The price to advertise in Harmony Life Magazine is minimal, yet many try to avoid that cost and figure out ways around it. They join our social media forum to flood us with a daily barrage of ads. Others like to put up little signs (against CDD and HROA rules). When the signs get removed from Harmony property, they put them out on 192 knowing the county will “eventually” remove them but it’s out of Harmony’s jurisdiction. It’s a game that is played and is ongoing.

MEET YOUR NEIGHBORS: THE RICHARDS FAMILY Where did you move from? St. Cloud – Eileen is from New York and I am from Indiana. What is your background? Bob – CEO of J & N Stone, Inc. and Eileen is a retired school teacher. What is a good story about Harmony? Soon after we moved in, neighbors from our old neighborhood came to visit, they had to drive around an 8’ alligator to get to our home. What is unusual or unique about Harmony, in comparison to your previous home? Far less traffic, the beautiful homes, water parks and quiet lifestyle.

What are your names? Robert (Bob) and Eileen Richards. When did you move to Harmony? July of 2015. What street do you live on? Oak Glenn Trail. What do you love most about Harmony? The nature preserve we live in and our neighbors are awesome.

What is your favorite weekend activity? Breakfast on our screened-in back porch listening to the nature sounds. Is there a neighbor experience you are most proud of? Eileen was in Israel recently and I had surgery on my head. Our new neighbors, Ralph and Julie Persia, brought me dinner two nights in a row. They are new to Harmony, but these are the type of people living and moving to our neighborhood.

Are there any recommendations for other neighbors? Always treat others as you would wish to be treated. Do you do any charity or non-profit work? We support a lot of different charities around the world. Locally, we support A Place for Grace, St. Cloud Cares, Grace Landing and Central Care Mission in Orlando. What do you do for fun? Movie and dinner with friends, also traveling to different states. What is the last movie that you have seen in the theatre? A Case for Christ. What is your favorite TV Show? All Hallmark shows. \What else should we know about you or your family? We are a blended family with 8 children, 23 grandchildren and 8 greatgrandchildren. Eileen and I have been married 20 years and love to travel. n

FIVE SUMMERTIME PROPERTY MAINTENANCE TIPS By Jeanine Corcoran

A

s summer time approaches and children, parents and grandparents plan their vacation and summertime activities, it is also a good time to look at your home and plan on performing some maintenance to ready your property for the summer. Here are five items that need attention during our hot Florida summer: 1. Air Conditioner: Changing your AC filters monthly is a must but be sure to do a maintenance check on your AC unit. Your AC unit is working extra hard to keep you cool and there is nothing worse than having your unit break down when it is balmy. 2. Sprinkler System: Be sure to turn on your sprinkler heads to ensure they are spraying all areas of your lawn and shrubs. There is a lot of stress on lawns and shrubs with the sun beating down by foreseeing any problems before they happen. Sprinkler heads are inexpensive and easy to replace and can save you hundreds of dollars. 3. Trees: Don’t forget summertime equals thunderstorms. Take the time to look at your trees and tree limbs. Trim those weak limbs so they don’t end up falling and damaging yours or your neighbor’s property.

4. Stucco: Small cracks in your stucco happens over time. Rain gets into even the smallest hair line crack and navigate its way through the concrete and into your home. It can also cause damage to your stucco. Seal those cracks to prevent damage and costly repairs. 5. Hurricane Preparedness: Hurricane Season is June 1st through November 30th. When preparing your hurricane kit, let’s not forget about your home. Be sure to reinforce your garage doors if possible, check all windows and inspect your roof. When a hurricane is coming, be sure to take in all outside items including patio furniture and plant pots. Be prepared. For many of us, summertime is all about taking a break from our busy lives and spending time with our families. Consider spending time preparing your property for the upcoming months. Your air conditioner will need a maintenance check to work efficiently, sprinkler heads should be checked to make sure they are working properly, weak tree limbs should be trimmed to prevent damage, and stucco cracks should be sealed. Lastly, check your garage door, windows and roof as we enter into our hurricane season and your most expensive investment, your home, will have a better chance of surviving our hot summer months and hurricane season with a little help from its owner – you! n

