Short Glimpse of my journey

Rahul Parmar - Urban Planner

CoverLetter If someone tells me to describe what I want to achieve then this is what I will say “Making an Informed society. Throughout my period of education I was always concerned and inspired by what we as people involved in development studies can do that makes a society more aware more informed . How can we inspire people and invoke debates and discussions which are healthy and which leads to progress of the society. These are the questions to which I am trying to find answers. My attempt in design is always to

create something simple with minimum efforts and maximum impact. In order to find them I have time and again tried to get involved in projects and proposals which would allow me to explore this idea of creating better user perception and what are the tools 1

Moreover, I have recently finished by Post Graduate Diploma on International Cooperation of knowledge and skills for Sustainable cities of Global South at POLIMI where I have worked on making a research paper on Tenants in informal housing in South Africa, the work is still under progress but it is one of the topic on which not a lot of literature is available. Currently I am working on the topic of Impact of Autonomous vechicles on Urban Environment which also is my thesis topic. AVs are going to be

on its impact and policy decision is one of the most important questions of coming decades in Urban Planning.I have previously worked in two transport based firms as an intern and has allowed me to go further in my quest to learn and understand cities . The problems of mobility and especially future mobility in our cities is something I have experience of working on. My questions and approach is to always take into condideration human technological advancement in science and its impact on social science and human behaviours, I would describe this as my core approach to solving any issue at hand. Currently I am actively looking for internship oppurtunities in order to learn and contribute in the best way possible. I am an enthusiastic and curious person with some experience in development studies, Urban Planning, Transport Planning and design. I am still young but I am very much open to different ways of working which I am sure I will be able to get a hands on experience by working with your team. Here, I have attached a CV and brief journey of my experiences in this field hope this will be able to give a good idea of my skills and abilities. I would want to stress on the fact that my academic and professional goals are very much inclined in creating an Informed Society which is what I plan to learn and practice and hence with add one more experience contributing to that long term goal.

Redevelopment of Bovisa- Industrial neighbourhood in Milan

March, 2016

Bovisa is an area located in the North on the outskirts of the city of Milan. Traditionally it was an Industrial neighbourhood because of presence of Industries and regional rail which was important fot both goods and Cargo in that period In 1950s it was at peak of its industrial era which also gave birth to a lot of worker housing which presently forms the old neighbourhood of Bovisa. It was in 1970 that after an accident in a gas factory the area was polluted and through time there was seen a degradation in the population and uses of the area. For past 20 years local government is trying to make some plans for the area but most of which have failed due to financial reasons, legality of the site and lack of Political will. Recently there has been depollution of the area and it has been home to educational insituties like Politenico Di Milano and Marrgoni Insitute. But still the overall development strategy is a bit hazy and challenge is how to develop this area in accordance with the impact post EXPO development will have on this site. This is an illustration of understanding the problems and potential in respect to the movement, flow and connectivity of people. This diagrams at different levels and scales tries to highlight what are the important connections that are driving the movement in the present and what are the others essential movements that have be strengthened in order to develop the area. This is an ongoing project of the studio in the course of Urban Planning and Policy Design.

In order to approach the goals the plan needs not only good accessability from outside but also better one inside the drop. So the proposal is introducing a spine and some arteries. The spine is represented as the tram line and car routes that playing a role like a spine of the drop supporting the demand from big function like co working and Polimi campus. The arteries are actually the pedestrian in the drop, which are very narrow but also important as well, they are bring new steady steam of human resources to Bovisa. So the illstration with sketches shows how and what are the uses and atmosphere in the area after the redevelopment project. SO it is a mix of Student and researcher space with a very good green and public transport cnnectivity ideal for this kind of neighbourhood. Multi scalar analysis of the area shows that there are barriers in the area which doesnt let it development in certain way. There is a weak tranpostation link as well as a strong possibility for centralisation in future.

