NOTES FROM the CHAIR By Teresa Kramer Chair, Harmony Community Development District

WORKING TOGETHER AS A COMMUNITY the CDD to set a balance between staffing for maintenance needs and resort style service, resulting in there being times that some issues go undiscovered by our on-site staff.

H

armony is our Community. It is where we live, where many of us work, where we share the use of pools, gardens, boats, sports fields, and open spaces. Harmony is not a Resort. It is not a place you are coming to for vacation, this is your home. We do not have hospitality staff that are here to rearrange the pool furniture and clean up after you following your use of the amenities. As residents of Harmony we need to share in the responsibility to care for our facilities and be aware that others will be using these shared facilities after us, so please be respectful in how you leave them. There has been a lot of talk recently about a few items that I would like to address. First is the maintenance of our facilities. As I have addressed in the past, the District is very large, covering over 1300 acres. This means that there are a lot of responsibilities that our staff need to address; dozens of trash cans and dog bins, weed maintenance, monitoring the irrigation system, painting, pressure washing, pools, boats, repairs to swing sets, bath houses, the splashpad, and playgrounds. There is a lot to get done on any given day. This requires

4 Harmony Life Magazine l July 2022

There are two ways to address this issue. One is to increase our staff to ensure that everything gets touched daily, however, more staff will cost more money and thus increase our fees. The alternative is to work together as a community with all our residents being additional eyes and ears for our staff. By using cddmaintenance@inframark.com, everyone can help by reporting issues that they come across. This will allow our staff to know what is going on across the community and help them address issues quickly which they might not come across until they reach that section of the community the following week. Please remember, fuming for days over an issue that needs to be addressed and then posting angry comments on Face Book will just prolong the issue instead of getting the issue addressed. An example of this is the dog pots and their bag supply. This has been an ongoing issue over the years as people move in and out and as the population of dogs goes up and down in different areas of the community. The staff services all of these stations at least once a week, and the highly used ones twice a week. But the highly used ones change as our dog population changes. These changes take some time to notice and get the timing right, so we ask that you notify staff as soon as you notice that the bags have run out. This may mark a change in usage or, as some of you have noticed, a youngster that discovers that our dog bag rolls can provide some entertainment as they grab and run, so if you find one empty, send an email and staff will get right on it. Another maintenance concern that has been posted on Face Book are the bath houses at the pools. These facilities are past their prime and 15+ years of cleaning with chlorine bleach has taken its toll on the appearance of the Formica

counters and stall dividers. It is long past time to rehab these facilities, but in an attempt to control assessment increases, this has been delayed. The CDD Board has heard this concern and is working with the maintenance team to come up with stop-gap measures to improve the appearance and prolong the life of these bath houses. First, the bath house toilets have a pressure issue which gets out of balance from time to time and can prevent thorough flushing, resulting in the appearance that the toilet is clogged. Inframark is reaching out to a plumber to get each of the flush mechanisms on the toilets adjusted properly. Second, as previously mentioned, years of cleaning with a strong disinfectant solutions along with constant exposure to the afternoon sunlight in the Women’s Room, has resulted in the oxidation of the Formica which causes the countertops to appear discolored, but which does not affect their cleanliness. Staff has come up with a solution to make them look a little nicer and give us time to plan and budget for the needed bath house renovations. Third, as you know if you have lived in Harmony for a while, we have very hard water. This leads to hard water and rust stains on all the bath house fixtures. Staff has been diligent in staying after this staining, but this is a difficult task. New cleaning procedures are being implemented to better prevent or clean this discoloration. Here are a few ways that you, as a member of our Harmony community, can help us keep our facilities clean and in good condition and keep our staff costs down. Reports should be sent to cddmaintenance@inframark.com and be sure to check your junk mail folder if you do not see a quick response to your email in your email in-box:

POOLS

If you have moved pool furniture around to enjoy your group get-together, please return the furniture to their normal configuration before you leave.

If you bring prepared food to the pool area, please be careful not to drop any on the pool deck. It attracts ants and raccoons and gets ground into the paver blocks. Grills are never permitted inside the fenced area of either pool as they are a serious safety hazard. Please report any violations immediately so everyone can remain safe. Speaking of raccoons, they like to wash their food before eating, so they take advantage of the pool water for this ritual washing. If you see their footprints on the pool, please notify staff so that anything they left behind can be cleaned up immediately.

so if you have a concern with the maintenance of these properties, please contact the following entities depending on the type of property. • Commercial: Please file a complaint with Osceola County Code Enforcement by visiting their website at www.osceola.org/govqu.stml or emailing to lotmow@osceola.org or calling them at 407-742-0400.

