From Wikipedia, “A community development district (CDD) is a local, special-purpose government framework authorized by Chapter 190 of the Florida Statutes as amended, and is an alternative to municipal incorporation for managing and financing infrastructure required to support development of a community. Please visit: https://www.harmonycdd.org/about-harmony/what-is-a-cdd The CDD is a governmental position and thus will be on the November Ballot with all the Senate, Gubernatorial, Congressional and local elections. This means that ANYONE registered can vote in the CDD election. I am closing in on the 2-year mark of my election to the CDD Board. I highly advise that you research the candidates, get to know them and their background. Please try not to make this a personality contest as there are millions of dollars at stake. It’s tougher than it appears, and much time is required outside of the 2-hour plus meeting each month. The HROA is voted on by homeownership, one vote per property. HOAs are mandated by statute and operate as non-profit corporations governed by FS 720. Their primary duties are to function as a hyperlocal government dedicated to both preserving and improving the original design intent. They manage this through the collection of dues which are then used by the Board to effect the continuation of the neighborhood. Electing Board members who have a thorough understanding of, and perhaps a history in, the neighborhood is crucial to having a well-balanced association which can carry out its duties while limiting discord. Experience in the HOA is also important as there is a learning curve; new board members might struggle just learning the lay of the land and thereby perhaps delaying what may be important business. In short, you should KNOW who you elect as they’re managing both your money and your surroundings. Please contact me if you care to discuss or need further information. See you in October! What is… Your name? John Moynagh. Your spouse’s name? Laura Moynagh. Your childrens' names? Maddie (14) and Katie (12). Your pets' names? Zoe (Chocolate Lab) and Stella (Yellow Lab). When did you move to Harmony? We purchased in April 2014 and moved in June 2014 What street do you live on? Sundrop Street. What do you love most about Harmony? John: The tranquility, peacefulness, and the neighbors. Laura: I love all the wonderful friends we’ve made and the small-town feel, where everyone is looking out for each other. Also, the nature and all the activities. What are your kids’ favorite things about Harmony? They have the freedom to be a kid. They have lots of friends within walking distance. They can walk or bike to school and the market. There are lots of community events and activities. Where did you move from? Fort Pierce, FL. What do you miss most? We had a lot of great friends and could walk to the historic downtown, with lots of shops and restaurants. What is your background? John: I have a bachelor’s degree in Criminal Justice. I come from a large Irish-Catholic family with all my family still in Worcester, MA, within close proximity of one another. I am an insurance investigator/adjuster and have been in this field since 1988. Laura: I was born and raised in the Asheville, NC area. I’ve been in Florida for 25 years. I have a bachelor’s degree in Anthropology and am currently working on my MBA in Leadership. I’m a Director of Talent and Culture for Alpha-BEST Education, which is an academically based before- and after-school enrichment company. What is a good story about Harmony? John: We moved into the green community around the same time as most of our neighbors. None of us had a crawl space for our attic. One of the neighbors works for a lumber supply company and purchased the wood at cost. Six of us worked together to put crawl spaces in each of our houses. It was fun and quick with all of us helping one another. Laura: Those same six families camped out at Cat Lake together. We had so much fun playing cornhole, roasting marshmallows, and playing music together. Its one of my best memories of all time. What is unusual or unique about Harmony, in comparison to your previous home? It is a safe neighborhood compared to our old one. We lived in a historic neighborhood that was going through gentrification. There were lots of nice houses and neighbors but also riffraff and a criminal element. We never let our kids leave our fenced in yard. What is your favorite weekend activity? W Getting together with all our neighbors, listening to music, going to the pool, singing and cruising through harmony on our moped or golf cart. Is there a neighbor experience you are most proud of? Whenever a child or dog goes missing, all the neighbors jump into action to find them. We’ve helped other people get

reunited with their dogs, and neighbors have done the same for us. Are there any recommendations for other neighbors? Get out and experience all that our community has to offer: boats, golf, pools, pickleball courts, trails, and all the events and activities. Do you do any charity or non-profit work? We volunteer and give when we can. We’re all about helping others who are less fortunate than us or down on their luck. What do you do for fun? John: Fishing, boating, going to the springs or the beach. Laura: Relaxing by the pool, having friends over for drinks, traveling to new places, and hanging out with my family. What is the last movie that you have seen in the theatre? John: The Equalizer 2 Laura: I can Only Imagine Who is your role model and why? John: My grandmother, Mae Folly. She was kind and giving and always considerate to those who are less fortunate. She was a role model to half the city, where I grew up. Laura: My mother, Ruth Wesley, was the first police officer for the city and then the county where I grew up. She was a dispatcher and has a quiet strength about her. She went to rookie school at 41 on the request of the police chief and blazed a trail for many women to follow. She has shown me that its never too late to follow your dreams and don’t be afraid to step outside your comfort zone and lead the way. What is your favorite TV Show? John: Columbo, McCloud, Quincy… in that order. Laura: Super Soul Sunday and anything on HGTV. What else should we know about you or your family? We feel grateful and blessed to have found such an amazing community, where we have so many friends and activities to do. We have two beautiful daughters who make us very proud. n