Map A This map shows the reorganisation of these centralities and the kind of connections that are necessary for the efficient development of the area. The area has to be connected from the Park side as well as built up edge and also these centralities needs to be connected well with pedestrain and public transport. Map B As it was seen previously that there were clearly areas which were lacking pedestrain access also in Ripomonti districts because of private open spaces which needs to be opened , also 2 new centralities are introduced and there is a induction of activities which will make this area more efficient and les car dependent. Map C The cocept plan with 3 different centralities are connected with Brown and Green infrastrcture , all the adjoining areas need to be served well in terms of services and hence transport nodes which will have advanced services that are smart and efficient in nature, areas which are consuming toomuch landwithout giving away services will be redeveloped or retrofited in the most energy efficient way paving way for new centralities.

This Project is prt of Energy and Urban Planning studio. The area is Porta Romana , Milan. This is the concept pln development in order to connect the fragemented centralities with no services. The attempt is to find ways in which this area can be more energy efficient based on design of the mobility and build form and changing practices for energy consumption.

Different Green Areas Areas having Potential for Redevelopment or improvement

Highlights from all the Maps A, B, C Map A It identifies the centralities in the area as percieved after the analysis done in the first stage Corvetto is the main centre identified along with the one in ripomonti based on transport connectivity, Density of people and bilding and level of services. Other areas have potentials but is not utlised in the current scenario Map B After identifying the centres in the area there was analysis done in order to understand the pedestrain connectivity in the area, as it can be seen thatcurrently very few areas are served, also area of Paro Agricolo Sud acts as a natural barier in the pederstrain movement which can be used. Map C After Map A and B al the issues are identified and the area is represented which has mostly islands in the area like Chiravelle and Porot Di mare and the street connecting Ripomonti and Corvetto distrcit because of nature of uses, these are the weak centres as identified with poor pedesrtain and infrastrcture access.

Porta Romana sustainable neighbourhood and retrofitting Plan is one of the important initiative under the umbrella of sharing cities initiative for various neighbourhoods in Milan and Porta Romana. The main concept of the plan relies on the fact that the peri -urban area of Porta Romana has many issues of its own linking to poor management of social and physical infrastructure, lack of spaces for local and people expression and the development practices are not sustainable in nature and there is no push for it in the periphery because of lack of priority by the local government, it being an outer part of the city. But this emphasis the need for a planning and good management of the area in the future in terms of energy consumption, efficient mobility, and compatible land uses and public activity and health. The area has very mix characteristics and it is important that a future is envisioned for the area that is sustainable in nature In the concept plan it was found out that there are multiple centralities in the area most important being the corvette district which has a long history and terms of diversity of population and social conflict along with poor infrastructure facilities. But in the study it was found out that it has most services and public transportation access then rest of the areas. Other centrality being Porto di Mare which is under constant degradation and a well and it’s a big area with a lot of potential. Other important area is Ripomonti district which has atypical old age Italian demographics most of them social housing which has good infrastructure but it not maintained or accessible to people. But in order to connect these two important district there is an absence of centrality which is where the project is located. In order to bridge the gap between Ripomonti and Porta Romana district there has to be something that has to make this transition smooth.

Car has been taken into an object taking up street space more prominently then working towards other mobility options. But in the 20 year time frame the plan is to reduce car usage and presence to around 15-20 of that of today. These 15-20% buffer is assuming a realistic situation where some of the people are commuters who will need the private transportation but rest will entirely depended on other modes. In the first phase there are parking structures that are put in place so that car parking can be removed from the North and south streets which can be activated with pedestrian friendly street edge and in next phase reducing capacity by using other uses in this structure. So it’s a strategy of systematically reducing the car presence. At the same time it is important to strengthen the counter infrastructure that is car sharing, bikes and bike sharing.

