We attend my dad’s small Baptist church in Orlando, due to my father is a pastor. We believe raising our son to know Christ helps guide him and prepare him to be a productive citizen with good morals and integrity.

LOPEZ FAMILY What is… Your name? Marco Lopez Your spouse's name? Robin Severance Lopez Your children's names? Marco Lopez Jr and Daughter Lenyna Lopez, who are both UCF graduates. Son will be joining the USAF as an Officer and my daughter is an Oncology Nurse at Florida Hospital. Trace Lopez is my 10-year-old son who loves to chat, sing, run around in the woods and ride his horse. Your dog's name? Kobe is our German Shepherd. When did you move to Harmony? We moved to Harmony approximately 2009. We live off of Middlebrook Place. We love Harmony because it is like living in that small town-type of living. Everything you need is here: the restaurant, golf course, gym, pool, stores, lakes with boats and walking trails. And you can’t leave out the pet friendly environment with loads of wildlife. Our son loves the pools and being able to play in the woods. We were living in St. Cloud and eventually found a home in Harmony to settle down and raise our son.

I also specialized in counter terrorism. My educational background is in Criminal Justice and Business administration. I also served almost 17 years with the Osceola County Sheriff ’s Office. I married Robin in 2007and we have a son named Trace who just turned 10 years old. A Christmas baby. My wife also has an education in Criminal Justice and was a deputy sheriff for many years. What is unusual or unique about Harmony, in comparison to your previous home? Living in Harmony for the last 10 years, we have come to enjoy the turkey and deer that are always in our backyard. The wildlife is abundant and gives you a sense of tranquility. During the weekends we like to spend time with our neighbors or just going to town and catch a movie or a quick meal. Is there a neighbor experience you are most proud of? Our neighbors are so friendly where we live, always looking out for each other and just hanging out enjoying a meal or a drink.

Where did you move from and what do you miss most? Originally being from Chicago, we miss the food of course. You can find so many different ethnic type restaurants when ever you are in the mood to try something from another culture. Especially Chicago style pizza. The Cubs games and those old fashioned park hot dogs as well.

Are there any recommendations for other neighbors? I’d recommend to any neighbor, if they have not already, to get their Captain’s crash course to be able to take out the boats and enjoy the beautiful Buck Lake. Loads of fish, and very peaceful if you just want to enjoy a quiet day on the lake.

What is your background? My parents originally moved to Chicago in the 1950s. We moved to Florida at an early age and I graduated from high

What do you do for fun? From time to time we go to our property in Michigan and snow mobile, or during the summers, enjoy the lakes. We also have horses in St. Cloud which we also enjoy riding quite often. We work out and go for long walks in Harmony. The last movie we saw was “Jumanji The Last Level”.

What is your favorite TV Show? One of my favorite television shows is “Game of Thrones” and “The Walking Dead”. Who is your role model and why? I’d have to say it was my father. He came to America with the clothes on his back, learned English and educated himself. He worked hard to always provide for us, raised a family of four and always had us attend a southern Baptist church growing up as kids in Orlando. He taught us to never depend on handouts, always fight and work hard to achieve your goals in America. He was a successful business owner. My mother, for many years, was a stay at home mother. She enjoyed working in the garden and growing her own fruits and vegetables. What else should we know about you or your family? My wife is a native American from the

Chippewa tribe in Sault Saint Marie Michigan. It is a real nice culture with thousands of years of history and culture. We also have taught our son about his Hispanic American culture and his Native American. We teach him some Spanish and Native American traditions. This is what makes America so great: our cultures, and the way we all can relate to each other, no matter where we are from. n

Do you have a cause or business that you would like to promote? My wife has a small cleaning company called The Green Cleaner, and I am currently retired from the military and Sheriff ’s office. I’m also a candidate for Osceola County Sheriff. With my military background, education, counter terrorism extensive training and investigative skills, we can keep our county and community safer. I have developed a school safety and community program based on my counter terrorism-led policing experience. With the amount of lone wolf terrorist attacks on a rise, we need to change the way we police to keep our children and community safer. Also, education on responsible gun usage and working with local organizations on the growing mental health issues plaguing our communities.

