She is renting, so the owner contracted with a company to do the work. One of the “employees” stole several pieces of jewelry. The work done was emergency in nature, and due to her request, I am keeping the story vague. Turns out the “employee” had a criminal background. The owner of the house does not use a property manager and googled the company that did the work. The reason I illustrate this story is the advertisers in the magazine are vetted by my family or myself. Anyone can have a bad worker, but I do my best to only allow ethical businesses to participate and most have trusted, long-term employees. There are a few companies that are no longer in the magazine simply because of complaints I’ve received and their non-ability or desire to resolve the issues. In other words, I advocate for the residents with my advertisers. By doing business with the advertisers in the magazine you are not only supporting them, but getting a level of support not afforded by going it alone. See you in August! Bill Bokunic

MEET YOUR NEIGHBORS: THE PRESLEY FAMILY What are your kid’s favorite things about Harmony? She loves that Harmony has different events that get the teens involved. She also likes the different places to meet new people and hangout with others. She really likes the schools here because everyone is really close and you get to know everyone. Where did you move from? We moved from Daphne, Alabama, and prior to that, Fall River, Massachusetts. What do you miss most? We miss our families and friends tremendously, and various local foods. WHAT IS… Your name: Lori Presley Your spouse’s name: Anthony Presley Your child’s name: Kailey Presley Your pet’s name: Maggie Type of pet: Dog

What is your background? I worked for the United Way for 12 years in Massachusetts and while in Alabama, and now here, I work for a local accounting firm. Anthony was in the U.S. Navy on Submarines for nine years and since then, has worked for various Department of Defense agencies.

When did you move to Harmony? June 2013

What is a good story about Harmony? One day I was upstairs in our house and I saw a bobcat in our back yard. I started to yell for our daughter to come look at it and to take picture. All pretty normal except for the fact that Anthony was actually working in the back yard and I was a little late in warning him what was lurking behind him. All was good and we got a great picture.

What street do you live on? Goldflower Avenue What do you love most about Harmony? We love the fact that Harmony is so family oriented and that most everyone watches out for one another. We also love that the schools are within walking distance and are A-rated.

What is unusual or unique about Harmony, in comparison to your previous home? The unique thing about Harmony is that there is so much wildlife all around us and they are pretty much allowed to do their thing and not be bothered. I’m a city girl who is amazed frequently by seeing some of the animals that I have seen waking through our yard. What is your favorite weekend activity? We like to go the the beach, theme parks, karaoke at Grandaddy’s, volunteering at Heavenly Hooves, and golf. Do you do any charity or non-profit work? Our daughter, Kailey, volunteers at Heavenly Hooves on a weekly basis. We love that she has the opportunity to work with others who are challenged. It has helped her realize that she would like to go into a field where she can help others with unique situations. What do you do for fun? Anthony likes to run and runs quite a bit around the neighborhood. What else should we know about you or your family? Anthony is going to run for the Harmony Community Development District Board this year. We have been here three years now and we have been attending various meetings and now he would like to get more involved and help to make a difference in the neighborhood.

THE TRUTH AND LIES BEHIND TIMESHARES AND TAXES By Jason Flowers MBA, CFA, EA, CPA

Interest expense on the purchase of my timeshare is tax deductible… sometimes… Mortgage interest on your timeshare is potentially deductible as an itemized deduction on Schedule A. You are permitted to deduct mortgage interest on a second home, a home other than your primary home. Thus, if you own multiple timeshares you might be limited to deducting mortgage interest on one of the timeshare properties alone. It might be possible to argue that ownership of multiple weeks at one timeshare residence represents one “second home” and that the mortgage interest on these multiple timeshares can be aggregated. However, aggregating mortgage interest in multiple timeshares across multiple properties is unlikely to be allowed. One potential way to make the mortgage interest on multiple timeshares deductible is to pay off the mortgages on these timeshares with a home equity line of credit on your primary home. The interest on the home equity debt would be deductible subject to certain limits. Donating my ownership week in a timeshare is deductible… Sadly, you are afforded no tax deduction for donating your week of the timeshare to charity. So enjoy the silent auction and dinner and the warm, fuzzy feeling that you helped raise money for your favorite local charity, but do not expect a tax break when filing your return.

Donating my ownership in a timeshare is deductible… True. You will need a current appraisal if the timeshare is worth more than $5,000. Insurance appraisals are not permitted and you will have to pay for the appraisal directly, i.e. the charity cannot pay for one. Your tax deduction from the donation will be limited to the Fair Market Value as of the date of the donation based on the appraisal. All rental expenses are deductible against rental income if I rent my timeshare… Maintenance fees, property taxes, rental commissions, advertising costs, and even depreciation are deductible against rental income from renting out your timeshare. However, losses incurred in a given year are effectively limited to rental income. Expenses that create a loss create a passive activity loss that may only offset other passive activity income. Fortunately, unused losses may be carried forward to more profitable rental periods.

