By Teresa Kramer Chair, Harmony Community Development District Budget season for FY 2023 (Oct 1, 2022 to Sept. 30, 2023) has just ended, so now is the time to start thinking about FY 2024’s budget and how Harmony might re duce costs and save money. But, where do we start?

The second change was to remove the mowing of the rights of way in front of homes locat ed on Cat Brier, Five Oaks, and Schoolhouse from the contract. During the original days when the developer controlled Harmony it was important for the perimeter roads to be kept uniform and well-manicured to promote new home sales. Although those days are long past, the tradition of the CDD paying our landscaper to maintain the turf in those areas has continued. To save money, the CDD has removed those areas of turf from the land scape contract. We are asking that the resi dents on those streets mow and maintain the turf between the sidewalk and the street in the same way that the residents on all other streets have had to do since the inception of ButHarmony.isthere more that can be done? If you don’t mind taller grass, the mowings can be cut back further. Bahia could be mowed only every other week during the growing season and then once a month during the winter months. Additionally, our St. Augustine turf could be dropped to only once a month mow ing in winter as this is when it grows out in stead of up, resulting in a fuller turf. Another option would be to take some of our bahia meadows and convert them to wild flower meadows. Wildflower meadows are only mowed once per year after their seeds mature, so that they can reseed themselves annually. This results in a month or so of “scruffy” appearance, but the colorful flowers and cost savings may be worth it. This option does come with a cost, the cost of converting the bahia meadow from a grassland to a wild flower meadow, so a full cost-benefit analysis would be needed. A small-scale wildflower meadow could be a start for this money saving option so that residents could see how it might look if planted behind their homes.

2. Field Services comes in second, costing $538,072 annually—this is the cost of the staff and supplies for doing the dayto-day maintenance on everything in Harmony except our landscaping. This pot of money pays for both staff and supplies. Staff includes four staff members and a supervisor who are available on-site seven days a week, as well as their training, office trailer and approximately 25% of an Area Field Director to provide over sight. Supplies include everything from chlorine for the pools to those infamous doggie bags for the 83 Dog Waste Stations around Harmony.

Look at the Big-Ticket Items in the Budget First The biggest savings are typically found in the categories that cost the most. A quick review of Harmony’s budget shows that the top three categories of spending are:

The first change the CDD made was to reduce the mowings required for the large meadows of bahia grass from 42 weekly mowings per year to 38 per year. This reduction will not only save money but will also allow the bahia to seed properly to ensure proper natural re placement of aging plants.

Shrub and Ground Cover Maintenance—The cost of trimming our hedges and decorative grasses and keeping our planter beds free of weeds costs Harmony just over $86,000/year. But a lot of our shrubs are dying back, many due to old age as they are 15+ years old and have been pruned every month of their lives. Replacing these shrubs will cost even more if we replant the com mercial standards. However, if we look to the Florida natives which grow here naturally and

Utilities round out at third for $359,700 annually—this includes water, both potable for the pools, splashpad, dog parks and bathhouses and reclaimed for irrigation; sewer for bathhouses; electricity for streetlights, entry signs, pool heater, bathhouses, staff trailer, gazebos and irrigations system; and OUC maintenance charges for streetlights.

So, let’s look at each of these categories indi vidually and see if there are any changes that Harmony can make to save money. For Sep tember, let’s dig deeper into landscaping. Landscaping—The CDD was able to make a couple of changes this year to minimize the increase in Harmony’s landscape maintenance costs, both were in turf maintenance. Turf Maintenance—Turf maintenance is by far the biggest portion of our landscape bill, coming in at just under $295,000/year. This includes mowing, edging, blowing, and application of fertilizer, herbicides and pes ticides. The mowing alone costs about $7000 each week for mowing the entire community.

Irrigation Repair –The majority of Harmo ny’s irrigation system is between 15 and 20 years old and was built where the roots of our oak trees are now growing. This creates a per fect storm for irrigation line breaks which are not only expensive to repair but which waste expensive reclaimed water. The Toho Water Authority has been working with us in refund ing the cost of the water lost due to breaks if the break is located and repaired expeditious ly. However, maintaining this system is still an expensive endeavor costing Harmony almost $73,000/year.

Tree Maintenance—Harmony’s mature trees are a significant part of what separates Harmony from other neighborhoods in Cen tral Florida. Although our sycamores have grown high enough that they no longer need extensive pruning, many of our oaks still re quire annual or biennial pruning at a cost of $46,909/year. These are just a few ideas of how Harmony can save money by thinking outside the box when it comes to landscaping. Next month, day-today Field Services maintenance. September 2022 | Harmony Life Magazine 5 require much less maintenance, then we can reduce both the cost of replacement and the cost of ongoing maintenance. One such shrub that we currently have in sev eral locations in our landscaping is the Florida Firebush, Hamelia patens. This bush, which flowers from very early spring to late fall, con tinues to thrive well past that 15-year mark and looks beautiful in natural form, only needing to be pruned once a year. Oh, and you can grow new bushes by simply sticking a cutting from an existing bush into the soil. It’s that easy, so we can create new shrubs from the ones we al ready have. This is only one of the many Flor ida natives that can help us reduce our land scaping budget. So, if we can replace many of our currently declining shrubs with firebush, coonties, beautyberries, or other Florida na tives, we will decrease our shrub maintenance budget significantly.

