NOTES FROM the CHAIR By Teresa Kramer Chair, Harmony Community Development District

VANDALISM AND MISUSE OF HARMONY’S FACILITIES

O

ver the past month, there have been numerous acts of theft, vandalism, and misuse of Harmony’s facilities that end up costing us all. These acts are typically quickly reported to the CDD so that we can take action to end the dangerous behaviors or fix the damaged property, in some cases both. But each time it happens it costs all of the residents in Harmony not just in dollars and cents, but also in peace of mind and the feeling of security in our community. Here are a few recent events.

Serious Golf Cart/UTV Accidents

“Two young girls seriously injured when the golf cart they were driving flipped.” “Young mother dies in UTV accident.”

These are not headlines or posts that any of us want to see associated with Harmony, but they both happened here in late June. Golf carts and UTVs are light, fun vehicles that many of us use to zip around Harmony. But they can also be very dangerous and must be used with caution. Frequently they have been modified or “lifted” which can raise their center of gravity and make them unstable. They are also much smaller and less visible than cars. We have had a number of accidents here in Harmony involving golf carts and even a CDD staff UTV. Some are due to underage, inexperienced, or reckless golf cart drivers and others the fault of a car driver who just did not respect that they share Harmony roads with golf carts and staff UTV’s. So extra diligence is needed by all to prevent these accidents. The use of golf carts within Harmony is a privilege, not a right. Osceola County has allowed the use of golf carts by licensed drivers but only on the public streets and alleys of Harmony. This use was granted by special ordinance and can be revoked by the County Commission at any time. So, let’s all be sure we abide by the law and follow the rules outlined by Osceola County and the State of Florida for everyone’s safety and continued enjoyment of this privilege.

Violation of Pool Rules

Recently CDD staff has been called to the pools to enforce a number of rules that residents and “guests” are not following. In July alone they have been called out to address adults drinking alcoholic beverages while standing in the pool, teenagers doing running back flips into a crowded pool, non-residents jumping the fence to access the pools and being disruptive, young girls taking selfies by the pool with champagne bottles and allowing a dog to swim in the pool. All of these activities are violations of the posted rules and can endanger others in the pool. These violations can result in the CDD temporarily or permanently suspending the privileges of those residents who participate in or allow access to guests who violate the rules. Some of the violations could also result in the State revoking our license to keep the pools open which would take the pools away from all of us. So, if you see these violations, please report them to cddmaintenance@inframark.com immediately so they can be addressed. Photos and videos will help. Most of these incidents involve non-resident “guests”. Please remember that you, the resident card holder, are responsible for the behavior of your guests and must accompany them while they are at the pool. Please also speak with your children who have been issued access cards and remind them to not lend their cards out to friends. There is group of teens that have frequently been observed jumping the fence and letting others into the pools. When they are confronted, they leave the pool 4 Harmony Life Magazine l August 2022

and return with a Harmony friend’s key card. There is concern that the leader of this group is pressuring Harmony teens to give them access to the pools. So, please, speak with your children about their access card privileges and remind them that they could be lost if abused.

This is just not us! Harmony has been hit by vandals in the past, but this is a new low. Hate symbols. This occurrence was very disturbing to

many residents here in Harmony and justifiably so. The Sheriff ’s office is investigating, so if you caught any of this vandalism on your security cameras, please turn the video over to them. The vandalism occurred on the night of July 24th or early morning hours of July 25th. Harmony’s Field Service staff spent much of July 25th cleaning the spray paint from the streets, signs, and stormwater grates. Even some homes were hit. (Photo above shows type of spray paint used— offensive markings intentionally left out).

