My name is Dan Leet, and I am asking for your vote to serve on the Harmony CDD. My wife Christina and I are both Florida natives, and our daughter Hannah just started 4th grade at the Community School. We first discovered Harmony back in 2012, and built our home here in 2016. The combination of lakes, trails and wildlife, in a place convenient to both the coast and Orlando, made our decision easy. I’ve been attending CDD meetings regularly since even before we moved in. When SunTerra was trying to develop the park in front of Buck Lake, a neighbor asked if I could record the meeting for them. Since then, I’ve tried to stream or record every single meeting — the best way to keep a government accountable is to keep it accessible. I’ve researched the equipment, and discussed the logistical and legal 2 Harmony Life Magazine | September 2020

issues with Mark Pino, Public Relations Officer for Osceola County. It isn’t expensive, so if elected I would make implementing video meetings a personal priority. I’m running for Seat 1, which has been held by David Farnsworth for the past eight years. While I can’t claim to replace his experience and insight, I would be able to assume his job of maintaining the District website (harmonycdd.org). This saves the cost of hiring a contractor, and will ensure the website stays updated and compliant. For over two years, I’ve volunteered on the Harmony Animal and Nature Committee. I’m proud of my service there, especially when it comes to trail maintenance. Our team meets several times a year to mow, trim, clean, and preserve the many trails here. If elected, I would work to keep these excellent resources in the best shape possible. Thank you so much for your time, and don’t forget to vote! n

i, my name is Melissa Grove and I am running for the CDD board seat number 1. There are two reasons to vote for me. First, I have substantial Government and legal experience, first started working on federal and state contracts in Washington, DC in 2007. I will voluntarily give my time, providing my skillset to better vendor agreements, bidding process and overall legal aspects of the CDD board. With almost two decades of paralegal and Government military contracting experience, including being an advisor for TRICARE military healthcare contract, I bring a niche skill set. The second reason is the simplest; I love, love this community. When my husband, Ronnie Grove, and I passed by, on our way to Disney a couple years ago, curiosity took over, forcing us to venture into the community. It was love at first sight. We fell in love with the nostalgic feel the community had. Just like you, I moved to Harmony because of the good old days feel; children riding bikes, couples walking on sidewalks in the evenings, and the general safety and community feeling. Community is the most important thing; especially in times like these. When you live in Harmony, you know that your neighbors have your back, and you have theirs. My goal is to support, maintain and flourish that community spirit. Harmony was founded on the principal that nature and humans live together in harmony. My goal

is to not only nourish what we have now but also expand where we can, preserving and promoting the living with nature in harmony relationship. Having a bee and butterfly garden in my yard and a spot in our community garden, I love everything about encouraging and sustaining nature in this community. My interest in serving my community began not far from here in Brevard County, where I served as Water Resources Planner, Environmental Planner, and then as Director of the Office of Natural Resources Management. During this time, I oversaw the protection of the County’s natural environment, the Beach and Riverfront Acquisition Program, and development of the Stormwater Utility. In these roles I learned the importance of responsible stewardship of community resources. I learned that good policy and proper planning were key to protecting and maintaining these resources.

ello Harmony, my name is Teresa Kramer and I want to serve Harmony as the Seat 5 Supervisor on the Harmony Community Development District (CDD) Board. Harmony is a special community, built on the principle of living with and in nature and I want to help keep it that way. I am a wife, mother of two, grandmother of six and retired attorney. My son, Justin, and his family have lived in Harmony for 10 years, and my husband, Kim, and I moved here to be closer to our two beautiful grandchildren. We love every minute we spend with them here: boating, fishing, hiking, exploring plants and animals and getting to experience all that Harmony offers.