• Residential: Please contact the appropriate Home Owners Association that governs the property. Association Solutions of Central Florida can be reached at myhoasolution.com or 407-847-2280. Working together we can keep Harmony beautiful while controlling our budget increases, but it takes all of us working together. n

BATH HOUSES

If you see that the toilets are flushing slowly and not completely, please let staff know right away. Do not continue to use and allow waste to build up. Please notify staff if you see that the paper products in a stall have run out. They provide back up rolls in each receptacle, but occasionally this is not enough. None of us want to get caught without…

IRRIGATION

If you see an irrigation geyser or signs of water washing out areas near sidewalks, please report its location immediately and, if possible, include a picture. Staff can quickly shut down that zone until the repair can be made. One broken sprinkler head can cost Harmony in both high water bills and landscape that is not properly watered.

DOGI POT STATIONS AND TRASH RECEPTACLES

Bag dispensers are refilled and waste cans emptied every Tuesday and some more frequently. If you notice a station that is out of bags or that has a waste bin that is full, please notify staff right away. A lack of bags can result in your neighbors not being able to pick up after their dogs and none of us want that.

DAMAGED PICNIC OR PLAYGROUND EQUIPMENT

Please report immediately as these items can be dangerous to neighborhood children. Our staff clean and inspect these items regularly, but some damage occurs between inspections.

DID YOU KNOW? By Beth Johnson, M.Ed. Harmony Nature & Animal Committee Member

CONSERVATION DAY IS EVERY DAY

D

id you know that July 28 is World Nature Conservation Day? This day stresses that to maintain a stable and healthy society, it is vital for everyone to preserve a healthy environment and natural resources. Harmony was created in part to honor and uphold that effort. Our community was built with the intention that it be maintained in a sustainable way while also minimizing the impact on the local ecology. Being a resident here means that you are part of that sustainability plan. Harmony has its very own ecosystem and residential areas that are currently managed by our CDD. For those who don’t know, a community development district (“CDD”) is an independent special‐purpose unit of local government. Harmony Community Development District (Harmony CDD) is one of more than 550 such districts in Florida. One of the many things Harmony CDD is empowered by Florida law to do is manage conservation and mitigation areas, including ongoing measures to control invasive species that are regulated by local, state, or federal law.

Our CDD is not the only one who can help the environment. As residents of this community and this planet, it is our duty to ensure we have and maintain a healthy ecological foundation that can be enjoyed for many generations. Over the past century, human activities have caused extensive damage to numerous ecosystems around the world. Overexploitation of native habitats and the introduction of numerous non-native species have done irreparable damage in many instances. However, many of these issues can be managed, and in many cases fully resolved, with simple, yet consistent effort by people just like you.

Next, you can join the Harmony Nature & Animal Committee. We do more than post conservation content online. We work tirelessly to educate our community by organizing Conservation Café events including family friendly trail walks, animal presentations like the Gatorland event earlier this year, and hands-on workshops such as the recent DIY Bug Abode workshop. We also work together to keep our beautiful trails clean and walkable, and so much more. HNAC is entirely volunteer led and run, though we do receive funding for vendors to provide trail maintenance, for supplies to fix trail bridges and signs, to give honorariums to our Conservation Café presenters, and for the cost of prizes to winners of our photo contests, which are meant to encourage residents to get out into nature. You can reach out to our committee on Facebook through our Harmony Conservation Café page or by sending us a message through www.harmonynac.com. Finally, commit to making simple lifestyle changes. Use less waste. Switch to paper instead of plastic or better yet, purchase reusable totes for shopping. Recycle or repurpose plastic products instead of throwing them in the trash. Manage invasive species on your own property through consistent landscaping. Consider fuel efficiency when making a new car purchase and choose electric if possible. Don’t drive your car when you can walk or bike to your destination. There are many little steps you can take that collectively will create a huge impact. Conservation day is every day, and it begins with you. n 6 Harmony Life Magazine l July 2022

First, attend our monthly CDD meetings and be an active participant in the conversation. Using social media to post one-sided opinions and commentary many times leads to confusion, misinformation, and chaos. Instead, consider attending the CDD meetings so you can have a firsthand understanding of how Harmony CDD mitigates risks to our local environment and hear the evidence and opinions of all parties involved.

Q&A: WHEN YOU SUSPECT A STROKE, REMEMBER “B.E. F.A.S.T.” Strokes happen suddenly and often without warning. Knowing the signs and symptoms, and what to do once you recognize them, can literally save lives. Dr. Alkesh Brahmbhatt, director of the NeuroScience System Emergency Department at AdventHealth, shares his insights on the signs and symptoms of stroke and how important it is to get to the emergency room (ER).

Question: What signs and symptoms of stroke signal

Question: Where should you go if you believe you

Dr. Brahmbhatt: Whether it’s happening to you or to someone you love, there’s a simple phrase to remember when making a potential stroke diagnosis: B.E. F.A.S.T. Knowing this phrase and the importance of each letter can be the difference between life and death.