HARMONY CDD POOL ACCESS By Steve Berube, Chairman Hamony Community Development District

A

s summer approaches, pool usage is sure to increase. Over the years, access to the pools has evolved into the system CDD Field Services uses today to ensure proper decorum and reasonable user safety in the pool enclosures. Much thought has gone into the rules so that they are not cumbersome to resident users while ensuring that people who gain access are indeed legitimately there. And, as idiosyncracies are discovered, access rules are likely to evolve again. The most important feature of security is YOU. Please do not allow anyone access for any reason—even if they have a card. This is because cards can and do get deactivated for any number of reasons including rules infractions such as horseplay or drinking alcohol. Another reason is that renter cards are active only during the term of a lease, going inactive unless the lease is renewed. Cards must be obtained for everyone in a family beginning with the teen years. Kids under 16 must be accompanied by an adult; 16 and 17 year olds must have their own cards unless accompanied by an adult. 18 and over are obviously adult status so must have their own card. Note that cards are NOT family cards to be shared—meaning that if you give your teen your card, they will be asked to leave and your card might be confiscated and/or deactivated. Also, if you let your neighbor or friend use your card, said card might be confiscated/deactivated as well. All cards have a picture on themYOUR picture and the card you use must match you. Again, these rules are not intended to be obtrusive, but years of experience has led us to the current system and it works quite well. Of course, with the unprecedented

growth over the last few years, and the simple fact being that there will be no additional pools, keeping access available to only those authorized will limit crowding to the extent possible. You should expect to see blue-shirted CDD Field Services staffers passing through the enclosures on a routine basis. They are there to keep the place orderly, observe the activities with an eye toward safety, and they will be requesting to see your keycards. Of course, they will be familiar with the regular faces, so while you might get asked for your card, others might not be. Rest assured, they are not singling you out. Though staffers are available 7 days a week, sunup to sundown, they cannot be everywhere at once. To that end, should you see a problem, have an issue or need assistance with something, please call or text 407 301 2235. This number is also posted on the bulletin boards in the enclosures. “Seeing a problem” is wide ranging but might include seeing people climbing over the fence or seeing folks standing outside the gate waiting for it to be opened so they can slip in. Also, some activities like throwing a football or other hard objects in crowded areas might be troublesome; Field Services staff are there to help—call them as needed. After all this, you might ask: “how do I get a keycard?” Fairly easily. Simply visit www. harmonycdd.org and check out all the various background information regarding the CDD as well as the procedures for receiving keycards for yourself and family. HARMONY DESIGN COMMITTEE APPLICATION In this month’s Harmony Life Magazine I’ve included a copy of a Harmony Design Committee Application. Should you need to repaint your house (or make any other architectural changes), you must submit this form. I highlight painting as perhaps my comments above may spur someone to action. You may ask if you’re painting the house the same color, why is approval necessary. It has happened in the past that a house has been painted without approval and in an unapproved color. The Committee does not want to perpetuate the problem color so therefore requires proposed colors to be submitted and approved. Be sure to include photos of the houses on both sides of your house as approval will not be granted that would have two houses of the identical color side-by-side. Be sure to plan well in advance of when you wish to paint. I suggest you not lock in a date for your painting contractor to begin work until you receive formal approval from the committee. One closing comment: I ƐƚƌŽŶŐůLJ ƌĞĐŽŵŵĞŶĚ that you plan to attend the Harmony Design Committee’s meeting at which your application is being considered. If the committee has any questions you will be available to answer them. I have seen a number of applications denied in the past that, had the homeowner been present to answer questions, the application would have been approved. Even if you believe your application to be a “no-brainer” and should be approved, I’ve seen denials.