I continued my focus on service as a trial attorney and trained mediator, protecting abused children, and rising to Assistant General Counsel. My knowledge and skills in the law and mediation will enable me to work with both residents and developers. I am running for the CDD board with a platform of preserving the original planning and design principles of Harmony, while providing residents with properly maintained infrastructure and protected natural resources. I pledge to provide our community with ethical leadership and fiscal responsibility. Please support my campaign by voting for me in November. Thank you. n

I

t was 2010 when I became a Harmony resident. As a father of three children, I was drawn here by the amazing schooling as well as the community feel. My children experienced just about every amenity Harmony had. Some of those accessible amenities don’t exist anymore. I’d like to see them return so that Harmony can continue that family draw. After moving to Florida, I decided a career change was in order. That choice took me to the University of Central Florida to pursue a degree in elementary education. Fast forward several years later. I’ve learned a lot about working with people, thanks to the eight years I’ve spent in education. Having an understanding of the education standards, working with my colleagues to develop lessons, and adapting them to the needs of my students is essential to education. It is important that Harmony find ways to maintain and enhance our amenities for families. Additionally, our CDD Supervisors must be able to work together with the residents in mind to find solutions to 4 Harmony Life Magazine | September 2020

any issues that may arise. It is for these reasons that I have chosen to seek the CDD Seat 5 position. n

AUGUST CDD MEETING HIGHLIGHTS By Steve Berube Chairman HCDD and President HROA

T

he Harmony Community Development District (CDD) held its regular monthly Board of Supervisors meeting on Thursday, August 29; as has been customary in these pandemic times, the meeting was held telephonically. We were joined by about 10 residents. Over about the last year or so, the CDD has been challenged in stopping public maintenance of private lands-specifically, irrigating and landscape maintenance of those areas. In general, public entities such as the CDD are prohibited from spending public monies on private lands. The reason is fairly simple: if you were to discover that the CDD was paying to cut and water your neighbor’s lawn, there would be nothing to stop you from asking the CDD to provide the same service to you. And, you would prevail in that request. Sidewalk maintenance consisting of cleaning, grinding edges and replacing raised/damaged panels is ongoing. Field Services is currently completing Phase 3 of panel replacements; when finished, 2400 square feet of concrete area will have been replaced. It appears that a similar amount still needs attention; that will be addressed starting next month which is the beginning of a new fiscal year. A bonus: with the new year comes the reset of our insurance carrier’s reimbursement program; this program reimburses us 50% of sidewalk panel replacement costs up to $5,000. So, as our next phase will exceed $10,000, our real cost will be reduced by $5,000. You might have noticed browning foliage extending up into trees in any number of the conservation areas. That is the result of mandated, ongoing spraying to limit the growth of Old World Climbing Fern and Grapevine. These are required by SFWMD to be controlled and Field Services will be spraying into the foreseeable future as elimination is nearly impossible. Of note is that we were quoted $263,000 by a contractor for this work. Field Services assumed the responsibility for this and so far, the total cost has been right around $100,000. Especially important is that as we surveyed the infested area, we discovered infestation over areas about 4 times as large as what the contractor would have worked. So,

that contract would have been a real financial hurdle at close to a million dollars.

As mentioned above, we’ve been meeting telephonically but that won’t go on forever. Our current meeting place—a school—is a “hot button” simply being a school. Additionally, as it seems that Social Distancing might be the norm for a while, we need about 4 times the space to reasonably accommodate a normal group. So, I’ve been looking around for space and realized that a church could be a good space. As this is written, I’m awaiting a response from what appears to be the best local choice.

Long story—long meeting! On a side note: This is an Election year and elsewhere in this issue, you will find information on this year’s group of candidates. To each of them, I say THANK YOU! for stepping into the ring and attempting to gain a Board Seat. Over the next months, please pay attention to each of them as obviously you have a couple of decisions to make. In my ten years here in leadership positions of both the CDD and HROA, I’ve seen people come and go on both Boards. Without fail, the best were those who were forward-looking and understood that they needed the support of other Board members in order to advance their desires. Personal agendas and “this is how we did it before” drives generally are not well received. New ideas are certainly welcome but, as with any 20 year old organization, there is a certain equilibrium in place that is not easy to change. Long lists of “accomplishments” are history; the proper focus on current events and the future are far more important as we tackle the myriad challenges heading our way.

