CDD Field Services started in September 2014. Founder Mr. Berube worked together with Mr. van der Snel to create a for Florida unique CDD in-house Field Service. LETTER TO SANTA By Stephanie Milfeld

Last night after putting the littlest one to bed, I crashed on the floor of my bedroom to answer some emails. After I was finished I just sat there listening to my 3-year-old just play in the living room. I listened to her little voice talk to her doll babies as she fed them her pretend food from her play kitchen. I listened as she told them how beautiful they were and how they were doing a good job at whatever she was asking them to do. In that moment I just soaked it all in. Before we know it our littles will be grown. They won’t snuggle so willingly with us, their squeaky voices will mature, their inno-

cence will disappear, as will their belief of good ole’ Saint Nick. In that moment, I got up and grabbed her letter from Santa that came in the mail and watched her eyes light up as I read the simple words from the red and gold foiled paper. It was customized with her name and the city we live in, and she was in complete awe! Enjoy these moments with your kids, grandkids, neighbors, nieces, nephews, etc. Step away from the online shopping, gift wrapping, craziness of the stores and savor the magic of the holidays that is best experienced through our children. Stop by Z and Q – A Children’s Boutique at 1014 New York Ave. in Downtown St. Cloud to write your own letter to Santa (everyone will receive one in return). We have paper, crayons, and envelopes in store or you can bring your own letter from home. We are open Monday-Saturday 10am-6pm. If we are not open, put it in the mail slot on the door and we will make sure your letter gets to the big man. n

NOVEMBER CDD MEETING HIGHLIGHTS By Steve Berube Chairman HCDD and President HROA

T

he Harmony Community Development District (CDD) held its regular monthly meeting Thursday, November 29th. We were joined by about 12 residents and District Professional Staff.

I informed the Board that the expansion of the Commercial Vehicle Parking area is getting underway to accomodate the ongoing strong demand for space here. With any luck, the expansion should be ready to go by Q2/2019.

Newly-elected Supervisors Mike Scarborough and myself were sworn in by District Manager Kristen Suit. That led to the election of Officers which led to myself being re-elected Chairman, Bill Bokunic Vice-Chair, and Kerul Kassel, Mike Scarborough and David Farnsworth as Assistant Secretaries—aka Supervisors.

INFRAMARK proposed a management fee increase amounting to $9,000/year and requested it be retroactive to October 1st. Despite my strong argument against such an increase (for many reasons) the fact is that we’ve held their management fee steady since 2012 so some increase was justified. In the end, the Board agreed with my compromise offer of $9,000/year but NOT retroactive, meaning the pro-rated increase of $750/month will begin December 1st.

We then adopted a Proclamation recognizing outgoing Vice-Chair Ray Walls III for his many years of service (thanks again, Ray). SERVELLO Landscapers presented their regular monthly service report and some discussion followed regarding the ongoing need for service improvements. This is a continuing discussion. BUCK LAKE became the subject of discussion now that we’ve received the Developer’s Letter-Of-Intent regarding the lake as well as surrounding land. In essence, the Developer will deed us the lake and about 5 acres of land at the entrance area of the lake. This would be done in exchanging for the CDD absorbing the existing debt on that acreage which amounts to about $28,375 per year; that debt is part of the 2015 Bond re-fi so it runs until 2036 for a total of about $482,375. There are many nuances to this—some obvious and some not so—but the Board agreed to advance the proposal through legal Counsel and Assessments Dept. to be sure we’re OK in moving forward. My view at this point is that this will be found acceptable and this acquisition is an excellent one for Harmony present and future.

A resident generously donated his personal sailboat to the CDD for use in the Buck Lake fleet as he is an avid sailor and would like to be able to use it locally. We accepted his donation and Gerhard van der Snel will coordinate getting it floated.

D

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? The Nature and Animal Committee has been working for the past three and a half years to rework some guidelines for living in Harmony, and in late November 2018 these guidelines were passed by the Harmony Residential Owners Association as a set of policies. They were published in a previous issue of this magazine, for resident feedback on the policies before they were approved, so you may already have seen them. They address all of the topics this column regularly covers: treatment of wild animals, household environmental management, and management of companion animals (pets). Sometimes the topics are repeated, since we have new residents, and it’s also a good reminder for those who have lived in Harmony for some time, especially since we no longer have a Welcome Center to inform prospective residents of Harmony’s Green values nor a Conservation Director to monitor and interact with residents about these topics. Just about every guideline in this newly approved document has been addressed over the last few years in this column, except one, which will be this month’s subject: outdoor fires in Harmony. The policy says, “To prevent dangerous wildfires and the unnecessary generation of smoke, the open burning of leaves, yard wastes or materials of any kind is prohibited, except for small fire pits of 3’ or less in diameter especially designed to contain small fires.” Since yard waste is collected on Wednesdays, there is already an easy alternative to burning it. The web page for Osceola County solid waste tells us that yard waste includes grass clippings, tree branches, palm fronds, etc. (tied and bundled). They recommend using a garbage container for yard waste, no larger than 45 gallons, and to place leaves, pine needles and yard clippings in bags/bundles/containers (preferably NOT plastic bags, as plastic doesn’t compost well). They will take cut branches up to four-foot lengths, no wider than four-inches in diameter and not over 50 pounds. Be aware that collection is limited to 10 bags/bundles/containers per yard waste collection day. Especially now that we are at the start of the dry season here in Central Florida, remember that small fires can turn into devastating ones when the landscape dries out and turns to tinder, so use care even when using a fire pit. Burning ash that flies up has the potential to ignite shrubs and trees, so using a screen to cover pit and pan fires, as well as fireplaces, is highly recommended. If you decide to burn in a pit, your fire pit should be at least 10 feet away from any structure or combustible surface. Before lighting an outdoor fire, check the weather forecast. Avoid windy conditions that can blow embers. A good practice is to always have a container of water nearby and a garden hose on standby before starting the fire. A few other “don’ts” reminders:

• Don’t use flammable fluids (gasoline, lighter fluid, etc.) to light or re-light fires. • Don’t wear flammable clothing (like nylon) or any loose-fitting clothing. • Avoid using soft woods like pine or cedar, because they can “pop” and throw sparks. • Make sure to keep children and pets at least 3 feet away from the fire. With these in mind, DO safely enjoy fire pits and places, as they can bring together families and neighbors, and get us outdoors in the evening to enjoy Harmony’s natural wonders. n
