New Chair presides 159th RDC meeting N

ewly appointed Chairperson of Regional Development Council IX and Mayor of the Municipality of Ipil in Zamboanga Sibugay, Hon. Anamel Camacho Olegario, presided the Council’s 159th Regular Meeting on September 7, 2017. It was held at Jackie’s Cuisine in the said municipality. President Rodrigo R. Duterte signed Mayor Olegario’s appointment as the new RDC IX Chairperson on June 23, 2017 and she subsequently took her oath of office in Malacañan. In her message, Mayor Olegario warmly welcomed the Council members, guests and participants to her hometown. She was glad to note that her appointment was made more meaningful as it happened during the nationwide roll-out of the Philippine Development Plan (PDP). Mayor Olegario appreciated the PDP as a guiding tool in steering the RDC and in serving the region better with greater efficiency. She thanked NEDA IX Regional Director and RDC IX Vice Chairperson Teresita Socorro Ramos for ably and competently steering the Council as Acting Chairperson for several years. She encouraged the support of all RDC members as she expressed her desire to continue the job with equal fervor and ability, particularly in shepherding the Council’s task of coordinating and monitoring the implementation of Zamboanga Peninsula’s Regional Development Plan (RDP), 2017-2022.

epartment of Labor and Employment Regional Office IX Director Ofelia B. Domingo warned the public about bogus job opportunities spread through social networking sites such as Facebook by an alleged recruitment company. Dir. Domingo made the announcement after the Public Employment Service Office (PESO) represented by Zamboanga City LGU PESO Manager Ma. Socorro A. Rojas reported that there are some individuals conducting online recruitment for supposedly online jobs and determined that the main link is www.planpromatrix.com. This website guises itself as a recruitment company offering data entry jobs to its applicants.

Mayor Olegario also officiated the oath of office of RDC IX Private Sector Representative Miriam L. Suacito, representing Isabela City. During the meeting, the Council passed a substantial number of resolutions related to the following: (a) RDP Results Matrix, 2017-2022; (b) CY 2019 Annual Investment Program of Zamboanga Peninsula amounting to P260.5 billion; (c) RDP, 2017-2022 launching and caravan; (d) establishment and utilization of a Bahay Pag-asa in Local Government Units, (e) proposed allocation of funds for the sports activities of the Department of Education; (f) proposed establishment of Department of Energy office in Zamboanga Sibugay; (g) retention of commercial fishing ground of Zamboanga Peninsula; (h) proposed extension of Environmental Planners Licensure Examination to December 2023 for graduates of allied-related

courses; (i) support to the AFP Killed-in-Action/ PNP Killed in Police Operations; (j) fast tracking the completion of Philippine Coast Guard building in the Port of Zamboanga; (k) Zamboanga Peninsula Roads and Bridges Projects, 20192022; and (l) activation of local project monitoring committees. The Council also passed a resolution appreciating the efforts of Dir. Ramos for serving as the Council’s Acting Chairperson prior to the appointment of the new Chair. It also passed a resolution thanking Mayor Olegario and the Municipality of Ipil for hosting the 159th RDC Meeting. The Council has adopted this arrangement of rotating the hosting of RDC meetings to promote and widen awareness, and to generate support and commitment of the various stakeholders towards regional development. “The scheme is to recruit prospective applicants and demand payment of a registration fee of PHP 600.00. After which they will be accepted as employees. These employees, in turn, will be asked to recruit other participants and request that they pay the same amount thru a money remittance center. This scheme is reminiscent of a networking/pyramiding scam,” Dir. Domingo said. Dir. Domingo warned applicants against falling prey to unscrupulous individuals that post supposed job vacancies in fake websites and Facebook pages especially those that require immediate payment of fees. Dir. Domingo also advised applicants to validate the authenticity of job offers through the Philippine Overseas Employment Administration’s verification system at the website poea.gov.ph or by calling its telephone hotline at (062) 992-1773. The public is also encouraged to alert DOLE IX of any similar illegal recruitment activities by calling DOLE IX hotline at (062) 991-3376 and 0917-724-4334. The DOLE hotline service is open to attend not only to queries about labor and employment issues but also to other critical incidents affecting local and overseas-based workers. (Karen Claire Q. RDC IX-Sectoral Committee TWGs convene for RM, RDIP, and AIP workshop T

