Chief Executive’s foreword Now, more than ever, we need a strong rail supply sector to reboot our economy. Darren Caplan, Chief Executive of the Railway Industry Association
At last year’s Annual Conference, giving my speech to a crowded room of members, I launched our annual theme for 2020: “Building customer-focused rail at home and abroad.”
the rail supply sector, the focus on the past few months has been squarely on getting work done in a difficult situation – ensuring passenger and freight rail services could continue to run for key workers and resources, whilst supporting employees and the public to go about their work safely. Along with other parts of the rail industry, RIA members were pivotal in keeping the UK running at a critical time. The industry should be proud of itself for this.
The theme aimed to capture the role of the rail supply sector in the changing industry landscape. “Building customer-focused rail” alluded to the shortly due Williams Rail Review and Network Rail’s restructure, both of which were to herald a new relationship with passengers and freight users, whilst “at home and abroad” sought to highlight the changing relationship the UK would have with international partners post-Brexit. Looking back, it seemed 2020 would the year of new beginnings for the industry, both domestically and internationally.
As we approach the end of 2020, thoughts now turn to what part the railway industry can play in an uncertain future. Some challenges and opportunities remain from last year – we still await the Williams Rail Review, we are yet to leave the EU transition period and the Government is yet to set out its Infrastructure Strategy or its plan for the decarbonisation of transport.
However, 2020 was certainly not the year we expected it to be. The Coronavirus pandemic took us all by surprise, and meant that many political priorities, like industry restructure, were postponed as the Government and UK rail dealt with the immediate situation. For businesses in

But some challenges – and opportunities – are new. We face a world where customer confidence will need to be restored for

#RIAConf20 passenger numbers to return to the preCoronavirus period. We face an economy in drastic need of revival. And we face potentially tighter budget restraints, meaning the sector must be able to prove value for money for Government and clients.

We have Ministers, key policy makers and influencers, client representatives and industry leaders all ready to hear your thoughts and views. Importantly, the Conference will also be an opportunity to celebrate the work of the sector of the past few months. Our Rail Industry Supplier Excellence (RISE) Awards will take place on 4 November and will provide a chance for the RIA members to relax and socialise, with a virtual but participative Cocktail-Making Masterclass delivered directly to the comfort of your own home. We look forward to what is set to be a night of fun and celebration!
Our theme for this year’s Annual Conference, and for 2021, is “How UK rail can reboot the economy”. RIA members have a vital role to play in the UK’s economic recovery – the railway network touches every nation and region of the country, meaning investment in rail will give a direct boost to the towns and communities that need it most. And, crucially, rail is one of the greenest modes of transport, meaning any recovery that focuses on rail will be a sustainable recovery too.

Meet your Conference Moderator Paul Clifton | Transport Correspondent, BBC Paul Clifton is a broadcaster and writer on transport issues. He has been the BBC’s transport correspondent for southern England for 26 years and has appeared across all BBC news outlets. He is a frequent contributor to Rail, Rail Review and other publications, and has won all the major awards in his field. Paul is a Fellow of both the Chartered Institute of Logistics and Transport, and of the Institution of Highways and Transportation, as well as being a Chartered Geographer. Meet your RIA Chief Executive Darren Caplan | Chief Executive, Railway Industry Association Darren joined RIA as Chief Executive in January 2017. Since then he has led the RIA team, with a mission to promote rail supply sector growth, increase RIA’s visibility amongst political and stakeholder decision makers and influencers, and ensure RIA develops into the very best trade association it can be for its members. In July 2018, RIA won the Trade Association Forum’s Conference of the Year.

DAY 1 - Keynote Speakers Andy Byford | Commissioner, TfL Andy Byford is a transport professional whose thirty-year career has spanned three continents. He joined London Underground in 1989 as a uniformed Station Foreman before working his way up to General Manager of the Bakerloo, Central and Victoria Lines. After a spell as Operations and Safety Director of two mainline train operating companies, Andy’s career took him to Sydney, Canada and New York. He returned to Transport for London in June 2020 as Commissioner.
Mark Thurston | Chief Executive, HS2 As the CEO of High Speed Two (HS2) Ltd, Mark has the privilege and ultimate responsibility for leading the company that has been charged with delivering a new high speed railway that will connect the major cities of the UK. Mark joined HS2 Ltd in March 2017; he has some 30 years’ experience including leadership roles in engineering, project and programme management and business operations. Mark worked on both the London 2012 Olympics and Crossrail. He was previously the European MD of engineering and projects company CH2M.