A new Dog Park to replace the now-locked Central Bark (privately-owned) on E Five Oaks Dr was approved. This location was chosen because the CDD owns it, it is treed and irrigated, and is the closest available location to the Waterside and Lakes neighborhoods. This approval covers the basic construction and utility costs; additional discussion to follow on a few enhancements. As this is written, Brownies Sewer & Septic is starting the repair of the failed stormwater drain pipe on E Five Oaks. Excavating to uncover the problem ended up costing under $9,000 against a not-to-exceed budget of $20,000. The contract to repair was approved at $57,109 with a not-to-exceed of $75,000. There is a bit of urgency to the repair as one small leg of the storm drain system is plugged right now to allow for repairs; a MAJOR rain event could cause local flooding—most likely in the field between Ashley Park and the Welcome Center. By the time you read this, it should be fixed.

Today’s politics are ugly; all politics are local. So, in some respects, local politics are the ugliest. Again, my thanks to the 4 candidates; out of thousands of voters here, only 4 are willing to accept the challenge. Please pay attention and most importantly, PLEASE VOTE!! Supervisor Farnsworth reminded us that we acquired Parcel VC1 (Buck Lake entrance and surroundings) to “do something with.” This “something” has been discussed before and is decidedly controversial. Nonetheless, the discussion will re-open next month so resident desires can be heard. Many possibilities—far less unity. Supervisor Scarborough brought forth a resident request to install a bench along Cat Brier Tr facing the pond there; this pond also parallels Five Oaks Dr for reference. The spot

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. Harmony’s design promotes the welcoming and viewing of wildlife of many kinds. From butterflies to alligators, turkeys to bobcats, snakes to otters, we are blessed with many of our native species. Living in Harmony it’s easy to forget how so many other places are wildlife “deserts”, where it’s more the exception than the rule to encounter other-than-human life. Your front yard or backyard can come alive by creating an environment with plants and spaces that attract nature's most interesting and friendly creatures. Colorful butterflies, uplifting songbirds, and lively toads can your personal garden space, giving pleasure to nature lovers of all ages. One way to attract wildlife is to create gardens and landscapes with native plants that provide natural sources of food, water, cover, and places to raise young. One of the biggest benefits of gardening with native plants is that it’s great for wildlife. It’s a way of thinking globally, acting locally and re-connecting our own piece of the Earth — our yards and gardens. The reward is seeing colorful songbirds, beautiful butterflies, pollinating bees and many other fascinating and wonderful species right outside your door and knowing you’re making a difference. Flowers attract butterflies and hummingbirds, as well as many pollinator species. Many of these species have been on decline due to development, so planting to attract them helps their survival. Add a shallow birdbath to attract birds and butterflies; locate it out of the sunlight so it doesn’t become an algae factory, and clean it once every couple of weeks so it doesn’t become toxic. A small pond or water feature close to the ground can attract frogs and their tadpoles. A native arbor of passion flower, pipevine, trumpet vine, or other native vines are very attractive to birds, and very pretty, as well. Shrubs and small trees can attract birds to raise young. We had several successful nests in our yard this year, including one in a vase with faux flowers on our (very protected) back porch. It was such a joy to see the nest being built, eggs incubating, and the young fledging. Plant food for birds, such as holly, American beautyberry, red mulberry, coral honeysuckle, wild columbine, firebush and cardinal flower attract birds. Bird feeders are also a great attractant but be sure to clean them out regularly as the rain and humidity can cause the seed to get moldy and dangerous for our feathered friends, and choose a high quality seed such as sunflower hearts, or a woodpecker mix that doesn’t have a bunch of waste that can attract rodents. Hummingbird feeders are wonderful, but in the Florida heat they need to be kept out of the sun and cleaned every couple of days to prevent fermentation, dangerous to our precious Ruby-throated Hummingbirds. Few pleasures are as rewarding and simple as viewing wildlife, and it can be managed even from your own porch or window. A little attention to offering wildlife water, food or cover can bring many hours of enjoyment. n September 2020 | Harmony Life Magazine 11

