Dipolog City hosts

158th RDC IX Meeting T

he local government of Dipolog City hosted the 158th Regular Meeting of Regional Development Council IX on 9 June 2017 at Top Plaza Hotel, Dipolog City. In his opening remarks, Dipolog City Mayor Darel Dexter T. Uy warmly welcomed the members of the Council to the city. He cited the recent challenge of restoring peace and order in Mindanao given the implementation of Martial Law and encouraged the RDC members to continue working for the betterment of the people and the communities. Mayor Uy officiated the oath of office of Dir. Paisal O. Abutazil of Department of the Interior and Local Government IX as the new Co-Chairperson of the Development Administration Committee, replacing Mr. Vicente Q. Celestial who retired from the service as Branch Head of the Bangko Sentral ng Pilipinas (BSP)Zamboanga Branch on 5 April 2017. Hon. Brenda L. Nazareth Manzano was also awarded with a Plaque of Commendation for having been appointed as Undersecretary for Regional Operations of the Department of Science and Technology (DOST) in the course of bringing honor and inspiration to the Council and the Zamboanga Peninsula Region. Before her appointment to the DOST-Central Office, Dir. Manzano was an active member of the RDC and Co-Chairperson of the Economic Development Committee during her stint as the Regional Director of DOST IX. RDC IX Supports Martial Law Declaration D

riven by the desire to secure peace and order in Mindanao, Regional Development Council (RDC) IX passed Resolution No. 32, series of 2017, “Supporting the Implementation of Martial Law in Mindanao” during its 158th Regular Meeting on 9 June 2017 in Dipolog City. The resolution was passed after Captain Arnel Tormis and Col. Jacinto Bareng of the 1st Infantry (Tabak) Division of the Philippine Army – Armed Forces of the Philippines (AFP) updated the RDC IX members on the implementation of Martial Law in Mindanao. The presentation included a background on the events that led to the declaration of Martial Law on 23 May 2017 by President Rodrigo Duterte and the suspension of the privilege of the Writ of Habeas

Corpus in Mindanao. The AFP has since then endeavoured to restore law and order in the whole of Mindanao particularly in Marawi City where the Daesh-inspired rebellion erupted. Daesh is an acronym for the Arabic phrase al-Dawla al-Islamiya al-Iraq al-Sham (Islamic State of Iraq and the Levant [ISIL]) and the group’s attack of Marawi City demonstrates the terror group’s persistence to seek full recognition from Daesh. As the highest planning and policymaking body of the region, RDC IX condemns all forms of terrorism and rebellion. DOLE-ZDSFO hosts Kalayaan Job and Business Fair in Pagadian City

D

epartment of Labor and Employment (DOLE) IX thru its Zamboanga del Sur Field Office (ZDSFO), in partnership with the Public Employment Service Office (PESO) of Pagadian City’s local government unit hosted a Job and Business Festival on June 2, 2017 at the Covered Court Plaza Luz, Pagadian City. This event highlighted the Independence Day Celebration and the 48th “Araw ng Pagadian.”

To mark the opening of the activity, partners, employers and jobseekers participated in a motorcade around city proper followed by a short program. The program was graced by City Mayor Romeo P. Pulmones and PESO Manager Virginia B. Almirol. Camilo A. Encila, Jr, DOLE Field Officer-inCharge emphasized in his message the Department’s role to promote, facilitate and enhance the employment situation in the region.

DOLE IX Director Ofelia B. Domingo said that the activity adopted the “Trabaho, Negosyo, Kabuhayan” (TNK) Concept forged by the DOLE and Department of Trade and Industry (DTI). She added that the concept aims to achieve full employment and creation of jobs in Key Employment Generators (KEGs) specifically in major industries.