Stands for Balance, Eyes, Face, Arms, Speech, and Time. Have you lost balance? Are your eyes clear? Quick checks of these two items could indicate a potential stroke, in which case you should call 911 or go to the ER immediately.

Dr. Brahmbhatt: The ER has to be the first place patients who think they are having a stroke need to go. If you’re having a heart attack, you don’t have time to go to your primary physician. You go to the ER so we can use our lifesaving techniques. Same thing with stroke. As soon as you feel you are experiencing the signs and symptoms of stroke, go to the ER or call an ambulance to take you to the ER. The paramedics can start the protocol and alert the ER that you are coming in with slurred speech, dizziness, and other subtle signs and symptoms. Once we make those determinations based on the F.A.S.T. exam, we can continue with a stroke protocol.

One of the easiest methods for identifying a stroke is known as a F.A.S.T. exam:

experience in the ER?

that you need to go to the ER?

B.E. F.A.S.T.

F is for Face: What does the face look like? Is it asymmetrical? Is the face drooping? A is for Arms: Can you move your arms?

22-CH-05568

S is for Speech: Are you slurring your speech or unable to talk? T is for Time: How long have you been experiencing these issues? It’s time to call 911 or go to the ER.

are having a stroke?

Question: What can stroke patients expect to Dr. Brahmbhatt: As soon as we know a stroke is a high probability, an immediate protocol known as Code Stroke goes into effect. The patient is immediately wheeled to a team that’s ready to go with nurses on each side with IVs, doing assessments for signs of stroke. A neurologist will be there on camera observing everything to determine if there is an indication for a stroke treatment right there at the bedside. You can expect an expedited process for stroke because every second or minute of delay could advance that stroke to the point where the patient will be debilitated.

“This was the best experience I’ve had buying a car. I located the vehicle online and inquired about it. Within 15 minutes I was contacted from Ross and we agreed on an out-the-door price. He followed up with me the next day—I came and test drove the vehicle and me and my family walked away with our new vehicle. Ross was super nice and definitely would love to do business with him again!” — Eric S.

Quick & Efficient — In and Out on a Lunch Break! HHHHH

“Worked with Elias over the phone about a new truck they just got on lot. He was able to get everything done for us over the phone and when we went later to sign and pick up, it was super efficient and quick! He went over the features, the apps, made sure we didn’t have any questions and gave us his info if we think of something later. Tammy was super great with paperwork and we were basically in and out on a lunch break and back to work without skipping a beat! Great dealership and awesome people to work with.” — Brittny W.

Excellent Car Buying Experience! HHHHH

This was an excellent car buying experience. Everyone was extremely professional and very easy to work with. They had the vehicle I wanted at a good price, valued my trade in fairly, explained the numbers in an understandable manner, and worked through the process efficiently. Community Partner Spotlight: Miss Silver Spurs Pageant

Kisselback Ford is a proud sponsor of the 2022 Miss Silver Spurs Pageant held at the Silver Spurs Rodeo.

Congratulations to this year’s winners!

Miss Silver Spurs & Congeniality: Raelynne Kempfer; Jr Miss Silver Spurs: Haidyn Dykes; Little Miss Silver Spurs: Tessa McCommon In 1960, the Silver Spurs Riding club created the titles of Miss Silver Spurs to help spread the word about the Silver Spurs Rodeo during community events and when visiting other rodeos. Successfully grabbing the attention of audiences across Central Florida, the Silver Spurs Riding Club would go on to add the titles of Little Miss Silver Spurs in 1972 and Junior Miss Silver Spurs in 2014. After the Miss Silver Spurs and the Miss Silver Spurs Court are crowned, all of the girls will take on the glory of winning, but more importantly, the responsibility of representing Osceola County and the Silver Spurs Rodeo. Holding their title for a whole year, the Miss Silver Spurs Court will represent the Silvers Spurs Rodeo at other local rodeos and community events that take place throughout the year. As a rodeo ambassador of the Silver Spurs Rodeo, the Miss Silver Spurs Court should be able to educate the public on the Silver Spurs Rodeo and how the Silver Spurs Riding Club serves the community. THE LAKES OF HARMONY COMMUNITY 55+ ACTIVE ADULTS COMMUNITIES By The Lakes HOA

T

he residents of the 55+ communities of East Lake and South Lake, and eventually North Lake, live at the very eastern end of Harmony enjoying gorgeous sunrises, sunsets, wildlife, and activities. We also appreciate the camaraderie of all the Harmony residents, many who are also our extended family members, comprising this friendly and awesome town that we all call home. South and East Lakes are almost completed and are on schedule to be fully built out by the end of this year. Construction of the North Lake community has started and is projected to be completed within the next two years. As homeowners within East and South Lakes, residents have access to the Lakes of Harmony Amenities Center. The center has been designated only for use by those residents who live in the three Lakes communities – South, East and North Lakes. These residents pay an additional quarterly Lakes of Harmony HOA fee, separate from the Lakes Community HOA fee, to pay for the maintenance, insurance, and reserve funds needed to address larger repairs (roof, pool, etc.) in the future. The East and South Lakes residents enjoy the tranquility of the pool which overlooks the golf course, work out in a small gym inside the center, and participate in social events organized and paid for by the residents.

