Bill@QMCWorld.com On a fairly regular basis I get contacted by residents to complain about a local company or a job gone bad. It’s hard for me to intervene if the companies aren’t advertising in the magazine. Let’s face it not everyone is going to have a great experience every time, but certain patterns do show up. There have been 2 companies that are no longer allowed to advertise in the magazine because of habitual complaints and an unwillingness to work with our residents to rectify the problems. One is in the auto repair business, and the other is a water softener company.

There are currently a couple of local and even resident-owned companies providing services for which I have received an alarming amount of complaints. They post on Facebook and have several “friends” chime in about how great they are. All I can say is let the buyer beware and do your due diligence. Neither of these “companies” have been a part of the magazine, but we have used them for our property management business, with mixed results. One we will never use again, and the other it will just depend on a few things. Caveat emptor.

What is your favorite weekend activity? We love visiting the major theme parks and have annual passes to Sea World and the Space Center.

H

ey y’all! Stephanie here from Z and Q – A Children’s Boutique located in Downtown St. Cloud. Since opening up our boutique I often hear, “I don’t know how you do it.” At times it can feel like moms have this desire to be some ultimate waitress balancing all of these responsibilities on different plates piled miles high while keeping our head up, a smile on our face and picking up a dirty sock off the floor with our free foot. Honestly, it’s more of a juggling act. I have all of these different balls in my hands that include being a mom and remembering picture day, permission slips and middle-of-the-night feedings for the baby, and making time for my husband to keep our relationship growing. Then there’s work and employees, meetings, and emails. Don’t forget the self care of exercising and eating healthy. The todo list is endless. Here’s the thing. I try SO HARD to keep each of those balls in the air without one coming to a crash on the floor, but reality sets in and it happens. I drop the ball. I FAIL and guess what? IT’S OK! You and I are NOT terrible

moms or business women or wives. We are human. When a ball drops, take a deep breath and keep going. When they all seem to have dropped on your head as you sit on the floor, girl, cry it out, take a bubble bath, drink a glass of wine, phone a girlfriend and vent, ask for help and then get up and keep going! So what, you skipped a couple workouts this week; stop making that an excuse and get up and start now. Go for a walk with your kids in the stroller, or jog with your headphones on listening to rap music. Stop thinking you are a bad mom because your home isn’t spotless or you packed your kids a lunchable instead of an organic balanced meal. We, as a whole, need to stop looking at everyone’s perfect lives through the social media lens and look around at the beauty surrounding us. We need to ask for help when we need it and embrace our chaos. You can try anything, but you can’t do everything. Like I tell my girls, you are smart, you are strong and you are beautiful inside and out. Dust yourself off, pick that ball back up,

Elections— And the People You Elect, DO Matter By Steve Berube Chairman HCDD and President HROA

