Space and a yard; we moved from a small townhome that did not have a yard—now we have plenty of space for everyone and a safe yard for the children to play outside. Do you do any charity or non-profit work? IMy wife works for a nonprofit organization that assists caregivers and children. Relay for Life is another organization that we support through a local business team and activities. What do you do for fun? WWe enjoy taking trips to visit family and cruises with the children, but we also like trips to Las Vegas!

Schoolhouse Road. What do you love most about Harmony? The community events and the farmers’ market. Also the peace and quiet from living in St. Cloud. What are your kids’ favorite things about Harmony? Close to schools, most of their friends they attend school with reside in the neighborhood, and of course the Holiday events. Where did you move from? St. Cloud. What is your background? I moved from New York when I was younger and my wife is originally born in Tennessee and also moved to Florida when she was young. We both still have family in both states who we enjoying visiting with. What is a good story about Harmony? Our daughter was riding her bike home from school. What is your favorite TV Show? We tend to watch many reality TV shows. We have been binge-watching many Netflix’s series, like “Ozark”, “Tiger King”, “Longmire” and “Schitts Creek”, to name a few. How Delaying Care Can Increase Your Risks Contributed by Orlando Health

M

any of us are more focused on our health now, perhaps more than we have been in a long time. We have been staying at home and flattening the curve, wearing masks in public settings and observing social distancing guidelines. Health and medical safety extend beyond our risks for COVID-19, however. Delaying care for any issue can be detrimental to our health. Whether it’s going to the emergency room when you have chest pain or taking care of annual screenings, avoiding delays in your healthcare can improve your recovery.

What Waiting Does

In the emergency room, we’ve seen many people delay seeking care so much during this time that they often get very sick, making for dangerous and unnecessary situations. Instead of an appendix just being appendicitis, it’s now a ruptured appendix. People coming in with underlying heart problems like congestive heart failure have progressed to severe levels. Or those who have infections now don’t simply have infections that are easy to treat with antibiotics. Instead, they are going into full-on sepsis, which is a severe form of an infection that gets in the bloodstream. At our primary care offices, patients are telling us they’re skipping cancer screenings. But it’s important to avoid doing this. Waiting two or three months could mean a major change to how undiagnosed cancer might develop. With some cancers more aggressive than others, just three months can make a significant difference.

Patient Concerns

We understand the concern from the standpoint of patients. We have the same concerns as you do. We don’t want you to get sick or spread COVID-19 in our community. We have processes in place to help minimize that risk of transmission to you.

Secondly, patients who are even suspected of having COVID-19 are placed in negativeairflow rooms, where the air is vented to an outside environment. That way you don’t have to worry about being cross contamination.

Another concern patients may have is time spent in a waiting room. We are doing our absolute best to minimize any time in the waiting room. If you have to wait, you already will be masked, and we are making sure there is enough space between everyone.

How You Are Protected

What people may not understand is we have precautions in place in our ERs to help protect patients as well as us healthcare providers. We’re adequately supplied with personal protective equipment.

In the hospital or the practice offices, every room is thoroughly sanitized between patients with alcohol and bleach wipes. In the ER, we also can use special ultraviolet lights to decontaminate a treatment room and further minimize possible risks.

HROA & CDD MEETING HIGHLIGHTS By Steve Berube Chairman HCDD and President HROA

A

s you’ve undoubtedly noticed, we are living in unusual and unprecedented times. Of course, this affects meetings for both entities here in Harmony. On the HROA side, legal counsel has advised against ANY meetings, so business is being done by email with later ratification or, in the case of the just-approved budget, in-person signature collection by the Manager. To that point, the HROA FY21 Budget has been approved and once again, there will be no fee increase. Additionally, we added funding for Social Activities AND have retained Activities Director Jennifer Harmony for another year. So, whenever we do get back to activities, Jennifer will have more money to spend on them. While our overdue collections have ticked up slightly, the overall financial picture is very solid. And, collections activity remains strong up to and including foreclosure. It is surprising the lengths that some people will go to in order to avoid paying, including quitclaiming properties to friends and relatives to thwart the collections process. Some might say that strong collections are harsh in times like these, but the fact is, the vast majority of owners DO pay; it is simply unfair to them to allow non-payers to slide. Additionally, struggling owners can simply ask for payment accomodations; any reasonable request is accepted. But ignoring the bills turns bad (and expensive) quickly. Also in this year’s budget is the beginning of what will be an ongoing mailbox renewal/ refurbishment project. This is a bit of a complexity, as each owner owns and is responsible for their own mailbox, but the posts they are mounted to appear to be public. To thwart this, we will convert the funds that we would have used to refurb your box into the purchase of a new box, which the HROA will then own. So, if you want to keep your old box, please let us know. This applies only to “old-Harmony” where the boxes are mounted on black posts in groups of 2-8. Moving to the CDD, meetings are being held telephonically; access numbers are published and anyone wanting to listen to a phone for a couple of hours is certainly welcome to do so! A recent topic of discussion has been alley