Let me re-introduce myself. My name is Stephanie Milfeld. I was born and raised in Osceola county, Harmony resident since 2014, my husband is a firefighter medic and we have two beautiful, yet fierce, little girls Zoe (5) and Quinn (2). I own a children's boutique in Downtown St. Cloud called Z and Q – A Children's Boutique – get it? Z and Q ... Zoe and Quinn. We also now carry bigger girls (sizes 6 and up) and adult clothing from Simply Southern! Best of all, everything we carry in store gives back to a cause, community or organization. Anyway, enough about me... how are YOU holding up? I honestly feel like March–August was a blur. This pandemic has been tough on me mentally, physically, emotionally, you name it. In the beginning I was like OK, we are home with two kids, while trying to work, I got this. I am going to be on a schedule, we are going to craft, we were going to learn, we were going to exercise, we were going to do ALL the things. Week 2 or 3 I was like, OK, this is definitely NOT my thing.

We were not thriving, we were simply surviving. There has never been a time in my life where I have questioned my own decision making more than now. I am constantly questioning if the decisions I make regarding myself, my family, or my kids is the right one. Am I keeping them safe, am I doing what is best for the emotionally, physically, mentally, socially, educationally? Just know if you are feeling drained in the same ways, you are NOT alone. I am a person who thrives on routine, and this pandemic started to serioulsy break me. Here are a few things that have helped ME get through this day by day: 1) Wake Up Before the Kids – Take time to yourself! Journal, read, have coffee in peace, go for a run, take an extra long shower—whatever you have to do just for YOU.

Orlando Health St. Cloud Hospital Expands Healthcare Services with New Medical Pavilion

FACILITY INCLUDES PRIMARY AND SPECIALTY PHYSICIAN PRACTICES, A WALK-IN CLINIC AND OUTPATIENT LAB

he Orlando Health Medical Pavilion – St. Cloud, located on the corner of U.S. Highway 192 and Budinger Avenue, is now officially opened to the public.

A ribbon cutting ceremony was held on Monday, July 27th with Brent Burish, president of Orlando Health St. Cloud Hospital; Thibaut van Marcke, senior vice president, Orlando Health Southeast Region, and president of Orlando Health Dr. P. Phillips Hospital; and Mayor Nathan Blackwell, City of St. Cloud to unveil the new facility.

“This is truly an exciting time for Orlando Health St. Cloud Hospital,” said Mr. Burish. “As more of our neighbors choose Orlando Health St. Cloud, we’re continuing to invest in services that advance care and better our community’s health. The specialty services inside this medical pavilion will make it easier for our patients to manage their healthcare closer to home.” The 50,000 square feet, two-story building on the hospital’s campus comprises the St. Cloud Medical Group physician practices, which includes both specialty care practices and primary care offices. Ancillary hospital departments have also moved into the new space, which features space for private retail, new outpatient services, and private physician offices. By late August 2020, a walk-in clinic will open with extended hours to provide medical services for minor or acute illness. An outpatient lab is set to open at the same time. Mr. van Marcke stated Orlando Health is committed to providing superior care to

patients across Central Florida. “Our goal is to plan for the future and to make healthcare more accessible throughout Central Florida. This new medical pavilion is a key touchpoint that will help us improve experience and outcomes for our patients in St. Cloud and Osceola County,” he said. Florida-based Catalyst Healthcare Real Estate developed the new medical pavilion. The facility was built with input from the City of St. Cloud to become part of the city’s Medical Arts District designation. “We are excited to finally welcome this new facility to St. Cloud as it will expand access to high-quality healthcare to families and other individuals within our community,” added Mayor Blackwell. “I am certain that the Orlando Health Medical Pavilion – St. Cloud will become an integral part of our healthcare ecosystem.”
