HUDSON FAMILY What is… Your name? Alan Your spouse's name? Betsy Your child's name? Bryn Your Basset Hound's name? Buster When did you move to Harmony? We moved to Harmony in August of 2006. There were only two houses on our street at the time and the temporary community school was next to Lakeshore Park. What street do you live on? Indiangrass. What do you love most about Harmony? We love the feeling you get when you pull into the neighborhood and immediately feel a sense of calmness from the everyday hustle and bustle of life. We love the parks, lakes, trails, and all the offered recreation. We enjoy spotting a variety of animals including deer, owls, cranes, bobcats, otters, and many more. The night skies have been a pleasure to look at as the dark sky compliant lights allow for a fantastic view of the stars. What is your child's favorite things about Harmony? Our daughter Bryn has been fortunate to attend Harmony schools from kindergarten all the way to graduating from HHS this year as part of the class of 2019. 2 Harmony Life Magazine | July 2019

The schools and teachers have been wonderful and she has been able to grow up with, and make many happy memories with the same group of friends. Playing in the parks, fishing, swimming in the pools, school sports, Homecomings and having her 16th birthday in the ballroom are some fond memories. She will be leaving in the fall to attend Florida State University but will look forward to returning for visits to Harmony. What is your background? Betsy was born in Orlando (yes, there are actually native Orlandoans, LOL!), met Alan at Boone High School in Orlando and then they attended UCF where they both received Bachelor’s and Master’s degrees. Betsy is a teacher, and when we moved to Harmony, she taught at the Community School from 2006-2013 and then moved to the Osceola School District office. Alan formerly worked as an engineer and is currently a Federal Agent working with the Office of Inspector General. What is a good story about Harmony? We have conservation behind us and we recently found an alligator in our back yard near our pool! All is well as he was moved safely back to the conservation What do you do for fun? We love the beach, traveling, spending time with friends and cheering on our favorite sports teams! Go Knights! Go Noles! n

SET SAIL IN THE CLOUDS By Stephanie Milfeld

ecently, I went to a personal development conference called RISE, held by the one and only Rachel Hollis. Many people (maybe even you) might think that a personal development conference is for someone who is broken and not someone who wants more for their life. This is as far from the truth as it gets. I can’t tell you in enough ways that this conference CHANGED MY LIFE! Something about being surrounded by nearly four thousand other women who all want to be the best versions of themselves is overwhelming in the best way possible. I went alone, to a city I had never been to, to tackle some of the hardest topics about myself. The first day we changed our perception. It was heavy and we covered things like altering our view on perceived weaknesses, redefining past traumas, simply learning the tools and tactics to see our past as a platform to build our dreams on instead of an anchor weighing us down, and we were able to break free. It was an emotional day but I made new friends and was truly shown no matter what I or anyone else

was going through, we were NOT alone. The next day we created the road map that would take us from where we are today to where we want to go, and identified obstacles we may face along the way. We were fired up, inspired and talked about the tactical ways we could pursue our version of more and how to dream big! So why am I telling you this? Well for one, because I would shout it from the rooftops if I could and throw out her books, journals and podcasts like beads at a Mardi Gras parade! But really I am telling you because I truly believe everything I learned was so important and impactful. Which is why I am bringing the information to you here in our community. We will have a course called Set Sail in the Clouds where we will dive deep into the pages of notes I took and the various topics to help you become the best version of yourself and strengthen out community HERE! The first class will be July 23rd and 24th at 6:30pm (you choose the day that works best for your schedule). The same topics will be discussed both nights, light food and drinks will be provided but please feel

WHAT’S YOUR EMAIL ADDRESS?

PARKING

On street parking is increasingly becoming an issue throughout our community. Specifically, on streets that do not have designated parking. Please be mindful of your neighbors and park your cars in driveways or garages. Several streets in Harmony are very narrow and end in cul-de-sacs; with cars parked on the street, the trash trucks cannot travel on the street, never mind make the turn in the cul-de-sac. So, they tend to bypass the entire street. Parking on the street not only detracts from property value, but it also greatly diminishes the curb appeal of any community. It is also a huge safety concern for everyone in the community, especially our young children. In an effort to help curb this activity, The Association will solicit assistance from the Sheriff ’s office to issue tickets for various on street parking violations, i.e. blocking sidewalks, parking against the flow of traffic, parking too close to a traffic control device, etc. For more information on parking violations, please refer to Florida Statute 316.1945

We have had a few reports of street lights being out or flickering. The street lighting is maintained by Duke Energy. To report a street light issue, please go to their website, there is a page to report the problem. The utility company will usually be out to repair the light in 3 to 5 days.

KEEP ANIMALS INDOORS

Many of us have pets, especially dogs, and we know they like outside time. Please remember that it is the Law to have your dog on a leash when it is outside of your home. Another reminder is that it is against the Harmony Code to keep animals outside either in a shelter or chained up. All pets must be kept inside.

