What do you miss most? The changing of the seasons, especially the cooler fall air.

When did you move to Harmony? July 2016

What is your favorite weekend activity?? We like anything outdoors. Paddle boarding, kayaking, going to the beach for the day, riding our bikes on the West Orange Trail and taking one of the community boats out to go fishing. Oh, and when Fall rolls around…it’s time for football!

What street do you live on? Cupseed Lane What do you love most about Harmony? We love the strong community feel. People are active and friendly. Sitting on our front porch with a cup of coffee always presents opportunities to interact with people walking their dogs, riding their bikes, or any other number of outdoor activities. What is your kids' favorite things about Harmony? So many of their friends live nearby, so there is always someone to play with. Where did you move from? We lived in St. Cloud for 9 years previously, but originally we moved to Florida from Michigan. 2 Harmony Life Magazine | August 2019

What is your background? We both work in education for Orange County Public Schools.

Is there a neighbor experience you are most proud of? This past Memorial weekend, one of our neighbors organized a Cupseed/Bear Grass block party. It was great to meet new people and make new friends. We hope the tradition continues. Are there any recommendations for other neighbors? Take advantage of the amenities and various community events. Whether it’s swimming at the pools, checking out one of the boats/kayaks, walking the trails, shopping the farmers market or attending one the many community events, there is always something to do in the neighborhood. n

sit here on the bathroom floor watching the girls play in the tub. I have a messy bun, my makeup has worn off for the day, my clothes have some unknown stickiness on them and now the girls are basically reenacting the Shamu show while simultaneously "Ho, Ho, Hoing" with their Santa bubble beards. I am exhausted but still smile as I try to embrace the small amount of time between when I pick them up from school/day care and bed time while also doing all of the dinner, bath, book and bed time routines. I find myself giving the side eye sometimes when people say these are the best years with my kids. How can these be the best years? I am sleep deprived, there are days with constant crying, poop explosions, more crying, don't forget the biting phase we are STILL in, some more crying, and lots of STOP get out of there! I dream about the days when I don't have to carry a diaper bag. I think to myself, I bet I won't miss breaking apart food, blowing on it because its too hot, visiting every bathroom everywhere we go or better yet, when we go out

to eat, actually eating my food when it arrives instead of going potty as soon as the plate hits the table. Maybe though, when they say these are the best years, they mean their squeaky innocent voices. Maybe they mean the midnight snuggles and their little hands that WANT to hold yours. Maybe they mean the big belly laughs because I am still the funniest thing ever in their mind and the coolest person they know. Maybe it's the mispronunciation of words and elaborate stories, silly dance moves, and care free attitude. Maybe it's their kind pure heart that makes this the best years. That moment when they stick their little hand on your cheek and say, "Mommy, I wuv you." Even though there are times I wish we were past this stage, I am still clinging to them because time is passing TOO quickly. I want to spend ALL my time with them because I know too soon they will want to spend time with their friends, have ball games, practices and everything else. I want to enjoy the movie nights with

popcorn and M&Ms on the weekends, the carousel rides, the cuddles on my lap and the waves to Mickey at Disney because before I know it they will be crossing a stage, getting a diploma and reaching for the stars. They say time flies when you are having fun, well I must be having a hell of a time being a parent because it seems as though the past four years have gone by faster than any other time in my life. HARMONY CDD HIGHLIGHTS By Steve Berube Chairman HCDD and President HROA

T

he Harmony Community Development District (CDD) held its regular monthly meeting on July 25; we were joined by about a dozen residents. Perhaps of greatest significance is that we approved a Buck Lake Usage Agreement with Harmony West. This acceptance brings with it the land known as Parcel VC10 which generally encompasses the parcel at the NE corner of Cat Brier & Schoolhouse Roads. That land contains the path leading to Buck Lake. The agreement enables the formation of an advisory committee to share in the maintenance of the lake in perpetuity. The Developer will also deed us some land on the NE side which is contiguous with land we already own. So, in general terms, West will own about half of the land surrounding the lake and we will own the other half, The agreement covers lake-sharing ONLY meaning we cannot use any of West’s docks, ramps, boats or any other improvements. Conversely, West cannot use any of our similar items. Now that the agreement has been signed, the Developer is preparing documents to effect the land transfer(s) to us. The Board approved a quote from SERVELLO to install a variety of plantings along Schoolhouse Road—mainly to fill in many of those expanses of plain brown mulch beds. Once again, we heard from SERVELLO that they are working hard to get caught up on the general look of the landscape which they agree is not at the level it should be. My words to them were that they are now being reactive (to complaints) rather than proactive which avoids complaints. A major concern is weeds growing in places they shouldn’t be; some grow very large before being sprayed; they then turn brown and look ugly for weeks before rotting away. In my tenure here, there have been four different landscapers. In every instance, once they become reactive rather than proactive, there is no recovery. It remains to be seen what happens with SERVELLO. We held a Public Hearing to approve the FY2020 Budget; as previously announced, your CDD Fees will be dropping a bit over 2% with no cuts in services. In fact, we plan to add to Field Services staff which will