Mapping Power and Information of the Actors

Concept Plan for Future

Strategic Map of Choices

It is an abandoned site in the south part of the cityof Milan lying on the southern boundary of the urban fringe and close to the agriculture park of the south Lombardy region in Milan. The area is characterised my presence of strong connection with highways and rail roads but these are also the infrastructure which divide the area in the local scale. The city government has been trying to redevelop this area for past 20 years but not much has been done due to failn attempts. The task is to develop the area respecting the rules and policies of Local government laid down by PGT. The attempt is come up with the master plan that can provide the solution of existing problem of degradation and fragmentation . The two maps above are a part if analysis done on the actors which would have a geographical interest in the area and the kind of role they have or will play in the development of the area. According to the conclusions of first sections concepts are drawn which is primarily focussed on transportation and connection and geographical orientation of essential elements and concept of creating an environment of Urban Agriculture and Park which is in parallel to the context of the surrounding.

4 Sanand Metropolitan Development Plan, Gujarat, India

land use proposal with necessary Infrastructure

Mapping the existing situation and site analysis Sanand is a small satellite town in the outskirts of city of Ahmedabad which is one of the largest metropolitan regions in India with a population of about 7 million residents. The area is characterizes by sudden and rapid urbanization with the growth of Industries in last 10 years and that accounts to very difficult and complex socio economic and environmental concerns. The wealth has suddenly increased due to farmers no longer farming with increase in salinity and pollution at the same time. The challenge is to develop the area with a plan for next 10 years to develop the residential and commercial along with its own public transportation and necessary infrastructure an also the spatial organizations of space within the city which is also accounts for the differences in Real estate market. The plan is based on the concept of an outer infra structural ring which will also be the principle mode of transportation as a National highway cuts right across the middle of the city separating it. The attempt is creating a system to con400m vert the highway into a dual system where it can also work well for citizens of the town as well as national traffic. And the attempt is to integrate and visualise the future of the town in a systematic way also keeping in mind the cost and finances available to the Neighbourhood Concept government. Transit Map for the city of Ahmedabad,India

May, 2014

May, 2014

The task for to study and understand different Transit maps from all around the world and came up with the list of essentials and good practices in how to represent those maps for tourist and for other people to refer in order to navigate in the city. For this purpose 100 maps from all around the world were studied upon and some parallels, concepts of design and representations were understood. The final aim was to create a map for the city of Ahmedabad. The major routes were updated for both the major public transportation link in the city which is the City bus (AMTS) and Rapid Bus service (BRTS). Hence the final result is a map which combines the design principles, geography of the city and Layers of information and thus can be used by people and professionals at the same time. In this it can be clearly seen that there were two different maps created for two different bus systems in order to understand the routes that run in the city as a good visual giving information to people was somewhere missing , so this was very essential for the people of Ahmedabad and other researchers and people in education sphere. All the good points from maps all around the world were inscribed in this map according to the context and detail the city of Ahmedabad needs.

MIAW workshop - Dreaming a Smarter Smart CittA Studi

Milan International Architecture Workshop is one of the workshops organised by POLIMI for students of architecture and Urban Planning. The topic that was given was based on the sustainable concept initiative whose aim was to create sustainable CItta Studi. This was a 10 day workshop with intense brain storming sessions and lectures in order to understand, identify and learn the functioning of different spaces. There are various groups working on different perceptions, senses and understanding of the POLIMI campus. The project me along with my group mates dealt with was the axis which was considered very important and breaking the orthogonality of grid in the area. The topic was Redefining the Boundaries – Towards a path of Freedom. The premise being that there aren't enough spaces and places for students to express themselves. The basic underlining concept being that as a University of education the most important stakeholders are students and the University should do anything and everything possible to make a healthy learning environment for students to learn and express themselves in a creative way. There are many spaces which have different kinds of barriers and boundaries which in some way are not creating a healthy environment for the students to express themselves. So the attempt was through minimalistic design intervention create a self-sustaining and self-helping mechanism so that students love this place, going from the concept of liveable to lovable. The red dotted line is the diagonal we worked on and other diagonals were identified too at the same time in order define the future of the project.
