COVER STORY here since she was young, and the dream was fulfilled. The most amazing part is that my younger brother and sister-in-law literally live two doors down. We also have to thank Bill and Jeanine Corcoran for their flexibility and great help with our home buying process. What a blessing! What is unusual or unique about Harmony, in comparison to your previous home? There are lots of community events and we like how family-oriented Harmony is. It’s nice to see so many families walking together or driving in their golf carts laughing and spending time together. In our prior neighborhood many people rarely came outside or even said hello, so being in Harmony is a nice breath of fresh air. What is your favorite weekend activity? We enjoy spending time with family, taking the dogs to the park, or just sitting back to relax after a long work week. Is there a neighbor experience you are most proud of? That we get to live next door to close family!

What is… Your name? Joshua Nalley. Your spouse’s name? Allie Nalley Your pets’ names? Samson is a dopey Doberman and Spencer is our gentle Italian Greyhound. When did you move to Harmony? May 2021.

What street do you live on? Clay Brick Road. What do you love most about Harmony? The community. We love how friendly and helpful the people are who live here and mostly enjoy the peace and quiet Harmony offers. Where did you move from? Kissimmee. What do you miss most? Quite honestly, nothing. What is your background? Josh: I’m an IT specialist and have been in this field for the past 20+ years and operate my own side business as well. I love how technology is always evolving and enjoy learning new tricks of the trade. Allie: I am a critical care Nurse and I work for Orlando Health. I have a great passion for helping others in all ways, whether they are sick or in good health. I am also a vocalist and I do event singing as well. What is a good story about Harmony? We have to say that the process of buying this townhouse is the real story. There were a lot of odds stacked against us, but in the end God pulled us through and this house was our miracle. My wife always wanted to live

Who is your role model and why? Jesus. He is the main focus in our lives and all glory goes to Him. He has never let us down and we do our best to return the favor. What do you do for fun? Allie: I love rollerblading, horseback riding and singing. Josh: I like to participate in outdoor sports like swimming, baseball, and playing video games with my wife. What was the last movie that you have seen in the theatre? “Avengers Endgame.” It was Epic! What is your favorite TV Show? “Friends” and “Big Bang Theory.” What else should we know about you or your family? We are not afraid to have fun and go on adventures. We love the Lord and will jump to help those in need. n

Saving Money for Harmony LAWSUIT SETTLED The Davey Tree lawsuit that was filed in 2018 has been settled, saving the CDD tens of thousands of dollars in legal fees preparing for a trial. The final settlement was for a fraction of the amount that Davey was asking and without Harmony having to pay any of Davey’s legal fees, court costs, or interest that accrues at 18% a year. TOHO BILLS COMING DOWN In April of this year, Harmony turned the servicing and control of our massive irrigation system over to Servello, our landscape contractor. Since that time, they have been working diligently to correct major problems with the system. One problem was that none of our zones had working rain sensors. This has been corrected and for the June 19 to July 19 billing period, Harmony’s water bill was under $4,000. Our water bill for the same time last year was just barely under $18,000 for the month. Quite a difference! I know we will not see this great of a savings as we move into the drier months, but let’s hope this trend continues. IRRIGATION MAINTENANCE COSTS REDUCED As mentioned above, Harmony has switched from monitoring and maintaining our irrigation system with in-house employees, at an annual cost of close to $60,000, to now having our landscape contractor be responsible for irrigation at an annual cost of $26,400 plus the cost of repairs. That’s up to $33,600 saved annually! It is important to have the contractor who is responsible for the care and maintenance of our landscaping to also control the amount and timing of the water that these plants receive. This was a main issue of contention in the Davey dispute and Harmony does not want to repeat that costly experience. LEGAL FEES For legal work conducted in the calendar year of 2020, Harmony paid, on average, $8,800 4 Harmony Life Magazine l September 2021

