Who Leads Harmony and How are They Selected?
A
s I was reviewing the agenda packet for the March CDD Board meeting, I came across the resolution that the State requires Harmony to file every even numbered year. This resolution sets the qualifying period for candidates who wish to run for a seat on the Harmony CDD’s Board of Supervisors. This resolution reminded me that many of our new residents and even some of our longtime residents may not know about Harmony’s governing body, so here is an overview..
What is Harmony's Governing Body and Who Can Serve?
Cities have mayors and city council members, counties have county commissioners, and states have governors, senators and representatives, but who leads a Community Development District such as Harmony? The CDD Board of Supervisors. The CDD Board consists of five members, called Supervisors. Each Board member must be both (1) a registered voter in Florida, and (2) a permanent resident of Harmony (not Harmony West or Harmony Central), but do not have to own property in Harmony. In the past, candidates have been long term tenants.
How Long Does a Board Member Serve?
Each Board member serves a term of four years and may run for additional terms. There are currently no term limits for CDD Board members. If a CDD Board member choses to retire from the Board or moves out of Harmony, they must resign their position and the remaining CDD Board members select a replacement to fill the remainder of that member’s term.
How are Harmony's CDD Board Members Chosen?
Every other year you, as a Harmony resident, will be able to vote for the CDD Board members who are up for election. Our elections, like all municipal, county, state and federal elections, are conducted by the Supervisor of 4 Harmony Life Magazine l April 2022
Elections and the CDD candidates appear on the same ballot as the Governor, State and Federal Representatives and Senators, and County Commissioners. This year the election will take place on November 8, 2022 and Harmony CDD Board Seats 2 and 4 will appear on the ballot. Your ballot will list each of the candidates for these seats on the Harmony CDD Board. Only registered voters that are permanent residents of Harmony will get a ballot that includes Harmony’s CDD candidates, so be sure to update your voter registration if you have not done so since moving to Harmony.
What Does a CDD Board Member Do?
CDD Board members affect the lives of all the residents in Harmony by protecting and maintaining the assets and infrastructure of our community. The Board members set policy, establish CDD assessments, and adopt an annual budget. They are also responsible for selecting the District Manager, District Legal Counsel, and District Engineer who then work as a team to perform the work of the CDD. CDD Board members are subject to state ethics and financial disclosure laws. They must always remember that the CDD’s business is conducted in the “Sunshine,” which means all discussions, even Facebook postings, between Board members involving anything that might come before the Board must be done in the open at a properly advertised public meeting. All CDD meetings and records are open to the public and public hearings must be held on CDD assessments, rules and budgets. Additionally, the CDD’s budget is subject to annual independent audit. As I further reflected on this resolution, I started thinking about all the very talented residents that we have here in Harmony that would make excellent CDD Board members. Harmony is blessed with many residents who have broad experience in finance, law, construction, property management, engineering, and so many other areas of expertise. By stepping forward and running for a seat on the CDD Board, you would be offering
your knowledge and expertise to help guide Harmony forward. Again, two seats are up for election in 2022, Seat 2 and Seat 4. The Qualifying Period is set for between noon on June 13, 2022 and noon on June 17, 2022. You can qualify by either collecting signatures or paying a qualifying fee. For more information on possibly serving as a member of the CDD, please feel free to contact myself or one of the other CDD Board members. UPDATE: At the March 31st meeting of the Harmony CDD, it was announced that Supervisor Berube is moving to a new home outside of Harmony. Let’s all congratulate him on finding a new home and thank him for his past service. Once his move is complete, the CDD Board will need to fill his seat. The person who is selected will serve until the November 2022 meeting of the CDD, when the newly elected Board member for Seat 4 will be sworn in.

GOPHER TORTOISES
A Threatened Keystone Species By Beth Johnson, M.Ed. Harmony Nature & Animal Committee Member
D
id you know that an estimated 350+ species of wild animals depend on gopher tortoises and their burrows for survival? Unlike their sea turtle cousins, gopher tortoises are reptiles who live on coastal and sand scrub ecosystems throughout Florida and an extended range southeast of the Mississippi River. The word “gopher” means this animal burrows or digs into the ground, and this terrestrial reptile spends 80% of its life in that burrow. Gopher tortoise burrows can be seen in many of the protected conservation areas throughout Harmony. Gopher tortoises are a keystone species. This means they play a crucial role in their ecosystem. Under the Endangered Species Act, the gopher tortoise is listed as a regionally threatened species west of the Mobile
and Tombigbee Rivers in Alabama. In Florida, the gopher tortoise is a state-designated threatened species, providing it with ample protections under Florida’s Endangered and Threatened Species rule. Specific threats to gopher tortoises include things such as: • Habitat loss • Vehicle strikes • Predation • Burrow destruction • Fire suppression
You can also support gopher tortoise conservation by contacting your local government and asking them to adopt a resolution proclaiming April 10th as Gopher Tortoise Day. If you come across a gopher tortoise or its burrow, please give it plenty of space. If you are walking your dog, please keep it leashed and keep your dog from investigating or digging into burrows. Innocent curiosity from kids and pets (and let’s face it, some adults!) can do irreparable damage to a gopher tortoise’s habitat. If you are assisting a gopher tortoise across the street, please do so by placing your hands completely under its belly and carefully moving it out of harm’s way. Avoid holding it by its shell as this will cause it unnecessary pain. Always move the gopher tortoise in the direction it was headed. Never put it in your car or move it to a new location. Your CDD Fees Are Going Up — Part Deux By Steve Berube Former HROA President, CDD Board Member
L
ast month, I detailed a few things which are/were going on that will cause upward pressure on your CDD fees. As time has progressed, things have gotten worse. The free-spending ways of the current leadership majority is creating a financial disaster. It is very important to remember that every year we create a budget to detail both income and spending; this is intended to inform both you, the ratepayers, as well as the debtholders, of what is coming in as well as what is going out— we didn’t conform to that budget last year (and we won’t this year) even though it’s important to remember that much of the grandiose spending was only being planned last year.