Mary Grant | CEO, Porterbrook Mary joined Porterbrook in 2017 and has over 24 years’ experience working in the UK and international transport sector. Previous roles include leading Eurostar’s new fleet introduction and business change programme, managing director new business development at National Express, divisional managing director, bus and rail at FirstGroup and managing director ScotRail. She has a proven track record of improving operational performance and delivering financial success as well as driving positive culture change within organisations. Mark Hopwood | Interim Managing Director, South Western Railway Mark has been leading South western Railway since January 2020. He was seconded in to SWR from sister company GWR, where he has held the position of Managing Director since 2008. Over his 30-year railway career, Mark has worked in both front line and more strategic roles, covering periods with BR, Thames Trains, Railtrack, First North Western, c2c, WAGN, Silverlink Trains and Gatwick Express.

Mik Scarlet Mik Scarlet is a leading expert in inclusive practice within the Public Transport sector, having worked with Network Rail, HS2, several UK TOCs, Transport for London, Translink (NI), SNCF (Fr.) & local and national government, including the ORR and the DfT. A special area of Mik’s expertise focuses around inclusive service and design for disabled and older people. Before moving into this sector, Mik was one of the UKs first disabled media celebrities, working as a presenter, reporter and journalist for the BBC, ITV, C4, C5, Sky, The Huffington Post and several print outlets. Susie Homan, Director of People, Operations and Railway Strategy, Rail Delivery Group Susie is a commercially focused leader, with an extensive background in community and stakeholder management for rail and construction projects. With 20+ years of experience within the transport sector, she is experienced in leading franchise changes, operations support services, stakeholder relationships, and contract compliance. Susie is widely accomplished in developing and enhancing the customer relationship and stakeholder management and is experienced in the delivery of successful change programmes and projects. Steve White, Chief Operating Officer, GTR; Tim Jenkins, CEO, Gemini Rail Group Steve White is a Char-tered Engineer who has held executive appointments involving the operation and maintenance of metro, commuter and long-distance services at London Underground, Silverlink Trains, Eurostar and Siemens PLC. #RIAConf20 Philip Hoare | President, Atkins & Chair, Rail Supply Group Philip is President of Atkins, SNC-Lavalin’s Engineering, Design & Project Management sector. He is a highly respected leader in the UK market having worked on behalf of the UK Government and the industry to develop a new Sector Deal for rail as part of the government’s Industrial Strategy. Philip has also held a number of positions across the industry including roles on the Boards of the Railway Industry Association, the Rail Supply Group, the Defence Growth Partnership and the National College of High Speed Rail. Anna Delvecchio |Development Director - Transportation UK & Europe, Mott MacDonald Anna started her professional journey as an apprentice. In her 25-year career since then, she has rapidly risen through the ranks holding several senior commercial, development and programme management roles. Anna co-led the transport industry’s coordinated response to the Government’s industrial strategy, in the form of an ambitious Sector Deal for the rail sector, which was successfully secured in December 2018. Tim Jenkins, CEO, Gemini Rail Group Spent 25 years in the Automotive sector working for a number of Tier 1 companies carrying out a number of European Leadership roles Came into the Rail sector in 2006 and joined Bombardier running the Crewe Operations, then ran UK Heavy Maintenance before moving to Sweden for 5 years running the Nordic region for the Service Division. Returned to the UK in 2016 and was MD of Kiepe Electric before joining and becoming CEO of Gemini Rail Group late 2018.