per month which is just under $106,000/year. Contrast this with the just under $39,000 we have paid for legal work done in the first 7 months of 2021, for a monthly average of just under $5,600. This amount should continue to come down now that we have settled one of our ongoing lawsuits. CHANGE IN MANAGEMENT OF THE RV/STORAGE LOT AND GARDEN On August 15th, Inframark took over management of the RV/Storage Lot and Garden (with The Garden Club at Harmony remaining the lead for the Community Garden). Inframark will not be charging an additional fee for this service, so Harmony will be saving the $250/month that we were previously paying for this service. LAWSUIT AVOIDED Harmony contracted to have a major stormwater pipe break repaired for $57,109 plus the cost for de-watering, estimated at $15,000. The contractor invoiced Harmony for a total of $122,203 claiming that additional expensive work was required to complete the repair. By allowing the contractors to respectfully air their concerns at a Board meeting, we avoided expensive legal action by offering the contractor $62,359, almost half of what the contractor was requesting. These savings are allowing the CDD to invest in the future of Harmony; they are allowing Harmony to plan and implement repair and replacement projects with proper engineering support; they are allowing Harmony to improve the quality of our services; and they are allowing Harmony to maintain a stable assessment rate. Your CDD Board will consistently strive to provide fiscally responsible leadership for Harmony. And, as always, please remember that the CDD Board is here to represent you, the residents of Harmony. ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. Harmony’s design welcomes companion animals, especially dogs and cats, in a way that allows us to enjoy our pets while also providing a safe environment for them, and for wildlife. That is why Harmony has three dog parks and why dogs and cats are prohibited from being allowed outside without being tethered to a person. We are lucky to have so many places to walk our pets (and so many convenient places to dispose of their waste) as well as let them socialize with each other. Dog park time allows neighbors to get to know one another, too. That’s how my family got to know many of our neighbors. Unfortunately, our pet-friendly reputation has led people from outside to dump their pets here instead of taking them to the shelter if they can no longer keep them. My family has rescued a couple of dozen dogs, both those dumped and those who have gotten out of their houses/yards, over the 17 years we have lived in Harmony, one just last week! But it is not only dogs that have been dumped here. In the recent past Harmony has been seeing more and more cats outside. Note that feral cats are not vicious — they will flee if they feel you are endangering them and they will defend themselves if you try to catch them. They are not dangerous (except to wild bird populations), and they are not disease carriers — at least any more than a pet cat. But nobody wants to find cat poop in their landscaping beds, have their arm ripped from the socket by their dog that lunges after a free-roaming cat, or listen to the yowling and fighting of cats outside their home. Feral cats can live 12-15 years, although there are dangers: cars, dogs, coyotes, fights with other cats, disease and parasites, and finding food and shelter. Feral cats can be tamed with a bit of effort and patience. But in a short time they can multiply their numbers by a lot if not neutered. One feral female can lead to an entire feral colony within a year or less, and a colony can spread throughout the whole town within two or three years. All it takes is a single unneutered male cat. So, it is really important that we humanely trap all feral cats and have them neutered. It’s also really important that you keep your pet cats indoors. The Nature and Animal Committee has traps, as well as access to a low cost spay/neuter clinic, and can even reimburse for cat food and pay for neutering and shots for feral cats. Our policy is to trap, neuter, and release; we do not euthanize cats unless they are already so medically fragile that the kinder act is to euthanize them, and fortunately, we have never had to do that. We do need more neighbors who are willing to act as temporary foster homes or who are able to transport cats to and from the vet once they have been trapped. WHAT IS THIS CDD THING ALL ABOUT? By Steve Berube HROA President, CDD Board Member