NEW YEAR RESOLUTIONS By Stephanie Milfeld

A

s we enter into the new year, I’m sure we could all look back and think of something we wish would have done differently or maybe something we didn’t quite accomplish. Often times, when people make resolutions to begin on January first, it has to do with health and money. Whether it is losing weight, eating healthier, quitting smoking, drinking less alcohol, exercising, saving money, begin couponing, getting a new job, making more money...a vast majority of personal New Year’s resolutions have to do with one or both of those two things. Then we have business resolutions that have to do with our job, career, or small business on how we want it to grow, become better at our current job, etc. I want to challenge you to think differently about a resolution as we enter a new decade. In a world full of ever growing technology it is easy to get sucked in. I am certain over the past holiday season, while you were with family and friends, SOMEONE—whether you, a family, or friend—was on their phone. Maybe they were tagging moments on social media, posting pictures, watching a movie, playing games, etc. I am guilty of it too. This year though, I want to encourage your resolution to be something that will help you or your family grow. Live in the NOW. Maybe it is traveling together, going technology free after a certain time, playing a family board game at least once a week, going to a personal growth conference, having more date nights with your significant other, living for YOU. I get it, I want to be debt free, healthy, rocking my mom bod in a swimsuit feeling confident as ever, but I also want my kids to remember the warmth they felt being home when they get older. The snuggles on the couch watching a movie, the way I held their hand at a theme park or national park, the laughter when dad dresses up like a princess because he only has girls at home, that mom got in the pool and played rather than sat on the sidelines ashamed of how she looked in comparison to others.

Per your Association documents and guidelines trash cans must be stored away completely out of sight. This means in your garage or a fenced back yard. This rule also applies if you live in a property with a garage in the back of the property (alley way access), you may not store your trash can in

PARKING

On street parking is increasingly becoming an issue throughout our community. Specifically, on streets that do not have designated parking. Please be mindful of your neighbors and park your cars in driveways or garages. Several streets in Harmony are very narrow and end in cul-de-sacs; with cars parked on the street, the trash trucks cannot travel on the street, never mind make the turn in the cul-de-sac. So, they tend to bypass the entire street. Parking on the street not only detracts from property value, but it also greatly diminishes the curb appeal of any community. It is also a huge safety concern for everyone in the community, especially our young children. In an effort to help curb this activity, The Association will solicit assistance from the Sheriff ’s office to issue tickets for various on street parking violations, i.e. blocking sidewalks, parking against the flow of traffic, parking too close to a traffic control device, etc. For more information on parking violations, please refer to Florida Statute 316.1945

CDD FINANCIAL DETAILS

s the Chairman of the CDD, I believe in the transparency that governmental bodies should provide. But, as you might have noticed, transparency and details are sometimes two different things; truly, sometimes “the devil is in the details.” To that end, I provided a deep dive into the CDD finances to the Board and audience at the December 19th meeting. There are many details, so this is a long read.

As you know, this is tax time and the CDD collects its operating income through a line item on your tax bill. The Tax Collector forwards us income from those taxes generally starting in late December through March. But, our fiscal year begins October 1st so, in order to pay the bills, we have to “borrow” cash from Reserve Accounts. Once the money is received, the Reserves are replenished. This creates a certain amount of “ebb and flow” between accounts. For today’s purposes, we will focus on one of our five reserve accounts; in this case, the largest one “Unassigned Fund Balance.” I’ve chosen October because that’s the first month of the Fiscal Year so the prior year’s results are evident in the Financials. In 2016, we had $141K; in 2017 $506K; in 2018 $563K; 2019 $438K and in December 2019 we have $220K. It’s important to note that the checking account went up from it’s normal $250K in October of 19 to $397K and increased again in December of 19 to $423K. This happens because of the need to pay the bills until those taxes come in.

for VC1. Under tax law, the Collector attempts to sell a Tax Certificate which normally causes people to pay their tax due. In this case, the Tax Certificates did not sell. So, with these taxes exceeding $52,000 per year, we suddenly had a $104,000 revenue shortage; this because we budgeted for that income and spent it but never got it. How did we cover that? Remember Unassigned Fund Balance? Yep—that’s where. In the interim, this year’s budget was prepared, and because we had obtained that VC1 parcel from the Developer, we did not bill the taxes but still had to cover the debt service on the land. That $26,600 debt was calculated into the current budget so is not a cause for concern in and of itself. Careful, readers will note that VC1 is familiar; it is the six acre parcel at the NE corner of Schoolhouse and Cat Brier which fronts Buck Lake and the former Community School location. We agreed to absorb it, and in doing so, assumed the aforementioned $26,600 yearly debt cost which terminates in 2034. In addition to that cost, we have to maintain that property at about $2000/year. Why did we absorb it? Simple. Because the intent was to build a Community Center there. Yes, the very same Center that is such a topic of conversation lately.

Also, in recent years, we’ve had substantial financial transactions, namely the streetlight buyouts, which cause movements in the financial statements at any given time but things generally return to normal as these transactions complete. So, on the face of it, the numbers I’ve posted above are not of great concern. On the face of it.