The Lakes HOA, which oversees the Lakes Amenities Center, is responsible for ensuring the center stays in excellent condition. Please note, there are no pets allowed in the facility. In addition, the Lakes HOA is responsible for securing the property to ensure only East, South, and eventually North Lakes residents, have access to this facility. Anyone caught accessing the center (who is not a resident of one of the Lakes communities) can and will be prosecuted for trespassing. Unfortunately, there have been several instances over the last several years where non-permitted individuals have been caught trying to access the facility, which has caused the HOA to take these actions to protect our community. The bottom line is, if anyone is hurt who is not an East or South Lakes resident, all the Lakes residents will be responsible for costs and not the insurance company. Protecting our homeowners is our most important mission. The Lakes HOA hopes this clarifies the purpose, ownership, and usage of the Lake Amenities Center. n

2022 IS ALREADY HALFWAY OVER!

By Stephanie Milfeld Owner, Z and Q – A Children's Boutique

H

ow in the world are we halfway through the year? Now that July 4th has passed, I guess the countdown starts for back to school, and before we know it, the holidays and 2023. In case you missed it, Open House begins with Harmony High on Friday, August 5th, from 4-7 pm, Harmony Middle on Monday, August 8th, from 4-7 pm and Harmony Community on Tuesday, August 9th, from 3-6pm, and the first day of school being Wednesday, August 10th (which is early release).

Uniforms – While yes, we need to have uni-

forms, Mondays are college days and they can wear a college T-shirt; Wednesdays they will eventually have a class shirt that they will get from their teachers to wear; and Fridays they can wear a school spirit shirt (meaning, in reality, they only have to wear full uniforms two days a week.) The school spirit shirt can be from any year, so if you have an older sibling who has outgrown theirs, or a neighbor getting rid of their spirit shirts, you can wear those! I found at Target this past week they had soft and heavy cotton polos for $5 and the dri-fit polos for $10. Old Navy and Children’s Place are also great places to find inexpensive uniforms. Polos for the community school can be white, navy, burnt orange, and light blue. Navy blue, black or khaki pants, walking shorts, slacks, skirt, skorts, jumper, or similar clothing made of twill, corduroy, or blue denim fabric. All students must have closed-toe shoes at the community school.

School Supplies – The district list has already been released for all grade levels and while most people will say to wait until the open house to go get your supplies, I am too much of a planner to do that. In the past, I have ordered bulk 12 Harmony Life Magazine l July 2022

packages off Amazon because it was cheaper and I didn’t have to deal with the store crowds. Also, if you have multiple children or neighbors, you could order together and split the cost and it becomes more cost-effective. Check what you have around the house as well, especially when it comes to things like blunt scissors for example. Also, do your teachers and children a favor and stock up on those wish list items such as tissues (the nice ones that are soft on the nose) and hand sanitizer, etc. it will only help everyone’s experience at school. Stay informed! Make sure if you don’t already, to follow @shorthornspto on Instagram and Facebook. PTO meetings take place on the second Wednesday of the month in the library at 5:30pm followed by SAC. They do so many amazing things for our kiddos, it’s a great way to stay in the loop. They have also posted a link on Facebook with many of our own teachers’ Amazon wish lists. If you are feeling a little extra generous you can donate to our community school teachers and grab some of their wish list items for their classrooms. Finally, if you have not already done so, get ahead of the game and get OASIS approved before

the school year even starts (www.osceolaschools.net/oasis). You need this to chaperone, volunteer, attend school events, be a PTO/SAC member, etc. It is super quick and easy and it is a relief to already have it completed prior to the first day of school so you don’t miss out on any of those special moments. This isn’t just for mom or dad; grandma, grandpa, aunt, uncle, and anyone who plans on being in the school to do any of the aforementioned needs to fill it out to be on campus to keep our kids safe. While we don’t want summer to end (or maybe some of us are ready to get back into our routines again), it’s never a bad idea to get a head start on school necessities to make it a smooth transition. In the meantime, if you are wanting to stay local and looking for stuff to do, make sure to check out www.downtownsaintcloud.com for an events calendar of upcoming events, classes, sales, etc. in our historic downtown district.