paving; while I certainly favor maintaining our infrastructure, the simple reality is that except for a few spots which need prompt attention, the alleys are in no worse condition than the vast majority of our County-maintained roads. Therefore, a majority of the Board voted to have Field Services attend to the immediate needs but delay repaving into the future. The Garden Road has once again deteriorated which is no surprise considering that it’s a dirt road which sees plenty of truck traffic daily. Some might remember that it was resurfaced about two years ago; some might also remember that I voted against that repave knowing that it wouldn’t last. Anyway, we threw good money after bad, and less than two years later, it is hard to tell that we spent that $17,000 on it. What to do? In my view, it should be paved with asphalt. However, that requires permission from the pipeline operator, as said pipeline runs under much of the road. But, that same pipeline crosses under many other paved roads both here and along its 100-mile length from Tampa to Orlando. So, I’ve asked the District Engineer to obtain said permission. Failing that, we will likely try repaving it with asphalt “fines” which consist of ground asphalt obtained from road rehab projects. This would be spread, leveled and compacted to form a firm but non-permanent surface. Problem is, fines are in demand and costly—but spreading $17,000 of shell rock/ dirt on it every couple of years is not a good solution. Some time ago, I began sounding the alarm that fee collections were trending behind previous years’ collection. Significantly behind in fact. This is caused by owners not paying their tax bills. The pandemic caused further delays in the inevitable Tax Certificate sale. If you don’t know, a Tax Certificate sale is held by the Tax Collector; such a sale has a buyer pay the tax bill and in turn receive a Certificate; at this point, that sale pays our Tax Bill and we get the money. The buyer then adds fees/interest to the amount he’s owed which the landowner has to pay in order to prevent the eventual loss of his land as a result of not paying taxes. Beyond the delayed revenues, I was concerned over the size of the unpaid debt

which exceeded a million dollars. As it turned out, all Certificates were sold and we received 100% of our fees. Very good news indeed. As previously noted, we approved the FY21 Budget which expands services and once again, contains NO INCREASE in dues. The above tax situation had me concerned because had a shortage occurred, that money has to come from somewhere and that would have been next year’s budget. Of course, things worked out so our strong financial condition remains. Lastly, being an election year, please note that we have four candidates vying for two open seats. (One sitting Supervisor is reelected without any opposition.) I’m sure you will hear the typical campaign rhetoric which likely will turn negative at some point. Please keep in mind that of the thousands of people living here, only these two men and two women have decided to offer their time and talents to help keep Harmony the great place it is. Think about that: four out of thousands. Please offer your congratulations to these folks, as at least two of them will be shaping the future of Harmony. It is not easy being in a public position and, based on my conversations with folks in recent months, public criticism of public people HAS indeed kept a number of otherwise good people from running from office. You can take this to the bank: public people expect a certain amount of criticism. What is most irritating and unwarranted is people who criticize that are just plain wrong. Yes wrong. It’s astounding and will keep good people out of public offices as the rhetoric seems to increase daily. Our next meeting will be held telephonically on July 30th. I’ll update you after. n

HARMONY RESIDENTIAL OWNERS ASSOCIATION 2020/2021 BUDGET

As you are aware, the Harmony Residential Owners Association fiscal year ends on September 30th and a budget has to be approved for the new financial year. Normally this would be done at a Board meeting in June, but we are in very strange and unusual times at the moment. A lot of advice has been taken from the Association’s attorney, and with the restrictions on the number of people in gatherings and the social distancing requirements, the Association can’t hold any in-person board meetings in the current times.

Please add your email address to your owner account. This helps save the association money. Certain things have to be mailed by law, but if we can send reminder statements, courtesy notices and violation notices by email, it saves the Association money and goes towards keeping the assessments low.

