RDC IX caps 2017 with its 160th regular meeting R
egional Development Council (RDC) IX capped the year 2017 with its 160th Regular Meeting on December 7, 2017 at Garden Orchid Hotel, Zamboanga City. In her opening message, Hon. Anamel C. Olegario, Chairperson of RDC IX and Mayor, Ipil, Zamboanga Sibugay, thanked the members for their support and active participation to the activities and undertakings of the Council. Mayor Olegario emphasized, “with our acts put together, we will continue to reap positive outputs from all our endeavors.� DTI IX, with the able leadership of Regional Director Sitti Amina M. Jain, has graciously hosted the meeting. It has been hosting the last quarter regular meetings of RDC IX for three years in a row Dir. Jain said that DTI IX purposely requested to host the meeting to solicit feedback from partner agencies, private sector representatives, and local government units on whether the programs and activities of DTI are responsive to the needs of its clientele and the industries. She acknowledged the need for complementation between DTI IX, its partner agencies and other stakeholders to better address the concerns of the entire value chain of the industries in the region. Dir. Jain raised the need to strengthen and improve the Information and Communications Technology capability of the

he National Reintegration Center for OFWs (NRCO) IX hosted the Meeting of Regional Reintegration Network (RRN) of Partners for OFWs in Region IX on December 21, 2017 at Grand Astoria Hotel, Zamboanga City.

region to be able to tap the opportunities brought by the age of digitalization. During the meeting, the application of the National Irrigation Administration IX as a Special Non-Voting Member was confirmed by the Council. The former’s mandate of developing and managing irrigation in the region is deemed to be integral towards the realization of the region’s vision of becoming the “Center of Sustainable Agri-Fishery Industries of the Philippines.” RDC IX approved, among others, the following regional development concerns: (1) CY 2016 Regional Development Report; (2) Zamboanga Peninsula Results Matrix, 2017-2022 Sectoral Core Indicators; and (3) ZamPen Regional Development Investment Program, 2017-2022.
The Council likewise supported and approved, among others, the following: (1) Strategic Framework Plan of the
BAKAS Alliance of Municipalities; (2) Establishment of DOE’s Field Office in Zamboanga Peninsula; (3) CY 2018 RPMC IX Monitoring Plan and Agenda Forecast; and (4) Conduct of the Zamboanga Peninsula Gender Summit. Meanwhile, the launching of the Regional Development Plan, 20172022 and the Public-Private Partnership Knowledge Center is slated in the CY 2018 1st Quarter Regular Meeting of RDC IX. The Zamboanga Economic Zone and Freeport Authority, through the representation of Mr. Jose J. Suan, Private Sector Representative for Labor, lent their state of the art Light-Emitting Diode Panel, free of charge. The energy efficient-LED panel, which was used as the main display, provided quality and color-enriched presentations. (Graebert Echin, NEDA IX)
DOLE IX Regional Director Ofelia B. Domingo spearheaded the meeting attended by 25 participants. The participants were from the public and private partners namely Overseas Workers Welfare Administration (OWWA), Philippine Overseas Employment Administration, National Conciliation and Mediation Board, National Labor Relations Commission, Department of Trade and Industry, Department of Social Welfare and Development, Social Security System, PhilHealth, Zamboanga City Social Welfare and Development Office, Office of the City Agriculture and Overseas Filipino Workers returnees representing Bantay at Kasangga ng OFW Zamboanga City Chapter. Dir. Domingo shared that the NRCO will be transferred under OWWA next year thus OWWA will then be the lead agency for the RRN. She also introduced the Dubai EntrePinoy Reintegration Program, a project which she developed when she was the Labor Attaché in Dubai. She hoped to duplicate the project in Region IX and challenged the RRN to come up with its own reintegration program for OFWs and at the same time help the marginalized sector. The meeting served as a venue for the reintegration partners to discuss issues and concerns regarding the plight of OFWs as well as update the body on new issuances and advisories. ome 115 farmers positively responded to the information caravan conducted by the Department of Agriculture (DA) IX through its Organic Agriculture Program (OAP) in the municipality of Margosatubig, Zamboanga del Sur. The activity was in support of Presidential Proclamation No. 1030 (since May 2015) declaring the month of November as Organic Agriculture Month. It was aimed at encouraging farmers to go organic and participate in vermi-compost production as stepping stone. Among the topics discussed were the Importance of Soil Sampling and the various Biological Control Agents formulated in the Regional Crop Protection Center (RCPC), which were explained by the Soils Laboratory Staff Ms. Anabel Sindayen and RCPC Staff Mr. Anacleto Quilantang, respectively. OAP Report Officer, Janice Legaspi informed the participants on the different services and assistance they could possibly get from DAOAP if they would choose to go into organic farming. She said that aside from technical assistance, the DA has machineries intended for organic farmers through registered associations.

