The environment, nature, wildlife, the natural beauty, lakes, the well-maintained grounds and landscaping, and, of course, the wonderful people we have met and became friends with. Where did you move from? Clearwater, Florida. What do you miss most? The close friends we left behind. What is your background? The first year we attended the Easter Egg Hunt with our grandchildren in the town square. It was fabulous and something we will always remember. What is unusual or unique about Harmony, in comparison to your previous home? The natural beauty, tranquility, and peace. What is your favorite weekend activity? Getting together with family and friends. Is there a neighbor experience you are most proud of? Yes. How friendly and helpful everyone is. Do you do any charity or non-profit work? Yes. F

ebruary was full of hearts and love for one another. With Valentine's Day and chocolates and holding hands, maybe gifts for your kids and candy and hugs and kisses. But... how much of the love was Self Love?

As much as we enjoyed loving on others and having them love us back throughout the “month of love” it is essential that we love ourselves. Every night before the girls go to bed, and every morning before they head to school, I tell them, “You are so smart, you are so strong, you are so beautiful.” And in response they say, “I can do ANYTHING.” It has become a habit and it is something that my oldest will now tell me or her sister. I want them to learn at an early age to love every part of themselves. With that said we need to make sure as adults we continue that positive and loving talk that we speak to our children, friends and loved ones on ourselves. Recently I have started incorporating an empowering statement and/or a positive affirmation into my morning routine. After I jot things down in my gratitude journal, I write down something positive or that I love about MYSELF. I love my legs that took me on a walk. I love my arms that hold my babies. I love my smile and how it can brighten someone's day. I love my hard work ethic. I love my laugh when I am enjoying time with my husband. I love this body that carried 2 babies. Maybe you don’t write something new EVERY morning, and start by taking a dry erase marker and writing, “You are beautiful” on your bathroom mirror as a reminder to think those positive thoughts about yourself. Maybe you simply put a post-it note in the cabinet where you grab your coffee mug that says, “I can do hard things.” Maybe just maybe, little by little, you gain more confidence and self love that every time you look at yourself

FEBRUARY 2020 CDD MEETING HIGHLIGHTS By Steve Berube Chairman HCDD and President HROA

T

he Harmony CDD held its regular monthly Board Meeting on February 28; we were joined by about 20 residents.

A long-running topic of discussion has been the building of a Community Center. Recently, we’ve settled on a building of 4-5000 square feet with cost estimates of $6-900,000. Obviously, this requires a crafted financial package that does not include a fee increase as no one on the Board favors such increases. So, we have an undesignated Reserve account that typically holds over $750k; the plan was to use $500k of that and refinance bond debt to lower carrying costs on that debt and using those savings. However, our bond documents revealed that we can’t do anything with them until at least 2024. So, we explored taking a loan but were stymied with that approach as once again, the bond documents prevent any loans from taking a superior position to the bond debt meaning no bank will loan money if they are in a secondary position to collect. This lack of financing stops forward motion on building a Center until we can figure a way to build it without a fee increase. However, more important is how the community feels about this so Supervisor Bokunic was tasked with preparing a set of questions for owners to answer regarding this. Supervisor Kassel has some experience with the Survey Monkey system so once approved, a mailing will be put together by her and HROA Manager Association Solutions will be contracted to do a mailing to owners so as to gather your desires; we will then analyze that data before any further action. Landscaper Servello provided their regular monthly report with no issues of significance. We requested some additional ant treatments and a resident requested some mistletoe removal from several trees near the Community School. We also asked Servello to do the thrice-yearly cutdown of the buffers along the retention pond shorelines. This cutting simply reduces the tall growth down to a height of 4-8” which provides a filter for the water entering the ponds. CDD policy is to allow all natural growth to continue in and around the ponds except for invasives which are treated on a semi-monthly basis if needed. Speaking of invasives: careful followers may

