Make Your move, With a Plan by Jeanine Corcoran

Y

ou’ve waited a long time for your dream home and now your contract has been accepted and your closing date is set, now what? It’s time to make your move, with a plan.

First things first. Will you hire a company to pack up all your belongings or do you have time to pack yourself? If you choose to hire a company to do it, be sure to be there to supervise on the packing day. You should arrange to be off of work and not just you, everyone living in your household needs to be involved. Take pictures of larger items and read the inventory sheet before signing it. Packing can be stressful whether you are packing or whether you are supervising. Your dream home, if it is not a new home, will need to be cleaned prior to move in day. The previous owner only has to leave the home broom swept. If time allows, have your home professionally cleaned including the windows. You don’t want to be placing your furniture and boxes onto dirty floors. You’ll be thankful you did that on the moving day! When the movers arrive to your dream home, have a plan. That’s right, draw an actual plan of where you’d like the furniture and boxes placed in each room. Also, plan to be the supervisor as the furniture arrives. Don’t make the mistake of being part of the crew that helps move the

CDD, HROA, HDC: The CDD Budget Process

In prior columns, I’ve referred to the CDD Budget. This month, it seemed proper to explain the process because, as this is being written, there is an evening meeting to begin the work of setting the budget. This impacts you because the finality of the budget determines what your CDD fee will be for the coming year. The budget itself is an 8 page document which consists of about 90 major line items and dozens more minor lines as well as amortization schedules and assessment methodology tables. Plus, because we are a public agency, there are about a dozen narrative pages which provide details of certain obscure line items. Full disclosure of public financing and spending is the objective. Tonight, the Board will sit down and go through every line and try to set an accurate dollar amount for next year’s needs. That amount is set on prior years plus the current year-to-date spending and income rates. The challenge becomes getting that correct because of the unprecedented growth you see taking place around you. As I’ve previously explained, that growth produces NO new income, but does create additional expenses. In addition to routine spending needs, as a public agency we are burdened with many regulatory requirements. For instance, we have to pay the Tax Collector to process your CDD fees, pay for Dissemination Agents, Arbitrage Rebate Studies, Property Appraiser fees, Trustee fees, Legal & Engineering services, Audits,

General Liability Insurance, and state annual filing fees. Beyond those costs, we have to set a Debt Service budget in order to continue paying down the 2 different sets of Bonds that were utilized to initially develop Harmony. Part of the Bond restrictions is that we must keep nearly a half million dollars in reserve in case of a default on a Bond payment. The actual repayment schedule is fixed like your home mortgage and we have refinanced both sets of Bonds in the last year which will save hundreds of thousands in interest costs over the term of repayment. There are far more details I could go into but space limits prevail. And, it is important to know that your Resident-Supervisors spend every dollar as if it were ours personally. We go through this process to verify that this $5 million bucket of money is spent wisely. If not spent, every leftover dollar goes into reserves or fund balance for future needs. Finally, we will strive to provide no increases in CDD fees—but, reality is that growth pressures, plus the inevitable inflation, are likely to force our hand and cause fee increases. But, I can assure you that they will be minimal. and dutifully adhered to it. Then out of the blue comes an unexpected expense. Check out a few areas you may be able to “head off” by budgeting ahead of time.

Car maintenance. Avoiding regular maintenance for the sake of your budget? Car neglect could cost you more in the long run than routine checkups. Revisit your auto records to see what a year’s worth of expenses look like. Then check with your mechanic to see if you have any milestones coming up that you need to budget for.

Food. You don’t have time to cook dinner so you hit the drivethrough on your way home from work. If this happens more often than you (or your budget) care to admit, consider adding a separate category in your budget for unexpected food expenses or dining out.

Children’s extracurriculars. Have you been blindsided by your daughter’s dance recital fees or your son’s piano lessons? You’re not alone. Get a calendar out and plan for the extra funds your children need. You may even nab an early registration discount for planning ahead. Pet care. Our furry friends have needs, too. And failure to plan for them can derail even the most thoughtfully laid out budget. When budgeting, don’t forget to include a “bucket” for Fido’s routine care, prescriptions and unexpected doctor visits.

Your best friend is getting married! It’s great news for her – potentially not great for your budget. Can you afford the bridesmaid dress, travel costs and wedding gift? Or will you have to borrow from another category of your spending plan to make it happen?

Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony’s abundant natural and manmade amenities by its residents. Since Europeans began settling this country, though especially in the last hundred years of development, Americans have selected plants from around the world for their homes and parks. While this has resulted in some beautiful gardens, it has also greatly reduced the amount of both native plants on which our native wildlife depends, and on the biodiversity of our ecosystems. Our local animals, birds, fish, and insects need native plants, and lots of them, to survive and reproduce. This has been documented through thousands of studies about how energy moves through food webs. Animals get their energy either directly from plants, or by eating something that has already eaten a plant. The group of animals most responsible for passing energy from plants to animals that can’t eat plants is insects. This is what makes insects such vital components of healthy ecosystems. So many animals depend on insects for food (e.g., spiders, reptiles and amphibians, rodents, 96% of all terrestrial birds) that removing insects from an ecosystem will cause it to crash. With few exceptions, only insect species that have shared a long evolutionary history with a particular plant lineage have developed the physiological adaptations required to digest the chemicals in their host’s leaves. They have specialized over time to eat only the plants sharing those particular chemicals. Native plants are adapted to the local climate and soil conditions where they naturally occur. These important plant species provide nectar, pollen, and seeds that serve as food for native butterflies, insects, birds and other animals. Unlike natives, common horticultural plants that you buy at Home Depot, Lowe’s and Walmart do not provide energetic rewards for their visitors and often require insect pest control to survive. Native plants are also advantageous because they do not require fertilizers and require fewer pesticides and less water than lawns. Native plants help reduce air pollution, and sequester, or remove, carbon from the air, in addition to providing shelter and food for wildlife, while promoting biodiversity and stewardship of our natural heritage. And native plants are interesting and beautiful. Whatever you plant, choose “the right plant for the right place.” Consider the amount of sunlight, soil moisture, spacing, and type of soil, before you purchase. When purchasing native plants, ask about the origin of the plant. Plants that were derived from seed or plants of natural populations in other parts of the country might not perform that well in Florida. There are many beautiful native species that are underutilized or not used at all in our landscapes. Don’t let the appearance of plants in their natural habitats discourage you from using native plants. Under maintained home and park landscape conditions, these plants can express the full potential and beauty that they may not reach in some natural habitat conditions.
