The HOA reserves are diminished and not hedged against the huge inflation increase that we are receiving from mostly the insurance companies. A yes vote will allow the HOA to help build the reserves without causing things like special assessments, quarterly dues increase, etc.

HARMONY HISTORY:

The RV Storage Lot and the Field Services Facility

A

t the CDD’s October 27th meeting the Board had a hard decision to make. Whether to spend over $500,000 to bring the RV Storage Lot and the Field Maintenance area into compliance with Osceola County codes or to close the RV Storage Lot and relocate the Field Services Maintenance Facility. These two items have historical roots that came to bear on the CDD Board’s decision. So, to understand that decision, it is important that Harmony residents also understand the history behind each. The parcel in question (area bounded in purple) currently contains the RV/Boat Storage Lot, the Field Maintenance Facility, and Harmony’s Community Garden. It is located behind the Golf Maintenance building and at the eastern end of the Florida Gas Transmission Pipeline that traverses Harmony.

to the Harmony CDD and in May of 2019, the Board decided to significantly expand the RV/boat storage portion from the original 0.6 acres to 2.24 acres. From the discussion in the minutes of that meeting, it appears the CDD Board was not aware that the existing RV/Boat storage was in direct violation of the Osceola County PD approval and codes. So, at that meeting, the CDD approved spending up to $68,200 to grade and place shell rock on the additional green space. Then in June of 2019, the Board approved an additional $17,600 to fence this extended lot. The shell rock went down without obtaining a permit, so Osceola County was still not aware that this parcel was being used for an unauthorized purpose. The fence, however, was another matter. When the fencing contractor applied for an Osceola County permit, all work on the RV/Boat storage lot came to a grinding halt. The County had discovered that Harmony was in violation of their PD approval by using this parcel as a RV/boat storage lot, a prohibited use. They asked that Harmony correct this situation and refused to issue the fencing permit. The Harmony CDD Chairman, who was serving at that time, then contracted with a planning consultant on October 31 of 2019 to assist in getting the PD changed to allow RV and boat storage on this parcel. Below is an excerpt from that contract:

This land was previously owned by Harmony’s developer, who temporarily used it, along with other properties, as an area for staging landscape construction materials for all of Harmony. It was, however, designated by Harmony’s Planned Development approval (basically it’s zoning) for use as Open Space/Recreation. This designation allowed the developer to say “Yes” when one of Harmony’s residents, Dick Mower, asked to start a Community Garden on the property. Osceola County classifies a Community Garden as an permitted use in the Open Space/ Recreation designation. As time went on, the developer also allowed other uses, on an ad hoc basis, that were not permitted by the Open Space/Recreation designation, one of which was the storage of a few RVs and boats on a 0.66 acre fenced portion of this lot. This nonpermitted use slowly expanded. Then, in February of 2019, the developer deeded this almost 5 acre parcel 4 Harmony Life Magazine l November 2022

He then, at the meeting on November 21 of 2019, for the first time, informed the Board that none of the development or uses on this parcel had been permitted by Osceola County.

RV/Boat Storage Lot

During this same time period, the CDD and the new developer came into conflict. The Field Maintenance trailer and all associated storage was, at that time, co-located with the Golf Maintenance Facility and the new developer insisted that it be moved from that location. So, at the August 2019 meeting, while noting that Osceola County had refused

to issue a permit for the fencing but not knowing of the PD violation, the CDD Board authorized the Field Manager to spend up to $55,000 to move Field Services Facility to this parcel. This move was then done without applying for the appropriate permits or approvals from Osceola County; grading and placement of shell on grassed area, new well, extension of electrical service, placement of a rented office trailer, and a rented shipping container along with the moving of the two CDD owned shipping containers. What was not then, and has not since been provided to the Field Services trailer is potable water or sanitary sewer service. So, here we are today, $120,000 dollars spent and two illegal uses. Yes, Osceola County did finally grant Harmony’s PD amendment (zoning change), but that is only the first step in bringing these two uses into compliance. Remember, after developers change the zoning of a piece of land to allow a certain type of development, they still have to comply with all the other County requirements such as putting in roads that meet certain standards, put in buildings according to building codes, proper landscaping, and many other regulations. Just like the developers, the CDD is also required to comply with all these County and State requirements as is specifically stated in the Florida Statutes. So, to bring the RV/boat storage lot and Field Services facility into compliance, the CDD would have to:

