CLIMATE There is a definite four-season climate, but the area is semi-arid, with total precipitation averaging 10.67 inches per year and an average snowfall of 8 inches. Summer temperatures in July average 86 degrees with comfortable, cool nights. The winter temperatures average around 41 degrees, with the coldest month being January. WATER SOURCES | WATER RIGHTS All water in Oregon is owned by the citizens of the state. However, the use of that water is controlled by the Oregon Water Resources Department (OWRD). Water is two types, groundwater (sub-surface) and surface water. Water that is approved for permanent use on a specific property is said to be “Adjudicated.” In some cases, new water use is allowed under a permit. Permit water rights are finalized by applying them for “beneficial use” in a specified location. Once adjudicated, or final, the rights run with the land unless formally moved off the land or by a change of use. It is the right of use, but not ownership. Also, Oregon is a “Priority” water right state-first in time, first in the right.

Foley Butte Ranch receives up to 8 Rocky Mountain bull elk and eight buck deer landowner preference tags annually.