HARMONY GARDEN

Please do not use the gardens as a place to discard your trash or own garden waste. The garden area is only for those who rent the gardening lots. The area does have video surveillance and in some cases of dumping and vandalism, local law enforcement have been involved.

SPEEDING AND PASSING

There have been many complaints about vehicles speeding through the community and passing cars in a dangerous manner. We ask all residents who drive to please slow down and be careful when driving. There are many people who ride bikes, walk and of course our children who don’t always pay close attention when they are playing outside. The HROA has decided to have off duty Sheriff Deputies patrol in addition to the regular patrols. We hope this added presence will make people think twice and keep our neighborhood safer.


DO NOT FEED THE WILDLIFE

One of the best things about Harmony is the wildlife we get to watch and be close to but don’t forget, wild means that you shouldn’t feed the animals. There are many feral cats in our community and even though they look like regular cats, they aren’t. They shouldn’t be fed or treated as pets. The Nature Committee do work hard to keep the population down as much as possible by relocating them. If you have a pet that you can no longer care for, please consider taking it to the local animal shelter, domestic animals should not be released in to the wild for their own safety.

INSPECTIONS & VIOLATIONS

We would like to thank everyone who has been working hard to maintain and raise the community standards. We have been doing regular inspections of the community and there are few issues that we would like to remind you of. Trash Cans Per your Association documents and guidelines trash cans must be stored away completely out of sight. This means in your garage or a fenced back yard.

refers to all flower beds, in the front of the house, down the side of the driveway, along the side of the house, etc. Dry and Missing Grass We know that it is hot and it is difficult to keep the grass looking lush and green but there shouldn’t be any properties where there is no grass growing at all. If there are bare patches in your lawn, those areas need to be resodded. Remember to water as much as you can. Mildew or Dirt Everyone’s house and fence attracts dirt and the humidity helps mildew grow on the exterior quickly. If you receive a violation for mildew or dirt, then please have your whole property pressure washed, just spraying the offending patches will not resolve the violation. Rear Drive Access/Alleyways We have noticed that some properties look beautiful from the street side but they do not look so good at the back. Please remember that the back of your home should be taken care of just the same as the front. Grass should be weed free, mowed and edged, flower beds and driveways free of weeds and driveways pressure washed.

This rule also applies if you live in a property with a rear driveway (alley way access), you may not store your trash can in this area. The trash can must still be stored in your garage or in your fenced back yard.

Commercial & Recreational Vehicles Please don’t forget that you may not park trailers, recreational vehicles, etc. outside or on your property. These vehicles must be parked outside of the community.

Weeding Flower Beds Flower beds should be free from weeds. Weeds should be pulled out and now just cut short. Mulch does help with the weed growth and makes the landscaping look new and fresh. Don’t forget that this

Storing Items in the Yard or Driveway The driveway or yard are not places to store toys, bikes, tools or trash. Unless in use, these items should all be stored out of sight. This includes the back yard and porches too. n

HARMONY CDD HIGHLIGHTS By Steve Berube Chairman HCDD and President HROA

T

he Community Development District held its regular meeting on June 27; we were joined by about twelve residents and all 5 Supervisors participating. Regular readers might remember that we have been talking with the Developer about obtaining six acres of land just east of Lakeshore Park and south of Buck Lake. The discussion includes some form of ownership of the lake as well; this is significant as it assures us of both access to, as well as control of, this showpiece lake—in which we have a significant investment including docks, boats, boathouses and other structures. As this is written, I anticipate a meeting with the Developer on July 2 to (hopefully) finalize an agreement. Stay tuned. Field Manager Gerhard van der Snel had a meeting with (landscaper) SERVELLO management prior to this meeting to discuss growing concerns with the overall conditions of the grounds. Their management agreed and promised improvements. In my view, costcutting occurs with every landscaper and in fact, led to the replacement of at least the last two landscapers we have contracted with. I’m hoping these guys get their act together as replacing landscapers is a HUGE undertaking. You might also remember that we have been discussing CDD maintenance of privatelyowned lands-specifically, several parcels clustered along US192 generally surrounding the East entrance as well as one further West, also along US192, that abuts Ashley Park. The East entrance group are owned by Mr. Fusilier’s Harmony Retail LLC and the West Parcel is owned by the Golf Course. Also, the Central Bark dog park is owned by Compass Trading which is a company related to Mr. Fusilier. The significance of this is that public (CDD) money cannot be used to maintain private lands unless there is a Maintenance Easement in place as well as some sort of value exchange. The value exchange is an important consideration because the private owner receives the benefit of grass cutting/ trimming/other maintenance plus irrigation; but, you the citizens’ only benefit is visual along with perhaps the ability to walk on