allow pressure-washing of ALL sidewalks in Harmony; that additional labor will also allow the replacement of sidewalk panels which have already been ground, are cracked or otherwise need replacement. While the sidewalks (and trees along them) belong to you, the CDD has assumed maintenance of both primarily for uniform aesthetics as well as of course, safety. The Public Hearing also detailed minor changes to Rules governing the Dog Park, voting by Board Members as well as changes to Commercial Parking and Garden rates. In general, Garden Rates are dropping and Parking Rates are increasing. Along with higher rates, the Parking area is quadrupling in size and being reconfigured to be more user-friendly. You might remember reading previous discussions regarding CDD Maintenance of private properties—specifically, properties owned by Mr. Fusilier and his related companies. Also involved is one parcel west of Ashley Park owned by the golf course. The issue is that public funds (CDD monies) cannot be used to maintain private property unless there is some valid and valued benefit(s) being received by the public in exchange for the expenditures. Despite multiple requests, Mr. Fusilier has offered nothing of value in exchange for the services being performed on his land.

Resident Dan Leet has invested a significant amount of his time into providing a slide show detailing some significant improvements to Harmony’s trail system. Changing any of these trails is a complex project but we agreed to move forward with the simplest improvements first and we generally agreed to undertake the next steps which will require some additional engineering (and funding) before work can begin. Let me return to the above discussion regarding the VC10 lands as well as the meeting locations. It is my desire—and I think many in the Community—that Harmony have a Community Center. The VC10 land gives us space for such a Center and of course solves the meeting space concern. In the near future, the Center plans will start to take shape and I would like to have the Board appoint a group of residents to assist us in gathering resident input as to what you’d like to see in the Center. Plenty going on with much more to come so stay tuned! See you next month…. n

In fact, Mr. Fusilier has requested that we don’t use his building for CDD Meetings any more—even though we pay for use of the rooms. Complicating this situation is that CDD Field Services has buildings and equipment (under a lease from the previous owner) on Mr. Fusilier’s land which he has indicated he wants removed. So, as this is being written, Field Services is moving its operations from that area to land recently acquired by the CDD. Once we have vacated, the maintenance of those private properties will cease. Additionally, we will be moving meetings to Creative Inspiration Journey School in St. Cloud effective with August Meeting which will be the last Thursday at 6PM. This school is managed by Harmony Resident Patty Marquis who recognized our problem and graciously offered us our choice August 2019 | Harmony Life Magazine 11

D

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Harmony incorporates natural and human-built environments that blend in ways designed to enhance the relationships between humans and animals and maximize the benefits of their peaceful coexistence. While retaining natural areas, Harmony is part of a human-dominated landscape where our actions profoundly affect the welfare of wild animals. Our lakes and ponds are a wonderful asset for the community, in many ways. The ponds are designed primarily to collect and manage runoff, to filter and clean water, and to prevent flooding on streets, parks, and neighborhoods. Beyond that, they are also beautiful to look at and provide wonderful habitat and resources for our wildlife. We do have alligators in a number of the ponds, so use caution when getting close to the water line — keep children and pets far from pond edges. Since the ponds were designed to detain a lot of water their shelves are quite shallow for just a few feet, but then drop off steeply. A higher buffer of vegetation is intentionally maintained around the edges of the ponds to filter pollutants and trash from entering the ponds, and is mowed down twice each year. Buck Lake and Cat Lake, each approximately 500 acres in size, are surrounded by wetlands, which provide excellent habitat for an abundance of fauna and flora. Have you gone out on Buck Lake yet? The beauty and relaxation factor are truly enhanced when you venture out on the water. In addition to taking advantage of the beautiful docks and the two boardwalks with viewing platforms onto the lake, the CDD maintains five kinds of watercraft. There are three pontoon boats and a bass fishing boat for resident use, and if you want a bit more physical activity and adventure, there are canoes and both kayaks regular and fishing kayaks. The people-powered watercraft give you a closer view of the birds and other creatures, as well as the diverse foliage along the shoreline. There is even a series of canals on the northwest side of the lake to explore. All you need to do is complete a boat orientation course (given the 2nd and 4th Saturday each month), sign a boat use agreement, and provide a security/damage deposit.
