Two Points to Consider before You List Your Home by Jeanine Corcoran

A

few months ago, I had written an article entitled, “Six Mistakes When Choosing a Real Estate Agent.” This month’s article will be an extension of that subject with two crucial considerations. Consider the following: 1. Is this the right time of year to list your home? Our real estate market is most active during the spring and summer; however, because it is September, it doesn’t mean you shouldn’t list your home. There are still buyers who are relocating and buyers who still want to be in a house by the end of the year. If you are ready to list, be sure your home is in the “showready condition” which means decluttered, all repairs completed, and fresh neutral paint colors. Arrange your home to appear as close as possible to a model home. 2. Who should you hire to represent you? Choosing the right agent is paramount to receiving the best price for your home. One common

occurrence I witness many times in our industry is agents influencing sellers with words they want to hear to secure their listing. Then months pass with their home still on the market. That’s when the seller hears from the agent that their home is priced too high. Don’t fall prey to this approach! It is human nature to be easily tempted by more money. The agent who knows your market will be straightforward and realistic about pricing. Sold comparable properties will be used to determine your listing price and there will be an effective marketing plan in place that will save you time, frustration, and most importantly – money! If you are considering listing your home, consider the time of year, having your home “show ready” and listing with an agent that will give you the straight facts along with an effective marketing plan. In the end, you will be a much happier seller.

Buy the Right Kind of Life Insurance by Steve Mullins, Investment Adviser, Primerica

ne of the most important expenditures the average family should make is life insurance. It is also one of the most misunderstood. It is absolutely critical that you make the right decision about the kind and amount of life insurance to buy. In fact, the wisdom of your life insurance purchase could make a major difference in your family’s security, should you die, and your quality of life if you don’t. How much is your car worth? If you have a non-earning spouse and/or children, or some other significant financial obligation, you need life insurance. Your spouse may also need coverage, even if he or she doesn’t work, if child care or other expenses would result from the spouse’s death. If you’re single, or

have significant cash resources, you probably don’t need it. What should you buy? Inexpensive term life insurance. A common misconception about life insurance is that it is a permanent need that each family has. This is totally untrue. Most financial experts see it as a way to simply “buy time” until you accumulate savings, not as a permanent fixture in your financial program. According to the Theory of Decreasing Responsibility, your need for life insurance peaks along with your family responsibilities. When you’re young, you buy low-cost death protection, term insurance, enough to protect the loss of your earning power, and put the maximum amount you can afford into a promising investment program. When you’re older, you may have much less need for insurance coverage. If you’ve saved and invested wisely you should have a significant amount of accumulated cash. ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony’s natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony’s abundant natural and man made amenities by its residents.

– at least any more than a pet cat. But nobody wants to find cat poop in their landscaping beds, have their arm ripped from the socket by their dog that lunges after a free-roaming cat, or listen to the yowling and fighting of cats outside their home. Feral cats can live 12-15 years, although there are dangers: cars, dogs, coyotes, fights with other cats, disease and parasites, and finding food and shelter. Feral cats can be tamed with a bit of effort and patience. But in a short time they can multiply their numbers by a lot if not neutered.

Harmony’s design welcomes companion animals, especially dogs and cats, in a way that allows us to enjoy our pets while also providing a safe environment for them, and for wildlife. That is why Harmony has three dog parks and why dogs and cats are prohibited from being allowed outside without being tethered to a person. We are lucky to have so many places to walk our pets (and so many convenient places to dispose of their waste) as well as let them socialize with each other. Dog park time allows neighbors to get to know one another, too. That’s how my family got to know many of our neighbors.

One feral female can lead to an entire feral colony within a year or less, and a colony can spread throughout the whole town within two or three years. All it takes is a single unneutered male cat. So, it is really important that we humanely trap all feral cats and have them neutered. It’s also really important that you keep your pet cats indoors. The Nature and Animal Committee has traps, as well as access to a low cost spay/neuter clinic. If you see feral cats in your neighborhood, please private message me on Facebook or Nextdoor.com or email me at kerul@ me.com so that we can work on getting them trapped and neutered.

Unfortunately, our pet-friendly reputation has led people from outside to dump their pets here instead of taking them to the shelter if they can no longer keep them. My family has rescued a couple of dozen dogs over the 11 years we have lived in Harmony. But it is not only dogs that have been dumped here.

