COVER STORY on the way home, the bike chain came off of one of the bikes. My wife and I were both at work and not able to help them. Not only did a neighbor in their garage come out to help, but Jason Herman, a neighbor on our street, stopped to help our girls and get the chain back on the bike so they could get home. Are there any recommendations for other neighbors? Take advantage of what Harmony has to offer; go to some of the events the community sponsors and get to know you neighbors. Do you do any charity or non-profit work? I have been on the board for Help Now, the domestic violence shelter in Osceola County, for 12 years. I also serve on the Board for the Osceola County Council on Aging. In addition, my wife works for the Education Foundation, a non-profit who supports and enhances public education in Osceola County.

What is the last movie that you have seen in the theatre? “Star Wars: The Rise of Sky Walker.”

What is your favorite TV Show? Currently, re-runs of “The Office.” Who is your role model and why? Gene Gelb, a former mentor and district manager. He was a good family man and had good work ethic. He consistently reminded us of the importance of balance in our life, and that was to put God first, then Family and then work. What else should we know about you or your family? Our family bucket list is to see all 50 states. To date, we have visited 39. n

Where did you move from? Kissimmee. What do you miss most? Friends that we were close to there. What is your background? My dad was in the military, so I traveled a lot as a child. I work for Publix Supermarkets. I have been with them for 35 years. What is a good story about Harmony? We love the community and our Middlebrook Misfits, as we are called. We have several events throughout the year, including a Christmas Crawl, Rib Cook-off, Misfit Olympics and weekend pop-up block and BBQ parties. There is always something happening on Middlebrook. What is unusual or unique about Harmony, in comparison to your previous home? How everyone looks out for each other. I tell people this is like living in MayBerry. What is your favorite weekend activity? We always go to breakfast at Phyre or Koffee Kup, visit the farmers’ market, the pool and try to get in a round of golf. D

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. Did you know that Harmony is now almost 17 years old? The first residents moved in late in 2003. In that time our landscapes have started to mature, and we are seeing the “fruit” of our wildlife-friendly design through more species and more of them. If you’ve taken a walk around Long Pond in Lakeshore Park (on Schoolhouse Road) recently you’ve probably noticed the Limpkins. They are medium-sized (up to 28”) wading birds with long legs and long, elongated necks with white flecking, and slightly curved beaks, and are covered in brown feathers. They’re usually found in freshwater wetlands, swamps and mangroves. They have a loud plaintive cry that’s very distinctive. Florida is the northern edge of their range. We had never seen this species in Harmony until a couple of years ago, when we spotted one by the entrance to Lily Pond Loop off Butterfly Trail. We didn’t see any more until recently, when several of them took up residence at Long Pond. You can see the shells of the mollusks they eat by standing on the bridges over the pond where the bridge meets the sidewalk and looking down into the shoreline. It’s clear that both the maturing pond environment and our low-toxicity pond management are creating good habitat for these birds. We mow down to the edge of our ponds only a couple of times a year because that growth filters the pollution, pesticides, fertilizers, and other contaminants that would otherwise end up in the ponds. That growth also creates great habitat for wildlife. Other birds that once hugged the woodlands are now coming closer to our homes, thanks to the maturing trees on the streets and and landscaping in our yards. This year we not only have an Eastern Bluebird nest on our front porch, but also a Carolina Wren nest on our back porch, with a Cardinal couple raising a brood in a backyard shrub, and Northern Mockingbirds raising a family in a front yard tree. Woodpeckers, Blue Jays, Titmice, Gnatcatchers, and other birds are making more frequent appearances in the oak trees that line our streets. It’s easier than ever to enjoy our wonderful, abundant wildlife here in Harmony. Taking a slow walk along a trail listening for animal life is one way, but you can also just sit on your front or back porch taking in the scenery, listening to the birdsong, and watching the wind ripple through the leaves. Especially in this pandemic time, it’s a great way to restore your spirit. And it’s great to know that our parks and natural environments will continue to create a welcome place for wildlife. n

NO FEE INCREASES By Steve Berube Chairman HCDD and President HROA

T

he Harmony Community Development District (CDD) held two telephonic meetings on May 28th. The first was a Budget Workshop meeting the purpose of which is to formulate a budget proposal for the coming fiscal year beginning October 1st. For those unfamiliar with the process, the District Manager produces a spreadsheet detailing the previous five years’ actual spending on a line-by-line basis. Also contained are anticipated actuals for the current year. From this info, it is fairly easy to determine trend lines, but one also has to look forward and have info regarding such things as contracted and/or ongoing costs like landscaping, electricity, water & sewer and other costs. Also important is to include purchases like vehicles and equipment AND to provide adequate funding for long-term repairs to, and replacements of, infrastructure.

I don’t know if any other supervisors worked on this (Sunshine Laws restrict interactions between us), but I certainly spent some time on it with the DM to be sure that it would provide adequate funding to meet our needs. The outcome is that (if approved at an upcoming public hearing) there will be NO FEE INCREASE and there will also be NO CUTS IN SERVICES to you, the residents. Included are small increases for landscape improvements as well as tree services—this is notable because, perhaps one of the most important aspects of Harmony are its visuals— and it is surprisingly expensive to keep things looking nice. Another positive is that if the budgeted line items are adhered to, we should be able to add about $50,000 to our already strong Reserve Funds. All in all, a positive outlook in these unprecedented times we find ourselves in; this continues a decade-long string of years of

flat fees, excepting one year of an increase to fund the streetlight lease-buyout; that increase was reversed this year by lowering fees. With nearly all costs steadily increasing, it is hard to know how long flat fees can continue—but I can tell you that we will continue to work very diligently to contain spending and increase services. n

T

he second meeting held by the CDD on May 28th was the regular monthly meeting.