MEET STEPHANIE MILFELD

M

y name is Stephanie Milfeld and I am a local Harmony resident and one of the owners of Z and Q — A Children's Boutique located in Downtown St. Cloud. I know that we all have struggles as parents, because let's be real it's NOT easy. My #MomStruggle this month is that my threenager, as I like to refer to her as, is stubborn as all get out. I’d like to think that her head strong personality will help run a company one day or maybe even run the country, but at this point in time it is just plain exhausting. One of the things that we are constantly in a battle over is her clothes. I hear you saying, Why? They are only little once, who cares what she wears? Me, I care. I don’t want her to look homeless. That's an exaggeration, but you get the point. I mean, she may be the next Coco Chanel, but right now she is three and having a full blown morning meltdown because we can’t wear the pink tutu to school for the 3rd time this week. Don’t get me wrong, there are days when she wears whatever she wants, but most days she needs to look somewhat put together. She also has to wear her school shirt every Wednesday

— she hates it. Last year, they were yellow, and after a few months I just stopped making her wear it, but I also want to teach her that sometimes you don’t have a choice on what you wear, period. So how am I handling all of this? One deep breath and glass of wine at a time if I am completely honest, but also by giving her choices. We have now decided to take out the outfit of choice the night before. This includes everything from bow to socks and everything in between. We even discuss how she is going to wear her hair — that way, there are little to no discrepancies in the morning. Thus far, this has worked out well because any clothes that are dirty or can’t be found is discovered at night and the mornings are running much smoother. Also this year the school offered more than one color school shirt (YAY!). I went ahead and purchased several colors of the school shirt, so now on Wednesdays she again has a choice of which one she would like to wear. Hopefully this will help when it’s time for kindergarten and she has to wear uniforms; I can’t even begin to fathom what that will be like.

ou might have noticed that the HROA has retained the services of a Professional Activities Director. What you may not know is, though you are not part of the HROA, you are included in ALL HROA activities, events and other related functions. This is the result of a reciprocity agreement between the Associations. I’m reaching out to you today because over the years, we have heard from a few of our premium citizens that there are not enough activities geared to your age group—so, we are reacting to those concerns and the Harmony Activities-Director is awaiting input from you as to what you’d like to see. Of course, this invitation for input extends to seniors living throughout Harmony as well.

The Swim Club is located adjacent to the Champions Grille building on the Town Square with the second pool being located to the west off Five Oaks in the center of the Ashley Park Condo/Townhome neighborhood. As with the docks, pool usage is free but you must obtain a keycard.

Help shape the Calendar and then join in the fun. (Jennifer could use some help in actually running the events too. If you’re an organizer or active type, she’d love to put you to work.)

ALL of the parks, play areas and play equipment are open to all residents so feel free to explore and use any of them that you want to.

Beyond the activities mentioned above, you might not know that there are many CDD-controlled facilities such as the Garden, a Commercial/Large Vehicle/RV/Boat/trailer parking facility, a fleet of boats for resident usage, 2 swimming pools, a splash pad and parks/ play areas throughout the community. As every lot here pays CDD fees, every resident is welcome to use any facility. Since we have a steady stream of new arrivals, perhaps I should detail the location of these facilities: the Garden and Parking Lot are located at the end of a just-resurfaced road which runs off East Five Oaks. There is a small “The Garden” sign denoting this road. While these facilities are CDD-owned, they are managed by the HROA Manager Association Solutions. These capacity-controlled areas are leased on

As many of you may be aware the Social Committee sadly resigned from their roles a few weeks ago. The Board of Directors and the Management Company would like to take this opportunity to thank them for their service on the Committee and for everything they have done for the community and the amazing events they have put on for everyone’s enjoyment. The events will not be stopping, many more are planned. The Board have appointed an Activities Director who is planning a lot of exciting events. HARMONY RESIDENTIAL OWNERS ASSOCIATION ANNUAL FEE

By now you should have received your 2018 -2019 annual assessment statement for your Harmony Residential Owners Association Annual fee. If you have not, please contact Association Solutions as soon as possible to receive a copy. The Board is pleased to announce that the assessments have been reduced for the upcoming fiscal year. All payments are payable before October 1st 2018 to avoid late charges and interest. Payments can be made via our website, www.myhoasolution.com. Just click on the "Make a Payment" link and you will be directed to the Union Bank payment page. We recommend Sign-In/Register as this a FREE e-check payment option. If you select to Pay as a Guest, the bank will charge a service fee of $14.95 To make the payment, you will need your account number which can be found on the top right hand corner of your statement. You can also mail a check made payable to "Harmony ROA" to our office at 811 Mabbette Street, Kissimmee, FL 34741. Checks must be received by October 1st, 2018 to avoid late charges.