SO WHAT EXACTLY IS S.T.E.A.M.? By Dr. Mia Young

Many children enroll in preschool already knowing their ABCs, 123s, shapes and colors. While this knowledge is very relevant for little ones, it draws only on what is called rote learning. This type of learning is acquired through ongoing practice, requires correct answers, and relies heavily on memorization rather than the search for understanding. Bright Scholars recognizes the importance of both academic learning through direct instruction and intellectual learning (learning that requires critical thinking and reasoning). As a result we incorporate S.T.E.A.M. into our curriculum to address both academic and intellectual learning. S.T.E.A.M., a simple acronym representing science, technology, engineering, art and math, offers deliberate opportunities for children to investigate an idea in a variety of activities. We introduce S.T.E.A.M. with our Gifted Toddlers (age 2) to promote critical thinking and problem solving skills. Young children are natural explorers, so why not tap into their curiosity in a positive manner? Our S.T.E.A.M. lessons allow students to “learn by doing.” Each S.T.E.A.M. lesson begins with literature. Children enjoy stories about apples,

cars, or boats. Stories are then brought to life as children work in small groups with teacher guidance to explore the topics in depth. A sample S.T.E.A.M. lesson would include reading a book about boats as a precursor to building boats to learn about buoyancy. They then test their boats to see if they will float across Tupperware-made streams. The entire lesson uses the Scientific Method, but rather than asking children to make a hypothesis, we encourage them to make predictions.

To effectively implement S.T.E.A.M. with fun and excitement, our teachers engage students in “What” questions rather than “Why” questions. Why questions imply that there is only one right answer and sometimes are difficult to answer. “What” questions are great for observations and discovery. Sample “What” questions include: What do you see happening? What do you notice about ____? What is the difference between ____ and ____ ?

We utilize a plethora of resources to aid teachers in selecting S.T.E.A.M. lessons that are just right for their students. Such resources include: Teaching S.T.E.A.M. in the Early Years by Sally Moomaw, Year Round Project-Based Activities for S.T.E.A.M. by Kathryn Kurowski, and Blaze and the Monster Machines activities created by Nickelodeon and Young Minds Inspired. Each of these resources offers a variety of age-appropriate lessons with step-by-step teacher directions to lead children from questions, to predictions, to testing their predictions, to finding answers to their questions and then asking even more questions!

DID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony’s natural areas? Harmony incorporates natural and humanbuilt environments that blend in ways designed to enhance the relationships between humans and animals and maximize the benefits of their peaceful coexistence. While retaining natural areas, Harmony is part of a human-dominated landscape where our actions profoundly affect the welfare of wild animals. Our lakes and ponds are a wonderful asset for the community, in many ways. The ponds are designed primarily to collect and manage run-off, to filter and clean water, and to prevent flooding on streets, parks, and neighborhoods. Beyond that, they are also beautiful to look at and provide wonderful

habitat and resources for our wildlife. We do have alligators in a number of the ponds, so use caution when getting close to the water line—keep children and pets far from pond edges. Since the ponds were designed to detain a lot of water, their shelves are quite shallow for just a few feet, but then drop off steeply. A higher buffer of vegetation is intentionally maintained around the edges of the ponds to filter pollutants and trash from entering the ponds and is mowed down twice each year. Buck Lake and Cat Lake, each approximately 500 acres in size, are surrounded by wetlands, which provide excellent habitat for an abundance of fauna and flora. Have you gone out on Buck Lake yet? The beauty and relaxation factor are truly enhanced when you venture out on the water. In addition to taking advantage of the beautiful docks and the two boardwalks with viewing platforms onto the lake, the CDD maintains five kinds of

watercraft. There are three pontoon boats and a bass fishing boat for resident use, and if you want a bit more physical activity and adventure, there are canoes and both regular and fishing kayaks. The people-powered watercraft give you a closer view of the birds and other creatures, as well as the diverse foliage along the shoreline. There is even a series of canals on the northwest side of the lake to explore. All you need to do is complete a boat orientation course (given the 2nd and 4th Saturday each month), sign a boat use agreement, and provide a security/damage deposit. Remember to bring your sunscreen, hat and water when you venture out, especially during the summer when the heat and reflection off the water are intense. Get out there and have a blast!