Aside from the job and livelihood fair, skilled beneficiaries from LGUVincenzo Sagun, Zamboanga del Sur also took center-stage during DOLE’s turnover of livelihood starter kits amounting to P287,000. Meanwhile, 30 Tulong Panghanapbuhay sa Ating Disadvantaged /Displaced Workers

(TUPAD) beneficiaries from Tukuran, Zamboanga del Sur received P191,100 representing their wages for the period of 20 days under the Clean and Green Project. Other activities were also held in connection with the celebration of the “48th Araw ng Pagadian” on June 21, 2017 such as DTI’s business fair, TESDA’s free massage, haircut and nail care services, and a one-stop-shop participated by OWWA, PRC, SSS, PhilHealth, Pag-Ibig and PIA to cater to clients with inquiries on their programs and services. Nineteen (19) local companies and eight (8) overseas employment agencies participated in this year’s daylong activity. Out of the 855 total registered jobseekers, 16% or 136 were hired-on-the-spot (HOTS). Mr. Amancio A. DTI launches Negosyo Center in Dumingag T Dumingag Mayor Mark Pacalioga vowing full support to the Negosyo Center

he Department of Trade and Industry and the local government of Dumingag, Zamboanga del Sur launched the Negosyo Center on April 20, 2017. The center shall cater to the needs of the micro and small enterprises (MSEs) in the province. Dumingag Mayor Mark Pacalioga, expressed elation saying that the negosyo center would be of great help to the micro and small entrepreneurs in the area with government services now made more accessible.

“We are very happy now that we have the negosyo center here. We have been waiting for this kind of facility here that will cater to our businessmen and make engaging into business a breeze with us partnering with DTI and other concerned government agencies,” the Chief Executive said. DTI-Zamboanga del Sur Provincial Director Maria Socorro Malate-Atay assured that “Doing business will now be easier with the operation of the Negosyo Center in your area. You need not go to as far as Pagadian City just to have your business registered. It will now be processed in the negosyo center. And it’s only around 10-15 minutes of processing.” Dir. Atay also emphasized that various trainings needed by the MSEs will also be conducted inside the negosyo center.

“The Center serves as a one-stop-shop for services that cater to our entrepreneurs’ needs like processing requirements needed to establish your business; and accessing information and services essential to your growth,” she said. The Negosyo Center in Dumingag, the 7th in Zamboanga del Sur, has also a unique feature to bolster the LGU’s advocacy on organic products. It has a coffee shop as part of the center for visitors and buyers to taste the various organic foods and drinks being championed by the local government.

“We pride ourselves of going organic here in our municipality. We promote organic products made by our local entrepreneurs. We are living the way our ancestors lived before us. So we decided, of course with the approval of DTI, to include coffee shop where our visitors can enjoy a taste of our organic products. It’s really a blessing because the negosyo center is a huge lift for us to promote and market our products. With a little improvement through the help of DTI, we are very optimistic that we will succeed in our advocacy,” Mayor Pacalioga pointed out. “The inclusion of the coffee shop in the negosyo center is a very good initiative since our visitors or buyers will be treated to a variety of organic products from Dumingag. Promotion of products has never been this good and easy as they can instantly taste our local organic products,” Dir. Atay added. To further help local businessmen in Dumingag, the Philippine Chamber of Commerce and Industry (PCCI) Regional Governor for Western Mindanao Ms. Mercedes Lourdes Quisumbing urged them to have their own local chamber affiliated with PCCI. “The government has been exhausting all efforts to help us in the business sector. We at the PCCI, as partner of the government, would like to extend all necessary help to our micro and small entrepreneurs. We encourage you then to have your local chamber become member of the Pagadian City-Zamboanga del Sur Chamber of Commerce and Industry as our Provincial Chamber, duly recognized and a member of the PCCI. By doing so, we can assist you in making sure that you grow your business,” Ms. Quisumbing said. Quisumbing also represents the Private Sector in Regional Development Council IX. The Negosyo Center in Dumingag is the 23rd established in the region. DTI eyes the establishment of Negosyo Centers in all cities and municipalities in the country by 2019. As of April 18, 2017, 478 negosyo centers are already operating all over the country. (Michael