I

t’s Election season, and if you’ve been watching TV or listening to radio lately you’re probably fed up with all the ads. Perhaps you, like me, have noticed a common theme within many of them and that is the ad just bashes the other guy without talking about the Candidate’s platform and/ or accomplishments. As a candidate for re-election to the CDD, I thought it important to share my platform and accomplishments over my years on the Board so you can make an informed choice. I realize that this might sound boastful but that’s not my intent. ASSESSMENTS: Since I’ve been Chair, assessments have risen only once (by about 2%) with the specific intent of providing funding for the Streetlight buyouts. Now, we’ve nearly completed those buyouts which means those funds will soon be freed up. It is my intent to reduce assessments to the extent possible. Such a reduction would mirror my actions as President of the HROA where I spearheaded the 25% reduction in dues this year. BOND REFINANCE: The largest chunk of the budget goes to pay the Bond debt created to finance the building of Harmony. Like a home mortgage, you pay interest on this long-term (2032 & 2034 maturities) debt. During my tenure, the Board has refinanced both bond issues which reduced interest rates from the mid 7’s to a blended rate in the low 5’s which will save millions in interest. CDD FIELD SERVICES: While there have been personnel on site for several years to do the multitude of tasks required to keep Harmony functioning, they were managed by Developer staff though paid for by the CDD. Over time, this proved quite unworkable and in fact, the Developer at one point gave us short notice that they no longer wanted to manage personnel for us. So, I took the lead and set up Field Services as you see it today. We are lucky to be able to have an all-resident staff providing the high quality of services you deserve-and those services continue to expand on a routine basis. As far as I know, Harmony is the only CDD that manages its works with an in-house staff. DEVELOPER RELATIONS: Some will say that I am too friendly with the Developer(s). That is an easy observation to make but in my view, Developers have lots of money and with the proper “encouragement” are willing to spend it. For instance, as part of the second Bond Refi mentioned above, I negotiated with the Developer and secured $200,000 in exchange for the CDD agreeing to the Refi. What was the $200,000 used for? The first $100,000 kick-started the Streetlight Buyouts and the other $100,000 went to Parks & Recreation: Neighborhood F park updates, a new boat and the Butterfly Drive linear park sidewalk project used that money. Also, Starwood, over time, gave us 2 golf carts, the trailer that houses Field Services, several computers, printers, desks, file cabinets and other minor equipment. Starwood also donated the fabric shade structure at the Ashley Park pool area. The current Developer has not been so generous but we are just getting started; though, so far, they’ve donated over 100 acres of land most of which is conservation area but includes The Garden and Large Vehicle Parking Area. So, you can fight them or develop a working relationship with trust on both sides. You can tell which way I lean. EQUIPMENT MAINTENANCE: Some years back, I began maintaining the fleet of equipment that the CDD owns and uses daily. This is rather easy

for me as I fix equipment in my day job and am happy as a resident to realize the cost saving that this provides. It is hard to quantify the value of this, but labor typically is about half of any repair bill; since the CDD spends about $8,000 a year on equipment parts, the value of labor is likely about that amount. We also save the associated costs of delivering equipment to some service provider perhaps in a distant location as well as the associated down time of needed equipment. STREETLIGHT BUYOUTS: Some years back, I questioned the $480,000 annual budget line for “Streetlighting.” Digging in to that a little, an offthe-balance-sheet obligation surfaced of about $3 million for streetlight capital expenditure leases which the Developer had saddled us with. At 10.25% interest for 20 years to boot! So, the Board approved a plan to spend about $2 million and buy out these leases. The story is now closing as the buyouts are being completed and we will have chopped about $1 million in interest costs out of long-term budgets. SWINGSETS: Did you know that Harmony had no swingsets at one point? That might be hard to believe since they are now ubiquitous but a while ago, there were none. This became an issue to me with the arrival of my granddaughter who liked to play at the park. So, I brought that initial request to the Board, and despite initial skepticism, they proved so popular that there are now several sets of them—including kiddie buckets—spread throughout the neighborhood. Also, the shade structures at Lakeshore Park play area were purchased at my request; without them, the play equipment is simply too hot to use in the sun. This has led to our policy of planting trees at all new play equipment areas to eventually provide shade. WALKPATH: While on the subject of Lakeshore Park, you’ve probably noticed-or used-the concrete walkpath surrounding the pond there. That simple walkpath has been expanded twice and now includes the Butterfly Drive linear park walkpath. What you might not know is that all started with my request to add the “missing” sidewalk along Schoolhouse Rd between Pond Pine and Cupseed Rd. This blossomed into a much larger project to include the bridges over the pond as well as the wooden walkways leading to the docks on Buck Lake. The Board negotiated with the Developer who agreed to split the cost equally with the CDD. A good deal for all. Again, it is not my intent to brag or sound boastful. But, many folks here are new and all the above has taken me (with the support of the Board) years to accomplish. I began attending CDD & HROA meetings upon my arrival here in 2005 and was appointed to both Boards in 2009 which is of course when I started assembling the above body of work. I’m proud to say that I have not missed a single meeting of either body since being appointed. This CDD, like all others, forces you to pay assessments which should be used judiciously. You should be very careful to vote for folks that are involved and informed as well as demonstrate a desire to do the best thing for the most people. Thank you for your consideration as I respectfully ask you for your vote(s). Of course, I you don’t agree with the above, or think that years of experience might not be valuable in managing our $4+ million budget or in dealing with the unprecedented wave of challenging change coming to Harmony, then you should vote for somebody else. On street parking is increasingly becoming an issue throughout our community. Specifically on streets that do not have designating parking. We are asking that you be mindful of your neighbors and put your cars in driveways or garages. On street parking not only detracts from property value, but it also greatly diminishes the curb appeal of any community. It is also a huge safety concern for everyone in the community, especially our young children. In an effort to help curb this activity, The Association will solicit assistance from the Sheriff ’s office to issue tickets for various on street parking violations, i.e. blocking sidewalks, parking against the flow of traffic, parking too close to a traffic control device, etc. For more information on parking violations please refer to Florida Statute 316.1945 The provisions of the governing documents, including the Rules and Regulations, have been developed with the intent of safeguarding both the financial and emotional investment that every homeowner has made in the Harmony Residential Owners Association. It is not our intention to create a confrontational relationship with any homeowner. However, the Board of Directors also have the fiduciary duty and legal obligation to enforce the provisions of the governing documents as effectively and equitably as possible.