it. We heard from District Engineer Steve Boyd that the necessary easements are in place on the US192 parcels but there is no agreement at all for Central Bark nor is there one for the land (owned by Mr. Fusilier) that CDD Field Services uses for its office. It’s a complicated, sensitive situation with many moving pieces that need to become aligned. Supervisor Kassel volunteered to negotiate with Mr. Fusilier and expects to meet with him again soon. It is notable that Mr. Fusilier has suggested we move our meetings to some other facility as soon as immediately. This is difficult as suitable, close-by meeting spaces are few. District Attorney Tim Qualls reiterated his previous opinion(s) regarding the land maintenance noted above. If you’re a pool user, you may have noticed that the Swim Club has been closed for repairs recently. This is because the surface finish (installed in January 2018) started to “bubble” or separate from the old finish below it. At the time the pool rehab was completed, we noted many deficiencies in the outcome and, after several discussions with the contractor, we ultimately paid 50% of the contracted price and closed out the invoice. Now that the contractor has returned and repaired the surface (at no charge) we have asked the Attorney to send a letter to the contractor asking that they return in January to drain the pool, acid wash the surface to blend in the repaired areas and to inspect the surface for more bubbles. The outcome of that inspection will determine future course(s) of action.

We discussed our protocol for placing items on the monthly meeting Agendas. This is to be sure that adequate notice of possible Board actions is available to you the residents with enough time for all involved to consider those actions. I also asked the Board for their opinions regarding my idea to install small neighborhood markers or monuments/ plaques. You might know that Harmony consists of neighborhoods Ashley Park, Birchwood, Cypress I & II, Drake I & II, Estates, Rosewood, Cherry Hill, Hawtorne, Waterside, East & South Lakes and more. But, do you know where they all are? Many people don’t and these signs will delineate and memorialize this piece of Harmony history. Other CDD facilities such as Dog Parks, Neighborhood Parks, Lakeshore Park, some you might not think of like the Bat House or Little Free Libraries and perhaps even certain trails could receive these markers which will be large enough to notice but not so large as to detract from our surroundings. In other words, they’ll be signs—but tasteful signs. We will likely start out with a few and see how you like them; if the reaction is positive, some more will go in. The possibilities are many and can even include visible ponds—all of which have an official number. I will have a concept soon for presentation to the Board for discussion/approval. District Manager Kristen Suit informed us that we are about $100,000 UNDER our anticipated (budgeted) spending so, as usual, our finances look strong. The long-awaited Commercial Vehicle Parking Lot expansion will begin on July 8 with about 2 acres of new surface going in. That needs to be fenced in so we approved a $17,600 proposal from Straight Line Fence of St Cloud for that work. As soon as the contract gets signed, they will follow the paving contractor and install the fence. ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Another way we help the environment is through our indoor practices, such as water and energy conservation, and reducing the amount of trash that goes to the landfill. One of the ways we do that to protect our environment is through recycling, and in the US recycling rates have been about 34% of total waste. Recycling reduces toxic pollution from waste facilities. It conserves resources, like trees, water, metals, and fossil fuels. It reduces waste, while saving energy, and mitigating carbon emissions. It has been reported to create 20-100 jobs for every one job created with landfilled waste. Did you know there are 5 “R”s of waste management? Aside from recycle, there’s reduce and reuse, refuse (don’t buy what you don’t really need), and rot (compost). More on each of these a little later. We’re lucky that we have single stream recycling in Osceola County, where all of our recyclables go into a single container. It’s easy and quick for residents. This stuff is sorted both by hand and by machine once it reaches a MRF (Materials Recovery Facility). That’s why it’s important to exclude from your bin jagged pieces of scrap metal or broken glass that can harm workers, or plastic shopping bags that can jam up machinery. With current commodity and oil prices low, the market for some recycled materials is challenging, yet this is quite likely a temporary scenario. Another issue is that an increasing amount of recycled truckloads go to the landfill or incinerator because they are considered contaminated. It’s up to us to ensure our recycling actually gets recycled. Coated paper receipts, shredded paper, broken glass, diapers, plastic lids and caps, plastic shopping bags, and Styrofoam (polystyrene) containers risk contaminating an entire truckload.

How to take recycling the next level? First, reduce buying new stuff where possible and appropriate, and reuse your existing stuff (contact me for strategies: Kerul@me.com)—it saves $$ as well as reducing waste. Second, rather than “wish-cycle” anything that looks remotely recyclable, ensure your recyclables comply with county program guidelines (http://www.osceola.org/ agencies-departments/public-works/solid-waste/curbside-collection-services/acceptable-recycling-items.stml). Third, use recycling best practices: clean all containers and let them dry before putting them in the bin so they don’t contaminate other items like paper. DON’T flatten plastic containers as they can confuse sorting machines, but DO flatten cardboard boxes. Don’t include cardboard that has food residue, plastic liners or components. Become familiar with what NOT to recycle. Fourth, don’t landfill food waste: compost it! It’s easier than you might imagine with just a little attention, and you can use the finished compost in your garden, flower beds, or among your shrubs for healthier plants. You can compost your shredded paper, too (or use it for packaging cushioning)! Fifth, take your electronics waste to appropriate recyclers (see e-stewards.com). Reycling is one of those green community no-brainers. Let’s set an example here in Harmony, by reducing our total waste and taking action to ensure the recyclables that leave end up actually recycled. Perhaps a contest for the cleanest recyclable bin?
