We are making masks for the healthcare workers, and trying to stay sane! Rob is going to work at Southwest Airlines, since that is an essential job. CeCelia is working to finish her senior year in college, and Tessa hopes to return to HHS to finish her senior year.

We keep a daily routine to keep ourselves busy. Between school work, playing with the water table on the back porch, crafting (I’ve made lots of doll clothes recently), watching movies, having video chats with our friends, having lots of dance parties and riding bikes, we are staying busy to keep our minds off what is going on in the world. Oh yea, and lots of wine. :)

Jeff and I have what has been considered essential jobs, so we are both working full-time and our children are doing online school. In the spare time, Jeff is redoing the tile floor downstairs. We are enjoying going on walks together and spending quality time as a family.

When we’re not at the hospital as nurses, my husband and I are trying to keep our sanity. We have been acting like adult children playing hide-and-go-seek and lots of backyard extravaganzas. Not sure who’s the bigger kid now, husband or children.

We’ve been doing a lot more “front porch sittin,” cooking and baking together, watching movies and different household improvement projects.

We have been increasing our cooking talents with everyone helping cook dinner. We’ve enjoyed Tik Tok dances and family games. Daily, we try to give service outside of the home, through sending a card, decorating their sidewalk or dropping off treats.

We moved in from out of state right when the whole coronavirus thing started to become a big deal in the U.S. My husband still goes to work everyday, but I’m a stay at home mom with a daughter who just turned four, and a son who will be two this summer. We haven’t really left home since we moved in and have just been exploring and getting to know our beautiful new neighborhood!

Francine Maldonado, Kenneth Ramos and Kailyn Ramos We have been maintaining active by riding our bikes daily, playing tennis, visiting lakes and trails in our community and doing picnics as a family like we usually do. It not only keeps us physically healthy, but mentally too. We have been staying occupied teaching our daughter how to cook, teaching her new games, listening to music and watching movies with her. We have also been doing some catching up on home projects and doing spring cleaning.

We have been homeschooling our kiddos, working and enjoying the extra time we are able to spend with family.

HARMONY RESIDENTIAL OWNERS ASSOCIATION PARKING

On street parking is increasingly becoming an issue throughout our community. Specifically, on streets that do not have designated parking. Please be mindful of your neighbors and park your cars in driveways or garages. Parking on the street not only detracts from property value, but it also greatly diminishes the curb appeal of any community. It is also a huge safety concern for everyone in the community, especially our young children. In an effort to help curb this activity, The Association will solicit assistance from the Sheriff ’s office to issue tickets for various on street parking violations, i.e. blocking sidewalks, parking against the flow of traffic, parking too close to a traffic control device, etc. For more information on parking violations, please refer to Florida Statute 316.1945

With Spring just around the corner, it is time to start thinking about the seasonal maintenance of your yard and landscaping.

Please don’t forget that you may not park trailers, recreational vehicles, etc. outside or on your property. These vehicles must be parked outside of the community.

VIOLATION NOTICES

From time to time you may receive a notice asking that you take care of an issue with your property. Our notices do have a general description of the issue to guide you and also a small photograph. If you have questions and require more details, please email and let us know. We are happy to help all that we can. Please do not ignore the notice if you don’t know exactly what it is for, this causes issues further down the line.

FOR OUR DOG OWNERS

We all love our pets and like to take them out in the community. Just a reminder for the few dog owners who do not always use leashes — having a dog on a leash is State Law and you can receive a fine. Please use the leash every time you take your dog out. And don’t forget to scoop the poop. The CDD provides bags and special trash cans for this.

Grass should be weed free, mowed and edged, flower beds and driveways free of weeds and driveways pressure washed. At the recent Board meeting an owner asked about the amount of leaves in the streets of the community. These leaves can get washed down the storm drains causing flooding issues. If you have a lot of leaves on your property, please rake them and dispose of them with your yard waste and not blow them into the street. The best way to solve this issue is if we all work together.

TRASH CANS

Per your Association documents and guidelines trash cans must be stored away completely out of sight. This means in your garage or a fenced back yard. This rule also applies if you live in a property with a garage in the back of the property (alley way access), you may not store your trash can in this area. We have had a few reports of street lights being out or flickering. The street lighting is maintained by OUC. To report a street light issue, please go to their website, there is a page to report the problem. The utility company will usually be out to repair the light in 3 to 5 days.

