Strategic Framework The Rehabilitation and Recovery Plan of Western Visayas prescribes the necessary policies, support systems and other strategic interventions for government to better respond and be more resilient during times of health emergencies such as the COVID-19 pandemic, and for the people to be able to adjust to the New Normal situation. It includes programs and projects that will respond to issues and concerns and to operationalize the identified strategies. Figure 25.