remember that we are mandated under our Environmental Resource Permit to maintain our wetlands especially as it pertains to invasive species. Last year, an inspection revealed an infestation of Old World Climbing Fern which CDD Field Services has been treating since which is a massive undertaking. The upshot is that our February inspection determined that we are treating effectively including in areas outside of the mandated inspection areas. Our next inspection is in July; by then, the initial knockdown of this weed should be completed and efforts will switch to maintenance of the treated areas to limit/prevent regrowth. You might have noticed some sprucing up of the white fenceline along US192 which has included cleaning the fence, installing missing caps, painting the columns and towers as well as cleaning all the signs and roofs. Also, nearly all the banners/signs along the fence have been removed. It should be noted that the CDD only owns the fenceline from just west of Ashley Park to the end of the fenceline to the west. Other private owners control the fenceline to the east and their maintenance plans may be different from ours. Those with long memories might know that we discovered some difficulties with the newlyresurfaced Swim Club pool last year. Those were rectified at that time by the Contractor but certain deficiencies have resurfaced. Our request for further repairs brought a lawyer’s letter that said NO. So, our lawyers responded with a letter clarifying the need for them to return and continue addressing the deficiencies. Time is important what with swim weather returning. You might have heard that Harmony residents suffered through several dozen car burglaries/ thefts earlier this month; that led to a number of requests for cameras. In response, Field Services Manager Gerhard van der Snel and myself assembled a package of surveillance cameras for less than $1,000 which will be installed at the entrances. Along with VIDEO SURVEILLANCE signs, we hope these will be a deterrent to any future such problems. As noted above, our finances remain strong. However, I am watching our revenue carefully virtually all of which comes from Tax

Collections. It is notable that we have received only 54% of this year’s income from the Tax Collector; over the last 4 years at this time we had received 69% on average. There might be several reasons for this including lag time at the Tax Collector’s office but the likelihood is that some people are not paying their tax bills. How does that affect us? Well, there were a few lots that didn’t pay last year so the Tax Collector sold tax certificates; such a sale pays our tax bill and then the non-paying owner pays the Certificate holder 18% interest to prevent the holder from taking his land. The same process will take place this year if taxes remain unpaid so the difficulty is that we have to wait several months to receive the income from any Certificate sales. Supervisor Bokunic was tasked with asking Mr. Fusilier about the possibility of renting his ballroom so meetings can once again return to Harmony. The response to that request was positive and District Manager Kristen Suit is working out the details of that return for Fiscal Year 2021. Thanks for reading—see you next month! n

D

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Harmony incorporates natural and human-built environments that blend in ways designed to enhance the relationships between humans and animals and maximize the benefits of their peaceful coexistence. While retaining natural areas, Harmony is part of a human-dominated landscape where our actions profoundly affect the welfare of wild animals. Our actions include managing our wetlands, lakes, and other areas for invasive plants. Did you know that it’s likely you have some invasive plant species in your yard? I found some in mine! One of the species that has really taken off in Harmony, and which Harmony Field Services is now working to control, is called Old World Climbing Fern. While this plant is native to Africa, Asia, and Australia, in Florida, it is most common in South Florida but has been spreading into Central Florida, and is usually found in moist habitats. Over just a few years it has made a home in Harmony’s wetlands, and it will take some time to eradicate. This fern spreads rapidly and invades new areas even if there is no habitat disturbance. It completely dominates native vegetation by forming a dense canopy, sometimes whole tree islands of the plant. If you see areas with orange/ brown dead vines around Harmony, you’re probably looking at treated Old World climbing fern. It can reach over 60 feet high with 100 foot stems, and is a fire hazard, too, creating a fire ladder that spreads flames quickly into a forest canopy. It can’t be controlled by pulling it down because that is the way its spores release, spreading the infestation. It is controlled with an herbicide, the only effective way to eradicate this plant…and it takes repeated treatments to adequately control anything but a very minor invasion of this plant. Do a Google search for photos of this invasive pest to make sure you don’t have it in your yard. If you do, for small vines, pull out by the roots and discard the plant material in tightly sealed bags along with household waste. When in contact with this fern, change out of clothing immediately and bag until clothing can be washed. Remove all fern material from shoes and equipment used. When you remove Old World climbing fern from your property consider planting native species in its place. Multiple herbicide treatments are often required to kill Old World climbing fern. The aboveground portion of the plant will die quickly, but herbicides move poorly within the root system so the plants can regrow from the intact roots. You might also report Old World climbing fern in natural areas on IveGot1.org or using the IveGot1 reporting app. Old World climbing fern is the worst of the lot, but I’ll cover other invasive plant species in a future issues of this column. n March 2020 | Harmony Life Magazine 15
