite the natural world to our front yards. But, if we are to maintain this special environment, our trees need everyone’s care and protection. Unfortunately, the street trees in Harmony (between the sidewalk and the curb) have not been properly pruned as they grew to ensure that their limbs would not scrap up against our homes. If this had been done properly, the limbs on the sidewalk side of the tree would have been maintained away from the homes and we would not have the branches causing problems for homeowners. It is not just a home maintenance issue, but also an insurance issue. No one wants a letter from their insurance company saying, “Cut the branch or get cancelled.” Since we find ourselves at this point, the CDD now needs to find a way to work with Harmony’s property owners to remediate the limbs that extend past the sidewalk and over yards and homes. This will take a well-planned effort and major cooperation between homeowners, the CDD, and the arborist/pruners. The effort will be worth it if we are able to get our trees to a point where the CDD’s biennial pruning program can be completed without entering or endangering the property of others and you will no longer have to hire your own tree trimmers to lob off encroaching branches back to the edge of the sidewalk closest to the house.

PAUSE ON TREE TRIMMING

As the CDD’s landscaping company, Servello, was preparing to prune the trees on the side streets of our neighborhoods (the inside trees), they observed that Harmony has a number of diseased and stressed trees. They noted that some are afflicted with a fungal disease that, if pruned, would most likely be spread to our other healthy trees. This happens through contamination of pruning equipment and fresh cuts that provide an opening for fungal infection. For this reason, the pruning program has been paused while an expert arborist is brought in to conduct an evaluation of all our trees. This arborist will be making recommendations on what Harmony needs to do to protect our trees from fungus, insects, and improper pruning. The trees will be evaluated for fungal disease, the extent of damage being done by oak borer beetles, and needed correction of improper pruning. Our well-established trees are worth millions of dollars and we need to address these threats to them immediately. So, as homeowners in Harmony, we all need to take a pause on tree trimming, especially on the oaks, as the airborne fungal spores will find an easy entry into the tree at the fresh cut wound. ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony’s natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony’s abundant natural and manmade amenities by its residents. It’s spring and time for babies in the natural world. Birds, bunnies, deer, raccoons, opossums and loads of other wildlife bear their young at this time. They are often adorable and hard to resist, but too often people encounter these babies in a variety of situations. This month’s article is about what to do if you find a baby animal that appears to be orphaned or injured. When we find a baby wild animal, often our first instinct is to try to rescue it, especially if it appears to be alone. But before intervening, make sure it actually needs help. In many cases, it’s totally normal for wildlife babies to be on their own. Did you know that “rescuing” an animal that doesn’t need rescuing actually decreases its chance of survival. Though it might seem harsh, it’s normal and natural that not all wild animals survive to adulthood. Letting nature take its course is usually the best thing to do. So, generally it’s best to leave a wild baby animal alone when you find one. It’s rare that wild animals are actually orphaned. It’s more likely that the parent(s) may be observing the baby from a bit of a distance in hiding, or the parents may be searching for food. If it’s clear that an animal is injured as the direct result of human activity, such as getting hit by a car, attacked by a pet, striking a window, or falling from a nest during tree work, or if you’ve witnessed its parent being killed and know for sure that it has been orphaned. In those instances, the ethical thing to do is try to help. PLEASE DO NOT ATTEMPT TO RAISE OR CARE FOR ANY WILD ANIMAL. IT IS ILLEGAL WITHOUT A REHABILITATION PERMIT. Caring for wildlife is a round-the-clock job and requires special training to do properly. You must have a state-issued license to legally keep and care for wild animals. Unfortunately, well-meaning attempts by untrained people may result in the death of the animal. The most important thing you can do when you find any wild animal in need, a baby (or an adult), is to immediately call a local wildlife rescue center or licensed wildlife rehabilitator for assistance. APRIL CDD HIGHLIGHTS — Input Needed By Steve Berube HROA President, CDD Board Member

I

/ We need your help. As part of our threehour CDD meeting last week, a discussion took place regarding the VC1 property/Buck Lake entrance. You might remember that we asked you to complete a survey some months back regarding this land and what to do with it.

