My Dear Readers: A breaking news item relevant to our industry was released in the recent past when on June 28th a general exclusion order (GEO) was issued by the U.S. International Trade Commission (US ITC). Although it seemed to be the somewhat expected result by many companies directly involved in the matter, the arrival of the story still felt like a shocking wave to the remanufacturing community, many of who met the details and legalese with a mixture of ambiguity and confusion. Both my team and I read and re-read the official version of the "order" trying to comprehend fully what this means to aftermarket companies, large and small. How many "gears" out there, for example, are to be restricted? And how will U.S. Customs agents (rather than an IP agent) implement this GEO? Questions like these and more abound and I believe that many of you, just like us, are bewildered and looking for a clear-cut answer. Therefore, we dedicate this issue to the GEO issue. Laser Printing and Green Products are Coming Leaders in the Thai printing industry say that a shrink in the inkjet printing and copier market is on the horizon while laser printing and green products are on the rise.

Business establishments in Thailand focusing on environmental fr iend l y products and laser printing consumables express positive prospects while those in the inkjet printing market are cautious of a possible shrink of demand while the copier market may even be dying. Ms.Thanaporn Saebae, president of B.K.S. OA Marketing that has more than 20 years of import experience has a grim vision of copiers. “ The copier market is getting slow now. The market is very competitive. Manufacturers also sell directly to small companies. In 2013, I don't think sales will increase. This copier market will last a few years only, in my opinion.” R e g a r d i n g i n k j e t , M r. A t i w a n Ku l k a r n y u n yo n g, v i c e p re s i d e n t o f Zemasch Corporation that has over 10 years experience in printing ink and a manufacturer of inkjet branded COMAX, said in the past few years his company experienced a growth of production although yield slightly dropped due to the higher competition. Overall the company could grow 5 to 10%. But this year the situation seems to be at best stable with possibility to decline. Mr. Atiwan claims the rapid growth of smart phones where people can send files at their fingertips and information can reach many at once is one of the key reasons negatively affecting the printing industry. Though not all companies share this same view, this is not to be left out from perspective as it is obvious that people tend to send documents and photos

via the internet and keep them as digital files rather than printing them out unless necessary due to convenience and cost saving. Also, he is aware of the trend shift in the future from inkjet printing to laser printing, which gives finer quality but is at the moment expensive, as manufacturers obviously tend to accelerate to release new printers and consumables and that would send the prices down quickly. “ Though toner will become more popular, the company will still keep the inkjet production line because while the market size becomes smaller, competitors also diminish as they switch to the more lucrative market. The company will keep an eye on the demand for toner and will consider new production lines when the market justifies the investment. In the meantime the company will import toners but hope that the manufacturers will develop quality toners to match products from the original brand manufacturers.” Mr. Atiwan’s view is backed by the reports from the Sino-Thai joint venture, Axis Globe and the German Turbon Group who are in the consumables and laser printing business. Mr. Zhao Zhi, the managing director of Axis Globe said that since the establishment of Axis Globe specializing in wholesaling and retailing of compatible printing consumables in 2006, the sales volume of universal consumables has increased year by year. And the revenue from January to May in 2013 has already accounted for 80% of the entire 2012

annual revenue. “With the popularization of computers, internet and printers, the sales volume of printing consumables will also increase steadily year by year,” said Mr. Zhao Zhi. Sales and marketing director, Asia Pacific of Turbon group who specializes in af termarket imaging supplies the manufacture and distribution of compatible laser toner supplies, Mr. Kovit Chomphunchyanyong also reported 2013 had been another good year in Asia for the company, foreseeing more and more growth from the quality segment. “The Thai printing market has moved to a new model…The market demands environmental friendly products that also drive cost saving. But the market still needs high quality products and the challenge here is that you need to balance between cost saving and high quality,” noted Mr. Kovit. H e e m p h a s i z e d t h e c o m p a n y ’s commitment towards green products: “I feel good when we help to reduce e-waste by remanufactur ing tonnes of used cartridges. Green business is something we need to promote. Landfill and environmental destruction cannot be the legacy that we leave. “ Moreover, he added as the market changes rapidly, as well as the technology, there are still more challenges to come, especially several trade and technical barriers that might limit the industry’s growth. This sector needs to continue to adjust quickly to accommodate these changes.