ARCHITECTURAL REVIEW APPLICATION

Don’t forget, to make any changes to the exterior of your property you will first have to complete, submit and gain approval for the work you would like to complete. The form is available to fill out directly on our website www.myhoasolution.com. Please make sure that you include all of required information, property survey, paint samples, photos etc. We have 30 days to process your application (although it is often not that long) but please do not start work until you receive the approval.

St. Cloud Regional Medical Center’s New & Expanded Emergency Department Opens for Operation Grand Opening & Ribbon Cutting Event Happening Soon!

N

early ten months after breaking ground, St. Cloud Regional Medical Center’s expanded emergency department and new main entrance are open to serve patients. The multi-million dollar project, which added more than 14,000-square feet to the hospital, increases capacity to 20 private exam rooms and enhances privacy, comfort, and technology in an emergency department that served more than 26,000 patients last year. “This expansion will enhance our number one priority—delivering quality care to our patients safely and efficiently,” said Brent Burish, CEO of St. Cloud Regional Medical Center. Private patient rooms are larger and incorporate new technology. The Department also includes space for a new CT Machine directly within the ED space. The ED continues to be prepared to respond to a wide variety of emergencies with decontamination, isolation rooms and major exam rooms. “These changes will support our physicians, nurses and other healthcare professionals as they care for our growing community,” shared Dr. Marcy Rosenberg, Medical Director for the Emergency Department at St. Cloud Regional Medical Center. “The new design will support a more efficient work environment with new technology and improved workflow, and minimize the time it takes to serve patients.” St. Cloud Regional Medical Center is dedicated to providing quality care in an efficient manner to its emergency department patients. In 2016, the hospital implemented a 30-minute ER service pledge through which it pledgees that a medical professional – a physician, physician assistant or nurse practitioner – will work diligently to see patients within 30 minutes

of their arrival. The hospital has been recognized as an accredited Chest Pain Center by the American College of Cardiology for its commitment to following best practices for emergency cardiac care. “I’m proud of this milestone for St. Cloud Regional Medical Center,” said Mr. Burish, “St. Cloud Regional Medical Center has a long standing presence in the community, and this expansion is a great accomplishment to improve access to care for our patients that could not have been achieved without the support of the physicians, employees, volunteers and community members.” A ribbon-cutting ceremony for the new space is one of the activities planned during the Community Health Fair on Friday, October 26 from 4-7 pm. The ceremony will occur at 5:30pm and the public is invited to attend. Other activities include safe trick-or-treating, music and food. all is arriving, and the Summer rains are finally decreasing. In October, the temperatures continue to drop slightly. The average temperatures are highs of 84 and lows of 68. These average temperatures will continue to decrease as the Holiday Season approaches. It is un­likely we will see any cold weather until late October into November and December. The evenings will certainly begin to feel comfortable as the temperatures drop. The days get shorter by almost 1½ minutes per day right up until the Fall time change, which will take place on Sunday, November 4th. With the cooler temperatures, and a decreased amount of rainfall, insect activity will slow, however many issues could still arise. It is important to have your home and property protected. Many types of ants and rodents become active this time of the year and seek refuge inside homes and buildings. It is important to make sure there are no branches up against your home or building providing a highway for these pests to enter. Check doors, windows and other entry points and make sure they are tight, allowing no room for entry. The Fall time change creates some issues for your Turf and Shrubs. Most of these issues are created from cooler temperatures and less sunlight this time of the year. Grubs and Fire Ants are the main insect attractions this time of the year. In the fall, the sun is further south and therefore the “north sides” of buildings, homes, fences and any type of walls remain in “shade” for extended periods of time, creating moisture issues leading to weed and fungus problems. Winter Annuals (weeds) such as chickweed, henbit, geranium and clover are prevalent.