Per the attorney’s advice, the Board have approved the budget for the next fiscal year under Section 3.16 of the Association Bylaws and there will be no increase in the assessments for the next fiscal year.

Again, due to the current Covid 19 affecting the world at the moment, the usual sort of social events for the community can’t take place. Jennifer has been doing a couple of smaller events via Zoom. The big Christmas Event is still being planned with the hope that it can take place, but this will be subject to the Covid situation at the time.

DESIGN APPROVAL

Per the Association documents, any alteration to the exterior of your property has to have HOA approval. The Association does have 30 days to approve or deny an application. We have always strived to turn applications around within 10 business days. At the moment, we are being inundated with applications and which has caused the turnaround time to increase sometimes to 3 to 4 weeks to get the approval or denial back to you. We do apologize for this, but over the last three months we have seen an upturn in applications of over 300%. We thank you for your patience.

With the help of a couple of homeowner volunteers, the Authorized Paint Schemes has been expanded, giving more choice for you. The new schemes have been added to the Color Book, which is available to view at our office or at Sherwin Williams. St. Cloud Branch.

MANAGEMENT

This rule also applies if you live in a property with a garage in the back of the property (alley way access). You may not store your trash can on your back-driveway area. The trash can must still be stored in your garage or in your fenced back yard.

SPEEDING IN THE COMMUNITY

Please don’t forget that you may not park trailers, recreational vehicles, etc. outside or on your property, unless within your closed garage. These vehicles must be parked outside of the community.

Our contract is due to expire at the beginning of next year, the Board have confirmed that they wish to renew with Association Solutions and for the first year the price is being held at the same amount as the last three years with a possible 2 or 3% increase in year two. The Board is continuing to use the employment of off-duty sheriffs to enforce speeding within the community. This has been built into the budget for the next fiscal year to carry on with this service. COMMERCIAL AND RECREATIONAL VEHICLES


PARKING

Parking on the street not only detracts from property value, but it also greatly diminishes the curb appeal of any community. It is also a huge safety concern for everyone in the community, especially our young children.

Street parking is increasingly becoming an issue throughout our community. Specifically, on streets that do not have designated parking. Please be mindful of your neighbors and park your cars on your driveway or in your garage. Several streets in Harmony are very narrow and end in cul-de-sacs; with cars parked on the street, the trash trucks cannot access the street, never mind make the turn in the cul-de-sac. So, they tend to bypass the entire street.

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. If you’re like many Harmony residents, you like taking walks through our sidewalk parks and on our trails, where you can spy lots of different and interesting kinds of plants, animals, and birds. Heck, you can see wildlife in or from your front or backyards from your patio or even windows! Lots of neighbors have posted photos on Facebook and Nextdoor of animals or plants they’ve seen asking what they are. Did you know there are now apps for that, and for reporting sightings so scientists can get a better idea of where certain animals and plants are? Technology is so amazing! I’ve used Google Photos app a number of times to identify birds, plants, and flowers. It’s not perfect, but it is pretty good. It’s free and worth a try. I’ve read that Seek, by iNaturalist can identify a variety of plants, animals, and butterflies for you. Just take a photo with your phone, and the app will search Wikipedia for you. You can create a profile and upload all your discoveries, and the app will add it to its photo database for other users to explore. Interested in trees? My Nature Tree Guide app has two databases for searching by leaf or by needle, so you can identify over 190 tree species found across the U.S. and Canada. You can search by leaf or needle, or you can even search by question. It includes a ruler for measuring out leaf or flower sizes for more accurate identification, and also has a journal for recording your sightings along with other bonus features. If birds are your particular interest, you might try the Merlin Bird ID app. This one strips down searching to about as fast and simple as it can possibly get. You just answer five quick questions and the app comes up with a list of possible species — and with a good deal of accuracy. It uses more than 70 million observations recorded in the eBird citizen science project to make its educated guesses. It also provides bird sound recordings and tips for identifying species, too. If you’ve seen turkeys, Florida Fish and Wildlife has created an app for reporting sightings. Help them learn more about the state’s wild turkey distribution and abundance by downloading their new turkey survey app and recording all sightings of a turkey or a group of turkeys, including poults (young turkeys). Get started by downloading the Survey123ArcGIS app or access the app online: http://www.MyFWC.com/summer-turkey-web Of course, do report what you see on Facebook and Nextdoor so the rest of us can enjoy the nature we love here in Harmony.