Mr. Zhi Zhao of Axis Globe sees cutthroat pricing due to tough competition, a classic problem in business. “Competition is intensifying between original equipment manufacturers and remanufacturers as well as among remanufacturers. Both the prices and profits are declining.” Besides, as new printers come to markets faster and consumables production technologies are updated constantly, Mr. Zhi Zhao said companies of universal consumables face higher technical requirements in terms of research and development and timely follow-up of new products. “Fortunately, we are dependent on several large-scale Chinese producers, which offer us enough technical and product support and make us firmly follow the market.” “In terms of Thailand markets, people have higher requirements for environmental protection. Toner cartridges and OPC drums offered by our company are both environment-friendly and renewable, which just meet the requirements well. Through our own efforts and media support, we hope to make more consumers accept universal consumables, which are really environment-friendly and less expensive and fine products.” According to Mr. Zhi Zhao, in the next five year both family and office customers will manage to lower the cost of office consumables. The cognition degree will be higher toward universal consumables and green remanufacturing consumables. The environmental protection concept will enjoy popular support and customers will select products more rationally. In addition, as printer prices decline gradually, customers will prefer to buy nonoriginal manufacturer printing consumables to meet their printing demand. Also in the future, more third-party suppliers (suppliers of universal and remanufacturing consumables) will join in the industry. The competition will be fiercer while pricing will become more and more transparent, and decline to such a degree where even the most loyal customers to original manufacturer brands will attempt to substitute consumables. Fu r t h e r, m o re re l e v a n t l a w s a n d regulations will be introduced in order

to protect original manufacturer patents, which will make the universal consumables industry more standard and harder to enter. Standardization is indeed a key word for the future for remanufacturers as consumers are skeptical of the quality of their products. “The real challenge for the future is standards. People think the products that are not from original manufacturers are inferior,” Mr. Atiwan of Zemasch pointed out. He suggests that founding of a professional association in Thailand would help in developing the standards and control quality. The association will also be a platform where businesses can talk and cooperate in many ways such as marketing and to tackle the problem of price wars. Mr. Zhi Zhao too agrees that an organized Thai aftermarket association should be developed. “Currently, there is no influential printing consumables industry association in Thailand. If there is one, which can be guided reasonably, it can enhance communication and exchange among peers and make this industry more normalized. It can coordinate competition among peers, avoid a vicious spiral, and create a space for good mutual cooperation and development.” However, Turbon’s DOSM, Mr. Kovit thinks it could be difficult to form such an association because there are still not many aftermarket players in Thailand yet though Turbon has already been producing products here for over two decades. Most remanufactured brands in Thailand are imported from China. With respect to this, how RechargExpo coming to Thailand will benefit the industry. Canon Announces the Issuance of a General Exclusion Order by the U.S. ITC MELVI LLE, N.Y., Jul y 3, 2013 – Canon Inc. announced today the issuance of a General Exclusion Order ("GEO") by the U.S. International Trade Commission ("ITC") in Investigation No. 337-TA829, pertaining to certain toner cartridges and their photosensitive drums sold for use in Canon and Hewlett Packard laser beam printers. The GEO prohibits from entry into the U.S. toner cartridges and their components that infringe certain specified claims of Canon's U.S. Patent Nos. 5,903,803 and 6,128,454 for the lives of those patents, irrespective of the source of the products. The specified claims include both claims directed to toner cartridges and claims directed to photosensitive drums. The ITC also issued cease and desist orders against many of the Respondents named in the Investigation, prohibiting the sale of infringing toner cartridges and their components that have already been imported into the U.S. The ITC issues a GEO in situations where it determines that a GEO is necessary to prevent circumvention of an exclusion

o rd e r l i m i t e d t o p ro d u c t s o f n a m e d persons and/or because there is a pattern of infringing conduct and it is difficult to identify the source of the infringing products. Canon filed the complaint that led to the subject Investigation on January 23, 2012, naming 34 Respondents, including manufacturers, importers and distributors of toner cartridges and photosensitive drums. On February 28, 2013, the Administrative Law Judge presiding over the Investigation d e t e r m i n e d t h a t C a n o n h a d p ro v e n violations of its patent rights, and the ITC adopted those findings on April 17, 2013. The issuance of the GEO marks a successful conclusion of the Investigation for Canon. IDC Names Philippines’ Printer Market as the Most Bullish in Asia Pacific

The latest figures from International Data Cor poration’s (IDC) Q uarter ly Hardcopy Peripherals (HCP) Tracker for the Philippine printer market reveals an impressive growth of 34.5% year-over-year (YoY) for Q1 this year. In the same period, shipments in Asia/ Pacific dropped 7.6%. This is the 6th consecutive quarter that the region has posted contracted figures. In the first quarter of 2013, around 233,400 single and multifunction printers (MFP) and copiers have been shipped to the Philippines. This is a significant increase in shipments when compared to the 174,000 units recorded in the same quarter of the previous year. In the Q1 figures for 2013, 8 out of 10 units were inkjets. Laser printers took up 12.9%, while serial dot matrix (SDM) models took up the remaining 7.0%. Total market revenues reached US$48.2 million – the highest quarterly sales figure gained in the said area so far. IDC Market Analyst Pamela Sumanga offers an explanation for this positive