Panellists continued... Darren James | Chief Executive Officer, Keltbray Group Darren James was appointed Chief Executive of the Keltbray Group in April 2020. Prior to this he was an Executive Director of Costain Group PLC from 2007 as Managing Director of the £1.2bn Infrastructure Division for over 10 years and latterly as the Chief Operating Officer for the Costain Group. In addition to overall P+L responsibility for the Groups operations he held specific responsibility at the Executive Board for Safety, Health and Environment and Chaired the Equality, Diversity and Inclusion Board. James Bain, CEO UK&I, Worldline James has worked within UK rail for more than twenty years. Starting as a Catering Clerk with Virgin Trains in 1999 through to CEO of Worldline for the UK&I, taking on legacy British Rail systems. James chairs the UK Rail Data Council which was formed out of the Rail Sector Deal. James is also Chairing RailAid to support the Railway Children Charity bringing the rail industry together to help children on the streets. John Chappell, Associate Partner, CPC Project Services, and Chair, RIA SME Group As the RIA SME Group Chair, I am delighted to attend the RIA Annual Conference and to represent SMEs in the RSG, Act Now session. I look forward to hearing the latest progress, the views of delegates, and to exploring the part we can all play in making the initiatives a success. In my role at CPC Project Services, a ‘medium-sized’ SME consultancy, I lead transport advisory work encompassing technology and process change, project and programme management solutions across UK rail sector clients. Partner AD1 WOMEN IN RAIL: WORKING TOGETHER TO IMPROVE GENDER BALANCE, EQUALITY, DIVERSITY AND INCLUSION IN UK RAIL Women in Rail (WR), a charity founded in 2012, comprises men and women from the UK railway sector, working together alongside major stakeholders in the industry to support the development, promotion and attraction of women in the UK railway sector and, more broadly, improve gender balance, equality, diversity and inclusion in rail. With a more gender diverse workforce comes different experiences and skill sets, as well as new ideas and ways of working, all of which ultimately bring about positive changes and economic competitiveness. It is therefore crucial to develop female talent and promote the rail industry as an attractive career choice to young girls. Support WR holds regular networking events and workshops across the UK through its 8 regional groups, bringing together women and men from across the rail industry and providing them with a forum to expand their network and explore some of the key issues which they have identified as holding them back in their career. WR runs a successful cross-industry mentoring programme where women receive guidance from senior professionals within the industry to develop their confidence and professional skills. Since 2020, the programme also welcomes male mentees to be mentored by a senior female mentor, to the extent possible. Development WR encourages key stakeholders to identify their female talent, engage with their employees and work with them to foster the next generation of female leaders, improve diversity and inclusion and help secure and retain talent.
Key partners of WR include NSAR, RSSB, RDG, BEIS and of course, the DfT. The membership of WR currently includes 5,000 representatives of all grades and roles from a wide range of companies within the UK rail industry. Attraction By forging partnerships with like-minded groups and actively supporting their initiatives, WR aims to position rail as an attractive career choice for young women. This involves showcasing existing and upcoming female talent and role models, for instance, in its reports identifying the 20 Most Inspirational Women in UK rail (2016) and the 20 Rising Stars of UK rail (2017). For the last 4 years, WR has hosted an awards ceremony, the Women in Rail Awards to celebrate the charity’s core values and showcase inspirational colleagues, peers, managers, teams and organisations who are working hard to improve gender balance, equality, diversity and inclusion in the UK rail industry. The charity also runs the hugely successful Big Rail Diversity Challenge, a day of fun where diverse teams go head to head in physical and mental challenges. Campaigning WR was the first to release an industry-wide surveys of the male:female ratio and skills gap in the UK rail sector in 2015. The survey revealed that 16.4% of the workforce in UK rail are women, mostly in non-decision making roles, and identified the skills gap. In 2019, WR launched SWIFT, a peer-to-peer network of senior men and women in rail whose purpose is to develop high potential women and foster the next generation of female leaders in UK rail.