DA-PRDP turns over P38M concreted road in R.T. Lim, ZSibugay D

epartment of Agriculture IX Assistant Regional Director Maria Melba B. Wee congratulated the leadership of R.T. Lim municipality during the turnover and acceptance ceremonies of the fully concreted 3.64 kilometer farm-tomarket road serving 352 households in barangays Casacon and Tilasan. The P38 million FMR was officially turned over recently by DA IX to the Municipality of R.T. Lim, Zamboanga Sibugay. ARD Wee, in behalf of Regional Director Constancio G. Alama lauded Mayor Michael Piodena’s unrelenting support and partnership with the DA in providing numerous programs and projects for his constituents. Citing the rigors of the project preparation processes and stringent requirements in availing the World Bank funded Philippine Rural Development Project, ARD Wee said “It is worth the pain. We are able to serve the people in this part of the country.” Ms. Wee, the newly designated ARD has been DA IX’s Regional Information Officer and has witnessed all the efforts the municipal local government unit of R.T. Lim was doing to avail of government programs and projects like PRDP. “Projects like roads, open so much opportunities not only to targeted areas but to the whole municipality as well. Very soon, businesses will mushroom here,” she said.

Mayor Piodena, for his part said, “with the good road, rubber traders have no more reason to buy rubber (cup lumps) at very low price. Therefore farmers’ income will eventually increase.” Mayor Piodena encouraged Barangay Chairmen Ernesto Geriane, Jr. (Casacon) and Adela Hersamio (Tilasan) to take the lead in maintaining the road in good condition. He reminded them to regularly clean the road stretch, keep the culverts free from clogs to prevent overflow of flood waters that could cause erosion and cracks on the pavement. The Casacon-Tilasan FMR was eyed to improve transport access of farm inputs and farm produce. It will reduce transport cost by 50 percent from P60.00 to P30.00 likewise cut half the hauling cost from P60.00 to P30.00. Even before its completion, rubber farmers like Darcon Ricopuerto of Tilasan and Casacon Barangay Kagawad Jimmy Virtudazo were grateful of the DA’s rural development project because they no longer spend so much on hauling and transporting their products because rubber traders would come to their barangays every 5th and 21st of the month.

Mr. Ricopuerto attested that before, they had to spend a day rafting their produce passing Tupilak river to reach the market in Surabay, the trade center of R. T. Lim. Now, they can reach town in less than an hour. Mr. Virtudazo dreaded those days of walking through knee-high muddy trail before reaching the town proper. He said that with cemented road, motorcycles have easier access to their destination. Seventy two-year old Erlinda Banogbanog, president of Senior Citizens Association in Tilasan said that before, their feet get swollen hiking to and from the town proper but today they can swiftly do it. “For our produce, now we have lesser expense because there are motor vehicles available.” The Casacon-Tilasan FMR is one of the three FMR concreting subprojects availed by R.T. Lim under PRDP. The other two are in Barangay San Antonio to Sitio Lugami at 3.14 kilometers and in Barangay Santo Rosario to Sitio Pinili at 3.5 kilometers. Overall, R.T. Lim municipality got over P109 million worth of PRDP subprojects. PRDP is a six-year program (Dec. 2014-Dec. 2021) designed to establish the government platform for a modern, climate-smart and marketoriented agri-fishery sector. (Remai Alejado, DA IX)

RPMC IX TWG inspects senior high school buildings and FMRs

The Regional Project Monitoring Committee IX Technical Working Group (RPMC IX-TWG) visited selected senior high school building and farm to market road projects in the region from May 28 to June 1, 2017. The school building projects funded under Basic Education Facilities Fund (BEFF) of the Department of Education and Culture (DepEd) are being implemented by the Department of Public Works and Highways (DPWH) through a joint memorandum circular and designed to be disaster resilient. The objective of the BEFF is to address the classroom, water and sanitation facilities, and furniture shortages in public schools.

