Creative Inspiration Journey School in St. Cloud has offered space in their brand-new facility to use for our meetings. The meetings are at the normal last-Thursday-of-the-month at 6pm. She is on the speech and debate team, and this year is dual-enrolled with Valencia. And she just bought her first car—look out! She is our “mother hen” and we vote her the one most likely to bail the others from jail. Allie Kat is 15 and works in the dry room of Phyre a few days a week. She is our social spider and a Honors Society music major with Flute and Piccolo of five years. She loves to be followed on Tic Toc, her hobby of true love. She also enjoys drawing, binge watching Lucifer, and being submersed in her cell phone, as she has more social life than all of us put together. Our little “drama queen” is voted most likely to need to be bailed first. Chris, the oldest, is 30 and living the dream in Jersey where he father’s our grandson, Carter.

PARENTING: HOW HARD CAN IT BE? By Stephanie Milfeld

S

o a little background in case you aren’t already aware. Before I was a boutique owner I was a teacher. I had wanted to be a teacher for as long as I could remember. I loved school, I loved kids, I loved learning, I wanted to help children grow and learn and do good in the world. All of which are still important to me. I figured after interning with kids, going to school to learn to work with kids, being a teacher to kids, I would totally have this mom thing down—I mean, how hard could it be? I also didn’t understand why mom’s would BEG for a break, but the minute they were away from their kids, they missed them terribly. I can hear my naïve pre-child self saying, “When I have kids they will NEVER...” or, “When I’m a mom, I’m going to/not going to…” Oh gosh, seriously, it makes me laugh out loud. I was so dumb. I’ve said it once and I’ll say it a million times... kids are jerks. I promise you, both my children (especially Quinn) are the sour patch kids

you see on TV. “First they’re sour, then they’re sweet.” (insert shudder) Don’t let them fool you. With all of that said though, I get it now. I miss them terribly when they are away. I miss them when they are at school. I know that they are learning and growing and socializing (and biting but that’s another story for another day) and need school, but those hugs when I pick them up are amazing. I want to hear all about their day and everything they did. It is a rare occasion I leave them behind. I worry about them, I know they are safe, but I miss them. The times I have left them just a mile down the road at my parents’ house, I wake up bright and early and go over to get them while they are still eating breakfast. When I have gone out of town I facetime them because I miss them. I am selfish; I will admit I want to soak up every minute with them when they are little because I know it’s coming. I know the day is coming sooner than later when they won’t want

to hang out with me on the weekends, after school, when I’m off work. I get it, it’s part of growing up. I hope, though, that I create this bond with them that they will forever remember and cherish. So when they are my age they will be hanging with me again like I do with my mom and dad. So when they have kids, they’ll want those same relationships. n

SEPTEMBER CDD MEETING HIGHLIGHTS

he CDD held its regular monthly meeting on September 26th at our new location, the Creative Inspiration Journey School in St. Cloud. We were joined by about eight residents. For some time now, we have been discussing the condition(s) of trails around Harmony. The most recent has been Billy’s Trail, which is situated along E. Five Oaks Drive. The concern, is that part of this trail is situated on Developer (private) property, which precludes us from spending money on it. Additionally, it appears that cattle fence(s) have been installed on our land by persons unknown. So, our plan is to move the trail completely on to CDD land and to move the fences off CDD land. At this point, a survey will be done to mark the lines and then move/ improve the trail for convenient access by users. In the next few weeks, the deed transfer for parcel VC1 (the area ahead of the Buck Lake entrance) will be accomplished. The general consensus is that a Community Center should be built there; to that end, I have explored the zoning, which is commercial and utilities, which are in place. County Community Planning has indicated that they are willing to help in the design process, so it seems likely that we will continue to explore this project. Additionally, the Developer has deeded us Parcel W4-2, which is effectively all the conservation land along the South shore of Buck Lake. This donation means that we now own all the shoreline from the Buck Lake access path, and then westerly to the tree line behind Neighborhood F along Dark Sky Drive. A complicating factor in this W4-2 acquisition, is that we were recently notified that an inspection (required under our SFWMD wetlands management permit) turned up an infestation of an invasive weed (Old World Climbing Fern) on a small area of that land— as well as in several other CDD-owned and privately-owned lands. Our permit requires us to treat all of it, and we were quoted over $263,000 to do so. Since CDD Field Services already has two licensed aquatic herbicide techs on staff, we decided to manage this weed in-house. This requires some significant time to accomplish, and re-treatments are needed quarterly so the previously-approved additional staffer will be expected to obtain an herbicide

