TimHaahs’ greatest asset is our people. Our clients and staff benefit from our Principals’ wide range of expertise in mixed-use design, master planning, structural engineering, architectural design, and parking planning and consulting.


TIMOTHY H. HAAHS, PE, AIA, F.ASCE President/CEO Timothy Haahs serves as President and CEO of TimHaahs, leading the firm’s national and international professional services in the planning and design of mixed-use and parking structures. Focusing on master planning and mixed-use, his approach integrates parking as a critical component for project success, as well as community development and revitalization. Our firm specializes in planning – masterplanning for campuses, urban and high density areas, and transit related projects. Our plans and designs integrate the parking solution with the pedestrian experience – creating active and vibrant “people places”. Tim has presented to the United Nations and other international organizations on the global challenge of parking, infrastructure, and sustainable development, applying the concept of “cellular development” to create self-sustaining communities. Tim holds a BS in Civil/Urban Engineering and an MS in Civil Engineering from the University of Pennsylvania. In 1994, he received ASCE’s Structural Engineer of the Year Award, and the U.S. Chamber of Commerce’s Blue Chip Enterprise Award in 1998. In 2006, Tim was recognized as Entrepreneur of Year by Ernst & Young in the Real Estate and Construction category, Philadelphia region. In 2010, Tim was honored with receiving ZweigWhite’s Jerry Allen Courage in Leadership award. Tim serves multiple professional associations in leadership positions, including the International Parking Institute as a Board Member, the National Parking Association on the Parking Consultants Council, and the ULI Philadelphia Executive Committee. He actively participates in the American Heart Association, the National Transplant Assistance Fund, Calvary Vision Church, and multiple charitable organizations.

OUR PEOPLE Noli C. Alarcon has over 25 years experience specializing in the design and project management of parking and mixed-use structures. Hais expertise includes project management, structural, and restoration engineering design for complex multi-level structures. He has expertise with all types of structural systems including precast, castin-place, post-tensioned, filigree, and structural steel. Mr. Alarcon utilizes his expertise in structural engineering, parking design, and analysis to develop efficient, functional parking and mixed-use structures that are responsive to each client’s specific needs. Todd Helmer serves as Vice President for TimHaahs’ Philadelphia office, leading project development, financial management, and business development. Todd manages and coordinates multiple stakeholders, team members, and design disciplines for complex mixeduse and parking projects. His recent management experience includes projects for corporate, developer, transit, healthcare, and municipal clients. Todd provides leadership for TimHaahs University, the firm’s in house professional development program.

Mike Martindill manages TimHaahs’ Atlanta operations, including business development. His experience helps clients take advantage of the latest trends in construction and finance, while keeping focused on designing the most economical, user-friendly solution possible. Mike focuses on innovative strategies in planning, financing, and operations to streamline the project cycle and generate successful, fast track projects. His experience includes multiple new structures and expansions for higher education in Georgia, as well as healthcare and municipal projects that include complex planning, studies, and financial feasibility.

Jim Zullo serves as Vice President and director of TimHaahs’ New Jersey office, including financial and project management and business development. Jim specializes in studies, planning, and management of parking resources and infrastructure. He currently serves on the Board of Advisors for the International Parking Institute, and presents regularly on transit- oriented development and parking management. Prior to joining TimHaahs, Jim served as Senior Director of Real Estate and Economic Development for New Jersey Transit, he was responsible for the management of the agency’s real estate assets, and managing the agency’s 25,000 space parking system.

Rachel Yoka manages corporate and regional marketing for the firm nationwide and internationally. She directs TimHaahs’ marketing, working closely with principals to develop thought leadership and company strategy. Rachel spearheads the TimHaahs Sustainability Committee – performing research on sustainable design, and developing training on sustainability and LEED. Rachel serves in leadership roles for the Urban Land Institute Philadelphia District Council, SMPS Philadelphia, the International Parking Institute, and the Green Parking Council.

Ashley McHugh serves TimHaahs as Business and Human Resources Manager, serving all offices, as well as corporate staff. Ashley leads the firm’s recruitment programs and administers the firm’s in-house professional development program, TimHaahs University, providing staff with extensive educational and growth opportunities.

Kevin Carrigan serves as Director of Engineering, leading TimHaahs’ nationwide program in structural engineering and asset management services. His expertise includes structural design and documentation for mixed-use and parking structures, corporate offices, research and development facilities, and housing. As senior project manager, he leads complex engineering, expansion, and restoration projects for a wide range of clients. Mr. Carrigan leads the firm’s Asset Management services, which offers asset protection through maintenance programs, condition appraisals, and restoration programs.

We have significant experience performing asset management services from condition appraisals and restoration to the development of comprehensive maintenance programs.

Focus on Sustainable Strategies TimHaahs integrates sustainable design practices in our projects. We focus on shared-use analysis to maximize utilization and decrease the number of spaces to be constructed. We investigate energy efficiency and the application of renewable energy and lighting retrofits to decrease energy use. We work with our clients to capitalize on the environmental benefits of these design choices, as well as the economic rewards. TimHaahs is an active USGBC member, and 25% of our staff earned their LEED AP status. TimHaahs considers the environmental, economic, and social responsibilities to guide our clients through the complex issues involved in developing a sustainable project.

What Cannot Be Measured Cannot Be Evaluated It is important to identify proactive parking solutions to serve the current and future parking needs of towns, cities, and communities. TimHaahs regularly performs supply and demand studies, feasibility studies, and operational studies for hospitals, higher education, municipalities, and private clients, to improve their campus or place of business.

INTERNATIONAL Parking as a Global Challenge Geography, culture, and transportation choice vary widely by country, and each county and city shapes its own parking and transportation policies and trends. Parking infrastructure needs to interact with these trends and regulations, and respond to cultural norms and demands. How can we revitalize our cities, create “people places”, and reduce our environmental impact? Parking plays a vital role in the success and development of all areas from downtown urban neighborhoods to the suburbs. Sustainability at the community level – cities, towns, and suburbs – requires a major paradigm shift, a great leap of faith, and extension of our commitment to sustainable design, far beyond the walls of “green” design. As countries, states, and cities seek to reduce carbon emissions, we will be compelled to take a hard look at how we plan, develop, and construct our cities, our institutions, and our homes. The effective integration of parking is, and will continue to be, an extremely important piece of this strategy. TimHaahs has developed a “cellular” development model that incorporates the principles of New Urbanism, parking and sustainable design to create self-sustaining communities. The model provides a replicable framework that can be proactively utilized to transform new development as well as retrofit existing urban and suburban nodes. The model reduces auto dependency and the resultant congestion, pollution, carbon emissions, and commuting time; reduces the infrastructure required for parking to serve the community; and ultimately, creates walkable streets and healthier, livable, self-sustaining communities.