JUST HOW DOES THAT CDD FEE GET SET ANYWAY?? By Steve Berube, Chairman Hamony Community Development District As this is written, the first workshop to set next fiscal year’s budget is being held. That is significant because the budget, in part, sets your CDD fee. And, in recent months, there have been several requests for explanation as to how that fee gets set. Being the complex compilation that it is, detailing it in a few minutes is difficult. So, I’m taking this opportunity to explain. Note that there are multiple legal documents explaining all this and my plainEnglish viewpoints presented here are not intended to modify or run counter to any of those. As you’ll see, even my simplified version is a complex read. Your fee is comprised of two pieces: Bond Repayment and Operation and Maintenance (O&M). In the beginning, a developer sold municipal bonds to finance construction of Harmony with the proceeds of that sale going to construction costs. As it turns out, there were two bond issues, one in 2001 and the other in 2004. As soon as construction began, there was also the need for O&M, which, in the beginning, was simple, as there was very little to operate or maintain. It is important to remember that until there are 250 voters in a CDD, the developer is in control of the CDD, and therefore the money. The good news is, that until land is sold, the developer is also obligated to repay the bonds and cover the O&M costs on the unsold land. Of course, as land/homes are sold, those financial obligations begin to shift to the homeowners. So, in the beginning the budget is simple: the bond repayment, and the cost of maintaining the minimal infrastructure that exists. Divide those costs by the acreage the homeowners own at that time and your first-year fee is set with the developer paying most of the total. Fast forward a few years and now we have a few neighborhoods, a pool, splash pad, boats and dock, playground, dog park and several ponds. All of which need Operation & Maintenance, which by now, is getting to be a substantial number. Of course, there are houses in several neighborhoods all of which have slightly different features. Somehow, the O&M costs have to be divvied up in a fair manner, which, early on, was easy to figure out simply because the developer knew how much each neighborhood cost to develop. So, they took that cost, divided that number by the acreage in the neighborhood, and then divided again by the lot size, and an O&M cost was easy to figure out. Add the fixed bond cost and one had the CDD fee.

in order to provide $330,000 annually to fund the streetlight buyouts. The end result is that we will save millions of dollars long term and most residents will barely notice. Of course, the hope is that once the streetlights are paid off, O&M will be able to rise, but that increase can be financed with the savings. O&M is certain to rise because: a) things always get more expensive, and b) every new neighborhood adds additional costs but no new income. Some residents have expressed concern that their particular neighborhood is “not as nice” or “has fewer amenities” than other neighborhoods and therefore feel their fees should be less. But, the reality is that the Bond payment is assigned mainly on lot size and is fixed until payoff—or another refi should that become financially attractive. And, the O&M, again assigned mainly by lot size, is more dependent on the entirety rather than any particular neighborhood’s microcosm. Meaning, the common areas such as boats and docks, ponds, sidewalks, streetlights, pools, walking paths, parks, wide swaths of grass & playfields/parks, trees and various other maintained items make up the vast majority of the total O&M cost with any given feature or lack of feature making only a minor difference in any given neighborhood’s fee structure. One could also argue that older neighborhoods have been paying their share of the costs for a longer period of time. Having said that, it is important to remember that the cost obligations of Harmony are assigned to the lot and not to any individual owner, though the owner, at any given time, assumes the responsibility for those payments. Again, this is a complex subject and this writing, which I’ve certainly tried to keep accurate, is not intended to change or countermand any of the publicly-available documents which explain this in complex legalese. Also, please understand that your resident-controlled Board will do all we can to provide the high level of quality services you desire and deserve at the lowest possible cost. Thanks for reading this far and see you next month.

Fast forward again to the slowdown beginning in 2005-06. The second bond issue was intended to develop the east side of Harmony meaning the East Five Oaks development you see going on now. BUT—there would be no sales during the recession so the developer-controlled CDD spent that second bond issue, finishing the already existing neighborhoods, which is absolutely fine to do, but that certainly may have changed the calculations for both the bonds and O&M, though the developer remained responsible for, and has been paying the vast majority of costs related to both the bonds and O&M for East Five Oaks. Time marches on and we now have streetlights, ponds, boats, docks, fences, pools, grass, trashcans, benches, dog parks, playgrounds, restrooms and assorted other things to operate and maintain. Plus, now there are more houses scattered in more neighborhoods. By now, there are 250 voters here so the CDD is beginning the transition to resident control. Also, somewhere along the way, the cost-per-acre of development has become irrelevant, so the O&M piece of your fee is now calculated largely based on neighborhood total size divided by lot size. Of course, that cost is then added to the fixed bond cost to arrive at your annual total. As with everything in life, costs continually go up so each new neighborhood starts with a higher fixed O&M cost which explains why a 50 ft. lot in Neighborhood F has a higher cost than a similar lot in older Neighborhood B. And as new neighborhoods are added, they will start from a higher base so those O&M figures are likely to be higher as they are added. We mentioned Resident control earlier and that has provided some interesting and welcome relief in costs. The first move we made was to refinance the 2001 bonds in 2014 which lowered the interest cost from 7.25% to around 5%, thereby saving millions over the cost of the loan—ending in 2032. Of course, that lowered your bond portion but, instead of lowering fees, we moved the savings to the O&M side which, as always, had risen. So, your total fee stayed the same. We also began the process of buying out streetlight leases which are at 10.25% with more than a decade still to run on many. But more on that later. We then refinanced the 2004 Bond Issue in 2015, once again lowering the interest rate to around a blended 5% with that issue being paid off in 2036. Again, we moved the savings into the O&M and also raised the O&M a small amount