As for the cat family currently migrating around town, we have several people feeding them to acclimate them enough to trap them, a foster home waiting to keep them temporarily, sponsorship for cat food, and a permanent home waiting for them at a horse farm in south Florida.

In the recent past Harmony has been seeing more and more cats outside, and in the last month or so there is even a feral mother with kittens, moving her family around the neighborhoods. Note that feral cats are not vicious, they are not dangerous (except to wild bird populations), and they are not disease carriers

We do need more neighbors who are willing to donate cat food and help pay for neutering, act as temporary foster homes or who are able to transport cats to and from the vet once they have been trapped. Please send me your contact information if you might be able to help in the future.

I’m New Here—What Is This CDD?? by: Steve Berube, Chairman, Harmony Community Development District

I

’ve written about this before, but there are new folks arriving in record numbers every day so this time, I’ll go a little more in-depth on the topic. The Harmony Community Development District was incorporated in 2000 and is a governmental entity similar in structure to any small town. The District has the ability to issue Bonds for construction, levy taxes, build, maintain and improve infrastructure and amenities as well as a myriad of other activities such as you would expect in a small municipality. However, the District is not provided police powers. CDD’s are authorized primarily under Florida Statute 190 and are generally used by Developers as a tool to issue tax-exempt bonds to fund construction of areas such as Harmony. Until there are 250 voters in the CDD, said Developer is in control of the Board of Supervisors meaning the Developer has control of how that Bond money is spent. Once that 250 voter threshold is reached, transition to Resident Supervisory Boards begins; Harmony has been resident-Supervisor controlled for several years now. The District contracts with professionals such as Property Manager which includes office staff , an Engineering firm, a Law Firm, DAVEY Commercial Grounds for landscaping, Bio-Tech for pond management and several other contractors//service providers. CDD Field Services employs 4 men—3 of whom are residents---who respond to resident service requests, clean bathrooms, empty trash and doggi-pots, replace damaged items like soccer nets, maintain the pools and provide security within those enclosures, dispatch and return boats plus a myriad of other tasks. Field Services is currently managed by resident Gerhard van Der snel. The Board of Supervisors consists of 5 residents who are elected every two years on the same ballot that national//local elections use. The current Board consists of a Chairmanmyself, Vice-Chair Ray Walls and Supervisors Mark LeMenager, Kerul Kassel and David

Farnsworth. These elections are staggered so that only 2 or 3 seats rotate each election cycle the idea being to maintain at least some continuity should any given election bring a new person(s) to the Board. The Board operates under a Budget prepared each year using a line-by-line analysis of several previous-years spending amounts. Currently, the Budget amounts to about $5 Million with a little over $3 million going to pay down the Bonds and the balance going to Operations and Maintenance. The single largest line item is Landscaping at about $400,000 annually followed by Street Lighting at about $380,000. WHAT?? Street lights cost $380K?? Yes they do. The reason why is this: Remember the Developer-controlled Board in the early days? Those Boards signed long-term contracts to finance the streetlights over twenty years. While that might seem like a good idea, those contracts carry a 10.5 % interest rate. The end result is that we have a $3 Million dollar obligation for street lights and to top it all off, this obligation is off-balance-sheet. Once we became aware of this, we investigated and found out that for about $2 Million now, we can buy out the contracts; and yes, we will save about $1 Million. In fact, we just wrote a $500,000 check to wipe out the first and oldest contract. We will return the savings from that buyout to continue the buyouts of all 11 contracts. Additionally, we have changed our position in the new neighborhoods to where the CDD will no longer buy the streetlights. So, the Developer is now buying the lights in all future neighborhoods. My recall is that we have raised Annual Fees only once in the last decade and it is our intent to continue managing spending very carefully. Once the streetlight buyout is complete, we will have significant cash freed up. But, until then, all the growth you see going on is likely to cause upward cost pressure so I’m sorry to say that fees will most likely increase though the anticipated increase(s) will cause only minor pain. It is important to note that the Harmony Community Development District is independent of the Harmony Development Company and both of those are separate from the Harmony Residential Owners Association though all three interact in the overall management of life in Harmony. Chicken Soup Debra Perleberg

ocal Harmony resident, Debra Perleberg, will be a featured author in the upcoming book Chicken Soup for the Soul: Think Possible. The book will be released October 6th and is now available for pre-order through all major booksellers.