Following audience comments and approval(s) of previous minutes, we heard from Servello who, in general, is doing a reasonably good job managing our landscape. In response to resident chatter, I asked them to explore changing the quarterly “Annuals” flower planting in favor of using something longer lasting and in keeping with our “green community” theme, something that is Florida-friendly and hopefully native. It is important to remember that those annuals are intended to provide some “changing color” so changing—and keeping that theme—might be challenging. Also on my list was the condition of the soccer field and, to a lesser extent, the sod in Neighborhood G playground. These fields are a significant piece of the ongoing dispute with DAVEY and therefore might not have received the attention needed. Anyway, I missed them in my discussion but have asked Servello to improve things since. Some have been advancing their desire to re-pave alleys. There are many schools of thought regarding this and District Engineer Steve Boyd provided his analysis of alleyway conditions. In short, we have perhaps eight areas that require some immediate attention, with the most pressing being preventing vehicles from “cutting” corners and traveling off the paved surface. Field Services will rectify this by installing posts and/or boulders in the appropriate areas. Also important are a few areas which might be termed potholes; Field Services will repair these as well. These repairs will exclude any repairs in C1 and C2 as Supervisor Kassel requested that Gerhard van der Snel solicit bids for complete re-paving in those neighborhoods. Note that while I support the spot repairs, I am not in favor of re-paving any alleys at this time, simply because they are just not in that bad of shape. It is important to note that not everybody in Harmony lives on an alley, but if money is spent on alleys, everybody pays for that. I am all for maintaining our infrastructure, but we should use funds judiciously in order to contain costs. Supervisor Kassel has also been guiding Engineer Boyd toward providing an updated “reserve study” which we saw last night. In short, we are funding our repair and replacement reserve accounts in a more than adequate manner.

District Attorney Tim Qualls advised the Board on the scenario created by the lawsuit against me by Mr. Fusilier. He advised, that given the allegations of the suit, Florida Case Law provides the ability for the District to pay for my representation in this suit. All Supervisors-except Supervisor Kassel-voted to provide such representation. Providing representation does not mean that District Counsel is representing me. Litigation strategy is always done privately and that will remain the case here. However, I will say that the allegation made is preposterous and I deny the allegation made. Absolutely NO ONE besides myself and a very few others know the facts involved here. Anyone who cares to know the reality is certainly welcome to contact me privately for more information. Remember: anyone with a few bucks can hire a lawyer and attempt to turn hallucinations into a lawsuit; proving those allegations is quite a different scenario. A final note on this: I want to thank those Supervisors who listened to, and understood, District Counsels’ advice on this matter. I do appreciate their support—and while I hope none of them find themselves similarly situated, they can be assured that I will support them if needed. Counsel also advised that our failing-surface dispute (main pool) with Poolworks has not moved forward. Our next move with this remains unclear. Field Manager Gerhard van der Snel informed us that the ongoing invasive weed remediation project continues to expand. In short, nearly every wetland area in Harmony is infested and we are mandated to eradicate it. This Old World Climbing Fern is nearly impossible to eradicate but it IS possible to control it, and that is exactly what Field Services is doing. Such control will simply become part of ongoing maintenance as once here, it’s staying. We also learned that with the arrival of our new root grinder, the sidewalk repair project will be launching in early June. These sidewalk repairs will also morph into a routine maintenance operation; this is because as long as we have trees, we’ll have roots. And broken sidewalks. District Manager Kristen Suit presented the financials. Notable is that though not reflected due to publishing deadlines, we have received

SOME of our Tax income. You might recall that last month, over $1.5 million was overdue; since then, the overdue amount has dropped by about $440,000. Obviously, this is because at least some landowners have paid their tax bills. But, having about $1 million sitting out there is still of concern, though anything remaining unpaid will likely be taken care by the upcoming Tax Certificate sale. Ms. Suit also asked for a 3% increase for Inframark Management Services. While I have been opposed to such increases previously, the reality is that IMS has stepped up their service quality since putting Kristen in her position. So, the increase was approved unanimously. There has been much discussion regarding the building of a Community Center, as well as about a survey regarding its construction. Last night continued those discussions. End result: Community Center & Survey tabled indefinitely. Earlier, I requested a careful look at where we stood regarding the improved landscaping in the center median of US192 fronting part of Harmony. End result: it is public land and we have an interlocal agreement with state government regarding said maintenance. So, while it is not CDD-owned land, it is public. We will continue to maintain it as we have for the last decades. With the advent of the locking of Central Bark by Mr. Fusilier, residents requested a replacement dog park in that area. It turns out that the CDD owns an appropriate parcel nearby that would simply require a fence to become a treed dog park. However, Supervisor Kassel advocated for negotiating with Mr. Fusilier to restore maintenance services to Central Bark in exchange for him unlocking it. While we have never been able to come to reasonable terms with him, perhaps Supervisor Kassel knows something I don’t. We'll see how this turns out. Finally, we added some terminology to the employee policy manual including putting a cap on health insurance expenditures. This is not to punish employees, but rather to be good stewards of public funds and contain everincreasing costs. Long meeting and long read—thanks for doing so.