The Bureau of Soils and Water Management represented by Engr. Teddy Zarris and Engr. Wilfredo Gultiano also joined in the caravan. They presented the programs they offer in line with organic agriculture. Ms. Ana Maria Lao, a successful organic practitioner from Titay, Zamboanga Sibugay was invited to share her success. “The worm named African Night Crawler is small but this will make us bigtime. Hard-work and perseverance is the key to success. There was a time, I never had sales for 18 months but I never surrendered. Look where I am today, because of vermi casts, I was able to buy a 6-wheeler truck which I now use for deliveries. I am in an association and in a month our group will earn income as much as 500 thousand to 1.2 million,” Ms. Lao said.
Ms. Lao is the president of the Sibugay Vermi-Growers Association. All off its members are producing vermi casts and whenever there are orders, their products are consolidated to meet the demand. Ms. Lao said, “In this business, I am not the only one benefiting. Aside from our personal incomes, our association also earns income. More so, we are helping save our environment, the health of our famers and consumers.” During the open forum, participants raised questions on the procedure of vermi cast production, its management and the market. DOLE brings assistance to island municipalities
Beneficiaries receiving starter kits worth more than P1 million
N
o rough terrain can stop the Department of Labor and Employment (DOLE) from reaching out to the island municipalities of Talusan, Olutanga and Mabuhay in Zamboanga Sibugay, despite several cancellations due to inaccessibility of roads brought about by days of torrential rains. Finally on November 7, 2017, with the help of the 44th Infantry Battalion of the Philippine Army, the undertaking was realized. One hundred twenty-five beneficiaries from the three municipalities benefitted from the assistance amounting to P1,217,892.12 from the DOLE, facilitated by its Zamboanga Sibugay Field Office (ZSFO). The kits included materials, tools and jigs for commercial cooking, food processing, vulcanizing and carpentry. The identification of these beneficiaries was through the effort of the active Public Employment Service Office (PESO) Managers with the support of the local chief executives. DOLE IX Regional Director Ofelia B. Domingo shared that the visit to the island was also an opportunity to bring closer to the locals the other programs and services of DOLE through the DOLE Clinic where workers and employers alike can open up their concerns to the agency.
In her message, DOLE ZSFO Chief Imelda F. Gatinao stressed the importance of the LGU and DOLE partnership through the PESO. She also mentioned that the PESO is the alter-ego of the Department and they are the front-liners with access to the employment opportunities and livelihood assistance. To cater to the clamor for work abroad, PESO Talusan coordinated with DOLE and the Philippine Overseas Employment Administration (POEA) to conduct a mini overseas Jobs Fair. Present during the jobs fair were three reputable overseas recruitment agencies with 8,000 job orders in tow. Prior to the start of interviews and screening, applicants
were oriented on Anti-Illegal Recruitment that was ably conducted by Ms. Marietta M. Bellotindos, OIC of POEA Regional Extension Unit IX. Not many people can brave the challenge of going to the island municipalities, but through the collective efforts of DOLE, POEA, 44th IB AFP, LGU and PESO, no amount of struggle will stop the realization of providing the assistance needed by the locals. Rubber Nanosensors developed by DLSU
DLSU turns over 20 units of rubber nanosensor to Zamboanga del Norte T Dr. Jose Isagani Janairo demonstrates the use of the rubber nanosensor
he De La Salle University (DLSU) discussed and demonstrated the use of the Surface Toughness Analyser for Rubber (STAR) during the turnover ceremony of the said device in Tampilisan, Zamboanga del Norte.
STAR detects the presence of battery solution or sulfuric acid, a coagulant that lowers the quality of rubber cup lumps by absorbing water. The use of battery solution not only weakens the quality of rubber when processed, but also threatens human health and the environment. This malpractice is commonly used at bagsakan centers in Zamboanga Sibugay. STAR is a product of the collaborative efforts of DLSU and the Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development of the Department of Science and Technology (DOSTPCAARRD). After a series of field testing and careful study, DLSU Associate Professor Dr. Jose Isagani B. Janairo and his team were able to produce 20 units of the device. Eight of these units were distributed to key rubber-related offices during the ceremony. These included the Philippine Pioneer Rubber Products Corporation, STANDECO, Philippine Rubber Farmer’s Association, Department of Trade and Industry (DTI) IX, Department of Agriculture Regional Field Office-IX, and Local Government Units of

and Development Consortium (WESMAARDEC) Director, answered the questions of the rubber farmers during the open forum.