I

n short, CDD stands for Community Development District. In its infancy, a CDD issues Bonds to raise money which is then used (under the guidance of a Developercontrolled Board) to develop the infrastructure which eventually forms a community. As time goes on, the money gets spent and landowners move in. As those owners increase in number, control of the Board shifts to those owners and “development” shifts to “maintenance” as mandated by law. At the last CDD meeting, we discussed the need for the CDD to find a new meeting location. The meeting recap on Facebook drew a question from a resident asking, “Why don’t you use The Lakes clubhouse?” (For those who don’t know, The Lakes is a gated, over-55 community at the east end of Five Oaks Dr.). One of The Lakes residents stated, amongst other comments, “…you need to understand that the CDD does next to nothing for The Lakes other than mow around the ponds— everything else inside our gates is paid for by our HOA and the fear is we have people sneaking in and using our facilities already and then to have a CDD meeting in a surge for a government body that does very little for The Lakes—no thanks.” While some of that may be true, it is clear that this resident does not understand what the CDD can and cannot do—and how such things are determined. In realizing that, it dawned on me that if he doesn’t get it, maybe other folks don’t as well; hence, this article. Here goes: as mentioned earlier, it all begins with the Developer who has a plan and development begins. As time goes on, neighborhoods take shape and certain lands are deemed publicly owned and turned over to the CDD for maintenance. Excluding The Lakes, all pools, all neighborhood parks, dog parks, the docks and boats, certain sidewalks, streetlights, service alleys, the garden/comm parking facility, most wetlands/ponds/ irrigation systems and certain other properties are deemed public and therefore, fall under CDD perpetual maintenance responsibilities. Expanding on that, certain neighborhoods received different treatment by the Developer which affects CDD Maintenance responsibilities. For instance, some homes have the sidewalk 8 Harmony Life Magazine l September 2021

easement (and trees in them) irrigated and maintained by the CDD. This pattern is limited to Schoolhouse Rd., Cat Brier Ln. and Five Oaks Drive. Why you might ask? Well, because these were the “ring roads” around the original Harmony development; the Developer wanted everything along these high-traffic roads to be consistent so maintenance of those areas was absorbed. Additionally, some sidewalks are CDD-owned in the “inner” neighborhoods and so are CDD-maintained including cleaning and grinding of raised panels. How does one know which is which? Look at the streetlights. The early neighborhoods have the fancy (expensive) arm-style streetlights. Later neighborhoods got the (cheaper) inverted “U” style lights. Those U-style light neighborhoods also received sidewalks that are deeded to the County meaning the County does the maintenance on them. Some areas have small parks while others don’t. The Estates is unique in that it remains heavily treed and has large open areas as well as somewhat larger house lots. There are other unique features that vary by neighborhood as well such as play equipment and pond placement. All of which is controlled by the Developer who “hands-off ” the finished neighborhood to the CDD for maintenance. Which brings us to The Lakes. A decade or so ago, the braintrust at then Developer Starwood decided to join the popular over55 community building craze and The Lakes started to take shape. Nearly all such communities are gated and have clubhouses as their hallmarks and The Lakes fit that mold. Of course, those private amenities cost money so The Lakes has a separate HOA to handle those needs. However, the land there is bond-debted so owners there also have to pay CDD fees. Now we get to the uniqueness of The Lakes: those gates and everything behind them is private property by virtue of having been deeded (by the Developer) to their HOA. The exception to “private” are the ponds and a small easement around them which, by law, must be CDD-maintained as part of the flood control system. And, the pine-tree-topped berms fronting The Lakes are CDD-maintained as well. It is important to note that public bodies such as the CDD cannot maintain private property and THAT