2. Pave the access and drive aisles in the RV storage lot; 3. Engineer proper parking layout to ensure safe use; 4. Fence the entire lot with a 6’ high fence; 5. Plant shrubs along the fence that will grow to 10’ high within 2 years to screen the lot from view; 6. Provide proper lighting and security cameras; 7. Meet all other Site Development Plan and County Code requirements. Preliminary cost estimates for just the entry road stabilization, fencing, landscaping, lighting and security cameras has reached $422,000. This cost does not include the required paving of the access and drive aisles within the lot itself or the engineered parking layout. It is very likely that the final cost will be double that, nearing $1,000,000. Instead of spending this large sum of money at this time, the Board has decided to close the RV/Boat Storage Lot and move Harmony’s Field Services Facility. This parcel will remain under the ownership of the CDD and the Community Garden will continue as it has always been a permissible use of this land. The CDD can always reconsider developing an RV/boat storage lot in this location if the development of the adjoining parcel were to include an access roadway into this area. If this were to happen, the cost of providing such a lot would be significantly reduced and access would not be limited or controlled by FGT. n

OSCEOLA WILD TURKEYS: Identifying and Managing Populations

D

ID YOU KNOW that two species of wild turkey are native to Florida? You can find one species of this woodland bird at the forest’s edge right here in Harmony. The Osceola wild turkey, also known as the Florida turkey, is found in Central Florida south of Orlando and throughout Southern Florida, while Northern Florida is home to the Eastern turkey.

energy, they are powerful fliers and many can fly as fast as 55 miles per hour!

Conservation of Wild Turkeys

An estimated 100,000 Osceola wild turkeys are present throughout Florida. Due to the secretive nature of this species as well as the dense vegetation where they reside, it is difficult to get an accurate estimate. During

season runs from the third Saturday in March through the fourth Sunday in April every spring. You must have a valid Florida ID, a hunting license, and a permit to hunt Osceola wild turkey. Identifying Osceola Wild Turkeys

While very similar in appearance, Osceola wild turkeys are smaller and a bit darker than Eastern turkeys. Male Osceola wild turkeys (Meleagris gallopavo osceola) weigh between 15 to 20 pounds and have iridescent green and red hued feathers. The females are typically 8 to 12 pounds and have a dull feather finish. Their breeding season is from January to May. The hens will typically nest among saw palmetto or under fallen trees. Once the poults hatch, they will follow the hen to grassy fields where they will forage for seeds, fruits, leaves, acorns, insects, and even small reptiles. Once their wings have matured, wild turkeys will roost in tree limbs to avoid predators. While wild turkeys prefer to walk in order to conserve 6 Harmony Life Magazine l November 2022

their initial decline in the early 1900’s, Florida’s inaccessible swamplands provided refuge for the species while many other states struggled to keep turkey populations viable. Unfortunately, the Osceola wild turkey was eliminated from portions of the Everglades due to extensive timber harvests and overhunting of the species in that region. Hunting is now highly regulated and revenues from annual wild turkey hunts help support wild turkey research and conservation efforts.

While turkey is a staple dish in many Thanksgiving feasts, wild turkeys are also a wonderful species to simply enjoy observing while exploring their natural habitat in Harmony and beyond. If you spot an Osceola wild turkey flock, please give them space and do not attempt to approach them. According to the Florida Fish and Wildlife Conservation Commission, you should not feed wild turkeys. This is unhealthy for them and can compromise their local population. Wild turkeys forage for food throughout the day, covering large areas of land in the process. When humans feed wild turkeys, they begin to congregate in smaller areas closer to this free food source. This will result in a build-up of droppings which can contribute to disease outbreaks throughout the wild turkey populations in that area. Additionally, feeding wild turkeys causes them to become less fearful of humans and makes them act aggressively. Wild turkeys have very powerful wings and the males have sharp leg spurs. Once they become aggressive, they have been known to peck and scratch at cars and roost on roofs and pool screens. This can all be avoided by not feeding them.