Car Burglaries

Every few years a car burglary ring will show up in Harmony to steal items from cars. This year we were lucky on two counts—they only stole from unlocked cars and, due to the vigilance of a night owl resident, the Sheriff ’s Department was notified while the thefts were still in progress and the burglary ring was caught in the act. No neighborhood or community is immune to these organized car theft rings, whether gated or not, but the diligent efforts of Harmony’s residents continue to foil their efforts. The prior crew that hit Harmony in February of 2020 were all arrested in less than 4 days after the burglaries. These are great response and clearance times, but we can do even better by working together to thwart these thefts. Please lock your cars and do not leave valuable items in sight. These thieves are looking for easy targets, don’t be one. n August 2022 | Harmony Life Magazine 5

DID YOU KNOW? By Beth Johnson, M.Ed. Harmony Nature & Animal Committee Member

SAFE WILDLIFE INTERACTIONS WHILE FISHING IN HARMONY

D

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use, and enjoyment of Harmony’s natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife, and the sensible use and enjoyment of Harmony’s abundant natural and manmade amenities by its residents. One of the ways Harmony offers opportunities to interact with wildlife is through providing residents with fishing locations. Our lakes have a long history of being fished by Native Americans, early European settlers, and more recently by folks from all around Central Florida attracted to the pristine quality and undeveloped beauty of our lakes. In Harmony, you can enjoy fishing at the Buck Lake docks and the fishing platform at the end of one of the boardwalks around Long Pond.

Residents can also fish from boats (including pontoon boats, canoes, and fishing kayaks) that they can reserve and take out onto the lake. You can learn more about boat usage requirements and make boat reservations by visiting http://www.harmonycdd.org/ facilities/recreation#BoaBuc. Boat classes are conducted the 2nd and 4th Sunday of each month, starting promptly at 10:00 a.m. and running for ½ hour. You may reserve a spot in one of these classes by contacting the District Office at 407-566-1935. A few Harmony residents offer fishing howto events on occasion. They will post these events in one of our Facebook groups, so be on the lookout or contact the Harmony Nature & Animal Committee to learn more. Florida Fish and Wildlife fishing regulations can be found at http://myfwc.com/fishing/ freshwater/regulations/. The FWC officers do visit our ponds and lakes. When you are out fishing and enjoying Harmony’s wonderful natural endowments, 6 Harmony Life Magazine l August 2022

please be careful with your supplies and equipment, including weights, bobbers, and especially fishing line. Be aware that any and all fishing requires barbless hooks, because most of the fish species are catch-and-release, and barbed hooks cause much more serious injuries to the fish, which reduces their likelihood of survival once you throw them back in. Animals, especially birds and turtles, entangled in fishing line can suffer from a variety of problems; the restricted ability to move can lead to drowning, starvation, vulnerability to predators, infections, and even limb amputation as the animal struggles against the line. In earlier years, a Sandhill Crane was seen on the golf course with a fishing line tangled around its legs, a heartbreaking sight. One way that Harmony endeavors to help residents manage their fishing line is through recycling containers, one of which is near the entrance to Buck Lake, and the other is on the fishing platform off the LongPond boardwalk. Please collect your used fishing line and deposit it into these receptacles. If you use sinkers, jigs, or weights, please make sure they do not contain lead, a known toxin that affects all wildlife. Use care if you decide

to fish in an area not specifically designed for fishing and where you will be less protected, such as the edge of a pond, as alligators are attracted to movement at the edge of and in the water (such as a fish wriggling at the end of a line). An alligator that becomes attracted to people due to fishing activity is an unfortunate alligator as it will be reported, removed, and killed. Also, be aware that while the first few feet of pond edge are shallow, the bottom quickly drops off steeply, as the ponds were designed to retain a large volume of rain and run-off. Fishing can be very relaxing, providing time for reflection, stress relief, and a deep, quiet connection with the natural world. It can be very exciting too when you hook a live one! Fishing is a great opportunity for family quality time, fun camaraderie, or peaceful solitude. Please take some time to enjoy Harmony’s bountiful fishing amenities, and remember to exercise care for yourself, your family and friends, and respect for our natural world. Learn more about the Harmony Nature & Animal Committee by visiting us at https://www.harmonynac.com or by following us on Facebook. n

Q&A: WHEN YOU SUSPECT A STROKE, REMEMBER “B.E. F.A.S.T.” Strokes happen suddenly and often without warning. Knowing the signs and symptoms, and what to do once you recognize them, can literally save lives. Dr. Alkesh Brahmbhatt, director of the NeuroScience System Emergency Department at AdventHealth, shares his insights on the signs and symptoms of stroke and how important it is to get to the emergency room (ER).