Graham Stuart MP | Exports Minister Graham was elected as the Member of Parliament for Beverley and Holderness in 2005. He joined the Department for International Trade in January 2018 as Minister for Investment. In February 2020 he was appointed Minister for Exports. In Parliament Graham: chaired the Education Select Committee (2010 to 2015); was Assistant Government Whip with responsibility for the Department of Health, and later for HM Treasury and the Ministry of Defence (2016 to 2018)
Chris Heaton-Harris MP | Rail Minister Chris Heaton-Harris was appointed as a Minister of State at the Department for Transport on 25 July 2019. He was previously a Parliamentary Under Secretary of State at the Department for Exiting the European Union. Previously he was Comptroller of HM Household (Government Whip) and Vice Chamberlain of HM Household (Government Whip). He was elected Conservative MP for Daventry in May 2010.

Keynote speakers continued... Jim McMahon MP | Shadow Transport Secretary Before becoming an MP, Jim was a Councillor in Oldham for 13 years and the Leader of the Council. He served on the Greater Manchester Combined Authority with responsibility for transport. As an MP, Jim has served as Parliamentary Private Secretary to former Labour deputy leader, Tom Watson and was subsequently appointed as Shadow Minister for Local Government and Devolution in 2016. In April 2020, Jim was appointed by Keir Starmer to serve in Shadow Cabinet as Shadow Transport Secretary a role which he currently holds.
Nick Smallwood | Chief Executive, Infrastructure and Projects Authority Nick is the Chief Executive Officer of the Infrastructure and Projects Authority and Head of Government’s Project Delivery Function. Nick is the former Vice President for Projects Engineering and Chief Projects Engineer at Shell. He joins the IPA with 37 years’ experience of managing complex project portfolios and having developed Shell’s Global Project Academy.
Sir Peter Hendy CBE |Chairman, Network Rail Sir Peter has been the Chair of Network Rail since July 2015, and Chair of the London Legacy Development Corporation since July 2017. He was previously Commissioner of Transport for London (TfL) since 2006, having served since 2001 as TfL's Managing Director of Surface Transport. Sir Peter led, and played a key role in preparing for, the successful operation of London's transport for the 2012 Olympic and Paralympic Games. He started his transport career in 1975 as a London Transport graduate trainee.

DAY 2 - Panellists Sue Kershaw | MD Transport, Costain Sue has a strong track record for driving complex, high profile transport and construction programmes to delivery. She is currently president of the Association for Project Management, a member of the Mayor of London’s Infrastructure Advisory Panel and a Royal Academy of Engineering visiting professor at the Bartlett School of Construction and Project Management, University College London. Mark Wild | CEO, Crossrail Ltd Mark has had more than 30 years leading complex and critical infrastructure. A chartered electrical engineer he started his career in the electricity sector, but the majority of his experience has been in transportation. He has had a long career in operating and building major transportation infrastructure. He is the former Managing Director of Westinghouse Signals and was the CEO of Public Transport Victoria. Mark has also been the Managing Director of London Undergound. In December 2018 he was appointed CEO of Crossrail, Europe’s largest infrastructure project. David Hughes | Director of Strategy & Programme, TfN David leads the Strategy and Programme teams at Transport for the North. He has a wealth of experience in transport strategy, investment and delivery, with first-hand knowledge of major projects and multibillion-pound capital investment programmes. Born in Stockport, David returned to the North from Transport for London (TfL), where he spent 15 years across several leadership roles. Prior to his roles in the transport sector, David worked for Deloitte Consulting, the Ministry of Defence and NATO.

#RIAConf20 Alasdair Reisner | Chief Executive, Civil Engineering Contractors Association (CECA) CECA is the representative body for the UK’s civil engineering contractors, who build and maintain the nation’s critical infrastructure networks in the key sectors of transport, energy, water, waste, and communications. CECA represents over 300 contractors of all sizes, covering approximately 80% of the civil engineering market in Great Britain, including 80p in every pound spent on rail construction. CECA members employ close to 200,000 people and deliver work worth around £15 billion every year. David Bennett, Delivery Director, HS2 Ltd David Bennett is the Delivery Director for Phase One. He joined HS2 from global engineering firm Jacobs and has wide ranging experience of delivering complex projects across the globe. Following the recent publication of our proposed operating model with a focus on construction, David will play a key role in leading and developing the detailed design of the new construction directorate. John Larkinson | Chief Executive, Office of Rail and Road (ORR) John has been Chief Executive of the Office of Rail and Road (ORR) since October 2018. Prior to this, he was ORR Director of Railway Markets and Economics, responsible for the 2018 periodic review of Network Rail, the ORR’s consumer role, decisions on track and station access and industry financial analysis, and leading on policy issues for Scotland and Wales. He previously held a number of other senior roles at ORR, having joined ORR from the Strategic Rail Authority where his final role was as Director of Network Regulation & Affordability.