license to assist with this new requirement. There will be a very minor equipment cost plus, of course, the cost of herbicides. It is very hard to know exactly what this will cost, but even if you charged a full year of wages for two men, plus the chemical costs, you would still be under $100,000. So, using CDD Field Services has once again provided a significant savings versus using a contractor. I shared with the Board a letter served on me by Mr. Fusiler and his attorney which claims, among other things, that I have “repeatedly and systematically slandered and encouraged others to impugn the capabilities, business ethics and business practices…” It goes on to state that they intend to seek an injunction, as well as request a judgment for monetary damages. I shared this because, in situations like this, the possibility/ appearance of conflict might be observed by some. So, as with all CDD business, transparency is important and now this is on the record. CDD Counsel, Tim Qualls, and District Manager, Kristen Suit, attended a meeting requested by Mr. Fusilier and his attorney the day before the CDD meeting. Amongst other things, Counsel recapped Mr. Fusilier’s offer to sell the Tavern building and associated land, 23 acres at Cat Lake and about 7 acres in front of the Golf Maintenance building. The price would be $4.5 million. According to Mr. Fusilier, the value in the building is, of course, the building itself, as well as income streams generated by the restaurant, wedding/banquet facility and rental income from the Golf Pro Shop and the gym. However, he also seemed to say that converting the building to a Community Center would save the cost of building such a Community Center. What I don’t understand about that, is how spending additional money for such a conversion, while eliminating the income stream(s) from the businesses there, assists in recovering the initial cost. It’s very possible that I missed something, but that is the proposal as I understood it. At this point, we have requested a written proposal; presuming it is approved for further consideration, the proposal and financial documents would then be analyzed by accountants and attorneys in a process known as due diligence. This is a huge undertaking that might make business sense, but we will know that only after the proposal goes through due diligence. A resident questioned whether this might increase your CDD Fees; at this point,

the answer to that is unknown. But, what I can say is, that this Board has been fastidious in avoiding fee increases for about a decade now—in fact, this year’s tax bills will reflect a 2% decrease in fees. Again, this might prove to be a good investment, but a significant expenditure such as this demands a thorough investigation. Another topic of multiple discussions has been keeping our website ADA compliant. This is still a developing and complex legal situation, but we think we are close to implementing a solution that will have minimal financial impact. A separate, but similar item, is streaming of meetings. As a private citizen, anyone can record/stream public meetings. However, when any public body officially sanctions (usually by spending public money) such recordings, things get complicated. At a minimum, sub-titles must be added and such recordings must be maintained for two years by the custodian of records for the District. At this point, such transcription appears to cost between $2-400 per meeting plus other ancillary costs. This is a continuing discussion. The splashpad at Lakeshore Park has lost about half of its 100 different spray patterns; the cost to repair it is about $4600; for now, we will hold on the repair unless, and until the remaining patterns, fail too. The Field Services office is continuing its move off of private property and the new office should be in place by October 5th. By using rental, the anticipated $55,000 cost of this move is likely to come at around $30,000. The renovation/expansion of the Commercial Vehicle Parking Facility is complete, except for the perimeter fence which has been repeatedly delayed in County Permitting. We have requested assistance from the County Community Planning Dept in obtaining this permit. We updated our Staff Wage Chart largely to reflect the times and the reality of wage increases in the current tight employment market. CDD fee collections are at 100% and total income is at 102% of budgeted amounts. As of August 31st, expenditures are at 93% of budget. These are excellent results considering several large, unexpected spending requirements this fiscal year. A lot of details here following a long (3+hour) meeting. ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony’s abundant natural and manmade amenities by its residents. Opportunities to connect with nature abound in Harmony, but you don’t need to go far afield to interact with, and observe, nature. It can be as close as your backyard, or even your kitchen window sill. Growing your own vegetables, herbs, and flowers can be a rewarding and tasty experience, one that offers low effort but high interactivity. Between May and September in Central Florida, temperatures are so warm that many plants are unable to tolerate the heat; it never gets cool enough at night for them, and they perish. Did you know that there are some vegetables and flowers that are best grown in warmer weather, and some that require cooler conditions? Veggies such as peppers, tomatoes, cucumbers, and zucchini work best in the spring and fall months. Ornamental plants, such as periwinkle, salvia, and caladium, work well over the spring, summer, and fall. Lettuce, peas, broccoli, and cabbage are cool weather plants for the winter growing season (watch out for frosts, though, especially with the more tender plants). It’s October, and with temperatures starting to moderate a bit, it may be fun to experiment with some herbs, flowers, or vegetables. University of Florida’s IFAS Extension Service offers some great resources, including a planting calendar: http://solutionsforyourlife.ufl.edu/lawn_and_garden/calendar. A wide range of herbs can be planted from seeds or plants this month. Some to try are parsley, cilantro, chives, garlic, and sage. Plant crops now that will grow and produce throughout the winter months. This includes beets, brussel sprouts, carrots, and onions.

We are fortunate to have a wonderful Harmony Community Garden, and plots are very inexpensive. It’s a lovely area, and fun for making gardening friends. You don’t necessarily need a plot down at the Harmony Community Garden, though, especially if your time is limited. Caring for seedlings purchased from local stores is generally easiest if you’re a beginner. Starting plants from seeds requires more care and attention, but brings great rewards (and lower expense) as you can watch the process of germination and growth. You can grow some of these plants in a small backyard plot. Another option is to grow in pots or containers on your patio or porch, which will allow you to bring your plants into your garage or house to protect them from frost damage on very chilly nights (or cover them with sheets or blankets, not plastic). Even easier, may be to try growing some herbs on your window sills. Be sure to closely follow instructions on the seed package or seedling tags, as some plants need more or less light, moisture, and fertilizer than others. There are lots of online resources through UF IFAS Extension Service, and many accomplished Harmony gardeners that would be happy to offer some advice.