2 MANY NAMES— WHO IS WHO??

n recent days, possibly due to the unprecedented health crisis we are living through, many folks seem to be participating more frequently in Social Media. And, based on several messages to me, at least some residents are not familiar with some of the names they see regularly. So, these questions inspired the subject matter of this article. The Harmony Community Development District (CDD) is an Independent Special Government chartered under FS 190 in 2000. CDDs are uniquely Florida and were established in law to allow developers to finance new neighborhoods via the sale of municipal bonds. In the beginning, the developer selects Supervisors to seats on the Board and said Board authorizes the spending of the bond money to build the project. As projects become populated, the law requires residentowners to begin populating the Board and at some point, resident-owners take control of the Board. Such Board control typically occurs after all the bond money has been spent which leaves the resident-owners to deal with the aftermath. Side note: perhaps the largest CDD in Florida is Disney. The Reedy Creek Improvement District was established by Disney before construction ever began and is STILL controlled by developer Disney. How can that be? Quite simple: other than a very few people, there are no landowners in Reedy Creek other than Disney. So, control remains in Disney’s hands. Fast forward to today’s Board: I was initially elected in 2009, reelected in 2010, again in 2014 and most recently in 2018. Some words on elections: CDD Board Supervisors on elected on the biennial election cycle; specifically on the County Ballot in a precinct consisting of only Harmony residents; terms are for 4 years. I was elected Chairman in 2012 and returned to that position by my fellow Supervisors every election since. The current Vice Chair is Bill Bokunic and the other Supervisors are Kerul Kassel, David Farnsworth and Mike Scarborough. The CDD Field Services operation is managed by Gerhard van der Snel and he is assisted by 4 staffers, 3 of whom are residents. Field Services staffers report to District Manager Kristen Suit. The CDD is responsible for maintaining the vast majority of the 1,000 acres here that are public and EVERY residence is subject to CDD Operation/ Maintenance and bond debt costs which are part of your tax bill. Certain commercial areas, most notably the golf course, also pay CDD fees. 10 Harmony Life Magazine | April 2020

Moving on, the Harmony Residential Owners Association (HROA) was established by the developer in 2000 and was turned over to resident control in 2017. Except for The Lakes, every home in Harmony is under the Auspices of the HROA which is managed by resident Mark Hills’ Association Solutions management company. The current structure of the HROA Board finds me as President, Cheryl Gelinas as VP, plus Mark Catanese, Ed Fritz, Kelly Moe and Kimberly Skalyo. Sadly, our 7th member, Oraine Williams tragically and unexpectedly passed away earlier this month. (Godspeed ‘Raine!) There are 2 Associations in Ashley Park: one for the Condos headed by Jason Meisel and managed by Sentry Management; the other for the Townhomes headed by Mike Scarborough and managed by Association Solutions. The Lakes currently have 2 neighborhoods (South & East) with the attendant Associations both of which are still managed by the developer. As noted above, The Lakes are under the auspices of the CDD but NOT the HROA. Of note is that The Lakes are private entities which means that nonLakes residents cannot use The Lakes facilities but because The Lakes residents pay CDD fees, they may use CDD Facilities. Also, The Lakes Associations pay a nominal monthly fee to the HROA so The Lakes residents can take part in Social Activities which are funded by the HROA. I’ve mentioned the developer many times. We have had several over the years with the first being Jim Lentz’ Birchwood Acres. The early overwhelming success of Harmony caught the attention of Starwood Capital who purchased Harmony from Birchwood around 2012. Around 2013 Starwood Capital was succeeded by Starwood Land Ventures as part of a venture capital package set to expire in 2017. Current Developer SunTerra swooped in and bought Harmony in the final days of that expiring venture fund. SunTerra’s local manager is Richard Jerman. There are frequent comments regarding “changes” or “promises broken” or “things being taken away.” While it is certainly easy to make those assumptions, it is important to remember how things work. Birchwood was setting up a community, selling land to builders, wooing even more builders and, of course, trying to bring in homebuyers. All this while spending perhaps that bond money on such things as amenities and events. Enter Starwood Capital who had several employees based here with the intent to really “capitalize” on their investment. And they did