he Regional Development Council (RDC) IX- Sectoral Committee (SecCom) Technical Working Groups (TWGs) convened on August 1-2, 2017 at Mardale Hotel, Pagadian City for the workshop on the region’s Results Matrices (RM) and Regional Development Investment Program (RDIP), 2017-2022 and 2019 Annual Investment Program (AIP). The RM and RDIP are accompanying documents of the Zamboanga Peninsula Regional Development Plan (RDP), 2017-2022. Sixty offices were represented in the workshop, to wit: 42 regional line agencies; 5 state universities and colleges; 2 TESDA-accredited schools; 8 local government units; and, 3 from the office of Region IX congresspersons.

The ZamPen RDP serves as the blueprint for the overall development of the region which coincides with the term of the President. It identifies the development challenges and appropriate strategies and major programs, activities and projects to achieve the goals and objectives of the region. The RM provides the metrics and serves as guide in monitoring the attainment of the annual and end-ofplan targets, objectives, and outcomes, respectively. These targets are translated into programs, activities, and projects that are listed in the RDIP. The annual slice of the RDIP is the AIP. During the workshop proper, the participants were grouped by sector, namely: Development Administration Sector; Economic Development Sector; Social Development Sector; and the Infrastructure Development Sector. The first workshop was on the RM. It was

followed by the RDIP workshop where representatives from LGUs and office of the congresspersons were given time to submit/present proposals for inclusion in the investment priorities of the concerned agencies and SUCs. The workshop on 2019 AIP then followed. The RM, 2017-2022 and 2019 AIP were presented by the agencies/SUCs during the SecCom meetings in August 2017 for review and endorsement to RDC IX. The Council further reviewed these documents and endorsed the same to the respective agency central offices, during its 159th Regular Meeting on 7 September 2017 in Ipil, Zamboanga Sibugay. DA-PRDP commences P197M FMR concreting in ZDS T

he concreting of 18.22 kilometer road in Zamboanga del Sur (ZdS) started in July 2017, linking farm-to-market road (FMR) from the municipalities of Josefina, Mahayag and Molave (JMM). It is an Intensified Building Up of Infrastructure and Logistics for Development (I-BUILD) subproject in the province through the Department of Agriculture’s Philippine Rural Development Project (DA-PRDP). Ground works began in July 2017. A series of ground breaking ceremonies were held last July 19 to 21 in nine barangays traversed by the road concreting. Provincial Governor Antonio H. Cerilles and Deputy Project Director Araceli Morano of PRDP’s Project Support Office led the ground breaking ceremonies. DA IX Regional Director Constancio G. Alama disclosed that this infrastructure development is worth P197 million jointly funded by DA-PRDP, Provincial Local Government (PLG) of ZdS and the Municipalities of JMM. It is titled, “Concreting of (Provincial Road Junction) Gumahan-Diwan-Parasan-MabuhaySudlon (National Highway Junction) Farm-to-Market Road.” Station “00” is at Barangay Gumahan of Josefina and it will end at the National Highway Junction in Sudlon, Molave.

Dir. Alama said that the JMM FMR covers three barangays in Josefina, namely: Gumahan, Leonardo and Bag-ong Tudela. While only Barangay Diwan in Mahayag is covered by the project, it serves as access to several neighboring barangays. In Molave, five barangays are covered by the project, namely, Gonosan, Parasan, Mabuhay, Culo and Sudlon. A total of 7,559 households are directly benefiting from this road. To date, the JMM is the second I-BUILD subproject funded by DAPRDP in ZdS. The first is the Ramon Magsaysay-Tukuran FMR with 11.78 kilometers amounting to P102.5 million. Implementation started last February 17 with latest accomplishment of 13.98 percent. The contractor of these two subprojects is Mamsar Construction and Industrial Corporation with a joint venture of Fiat Construction Services. PLGU ZdS has two other FMR concreting proposals now under procurement process. One is the Biswangan-Gasa in Lakewood covering 7.94 kilometers costing P84.5 million and another P171 million for the 12.18 kilometer road in Tigbao Municipality connecting Barangays Libayoy-Lacarayan to Poblacion National Highway Junction.