The participation rate was decidedly low and the results were decidedly inconclusive. So, at the least, the area could use a bit of “sprucing up” and I was tasked with coming up with ideas of how to do so. My first thoughts are an arch over the entrance path to the lake; you might have seen such an arch at US192/441 proclaiming “Welcome to Kissimmee”; there are other such over-road arches in other areas; of course, ours would say “Welcome to Buck Lake”… Moving on, the parking lot is showing its age; we likely will be “paving” the Garden Road with concrete fines; I’m thinking we could use the same material on the current shell rock surface. Of course, we could also asphalt it but I’m not sure that fits the rustic nature of the area. Though I painted the wooden fence a year or so ago, it is showing its age and a black wrought iron fence (4 feet tall) might be a nice visual upgrade. Moving onto the grassy area, there are several unsightly electrical transformers just sitting there. These are unlikely to be usable for any future projects so their removal would improve the sightlines. The electric cables might be kept for future use and stored in an inground box. Those areas—and perhaps a few others surrounding the pond—could see planter rings including trees with chairs or benches to use as sitting areas. A recent addition is a resident-initiative to install a sizable mini-golf gourse likely with a water feature; such a course would retain the rolling hills in the area. Those are my initial thoughts with the aim being to retain the natural feel yet modernize certain aspects and of course keep the area aesthetically pleasing and invite residents to use it. Another useful addition might be an open-air pavilion; this would be especially useful for outdoor events (shade/rain shelter) such as Activities Director Jennifer puts on. In other business, I moved to place our Field Services group under Inframark Management Services (IMS). This, after ascertaining that IMS would provide similar wages to what staff is receiving now, AND that we would receive credit should a job remain unfilled for more than 2 weeks. In addition, IMS offers a comprehensive benefits package that our current provider does not. Field Services started small and has grown its responsibilities and importance dramatically over the years. It was time to move the staff management into the modern era—and we did just that. This will cost about 15% more than the current cost but staff satisfaction should improve. Lastly, I asked that this contract be fixed-cost (except for 2.5%/annum for staff wage increases) and it is just that: 3-5 years fixed cost. We will restore “near-verbatim minutes” which really will be a nearly-invisible change as our current minutes are nearly verbatim now. We also approved equipment purchases to allow broadcasting of meeting as well as to project meetings on a screen. The broadcasting of meetings is a very-rocky legal situation and I’m hopeful this move doesn't bite us.

significant dispute with one large landowner including that landowner’s assertion that the irrigation system buried on his property is his. This despite the fact that the CDD bought it, installed it, has maintained it, supplies the digital control to run the clocks, and supplies the electricity and water. The legal system is aggravatingly slow currently so it is nearly futile using it to get resolution. Therefore, we are close to doing a workaround which consists of disconnecting our digital signal, electricity and water at the property line. We will then reconnect for our needs on our property leaving said property owner with an unusable system. Why do all this? Simple— we need the water for our property which surrounds his. As noted, it was a LONG three-hour meeting, but we finally got through an entire agenda. Our current Engineer resigned several months ago; after careful consideration, we picked Pegasus Engineering as our leading candidate to replace him. Counsel & District Manager have been tasked with working out the details. As part of the SERVELLO Landscaping discussion, I asked what can be done with the declining soccer field at Lakeshore Park. The answer was that while many things can be done, the fix is to re-sod it. Due to the cost of doing that, the decision was made to give it some intensive care. We’ve done this before with lousy results but we’re going to do it again. We accepted a surprisingly low bid to re-sod the storm-drain-repair area on Five Oaks; hopefully, this works out well. We also accepted a bid from our regular concrete sidewalk replacement contractor to replace sidewalks in that area. Some of you might remember that we stopped maintaining—meaning, irrigating—private lands, as well as cutting grass and trimming foliage, several years ago. Gator Week Returns to Wild Florida with Free Gator Park Admission and National Alligator Day Celebrations

t’s no secret Wild Florida knows a thing or two about alligators. To share this knowledge and passion with visitors, Wild Florida will host Gator Week, May 24–29, and offer free Gator Park admission to everyone who brings in spare change. At the end of Gator Week, Wild Florida will also celebrate the inaugural National Alligator Day on Saturday, May 29. S

o, as you may or may not know, I have two little girls, Zoe (6) and Quinn (3). While they both love getting into my makeup and dancing, these girls have VERY different interests. Zoe is as sparkle, glitter, sequins, diva as you can get. Quinn likes soccer, cars, monsters, and getting dirty. So, when Quinn wanted to get a racetrack from Target from the movie “CARS,” we didn’t hesitate, but we ALSO didn’t have any cars at home and did not realize the track did not come with a single car (#parentfail). So now we have this really cool race track—you know, the kind that you push the car through the compartment and it shoots it out around the track! Well, it’s not as cool when you don’t have any cars to push through. So we found an abandoned car at a park and brought it home for her race track. Y’all when I tell you the straight BELLY LAUGH and giggles she had when that care came shooting out, it would light up any room. Over and over and over again just watching the little car shoot out around the track, she would let out this enormous belly laugh.

It got me wondering, when is the last time you let loose and had a good belly laugh? When is the last time you got off your phone, let your guard down, took in the world around you for a brief moment, and truly smiled and laughed, and were grateful for it all? There are so many times when I ride or walk around Harmony and I think to myself, “Man, I am so happy this is where I live.” Forget, for just a minute, the complaints about dog poop or Servello blowing leaves into people’s yards, or the HOA bothering you about weeds, pressure washing your driveway or kids poppin’ wheelies. Look simply at all the sidewalks we DO have and at the families and kids walking, running, playing on the playgrounds, walking dogs. Look at the neighbors who help each other with the single ingredient they need to finish a recipe at night when they don’t feel like driving into town to get it. Look at the golf cart parades or how everyone came out to support the seniors in their graduation parade last spring when they couldn’t have their traditional graduation. It’s easy to complain, it’s easy to turn on the news and get discouraged at the state of our world. It’s easy to find the negative. I want to encourage you this month to find the positive. Wave to your neighbor. If you see someone jogging, tell them, “Way to go!” Maybe leave a random compliment on a neighbor’s doorstep because you want to, purchase something from one of the many small business owners in our community, or post a positive experience on the forum just because. You never know how your single smile, compliment or encouragement can change a whole person’s day or week. Try to have more belly-laugh moments; tomorrow isn’t a guarantee, so enjoy the life we have today!