spend on many things such as Dark Sky Festivals, Pool Parties, Easter egg hunts, winter carnivals and many other extravagant & widely-advertised events with the intent to bring in people from a wide area to show off Harmony and of course, support home sales. Even through the dark recession years of the mid2000s Capital kept the money flowing and the extravagant events continued—guided by their paid Activities Director. As the recession ended, and home sales picked up, the spending started to tighten up. Circa 2012 Land Ventures took over with the mandate to close out the venture capital fund that Harmony was in by October 1, 2017. Slowly but surely, the constrictions on spending continued and fancy, costly events slowly disappeared as did spending on such things as trails and garden areas. Fast forward to SunTerra which is another venture capital fund operator. Obviously, they became the developer-of-record and after learning the layof-the-land, they demonstrated their business acumen by shifting the direction of Harmony focusing on recovering their investment. This included selling large chunks of acreage to the Mormons and Harmony Central to an investment group. Additionally, they did not want to be a retail landlord so they sold the retail area, welcome center and Tavern building to Mr Fusilier. They also sold him about 186 scattered lots which closed out their holdings here—except for The Lakes which they still own exclusively. Sun Terra has no interest in improving amenities or providing activities or events which has been demonstrated by the lack of same. To that end, the HROA has been funding the various events you’ve been treated to. Bottom line is SunTerra is purely business-focused and that means The Lakes. Completely separate from Harmony is Harmony West which is SunTerra’s focus now. The fact is that ANY amenity, event, activity or improvement will receive NO developer funding—meaning the cost of any of that is borne by we owners. I trust that by now, you might understand how all those “broken promises” came to be broken. Lastly, I mentioned Mr Fusilier as the purchaser of many parcels here. He is just that: a purchaser who also has a Real estate office here. He has no connection to the CDD, HROA nor any other entity here besides of course, his own. ID YOU KNOW that Harmony was designed to incorporate natural and human-built environments that blend in ways designed to enhance the relationships between humans and animals and maximize the benefits of their peaceful coexistence? While retaining natural areas, Harmony is part of a human-dominated landscape where our actions profoundly affect the welfare of wild animals and the natural environment. Last month’s column was about Old World Climbing Fern, an invasive plant growing in our wetlands, but this month is about the invasive weeds probably already in your yard for some time, or nearby. We have lots of “hitchhiker” plants in Central Florida, plants that create seeds that stick to clothes, shoes, hair, and pet fur. Some are fairly harmless, like Elliots Milkpea’s flat rectangular seeds, and others are downright painful, like the sharply spikey sandspur. Both of these are native Florida plants. But in the last 2 or 3 years two invasive plants with hitchhiker seeds have been exploding here in Harmony: Caesarweed and Tropical Chickweed. Caesarweed is often found growing at the entrances and borders of our trails, as well as grassy areas and pastures that have been left un-mowed, growing up to 3-4’ high. With its grape-like shaped leaves and perky pink flowers, it looks like a nice plant…until it goes to seed! It’s globe-shaped seeds, covered in what looks like the prickly side of Velcro, cover the plant, sticking to just about anything that isn’t completely smooth. Walk near enough and you’ll be covered with dozens and dozens of them. They take a little time to remove, but they are mostly painless, unless you get them in your hair, especially if it is curly (been there, done that, too many times!!). If you see them, pull them out by the roots, or cut them low first so the seeds don’t stick to you, then yank them out by the base. Believe it or not, this plant was imported to Florida for cordage a little prior to 1882, which makes sense since its cousin is cotton, and it’s a good substitute for flax and jute. At one point it was an important Florida crop. Tropical Chickweed is a more recent problem plant, one that has only really invaded our community in the last couple of years. It is a bright green plant with small heart-shaped leaves, grows close to the ground, and has little tadpole shaped seeds with a very sticky surface. It has taken over the dog parks, and my dogs have been covered each day with over a hundred seeds stuck to their paws, bellies, and tails. It’s also in my yard, so I’m guessing it may be in yours, too. It isn’t as easy to eradicate since it grows so low to the ground and if it is in the seed stage the seeds can actually spread when you pull it out. I pull it out wherever I see it, carefully. While we all try to be environmentally and pet-friendly, it’s understandable if you use a toxic herbicide to eradicate this plant, just be super careful to treat only those plants and keep your pets off the area as the product directions suggest. Interestingly, parts of both of these invasive plants are edible, and they both have medicinal properties, so they are not all bad.