Now, with the new budget year approaching, many of the ready-to-go projects (engineering costs: $140,000) are now coming up for bids and of course the start of construction will bring the bills. Following are some of the known projects that are ready to go: • Garden Road: was $155,000 (now about $210,000); • Commercial Parking area: $140,000; • Paving Alleys: $550,000; • Limited Tree Trimming: $10,000++; • Sidewalk Repairs: $25,000++ There are more smaller costs that tend to get buried by the magnitude of the above, but they add up even though they get buried in the budget; here is an example: last year, the Chairwoman championed a scheme to remove irrigation responsibilities from Field Services and instead added irrigation to Servello’s contract. The idea being that their expertise would save money through water conservation. This contracted service costs over $26,000 annually and for that money we get inspections of the system on a bi-monthly basis. Any repairs needed are extra cost at very-expensive contractor prices. So, let’s look at the water conservation piece: in 2020 we spent $144,096 on water; in 2021, with Servello’s contract beginning in April, we spent $144,907. Yes, water costs went UP. But wait, there’s more: just 3 months into 2022, we’ve spent $52,396; extrapolate that out over 12 months and we will spend almost $210,000! It gets better: we’ve spent over $18,000 on repairs to the system including water-conser8 Harmony Life Magazine l April 2022
vation measures. I don’t know about you, but this kind of conservation of both water and money doesn’t make any sense to me. So, at this point, we’ve spent $26,000 on the contract plus $18,000 in repairs and the end result is HIGHER water bills. Yes I know some of this stuff is necessary so what’s my point? The point is that a full-time Field Services staffer costs about $45,000 a year so we’re right at the cost of an additional staffer. If a staffer only equals the costs, why add one? Quite simple: another body can help with other needs around town; a staffer has an incentive to do a good job in order to keep his job; the CDD can purchase supplies at wholesale which cuts the cost of those supplies by more than 60% on average; and a staffer being here can respond to leaks and other urgent matters immediately rather than waiting for Servello which can take days with water flowing all the time. We’ve used landscapers for irrigation in the past—it always turned out like this and that is why Field Services took over irrigation 6 years ago; costs immediately went down and response times became almost immediate 7 days a week. So, here we are retrying the same failure again hoping for a different result. The details are important—and this detail is significant in that it will continue to increase in cost without the direct control we can exert on Field Services. Enough good news—now let’s turn to even better news. In recent weeks, we’ve attempted to alleviate some localized flooding issues in The Estates at a contracted cost of about $30,000. Strangely enough, while a few issues were fixed, some others inexplicably worsened. Further investigation with a camera in the pipes has shown that much of the underground drainage system installed by the Developer over 20 years ago is failing, will fail or has failed. More investigation ($$$) is going on to gather options, but the reality is that this system will likely need to be replaced. • The Estates Drainage System replacement: $200,000 engineer’s estimate. Beyond that, the invasive weed remediation project is ongoing; however, these weeds are outpacing one or two staffers’ ability to keep pace, so we just approved a contract for an outside contractor to come in and 90% control the
overwhelming growth. Trouble is one cannot eradicate this stuff so this is a gift that will keep on giving. • Invasive Weed Control $83,000 (ongoing) You might know that we share Buck Lake with owner Harmony West; that CDD is still Developer controlled (rather than resident-controlled as we are) so they tend to be rather free-spending. For years, Field Services maintained aquatic weeds on the lake at a minimal cost; now, our agreement calls for us to split the costs of lake management with West—costs that they direct and we have almost no say over. Another almost unnoticeable budget item that will add up over time-and forever. • Buck Lake Management costs $5,000 (estimated and ongoing) Another new one is synthetic turf to replace the worn turf at the Beargrass/Buck Lane park. • Buck Lane Park synthetic turf: $29,000 Is all this stuff necessary? Well, maybe depending on your view, but the fact is that budgets are developed for a reason and need to be adhered to. Of late, that doesn’t happen. So, even if you think all these items are a necessity, the fact is that they need to be prioritized and budgeted for completion in a controlled and affordable fashion. Controlled is not the direction we’re heading. (Think about $40,000+ to replace perfectly good wood on the Lakeshore Park bridges as an example of egregiousness.) Indeed, we have plenty of money to cover some of this but that pot of gold will be exhausted quickly; it is simple to see that spending all this money will force fees to increase. A bit of irony: at the end of last month’s meeting, I requested that we move the meetings from the current location in a model home to perhaps The Tavern Ballroom. The Chair enunciated her concern that doing so might add cost; my response: compared to current spending levels, we wouldn’t even notice the cost of a meeting room. Stay tuned; there’s more to come I’m sure. Next month we start the budget for next fiscal year; that should be interesting— meeting room or not. n

pring has sprung and boy, have we had the April showers already! I’m so excited for spring and summer I can hardly stand it.
As the countdown for the last day of school approaches, make sure to check out the downtown St. Cloud Easter “EGG”stravaganza on April 9th from 10AM–2PM. Not only will there be a free Easter bunny for pictures, free face painting, free balloon art, free caricatures, and more; there will also be informational booths for several different summer camps and activities for your children in and around our community. I’m not sure about you but I love the time change and the longer evenings. As we move out of our Florida winter come down and enjoy the next downtown monthly market on April 27th from 5–9PM with over 100 pop-up vendors, live music, food trucks, and more! It’s a great way to explore your local main street while also supporting small businesses. This event takes place on the last Wednesday of every month and in June and July, we showcase our young entrepreneurs with only vendors ages 21 and younger.