Rodolfo Mabalot of DTI IX also discussed the Rubber Price Reference, an initiative of the DTI in monitoring the price of rubber in the market. He expressed the significance of DTI IX’s efforts in helping the farmers sell their products at fair prices.

Dr. Narvaez gave a brief background of her ongoing project titled, “Policy Analysis and Advocacy on the Use of Various Latex Coagulants and Nano Sensor for Improved Quality of Raw Rubber Products.” She also provided some insights and learnings from the benchmarking activity she attended in Malaysia to encourage rubber farmers to excel in producing raw rubber products. NRCO IX conducts 2nd Byaheng Agripreneur T
he National Reintegration Center for OFWs (NRCO) in Region IX in partnership with the Department of Agriculture Regional Field Office IX Agribusiness and Marketing Assistance Division (DA RFO IX AMAD), facilitated the conduct of the Byaheng Agripreneur on October 5, 2017 in Zamboanga City. In its 2nd year of implementation, the program benefitted 35 OFW returnees who had the chance to expose themselves to agricultural farming and its by-products for commercial use
with the visit to the Oscar Grino Farm in Talisayan, the DA Small Ruminant Center in Pamucutan, Ayala District and the Philippine Coconut Authority CocoFed Training Center in San Ramon, Zamboanga City. On the 2nd day, resource speakers from the DA RFO IX AMAD, facilitated a forum for OFWs wherein the participants of the first day learned the contemporary methods of gardening. Participants also earned their training certificates for participating in the two-day activity.

I
n compliance with Republic Act No. 10922, “An Act Declaring the Second Week of November of Every Year as Economic and Financial Literacy (EFL) Week,” NEDA IX conducted a forum on November 9, 2017 at LM Metro Hotel, Zamboanga City. This year’s EFLW theme is, “O Kita Mo Na: ‘Pag May Alam sa Ekonomiya at Pinansya, Malaki ang Ganansya.” The forum aimed to deepen the understanding of youth and workers in the informal sector on economic and financial concepts to help them earn sustainably. Likewise, the forum hoped to provide them insights and tools to enable them to make informed and sound financial decisions to grow in their fields. There were around 88 participants in the forum composed of 52 students from various universities and colleges in Zamboanga Peninsula and 36 from the informal sector. Student participants were from Ateneo de Zamboanga University, Western Mindanao State University, Zamboanga City State Polytechnic College and Zamboanga State College of Marine Sciences and Technology. On the other hand, representing the informal sector were the Zamboanga City Market Stall Operators, visually impaired association, urban poor, transportation sector, consumers group, carenderia owners, youth sector, women’s group in informal sector, small fishing industry, retired government employees, home owner’s and people’s organization, Katilingban sa Kalambuan Org., Inc., and the Zamboanga-Basilan Integrated Development Alliance, Inc. among others. ARD Phlorita A. Ridao welcomed the participants. She explained the theme and the importance of EFL. She said that the youth of this generation would someday become leaders of our nation. Their sound personal financial management would translate them to become good program/project implementors and public finance managers.