Rob McIntosh, Managing Director Eastern Region, Network Rail Rob undertook a mechanical engineering apprenticeship after leaving school, starting his rail career by becoming a Railtrack graduate in 1996 and has 15 years’ experience of delivering railway projects. As Vice President Delivery at Invensys Rail Northern Europe (now Siemens Rail Automation), Rob was involved with both mainline UK and London Underground projects as well as international projects in Europe and Asia.
Nick Bisson, Director for High Speed Two Phase Two, DfT Nick has been the DfT Director for High Speed Two Phase Two since 2014. He also led the Government’s 2015 work on the Northern Transport Strategy, and was then asked to take responsibility for Northern Powerhouse Rail as well in 2017. He joined the Civil Service having completed a PhD in statistics, and completed the Major Projects Leadership Academy in 2016. He has worked on secondment in the Downing Street policy directorate; at the European Commission in Brussels; and at West Sussex County Council as assistant head of service for highways and transport. Jo Moffatt, Practice Director, Atkins; Jo is a chartered civil engineer, and Strategic Rail Market Partner in Atkins’ Transportation Engineering practice. She has wide-ranging consultancy experience in Transportation and Energy, and has worked at Atkins for over 20 years. With a technical background in bridge engineering, she has taken project management responsibility on several multi-disciplinary projects and held senior roles in business operations, client key account management, business change and strategic capability development. Jo is a Fellow of the Institution of Civil Engineers.

A Chartered Civil Engineer with around 25 years’ experience in business management, major project design management and multidisciplinary engineering of infrastructure projects, Russell is responsible for leading and growing AECOM’s rail business in the UK, Europe, Middle East and Africa. He leads AECOM’s strategy across circa 1,500 professional staff in rail including as Network Rail Account Manager. He is AECOM’s Alliance Leadership Team member on the Rail Systems Alliance (South) 10- year contract with Network Rail and Colas Rail, and leads AECOM strategies in third party investment, alternative delivery and Market Led Proposals. Andrew Haines OBE | Chief Executive, Network Rail Andrew was appointed as Chief Executive and Board member of Network Rail in August 2018. Andrew has refocussed the organisation to become one that is on the side of passengers and freight users; that is easy to engage with and is an efficient and dependable partner; a company people are proud to work for; instinctively recognised as an industry leader. Prior to joining Network Rail, Andrew served as Chief Executive of the Civil Aviation Authority after a wide-ranging career in the rail industry, which included roles as Managing Director of South West Trains, and Managing Director of the Rail Division for First Group plc.
David Tonkin | Chairman, Railway Industry Association David has held a series of senior financial and business leadership posts in a number of different industries. His last permanent executive role was CEO of Atkins UK and Europe, the UK’s largest engineering consultancy providing excellent engineering services to a large range of industries. Since stepping down in August 2015 he has been focusing on building a non-executive portfolio. David is currently Chairman of the Railway Industry Association where he has previously served as a council member and/or Chairman over an eight-year period.

