THE PREDICTABILITY OF CHANGE

IF THE ONLY CONSTANT in education is change, our annual “Schools, etc.” book has mirrored that process. When we first started publishing this resource more than 20 years ago, a huge catalyst of change had just hit Arizona’s school landscape: the advent of tuition-free public charter schools. Our first education guide, which listed just a few dozen schools that jumped early into this arena, was an attempt to help parents make sense of the widening range of education options they faced. Since then, the charter movement has grown exponentially. The Arizona Charter School Association reports that 185,900 students attended 556 charter schools in Arizona during the 2016-17 school year, representing about 17 percent of all Arizona public school students. In the early years of the charter movement, rapid growth came along with significant turnover. Many charter schools created successful academic and financial formulas, but others floundered and failed. Year after year, as we prepared this annual guide, we would see huge changes to our directory of charter offerings in the greater-Phoenix area. This year? Not so much. We are seeing a much more stable charter sector. Only a handful of charter schools closed in the past year. Many of the successful ones are nearing 20-plus years in operation. Thriving charter “districts,” as many multi-site organizations now identify themselves, are growing (though not at the breathtaking pace of those early years). The southwest Valley seems to be a new hotbed for charter growth. Change isn’t limited to charters. For several years, public school districts have been rising to the challenge of competition for enrollment-based tax dollars. Many districts offer signature schools or programs in exciting areas of technology, global citizenship and more — even a horsemanship program at one northeast Valley district. Private schools continue to exert a strong pull on parents’ attention — especially as taxcredit scholarship funds make this option more affordable for qualifying families. More new ideas and potential changes are on the horizon for education in our state. The 110th Arizona Town Hall is scheduled to meet in Mesa

in November, bringing engaged citizens together to debate the question of what to do about PreK12 education funding. And a controversial plan to expand Arizona’s Empowerment Scholarship Accounts was put off until voters can weigh in during the November 2018 election. (ESAs, first passed by the Arizona Legislature in 2011, originally were intended to support students with special needs by allowing their families the flexibility to divert education tax dollars to private programs they felt could better meet their child’s needs. Expansion plans would open this option to any family.) We approach each year’s “Schools, etc.” book by first spending time out in the community, meeting with people who have their fingers to the pulse of what’s going on in education. This year, those meetings led us to change the way we organize our directory. Charter schools are now organized in two parts: district (defined as two or more schools under one administrative structure) and individual schools. We also decided to cluster schools by region rather than city, as we have done in the past. This particularly makes sense for schools in areas like Ahwatukee, which would have appeared under “Phoenix” in earlier editions but are now listed with southeast Valley schools. As this publication went to press, the Arizona Department of Education had just published a preliminary list of updated school letter grades based on the 2016-17 school year. This was the first ADE letter-grade update since 2014 and of course is of great interest to all parents seeking strong educational environments for their children. Unfortunately, there was not sufficient time for us to add those grades to this printed edition of “Schools, etc.” The letter grades will be included with the searchable database version of this book, at raisingarizonakids.com/resources. Our staff provides resource directories like “Schools, etc.” as a community service. Listings are created by our editorial team in an effort to keep information objective and factbased. A CHECKLIST for interviewing schools IF YOU’VE JUST started on this journey of school choice, it can seem daunting. Here are a dozen questions to help get you started finding a quality school that fits your child’s interests, goals and temperament. Consider asking prospective schools these questions: ❍❍ How large are individual classes? ❍❍ What is the student-to-teacher ratio? ❍❍ How do your teachers stand out, and how are they aided and evaluated by administrators? ❍❍ What is a typical class schedule? Is traditional or block scheduling used? ❍❍ What’s your school’s educational philosophy or overall approach to learning? ❍❍ How does your school stand apart? ❍❍ How much homework is required? ❍❍ How are parents involved in the school, and how do you communicate with parents? ❍❍ Do students get recess, exercise or breaks during the school day? ❍❍ Is your school accredited? If so, how, and if not, why not? ❍❍ What is your school policy on technology and tech devices, such as tablets or smartphones? ❍❍ How can I be sure this school is a good fit for my child, and how will you help him/her succeed?

COSTS of education BE SURE TO ASK about, and plan for, schools costs that may include (but are not limited to) the following: • Additional fees for before- or afterschool care. • Books. Some private and charter schools require students to pay for their own. We saw examples of costs as high as $400-$600 per year. • Electronic devices. Some schools expect students to BYOD (bring your own devices) to support Internetbased curriculum and research. • Extracurricular activities fees.

• Late-registration fees. • Registration fees (anywhere from $50 to $750 and more, typically not refundable). • Technology fees. • Uniforms. Most schools expect some level of fundraising support and involvement from families. Be prepared to volunteer your time, money or both.

WHAT IS OPEN

ENROLLMENT?

ALL PUBLIC SCHOOL DISTRICTS in Arizona offer open enrollment, meaning your children can attend any school, in any district, subject to available classroom space. When you live within your neighborhood school’s enrollment boundaries, you always have first priority to register at that school. As a district resident, you also have priority enrollment at any other school within your district, assuming you meet registration deadlines and requirements. But open enrollment periods — and policies, including those regarding access to transportation — differ from district to district. Open enrollment applications are approved on a year-by-year basis with no guarantee of continued enrollment, according to policies posted on websites we consulted. Elementary school children who are open-enrolled must reapply for open enrollment as their children are promoted to a middle school or high school that is not their neighborhood school. Open enrollment status also can be revoked at any time based on discipline issues, attendance issues, and/or any other disruptions by the student or parents that interfere with the school’s daily operations.