Mulch Application—Mulch keeps the weeds down, conserves water and gives our landscape beds a finished look. In most areas pine bark/ nuggets are used as mulch, but in areas under pine trees, the mulch is pine straw. Mulch is also used in our children’s playgrounds. We may want to compare the cost of installing a rubberized mat in each of our playgrounds ver sus the cost of keeping mulch in these areas. A single application of mulch throughout Har mony costs $68,747, and it is typically applied twice a year for a total of $137,494/year.

In the recent past Harmony has been seeing more and more cats outside. Note that feral cats are not vicious, they are not dangerous (except to wild bird populations), and they are not disease carriers — at least any more than a pet cat. But nobody wants to find cat poop in their landscaping beds, have their arm ripped from the socket by their dog that lunges after a free-roaming cat, or listen to the yowling and fighting of cats outside their home.

One feral female can lead to an entire feral colony within a year or less, and a colony can spread throughout the whole town within two or three years.

All it takes is a single unneutered male cat. So, it is really important that we humanely trap all feral cats and have them neutered. It’s also really important that you keep your pet cats indoors. The Nature and Animal Committee has traps, as well as funds to help pay for spay/neuter costs.

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. Harmony’s design welcomes companion animals, especially dogs and cats, in a way that allows us to enjoy our pets while also providing a safe environment for them, and for wildlife. That is why Harmony has three dog parks and why dogs and cats are prohibited from being allowed outside without being tethered to a person. We are lucky to have so many places to walk our pets (and so many convenient places to dispose of their waste) as well as let them socialize with each other. Dog park time allows neighbors to get to know one another, too. That’s how my family got to know many of our neighbors. Unfortunately, our pet-friendly reputation has led people from outside to dump their pets here instead of taking them to the shelter if they can no longer keep them. My family has rescued a couple of dozen dogs over the 11 years we have lived in Harmony. But it is not only dogs that have been dumped here.

We do need more neighbors who are willing to help trap feral cats, who are able to transport cats to and from the vet once they have been trapped, and who might act as temporary foster homes until the cats are recovered enough to release. Dr. Brahmbhatt: Whether it’s happening to you or to someone you love, there’s a simple phrase to remember when making a potential stroke diagnosis: B.E. F.A.S.T. Knowing this phrase and the importance of each letter can be the difference between life and death. B.E. StandsF.A.S.T.forBalance, Eyes, Face, Arms, Speech, and Time. Have you lost balance? Are your eyes clear? Quick checks of these two items could indicate a potential stroke, in which case you should call 911 or go to the ER immediately. One of the easiest methods for identifying a stroke is known as a F.A.S.T. exam: F is for Face: What does the face look like? Is it asymmetrical? Is the face drooping? A is for Arms: Can you move your arms? S is for Speech: Are you slurring your speech or unable to talk?

Once we make those determinations based on the F.A.S.T. exam, we can continue with a stroke protocol.

T is for Time: How long have you been experiencing these issues? It’s time to call 911 or go to the ER.

Strokes happen suddenly and often without warning. Knowing the signs and symptoms, and what to do once you recognize them, can literally save lives. Dr. Alkesh Brahmbhatt, director of the NeuroScience System Emergency Department at AdventHealth, shares his insights on the signs and symptoms of stroke and how important it is to get to the emergency room (ER).

Dr. Brahmbhatt: The ER has to be the first place patients who think they are having a stroke need to go. If you’re having a heart attack, you don’t have time to go to your primary physician. You go to the ER so we can use our lifesaving techniques. Same thing with stroke. As soon as you feel you are experiencing the signs and symptoms of stroke, go to the ER or call an ambulance to take you to the ER. The paramedics can start the protocol and alert the ER that you are coming in with slurred speech, dizziness, and other subtle signs and symptoms.

Dr. Brahmbhatt: As soon as we know a stroke is a high probability, an immediate protocol known as Code Stroke goes into effect. The patient is immediately wheeled to a team that’s ready to go with nurses on each side with IVs, doing assessments for signs of stroke. A neurologist will be there on camera observing everything to determine if there is an indication for a stroke treatment right there at the bedside. You can expect an expedited process for stroke because every second or minute of delay could advance that stroke to the point where the patient will be debilitated.