PARKING

On street parking is increasingly becoming an issue throughout our community. Specifically on streets that do not have designated parking. Please be mindful of your neighbors and park your cars in driveways or garages. Parking on the street not only detracts from property value, but it also greatly diminishes the curb appeal of any community. It is also a huge safety concern for everyone in the community, especially our young children. In an effort to help curb this activity, The Association will solicit assistance from the Sheriff ’s office to issue tickets for various on street parking violations, i.e. blocking sidewalks, parking against the flow of traffic, parking too close to a traffic control device, etc. For more information on parking violations, please refer to Florida Statute 316.1945

ANNUAL MEETING — WEDNESDAY, OCTOBER 24th AT 6:00PM You should have recently received information about the Harmony ROA Annual Meeting, including a candidate form. If you are interested in serving on the Board and intend to run for election, please complete and return the candidate form to us, so it is received no later than September 14th, 2018. On Wednesday, October 3rd at 6.30 pm at the Harmony Golf Club Banquet Room there will be a “meet the candidate night”. Each candidate will get 2 minutes to speak as to why they would like to serve on the Board and a further 3 minutes to answer any questions from the audience. At the end of September you will be mailed your voting ballot form, with a covering letter. This ballot form will show the names of all candidates. Please ensure you follow the instructions carefully. Please complete and return your ballot form correctly. It is through these returned ballots that we will be able to establish a quorum to go ahead with the election on the night. We must have a minimum of 266 ballots (25%) returned to have quorum. No forms can be collected on the night. All ballot forms must be received at our office before the meeting. The Annual Meeting, Election Night, is Wednesday October 24th at 6pm at the Harmony Preserve Golf Club, Banquet Room. There are six seats vacant this year, a seventh seat is occupied by the developer. All the received ballots envelopes will be opened after the meeting is called to order. The newly elected Board Members will take their seats after ballots are counted and results are read. We thank you all in advance for your help to make this a successful process and election.

D

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony’s natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony’s abundant natural and manmade amenities by its residents. One thing we have an abundance of in Harmony is…weeds!! They grow year round. In a year like this one, with so much rain, the weeds seem to grow with more abandon than usual. They take over very quickly: give them a couple of weeks and they’re already a few inches tall. In a month they can really take over a bed or lawn if left unchecked. Lots of us resort to weed killers for ease and speed. But these chemicals often harm more than just the weeds, so here’s an alternative. Did you know that salt, used in judicious amounts, can easily kill weeds? For more long-lasting weed prevention between paving stones, sidewalk cracks, and between driveway and alleyway or road (and other such places) where you don’t want any living thing to grow again, mix two cups ordinary table salt with one gallon of white vinegar. Mix this in a container larger than one-gallon capacity so you have room for the salt. Close the container and shake it to dissolve the salt. While salt dissolves more quickly in vinegar than in water, it still requires some mixing. It’s alright if it doesn’t completely dissolve. Then add 1-2 teaspoons of liquid dishwashing soap (Dawn, or store brand…not dishwasher detergent). Pour this mix into an ordinary garden pump sprayer or handheld (takes longer and is a workout for your forearm!). Apply to weeds or grass on a dry, sunny day to areas you don’t want to see vegetation of any kind in the future. The salt penetrates into the soil; it may take several applications, but eventually the salt will “sterilize” the soil in this area so that nothing will grow there. Plan well before you go this permanent route. For weeds in flower and shrub beds and tree circles, use only 2 tablespoons of salt per gallon, or none, mix with 1-2 teaspoons of dish liquid and fill the rest of the container with white vinegar. Pick a hot, dry day to spray weeds until they’re saturated. They’ll shrivel up within hours so use care to not spray anything you want to live. The vinegar won’t kill anything below the soil, so you can safely replant once the weeds have died. These homemade weed killer recipes are generally less expensive than weed killer, as an added benefit! We are blessed with an abundance of year-round green space here in Harmony. Let’s keep our plants and soil healthier by trying some methods that are effective and more environmentally benign. n