Completion of these four I-BUILD subprojects would result to 50.21 kilometers of concrete FMR in ZdS at a total cost of P555 million. DA-PRDP is a World Bank assisted rural development project of the national government with DA as the lead implementing agency. For I-BUILD subprojects, the counter-parting scheme is 80-10-10 where 80 percent comes from World Bank as loan proceeds, 10 percent from DA and the other 10 percent would be funded by the PLG Unit availing the project. In the case of ZdS, the Municipal Mayors of Josefina and Molave claimed that MLGUs having barangays directly covered by the concreting gave their cash counterparts to form part of the 10 percent PLGU counterpart. I-BUILD is a component of PRDP that partners with LGUs in providing key infrastructure such as roads to improve road network from production area to the market to enhance efficiency of transporting agri-fishery products and reduce post-harvest losses. The launching was also graced by the newly appointed Regional Development Council (RDC) IX Chairperson Mayor Anamel C. Olegario of Ipil, Zamboanga Sibugay. She expressed her gladness over the PDP regional launching. She said that the task of RDC is heavy as the highest policy making body in the region but for as long as the region would remain faithful to the PDP, and more particularly to the Regional Development Plan, it would be able to reach its destination that it rightfully deserves.

Zamboanga farmers to boost rice, rubber production with DAR, IFAD projects Department of Agrarian Reform (DAR) Region IX, with support from the International Fund for Agricultural Development (IFAD), launched two provincial projects under the Convergence on Value Chain Enhancement for Rural Growth and Empowerment (ConVERGE) in Zamboanga del Norte and Zamboanga del Sur last August 2017. The enterprise programs target to benefit agrarian reform beneficiaries (ARBs) and non-ARBs in the region through the provision of farm inputs and equipment, such as high grade seedlings and new processing facilities, and infrastructure projects, like roads, bridges, and irrigation systems. DAR IX Regional Director Julita Ragandang said that the idea is to turn some 10,000 farmer beneficiaries to businessmen. “This project aids not only the big and established coops but also smallholder farmers. Our goal is to consolidate the primary crops of these coops in their clusters, provide them with complete intervention so that they can benefit from their business enterprise through increase in volume of production and marketing and improvement in

product quality,” Dir. Ragandang said. Farmers will also be trained on new technologies to be used in their crop production. They will also be provided with links to possible market as the project advances. “With these, our farmers can gain a bigger percentage of their income and be empowered to be their own businessmen,” Dir. Ragandang said. Erlie Handomon, Chairman of Cabong Tampilisan Multipurpose Cooperative in Zamboanga del Norte, said that the increase in rubber production and improvement of quality have been a lifelong dream. “Dugay na ni namong gihandom. Apan dili gyud sya makaya ug 100 percent sa mga mag-uuma lang (We’ve been dreaming of this for so long but we knew this can’t be done 100 percent by the farmers alone),” Handomon said. Through the IFADfunded and DAR-implemented project, they hope to be able to do so and finally have a place in the rubber market. Zamboanga del Sur’s Salug Valley Cluster Rice Project is not to be left behind. With the current plan of providing an all-encompassing project, Provincial Agrarian Reform Program Officer II Arturo Soria is confident that the project interventions will address the key areas for an increased production of 25% in the next three years. “We are positive that with everyone’s cooperation, this is achievable,” he said.

Meanwhile, the Zamboanga Sibugay Rubber Agribusiness Project, which targets around 3,000 beneficiaries, will be launched late this year as well. The Rubber Agribusiness Project of the Salipyasin Agrarian Reform Cluster for Zamboanga Sibugay eyes to improve the rubber production in the area, as well as to increase the per capita income of the ARBs and rubber farmers by at least 25%. Intervention will come in the form of provision of quality planting materials, farm inputs and equipment assistance (fertilizers, pesticides) and labor to support first year requirement. The total budget for Zamboanga Peninsula in 2017 amounts to around P40 million, with P11.5 million for Zamboanga del Norte, P14.5 million for Zamboanga del Sur, and P5.5 million for Zamboanga Sibugay.