Louis Taylor | Chief Executive, UK Export Finance Before joining UKEF, Louis held a range of senior roles at Standard Chartered Bank, including from 2013-15 as Chief Operating Officer of Group Treasury, based in London. Before that, he spent three years as the bank’s CEO for Vietnam, Cambodia and Laos, based in Ho Chi Minh City. During this time he was also Vice Chairman of the European Chamber of Commerce in Vietnam (Eurocham). He joined Standard Chartered in London in 2004, working in Group Corporate Development, which undertakes the bank’s acquisitions, divestments and other inorganic growth initiatives. Shanker Singham, Chief Executive Officer, Competere Shanker Singham is Chief Executive Officer of Competere, Chairman of GENN, Chairman of Global Vision and an academic fellow to the IEA. Shanker has recently been appointed to the Trade and Agriculture Commission. He sits on the Wilton Park Advisory Committee and is a life member of the Council on Foreign Relations, and Bretton Woods Committee. Shanker was an advisor to the US Trade Representative and to the UK Trade Secretary on international trade issues and is a non-Government Adviser to the International Competition Networks. Lucy Prior | Business Engagement Director, 3Squared Lucy’s railway career has seen her work in a number of commercially-focussed roles in the rolling stock and infrastructure sub supply-chains, be a board member of the Rail Alliance, get involved in supporting the Rail Supply Group with the creation of the Rail Sector Deal and working closely with the Department for International Trade, supporting companies on their export journeys, as a result of which she was awarded an MBE for services to rail export in the 2018 Birthday Honours List. Lucy is now Business Engagement Director of 3Squared and holds a number of voluntary roles as a champion in today’s rail industry.

#RIAConf20 Dyan Crowther | Chief Executive Officer, HS1 Prior to joining HS1, Dyan was the Chief Operating Officer at Govia Thameslink Railway. Dyan has worked in several Senior Director roles at Network Rail including Route Managing Director of the West Coast Main Line and Director of Operations. She has over 30 years’ experience in the rail industry. Dyan is currently NED for East West Railway, a Member of the Advisory Panel to Crossrail, a Trustee for Women in Rail and Chair of NSAR.
Florence Eshalomi AM MP In 2006, Florence was elected onto Lambeth Council representing Brixton Hill ward. In 2007, she set up the post of Lambeth Youth Mayor and has continued to provide on-going mentorship and work experience opportunities to Lambeth young people. She was the London Council’s representative on the Arts Council, London Region Council from 2011 – 2018. In 2016, Florence was elected onto the London Assembly representing the Lambeth & Southwark constituencies. In 2019, she was elected as the Labour MP for Vauxhall.
George Chilcott | Chairman, Young Rail Professionals (YRP) George Chilcott is the Chairman of Young Rail Professionals (YRP), a not-for-profit organisation that works across the UK rail industry to promote, inspire and develop the next generation of railway talent. With some 5000 members, George leads a dedicated team of volunteers across eight regions to deliver development, networking and promotional activities focussed on young and early career professionals. George has been a part of YRP leadership for nearly five years, having previously served as Treasurer and National Outreach Programme Manager.

Adeline Ginn | Group Strategy & Legal Director, CPMS Group Adeline Ginn is Group Strategy and Legal Director at CPMS Group, a multi discipline project management and consultancy organisation. Prior to joining CPMS Group, Adeline spent 20 years at Angel Trains, one of Britain’s leading rolling stock companies. In April 2012, Adeline created Women in Rail, a charity aimed at improving gender balance, diversity and inclusion in the UK railway sector through supporting, developing and attracting female talent within the industry.
Professor Clive Roberts, Professor of Railway Systems, University of Birmingham Clive is Professor of Railway Systems at the University of Birmingham. He is Director of the University’s Birmingham Centre for Railway Research and Education, which has over 130 researchers. He works extensively with the railway industry and academia in Britain and overseas. He leads a broad portfolio of research aimed at improving the performance of railway systems, including leading the UK Railway Research and Innovation Network (UKRRIN) - a £92m academia/industry collaboration, as well as initiatives to encourage SMEs to work in the rail sector. His main research interests lie in the areas of railway systems research including: railway traffic management, power system design and energy efficiency, condition monitoring, and overall system integration. He is a Visiting Professor at Heriot Watt University, Beijing Jiaotong University and Universiti Tun Hussein Onn (Malaysia).

Mohanad has been involved with the YRP for 5 years, holding multiple positions from committee member to West Midland External Relations Manager to West Midland Chair and currently to National Vice Chairman.