is why “the CDD doesn’t do very much for The Lakes.” Please don’t forget that Lakes residents CAN use all CDD facilities and amenities. Conversely, non-Lakes residents cannot use Lakes amenities such as their clubhouse, pool or tennis courts. To some, that might be a bit of a rub but I hope that my explanation above clarifies the distinction. Some may have noticed ongoing construction at the east end of Five Oaks; the latest neighborhood taking shape is The Enclave and it has abandoned the over-55 designation. How this plays out with facilities and usage rules remains unclear at this point. But I’d guess that the fourth (and last) neighborhood in that area will also not be over-55 so things might get interesting in the near future. A similar example is Ashley Park where the combination of Townhomes and Condos forces two unique HOAs to deal with those unique needs. Again, these folks live on debted lands but only the CDD Pool in Ashley is CDD-maintained. None of this stuff is simple nor does some of it seem to make any sense. And of course, time has a way of changing intentions and realities. It is very important to remember that the CDD is a governmental unit governed by many laws, rules and regulations. But, the largest influence on CDD maintenance is provided by the Developer and their designs of and ultimately turnovers of the finished lands. I hope this illustrates the background of what a CDD does; I also hope that any Lakes resident who feels shortchanged now understands why things are the way they are. The CDD is doing exactly what it is mandated to do based on the infrastructure that the Developer turned over. Thanks for reading—see you next month! n

But for patients who are sick, elderly, or dealing with chronic health issues, it can be more than just an inconvenience to physically go to the doctor. For those people, the comfort of being able to see a doctor without leaving their home is unmatched. With telehealth, you can speak to a physician, be examined, and get any necessary prescriptions written without ever having to leave your sofa or bed.

In the age of COVID-19, telehealth has become more important than ever before. Doctors can now see patients without risking the increased spread of COVID in waiting rooms and examining rooms. Doctors can even use telehealth appointments to prescreen patients for diseases. Even when we’re not in a pandemic, reducing the volume of patients in waiting rooms is still a great way to minimize the spread of other diseases, like the flu. If you are sick or if you fall into a particularly at-risk category (pregnant, immunocompromised, elderly, chronically ill, etc.), taking advantage of telehealth can be a game-changer.

Saves Money

One of the greatest benefits of telehealth is the reduced cost. The actual cost of a telehealth visit will vary from person to person and depends on the telehealth service you’re using (or the health insurance policy you have). But, across the board, a telehealth visit tends to be less expensive than an in-office visit. Research has shown that a typical telehealth appointment with a primary care physician costs between $40-$50, while an in-person visit costs around $176. You also have to consider that, due to the availability of telehealth appointments during off-hours, the comparison isn’t really even between a virtual appointment and an in-office appointment with a primary care provider. If you’re experiencing a health issue or sickness during off-hours, your primary care physician wouldn’t even be available. That means that the alternative to a telehealth appointment would be an urgent care or ER visit, which is exponentially more expensive than a visit with your primary care provider. And, depending on your health insurance provider, you may not have to pay anything at all for telehealth (if it’s an included benefit on your plan). That’s right — you could actually see a doctor in your own home for free.

WELCOME FALL-ish, well I guess as fall as we get around here in Florida, where we still wear shorts and tank tops to the pumpkin patch and sweat trickor-treating (more on those fun activities next month). School is in full swing and it still isn’t quite back to “normal.” Although our kids are extremely resilient, the past year-and-a-half has been hard for them. If your kids are anything like mine, you can have anywhere from a child who tells you anything and everything about what Suzie and Tom had for lunch to the generic, “It was good.” I love laying with them at night before bed and just talking about their day and what they are looking forward to the next day or something that might be making them nervous, etc. My hope is that by having these conversations with my children starting at a young age will encourage them to continue to talk to me about WHATEVER it is they want to without any hesitation. It also helps me with why they might be acting a certain way at home. Some of my go-to open ended questions to engage them include: 1) Who did you play with today? What did you play? This is great for even the youngest who are in daycare because it is one thing they can certainly remember and they usually want to engage more on the topic. 2) What made you smile/laugh today? Even on the worst of days let’s look for a positive and that silver lining. 3) If you could change one thing about your day, what would it be? If they are having a particularly hard day, I might ask this to see what the main issue was and go from there. 4) My favorite question to ask every day is, What did you do that was KIND today? I am fairly certain my child is not the next Olympian, Rockette or celebrity, BUT I know both of them can be Kind. This is truly something we talk about every day. We talk about what they did that was kind, or what they saw someone else do that was kind, or how someone else was kind to them.