The forum included a lecture on System of National Accounts and Gross Regional Domestic Product estimation and analysis by Mr. Mark Anthony B. Belderol, Sr. Statistician of the Philippine Statistics Authority IX. Ms. Ma. Nelida Rojas of NEDA IX presented the 2016 Zamboanga Peninsula GRDP results. Professor Claro M. Potentiano of the Western Mindanao State University discussed demand and supply, inflation, interest rate and return of investment. Meanwhile, Bangko Sentral ng PilipinasZamboanga Branch Bank Officer II Mr. Hermogenes A. Buenaflor, Jr. and Ms. Noelle Angela WS Pamaran, Senior Research Specialist, talked on financial literacy, budgeting and importance of financial management. A workshop was conducted for the participants to better appreciate their own personal financial management. LTO IX orients RDC IX Secretariat on Road Safety
T
he officials and staff of National Economic and Development Authority (NEDA) IX, the RDC IX Secretariat participated in a Oneday Orientation on Road Safety on December 18, 2017 in Pagadian City. As part of the advocacy efforts of Land Transportation Office (LTO) IX, the session was conducted for the purpose of sharing recent policies and updates on land transportation based on Republic Act 10913 (AntiDistracted Driving Act) of 2017. Mr. Abdelshan N. Amilasan, Chief Administrative Officer who represented Atty. Aminola P. Abaton, Regional Director of LTO IX, shared his knowledge and expertise on the provisions of Republic Act 4136 or the Land Transportation and Traffic Code Act. Among the important aspects of the law that require attention include the conditions for
vehicle registration and operation, drivers’ licenses, traffic rules, violations and penalties. Pagadian LTO District Officer Johan S. Macaumbos stressed the importance of knowing the laws on traffic for the safety of the general public. As a gesture of support to the RDC IX Secretariat, Mr. Macaumbos facilitated the application of student permits and upgrading of driver’s license classification of selected NEDA IX employees. Dir. OWWA IX celebrates OFW Family Day 2017
O
ver 1,300 overseas Filipino workers (OFWs) together with their families rejoiced as Overseas Workers Welfare Administration (OWWA) Region IX held its grand Family Day celebration with the theme “Parangal at Serbisyo sa OFW, Hatid Natin Ngayong Pasko” on December 22, 2017 at the Grand Madrid Ballroom, Palacio del Sur, Zamboanga City. The OFW Family Day is an institutional event held annually all over the country in the 17 OWWA Regional Offices as well as in its 38 overseas posts all over the world as a tribute to the contribution of OFWs to the Philippine economy. OWWA IX Regional Director Hassan Gabra T. Jumdain, in his message, expressed his elation at the huge
number of participants gathered for the Family Day. He added that it is a grand undertaking wherein all OFW Family Circles/Organizations are gathered together with partners to strengthen camaraderie and goodwill. Dir. Jumdain also took the opportunity to address concerns on Tulong PUSO program by announcing updates and changes and further elaborated on the main purpose of OWWA’s services, which is the protection of the interest and promotion of the welfare of its member-OFWs. Highlighting the said affair was a signing of a Memorandum of Agreement (MOA) between OWWA and Landbank of the Philippines Zamboanga Main Branch for the Mobile-Based Savings-Linked Salary
Loan Facility. LBP Branch Manager Laneli F. Elum and Dir. Jumdain signed the MOA while Department of Labor and Employment IX Assistant Regional Director Albert E. Gutib and OFW Federation President Dr. Ladjakaya S. Abubakar stood as witnesses. In light of the festive occasion, OFWs were treated to parlor games, raffle draws with over 100 winners, Pangalay Tausug Cultural Dance Competition and performances from Jambangan Dance Troupe and Sugarcoats. NEDA IX hosts 28th NSM opening ceremony T
he National Economic and Development Authority (NEDA) Regional Office IX hosted the 28th National Statistics Month (NSM) opening ceremony at Grand Astoria Hotel, Zamboanga City on September 27, 2017. The theme of the celebration was “FACTS AND FIGURES FOR THE FUTURE: Statistics for Evidence-Based Decisions Towards AmBisyon Natin 2040.” The NSM is a yearly celebration which aims to (a) promote, enhance and instill awareness and appreciation of the importance and value of statistics to the different sectors of society; and, (b) elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country.

The event was attended by 200 participants from the local and national government agencies and private sector organizations who wore yellow shirts, with printed NSM theme and their agency name. A presentation on the demographic characteristics of the 2015 Census on Population in Zamboanga Peninsula and Zamboanga City was done by Mr. Mark Anthony Belderol of Philippine Statistics Authority (PSA) IX. Ms. Susan C. Valerio of NEDA IX also briefed the participants on AmBisyon Natin 2040 as the Long Term Vision of the Filipinos for themselves and for their country, that is, “Matatag, Maginhawa at Panatag na Buhay para sa Lahat.” PSA IX Regional Director Mewchun WS. Pamaran in her closing message posed the challenge and appealed to everyone to cooperate and support the government’s goal of attaining the long term vision for all Filipinos by 2040. (Ma. Nelida A. The team visited the major road projects implemented by DPWH IX in Zamboanga City, Ipil Municipality in Zamboanga Sibugay and Zamboanga del Sur; and infrastructure projects implemented by the JH Cerilles State College at the main campus in Mati, San Miguel, Zamboanga del Sur on October 23-26, 2017. State College and Universities (SUCs) were among the entities covered by the Regional Project Monitoring and Evaluation System (RPMES) to assess and ascertain whether development programs and projects implemented are delivering results in support of regional development goals and plans as well as national development thrusts and priorities, among others.

The team was able to visit a total of 23 road projects and 2 SUC infrastructure projects, with a total project cost of about P3.5 Billion. Six of these road projects were already completed, while the rest are on-going and most of these projects are with suspension order due to road right-of-way (RROW) issues. The RROW segments are under negotiations and some are already recommended for litigations. The major finding of the team is the notable inclusion of the RROW cost in the construction cost which significantly contributes to the delay of project implementation. It was recommended that RROW will be settled prior to the start of the actual project, hence, expediting project implementation (Leticia O. Lobren, NEDA IX)