Due to the shorter days and longer nights, the excess moisture from the natural “Dew Period” takes longer to burn off and that can lead to these weed and fungus issues as well. Irrigation in these areas should be adjusted to compensate for these conditions. The average rainfall in October through December for the last 10 years is just under 4 inches per month which is not enough to keep turf and shrubs healthy. Watering two times per week at ¾ of an inch, per zone, is recommended. Fall is the time of the year for a well-balanced Granular Fertilizer to prepare the turf and shrubs for the winter months and help alleviate the stresses associated with cooler months. ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. Fall’s cooler temperatures make enjoyment of natural amenities and wildlife more inviting. Did you know that we have miles of trails in Harmony, with names like Butterfly Trail, Lily Pond Loop, Tangerine Trail, Pine Needle Path, Billy’s Trail, Lookout Bridge Loop, and Lakeshore Trail? All these trails, when added together, make up miles and miles of beautiful and varied natural scenery. You can run/bike/walk all the way from one side of the community to the other on sidewalks, with a longer stretch on natural trails. All trails are considered to be an Easy Level of difficulty, though you should watch out for exposed roots, animal holes, and other hazards on the natural trails. Definitely wear sturdy shoes, bring water, a hat, and bug repellent. Note that natural trails can be seasonally wet or muddy. While on the trails, please do not try to interact with the wildlife, and never feed it, but do take time to observe it at leisure and from a respectful distance. If it’s wetland habitat you want to check out, Butterfly Trail, the trailhead for which is in Harmony’s Green Neighborhood, is a raised walkway with canals and wetlands on either side. It is .8 miles in length, but also has two side trails, Pine Needle Path (.2 miles) which winds around a wild pond through lovely mature oak forest, and Tangerine Trail (.3 miles) through mixed forest and ending at Buck Lake. Many types of birds, alligators, otters, and bobcat have been seen on this trail. Billy’s Trail (.9 miles) is a raised walkway that used to be a ranch road, and has swamp on either side, where you can sometimes spy otters, deer, turkeys, bobcats, and other wildlife. You can also just drive out to the circle at the eastern end of Five Oaks Drive to access Billy’s Trail. Lookout Bridge Loop (.9 miles) is a side trail that begins half way up Billy’s Trail on the left with deep woodlands, a bridge, and Adirondack chairs on the shore of Buck Lake. One of the easiest and most open trails runs from the east side to the west side of our CDD: Long Park starts at the traffic circle near Cat Lake, at the far end of the Lakes neighborhoods, and follows the wetlands and golf course all the way from the end of Five Oaks Drive, down Cat Brier Trail to Drake Neighborhood. Follow the sidewalk from here to Schoolhouse Road, and onto Lake Shore Trail, which runs at the south edge of Buck Lake and around the Long Pond retention pond. Take this in the Long Pond loop or continue around Schoolhouse where the sidewalk connects near Butterfly Drive, and take the path all the way to Butterfly Trail. Did you know that you can not only hike, but also bicycle some of the trails, use a Neighborhood Electric Vehicle (some trails only), or even ride horses on some of them (if you trailer in your own horses in and sign a waiver with the CDD). Many of the trails have picnic tables, so bring along water and a snack, and don’t forget your camera or binoculars (if you have them)! n