ID YOU KNOW that Harmony was designed to promote the peaceful co-existence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony’s natural areas? Harmony incorporates natural and human-built environments that blend in ways designed to enhance the relationships between humans and animals and maximize the benefits of their peaceful coexistence. While retaining natural areas, Harmony is part of a human-dominated landscape where our actions profoundly affect the welfare of wild animals. One thing that affects our natural areas and our wild animals is water. As of last month, Central Florida was experiencing the worst drought in the United States, with the level was elevated to “extreme,” the driest period in

10 Harmony Life Magazine | June 2017

the last century. Our area is the headwaters for the Everglades, and airboats are now getting stuck there because of low water levels. The U.S. Department of Agriculture has designated Osceola County, as a primary natural disaster area due to drought-related losses and damage. As of the last day of May, five locks on Lake Okeechobee are now closed, as injury and lock damage could occur when boats pass through these structures at water levels below any of the designated safety limits. For our wild neighbors, drought often means they need to move to get the water they need. The smallest animals, who can’t move far, are at greatest risk. As for larger animals, it’s not uncommon for alligators, snakes or other wildlife to leave their habitats in search of water during dry periods. The drought also means more wildfires, which push animals

to move to safer places. To prevent conflicts with these already-stressed animals, keep your distance and allow them to leave the area. So far this year, according to the Florida Forest Service, fires have swept more than 70,000 acres statewide. Burn bans, which prohibit the burning of yard debris, campfires, and bonfires, have already been issued across the state. Watering has been reduced to an allowance of once per week. Be careful when barbequing, and make sure cigarettes are put out completely when smoking outside or in the car. Spring typically is Central Florida’s driest time of the year, while June often is the wettest month, so let’s hope this month brings some relief. Meanwhile, adding mulch to your planting beds helps them stay moist, good for your shrubs and animals that live in your yard. Anyone want to do a rain dance? n

Medicaid, Trump, Taxes and Long Term Care Insurance… Connecting the Dots By Jason Flowers CPA, CFA, CFP, EA, CTFA

pproximately 43% of people over the age of 65 will spend time in a nursing home. 55% of these people are expected to spend a minimum of 1 year in a nursing home. Nursing home care costs remain the single largest out-of-pocket health care expense for the elderly. The median annual cost of nursing home care is currently over $81,000.

Long Term Care insurance will become more relevant than ever given the current proposals in Medicaid funding and the fundamental shortcomings of Medicare in providing custodial care.

You might feel that Medicare will keep you protected. Unfortunately, Medicare is not designed to provide “custodial care.” Medicare does provide 100 days of “skilled nursing care,” with 20 days fully covered and the remaining 80 days requiring a daily copayment of $161. Unfortunately, obtaining the benefit of “skilled nursing care” is not automatic if your needs only dictate “custodial care.” Medicare is estimated to cover approximately 7% of the country’s total nursing home care costs.

On a more positive note, long-term care insurance provides some of the following benefits from a tax perspective:

Surprisingly, Medicaid currently provides a whopping 61% of nursing home costs. You may feel that this is your back up plan. However, with this strategy you are forced to conform to numerous requirements to be eligible for Medicaid. Notable criteria include having countable assets not to exceed $2,000, meeting income tests, potentially sharing in the cost of the nursing home while in a nursing home and potentially being subject to look back rules if you attempted to transfer your assets to qualify for Medicaid.

Current proposals by President Trump to reduce Medicaid by $800 billion are estimated to cut Medicaid funding by almost half over the next 10 years.

2. Qualified long-term care benefits paid on a per diem/indemnity basis are income tax free to the recipient to the extent they are less than a daily maximum. The current daily maximum is $360 per day. 3. Long-term care insurance premiums can be paid with funds you have set aside in an HSA. This is a tremendous opportunity as you are basically purchasing the insurance with pre-tax income. 4. Premiums you pay for long-term care insurance may provide you with a tax deduction if you itemize.

5. Premiums paid on long-term care insurance may be 100% deductible (up to eligible amounts based on age) for self-employed individuals. n