Also comprising the annual target is the commencement of construction of more than 8 km farm-to-market roads and a 95-has communal irrigation system. Prioritized sub-projects will be located at the Municipality of Godod in Zamboanga del Norte and the towns of Mahayag, Tambulig and Aurora in Zamboanga del Sur. Mindanao’s first water district septage treatment facility fully operational A

septage treatment plant owned and operated by the Isabela City Water District (ISAWAD) has been serving the sanitation needs of the people of Isabela City in Basilan since March 2017. Inaugurated on December 6, 2016, the ISAWAD Wastewater Enhancement for Environmental Care (W.E.E. Care) Treatment Plant is the first of its kind in Zamboanga Peninsula and the entire Mindanao. The project amounting to P27 million includes a fully-mechanized septage treatment equipment contained in the 96 sq.m. treatment structure, the 6.0 cu.m. septage vacuum truck, the 60 sq.m. operations building with the wastewater analysis laboratory, and other support facilities within a 2-hectare plant area in Tabiawan Barangay, Isabela City. Notwithstanding the significance of the project in ensuring better access to clean water and sanitation for Isabeleùos, the construction of the said wastewater treatment facility is the water district’s compliance to its second mandate under P.D. 198 which requires water districts to construct and operate wastewater treatment facilities as well as the provisions of the R.A. 9275 or known as Clean Water Act of 2004 which mandated local governments and water utilities to implement sanitation projects.

The operation of the facility is further supported by City Ordinance No. 15-436 which directed the adoption of the septage management system in the city. In essence, the system is designed to ensure the construction of septic tanks and the regular collection of wastes from the household septic tanks throughout the city once every three to five years. Consequently, the wastes collected through a vacuum truck shall be transported to a septage treatment facility and the treated wastewater effluent and bio-solids discharged in accordance with health standards and environmental regulations. At present, the ISAWAD W.E.E. Care Treatment Plant is designed to initially serve the concessionaires of the water district which have been grouped into five collection zones with one zone scheduled for collection every year within the fiveyear period and every five years thereafter. The charge for the sanitation service shall be collected in the form of environmental fee incorporated in the monthly water bill of the concessionaires. The LWUA-approved environmental fee for ISAWAD is at P1.16 per cubic meter of monthly water consumption, hence, a household consuming a minimum of 10 cu.m. meter per month would only pay an

additional of P11.60 or a total of P696.00 within the five-year period as payment for the sanitation service. Such cost is very low compared to having septic tanks desludged by private service providers without the appropriate collection and treatment capabilities especially in Isabela City or the costs of having to construct a new septic tank. Meanwhile, nonconcessionaires of the water district shall be charged a one-time service fee of PhP2,000.00 per cu.m. of desludged wastes. In the succeeding phases of the program, the treatment facility could be upgraded to a capacity of 30 cubic meters per day to cater to more concessionaires in the future. The septage treatment services may also cater to interested customers from the neighboring city and municipalities. With the operation of the facility, the water district aims to encourage bigger water districts and local governments to also take a bolder stand for cleaner environment and healthier communities through the implementation of sanitation projects within their jurisdictions now than later. RPMC inspects Zamboanga West Coast Road Project in Triple SB areas R

egional Project Monitoring Committee (RPMC) IX, the monitoring arm of Regional Development Council (RDC) IX, conducted a field inspection of the Zamboanga West Coast Road (ZWCR) project along the municipalities of Sibuco, Sirawai, Siocon and Baliguian (Triple SB) in Zamboanga del Norte on July 18-20, 2017. The said project was last visited by the RPMC in 2015. Significant changes were observed in the project. Some sections that were not passable then were already concreted and used by the general public. Of the entire stretch of 175 kilometers from Liloy to Siocon to Limpapa in Zamboanga City, only about 19.5 kilometers are still for road upgrading and concreting, particularly from barangays Nasal to Panganuran in Sibuco, Zamboanga del Norte. Declared as a SONA priority project of government, the ZWCR receives multi-year DPWH funding. Congressman Isagani S. Amatong of the 3rd District of Zamboanga del Norte, joined the monitoring team. He was escorted by Lt. Col. Danilo Ambe of the 42nd Infantry Batallion based in Labason. Representatives of DBM, DOLE, Mindanao Development Authority, and DPWH also participated in the activity. The completion of ZWCR is one of the top priorities of Zamboanga Peninsula as it is seen to spur the economic and social activities, as well as, address