Question: What signs and symptoms of stroke signal

Question: Where should you go if you believe you

Dr. Brahmbhatt: Whether it’s happening to you or to someone you love, there’s a simple phrase to remember when making a potential stroke diagnosis: B.E. F.A.S.T. Knowing this phrase and the importance of each letter can be the difference between life and death.

Stands for Balance, Eyes, Face, Arms, Speech, and Time. Have you lost balance? Are your eyes clear? Quick checks of these two items could indicate a potential stroke, in which case you should call 911 or go to the ER immediately.

Dr. Brahmbhatt: The ER has to be the first place patients who think they are having a stroke need to go. If you’re having a heart attack, you don’t have time to go to your primary physician. You go to the ER so we can use our lifesaving techniques. Same thing with stroke. As soon as you feel you are experiencing the signs and symptoms of stroke, go to the ER or call an ambulance to take you to the ER. The paramedics can start the protocol and alert the ER that you are coming in with slurred speech, dizziness, and other subtle signs and symptoms. Once we make those determinations based on the F.A.S.T. exam, we can continue with a stroke protocol.

One of the easiest methods for identifying a stroke is known as a F.A.S.T. exam:

experience in the ER?

that you need to go to the ER?

B.E. F.A.S.T.

F is for Face: What does the face look like? Is it asymmetrical? Is the face drooping? A is for Arms: Can you move your arms?

22-CH-05568

S is for Speech: Are you slurring your speech or unable to talk? T is for Time: How long have you been experiencing these issues? It’s time to call 911 or go to the ER.

are having a stroke?

Question: What can stroke patients expect to Dr. Brahmbhatt: As soon as we know a stroke is a high probability, an immediate protocol known as Code Stroke goes into effect. The patient is immediately wheeled to a team that’s ready to go with nurses on each side with IVs, doing assessments for signs of stroke. A neurologist will be there on camera observing everything to determine if there is an indication for a stroke treatment right there at the bedside. You can expect an expedited process for stroke because every second or minute of delay could advance that stroke to the point where the patient will be debilitated.

PARENT BURNOUT

By Stephanie Milfeld Owner, Z and Q – A Children's Boutique

S

o obviously we have lots of HROA things to complain over but we made it to August, and one thing I want to talk about as we approach fall and the holiday season, is parent burnout.

I’m just going to say it, parenting is hard— like really hard and complicated—and let’s be honest, we are all just winging it. And if you’re not winging it well, kudos to you but in reality, you are in the same boat we all are.

COURTESY STEPHANIE MILFELD

School has started and we are finally getting back into a regular routine. With the start of school comes start of sports and other activities as well. See if there are parents you can carpool with. My daughter is in Girl Scouts and most nights one parent takes the girls and another parent drops them back off at home. With a third parent in the mix, there are weeks we don’t have to worry about pick up or drop off. Another thing I like to do is check in with other parents who have kids in the same grade as mine—even if they arent in the same class—to make sure I’m not missing anything significant. If you make friends with parents in the same class it’s even better, especially when it comes to the holidays and gift giving, because you can go in as a group rather than individually (but that’s for another article). Try to schedule date nights with your significant other or your friends. Having a girls’ night or a date night is good for the soul and can be a great recharge when you are just feeling blah and overwhelemed. You could do a swap with another couple—you watch their kids one night and the next time they watch yours. Don’t be afraid to ask for help. Running late at pick up? See if someone can grab your kids from the walker gate and bring them home. Need to run to the grocery store and don’t want to bring your kids? Just ask. Sometimes even just meeting friends at the pool so the kids can play so you can get some adult (uninterrupted) conversation is just a nice break.

One of my favorite things about Harmony is the fact that no matter what time of day it is you can find people walking, running, playing at the park or fishing. So go out, make friends and try not to completely burn out before the end of 2022. Looking for ideas of things to do around town?