Moving on to other large expenditures finds us having spent $13,930 on the DAVEY landscaping lawsuit. DAVEY was our previous landscaper who quit after we insisted on at least reasonable performance. Their departure left the grounds a mess and their billing portfolio in even worse shape. Our lawyer had a few conversations with theirs in trying to settle things—being mindful that lawsuits are expensive. Suddenly, they sued us for nonpayment and the negotiations began. Though I can’t go into details, I can say that they are now on their 3rd law firm. While our legal costs are budgeted, the fact is that we are spending money.

But, the details is where things become interesting. Since it’s inception, this CDD has collected 100% of the tax revenues billed. EXCEPT that starting in 2017, things changed when the Developer decided to not pay its taxes on parcel VC1. By the time this became evident, we had already budgeted for 2018 and, once again, the Developer decided to not pay

and assorted legal costs. IT IS IMPORTANT TO NOTE THAT HE IS FULLY WITHIN HIS RIGHTS TO DEMAND ALL THESE THINGS. But, his contentious dealings with the CDD are a stark contrast to all previous landowners who have welcomed us into the building for meetings, and even donated the trailer in full operational condition on land that we leased at no cost. And prior landowners have donated over a hundred acres to the CDD. A very stark contrast. Additionally, these changes have added operational costs of $3600/yr for meeting space as well as $5880/yr for trailer lease for Field Services. Offsetting these additional costs will be a $22,000/yr reduction in Landscaping costs which will be realized by ending CDD maintenance of several private parcels owned by Mr. Fusiler as well as the Golf Course. We have also ordered a $22K playground set which will be going into Neighborhood O shortly. While some of these expenditures are budgeted and therefore, not very noticeable, many of these expenditures are not, and will be, carefully dealt with. ARE YOU ALARMED YET? Don’t be. At least not yet. Why? Because we can—and have— dealt with the unexpected many times in years past. But, let’s go back to the beginning and the unprecedented lack of payments on a large parcel—for two years. Our entire budget depends on those tax collections and now we’ve learned that perhaps we won’t collect ALL of the needed revenues. In fact, to date, we’ve collected 3% of budgeted revenues but have spent 16% of our budgeted expenditures. Therefore, my message to the Board was to use caution in spending until we see how the income looks over the next few months. I told you that the details are important and now you have many of them. Again, at this point, I am just watching and waiting. Even if a substantial amount of revenue is not realized, it is not a crisis as the bills will still get paid and operations will continue. But, just like in your household, a revenue shortfall will obviously cause spending restrictions. Thanks for reading—I’ll keep you informed as clarity emerges. n

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. Some of us are lucky to live in homes that back or front onto conservation areas, so we get to see more of wildlife from the comfort of our windows or porches. But in Harmony we are all blessed to have easy, comfortable walking trails within a just a few blocks of our houses because the community was designed so that everyone can enjoy quick access to the beauty and wonder of nature. In the past, residents had more options to choose from, but continued development of the community meant that some trails were lost to home lots. If you’ve lived in Harmony for 10 years or more, you may remember with nostalgia Jug Creek Trail, Rabbit Run, and Quail Crossing, and Cat Lake Meadow. Nevertheless, there are still plenty of miles of trail to explore and appreciate. And as the development completes, a number of interested residents are looking to create access to additional trail options. One long-standing trail, called Billy’s Trail, was recently locked off for a number of months, as some of the adjacent land, owned by the developer, was leased to a cattle rancher. As a result, the rancher locked the gate so the cattle wouldn’t get out in case a resident left the gate open. Thanks especially to resident Dan Leet, the Harmony Community Development District Board, and Field Services Supervisor Gerhard van der Snel, we have a new route into Billy’s Trail.

At the east end of the golf course, not far past The Lakes Recreation Center on Five Oaks Drive, is a left turn into the Billy’s Trail trailhead. Follow the cleared area that has stakes painted orange at the top, to the gate leading into the meadow. The gate is not locked. In the meadow, keep near the very pretty tree line on the left and follow it around to the next gate, which is also not locked. This next section of the trail runs through gorgeous and mysterious Florida swamps. Follow along and you’ll find Look Out Loop, a side trail, on the left side. This is a less easy trail as it is narrower and there are lots of roots sticking up, but it does lead to a bridge and a set of Adirondack chairs with a stunning view of Buck Lake. Continue around and the loop rejoins Billy’s Trail further up. Not far from the end of Billy’s trail is a small clearing with a picnic table, where you can relax and enjoy the peacefulness of this blissfully quiet spot. I encourage you to get out on our trails and enjoy our natural wonders while stretching your legs and calming your mind. Say hi to the wildlife for me! n