peace and order related concerns within the Triple SB. The monitoring team is optimistic that the road project would be completed within President Duterte’s administration. “We anticipate the completion of this road hopefully at the immediate term. This is my dream, there is no harm in dreaming,” Cong. Amatong stressed. The municipal mayors of the Triple SB extended full support to the monitoring team during their visit to projects within their areas of jurisdiction. “Declaring the R.T. Lim-Siocon road as a secondary national highway by DPWH will eventually fast track the completion of its concreting works and for the Department to maintain the highway,” Siocon Mayor Julius Lobrigas appealed. Some of the significant projects monitored were: (1) opening/concreting of about 3.8 kilometers road section from Baliguian poblacion to barangay Mamad; (2) various road sections along Sirawai-Sibuco-Limpapa Road; and (3) construction of bridges namely: Anongan, Mantivoh 1, Mantivoh 2,

Panganuran 1, Sibuco, Puliran, and Nasal. Completion of these projects are at various stages, with negative slippages ranging from 5 percent to 20 percent. Among the perennial problems that caused delays in project implementation were breakdown of equipment, scarcity of workers, inaccessibility of project sites for the transport of construction materials, inclement weather, unstable peace and security, and road right of way acquisition. RPMC IX TWG monitors SUCs programs and projects egional Project Monitoring Committee (RPMC) IX included the ongoing projects of the region’s State Universities and Colleges (SUCs) in its 3rd Quarter Field Monitoring Visit to get a holistic view of the implementation of development projects in the region. The monitoring activity was conducted on August 18, 22-25, 2017.

The monitoring team participated in a tree planting activity initiated by the JH Cerilles State College (JHCSC) afterinspecting their ongoing projects. The JHCSC conducted the same to comply with the existing environmental laws relative to the cutting of trees consequential to the clearing of a project site.

The RPMC IX composite monitoring team, composed of technical representatives of NEDA, Office of the President – Presidential Management Staff, and Department of Labor and Employment IX inspected various ongoing projects of the following SUCs: (1) Josefina H. Cerilles State College – Dumingag Campus; (2) Western Mindanao State University – Main Campus (including ESUs San Ramon, Tungawan, Siay, Naga and Ipil; (3) Zamboanga City State Polytechnic College; (4) Zamboanga State College of Marine Sciences and Technology; and (5) Jose Rizal Memorial State University – Dapitan and Dipolog Campuses.

One of the thrusts of RPMC is to monitor and evaluate programs and projects that are worth emulating. The well-implemented projects of WMSU are a manifestation of its commitment to strongly link planning, budgeting, project implementation and monitoring. Conservative estimates, eschewal of any form of corruption, and proper monitoring were identified as the underlying factors why the said university was able to do a lot with such a minimal budget. NEDA IX Regional Director Teresita Socorro C. Ramos expressed that the “implementation of WMSU’s projects is a model for the efficient use of government funds, hence, worth replicating.”

Meanwhile, the Construction of Wharf for Rail Mounted Gantry Crane in the Port of Zamboanga is ongoing. The project costs around P480 million with February 10, 2018 as its target date of completion. The Port of Zamboanga will be the third to have this kind of facility in the whole of Mindanao, next to the Ports of Davao and Cagayan de Oro. Its completion will be vital in the steady rise of the region’s economy as it would lessen the service time of cargo vessels which would translate to faster movement of goods. The ongoing projects of Philippine Ports Authority – Port Management Office Zamboanga del Norte in the Port of Dapitan were also inspected by the monitoring team, as well as that of Dipolog City Airport.