A total of 18 school buildings were inspected by the RPMC IX-TWG, six of which were located in various national high schools (NHS) in Zamboanga City, one at Ipil NHS, three at Titay NHS, six in Dipolog City, one at Molave Technical School, and one at Pagadian City Science High School. Of these projects, two (2) were already completed while the rest are still on-going with majority having negative slippages. The delay in project implementation is primarily attributed to the non-inclusion in the program of work (POW) of the cost for project site preparation such as excavation and/ or demolition of old school buildings. For CY 2017 however, such problems will no longer be experienced since the cost for project site preparation has already been considered in the POW. Aside from the BEFF projects, two farmto-market road (FMR) projects of the Department of Agrarian Reform funded under Agrarian Reform Communities Project ARCP) II were likewise monitored by the Team. These are both located in the province of Zamboanga del Norte, to wit: Upgrading/ Rehabilitation of Poblacion-New Dapitan FMR in Tampilisan and Concreting of Gupot FMR in Manukan. The FMR project in Manukan is already 90% physically accomplished and is targeted to be completed by the end of June 2017. On the other hand, the FMR in Tampilisan with an accomplishment of 65% is currently suspended due to non-liquidation of the LGU of the first tranche release. During the RPMC IX-TWG visit, the LGU declared that the liquidation papers were already ready for submission to the Municipal Development and Fund Office which downloaded the funds. The ARCP II funded by the Asian Development Bank is aimed at reducing poverty and improving the socio-economic status of the identified 152 ARCs and ARC Clusters in 19 provinces in southern Philippines. ZABIDA strengthens its gender initiatives, undergoes human rights orientation P

eace Advocates Zamboanga under the Zamboanga-Basilan Integrated Development Alliance (ZABIDA), organized a Gender and Peace-Building Activity on April 17-18, 2017. Twenty-five women of different religions, backgrounds and barangays were gathered during the two-day consultation activity. The activity introduced key concepts on gender and gender-based violence, peace-building and conflict transformation to the selected women leaders. Special focus was given to women as connectors and healers of broken relationships, and their roles as initiators of dialogue, builders of peace and conflict transformers. The recognition of their roles will enhance their commitment as leaders who will initiate peace-building activities in their respective communities. The women sector is one of the significant sectors in community. Women empowerment and involvement in activities such as this give value to the thoughts and voices of every mother

and daughter in each home. One activity was devoted to scrutinizing the conflict issues faced by women in their respective communities. The result of this activity would be useful especially for partner barangay local government units in their community-based planning involving public safety. As part of their peacebuilding initiative/roles, the women were consulted on how they can be of help in addressing the identified conflict issue. Meanwhile, ZABIDA conducted a whole day staff orientation on Barangay Human Rights Action Center (BHRAC) as it continues the implementation of ZABIDA Human Rights Advocacy Campaign. The activity was conducted to re-orient the staff of ZABIDA on BHRAC and on how to institutionalize it in the 34 partner-barangays of the organization.

She lectured on Human Rights Advocacy and BHRAC and the legalities and concept in creating the action center. egional Peace and Order Council (RPOC) IX headed by Zamboanga City Mayor Maria Isabelle G. Climaco during its second quarter meeting held on June 7, 2017, approved a resolution strongly supporting the declaration of Martial Law in Mindanao citing its effects in the fight against terrorism and other forms of lawlessness.

RPOC IX also unanimously approved a resolution expressing support to the proposed national identification system and nationwide mandatory registration of prepaid subscriber identification module (SIM) cards. The RPOC members believe that the Mindanao-wide declaration of martial law last May 23, 2017 following the outbreak of the Marawi City conflict will help address security concerns in this part of the country. As a result of the continuing Marawi conflict and the subsequent martial law declaration, alert level has been raised in all parts of the country particularly Mindanao through stepped-up security measures. The resolution supporting the martial law declaration was proposed by Zamboanga del Norte Gov. Roberto Uy’s representative Engr. Andrew Noralle.

Meanwhile, the Council also believes that the national ID system as well as the SIM card registration being pushed by lawmakers would also be a deterrent to all forms of lawlessness specifically terrorism. The proposed ID system will consolidate all government-issued ID systems into one to improve government services and limit red

tape in government transactions while the proposed mandatory registration of SIM cards is intended to address mobile phone-aided terrorism and criminal activities. The resolution of support to the national ID system and SIM card registration was proposed by National Intelligence Coordinating Agency IX Assistant Regional Director Hernie Mabalo. The second quarter meeting of the RPOC also discussed updates on the ant-insurgency campaign, the peace and order situation and the antiillegal drugs situation in Zamboanga Peninsula.