ECJ Ruling Could Prompt EU-Enforced Levies on Printers and Inks A recent ruling released by the European Court of Justice (ECJ) in connection with a case filed in the German Court of Justice could enable the European Union (EU) to enforce a levy on printing machines throughout Europe. The said decision is a result of a lawsuit filed by publisher VG Wort against major printer manufacturers such as HP, Epson, Canon, Xerox, Fujitsu, and Kyocera. The publisher demanded compensation for the replication of its published works on the printer makers’ machines. The ECJ’s verdict on the case stated the following: "It is open to the member states to put in place a system in which fair compensation is paid by the persons in possession of a device contributing, in a non-autonomous manner, to the single process of reproduction of the protected work or other subject-matter on the given medium." The court partially based its ruling on the matter of adopting an internal market for

new products and services – a discussion taken up during a European Council Meeting in 1994. In response, the German Court of Justice has requested the ECJ to clarify the case using the EU law as points of reference. The ECJ said that its ruling was supported by the fact that there is a need for new policies that will address new ways which copyrights may be violated, instead of interpreting existing laws in context to the case. "W hile no new concepts for the protection of intellectual property are needed, the current law on copyright and related rights should be adapted and supplemented to respond adequately to economic realities such as new forms of exploitation," the ECJ decreed. "In cer tain c ases of exceptions or limitations, rights holders should receive fair compensation to compensate them

adequately for the use made of their protected works or other subject-matter." The ECJ’s ruling also proposed using a bureaucratic process that will determine how rights holders should be compensated. This decision could translate to EU implementing a Europe-wide levy – a move that could expose printer manufacturers to a variety of compensation claims from copyright holders. Also, it can prompt manufacturers to increase product prices or even pull out of the European region. Furthermore, it can spark a move to source printers outside of the EU to bypass the levy.

Todd Bradley, currently executive VP of HP’s Printing and Personal Systems (PPS) will be will be taking on the role of executive VP of Strategic Growth Initiatives – a newly created position within the company. In the new capacity, Bradley will be collaborating with HP chief Meg W hitman on improving the PC manufacturer’s business in China and expanding the firm’s channel partner relationships globally. Epson India Targets 25% Increase in 2013-14 Revenues Epson India has posted 20% growth in the last fiscal year – a promising figure that has no doubt spurred the digital imaging company to raise the bar even higher. SM Ram Prasad, deputy general manager for the consumer product group of Epson India, announced, "We hope to reach a target of 25% growth during 2013-14.” The company has declared a turnover of Rs 703 crore in the previous year. Ram Prasad shared that Epson is geared to redefine business printing through its new line of mono ink tank system printers. He then said that the launch of the new range of printing machines will help Epson reach its target. Ram Prasad also revealed that the company has currently captured 50% of the market. “When many think of office printing in India they think laser, but we are here to change this and I am absolutely confident that our M series printers will drive the shift from laser to inkjet printing,” Ram Prasad said.

Google Cloud Print Makes Remote Printing Even More Convenient In this digital world, the necessity of printing documents has gradually lessened, with some advocating “paperless” computing. Despite this, there still are instances when users like you need to create physical copies of images or text, with reasons ranging from practical to aesthetic. However, with the rise of mobile devices, the prospect of having to connect computers to printers via USB cables is seen to be a troublesome task – one that may even discourage the use of printing machines. For some Wi-Fi-enabled models, users have to deal with device compatibility issues. The arrival of Google’s Cloud Print application for Android devices takes out the hassling factor in the printing process. This innovative feature lets you send files from any Internet-connected device to your Wi-Fi-enabled printer or even a mobile gadget as a form of virtual printout. There is a set-up process involved before you can use the application, but ample documentation is provided for all supported devices. The app follows Android’s Holo guidelines closely and features an interface that shows you all recent and pending printing tasks. Each job will show information on where in the Web it was sent to. The interface also has an action bar that contains the print button, a feature that’s very much like Android’s sharing menu. This calls up the applications you can print from, such as Google Drive or Gallery, and choose the image or document you want to print. After you’re done selecting, you will be prompted to choose a printer. You can adjust print settings before sending the file out. This process is done manually for each device – you can change orientation, color, print order, and number of copies. However, there is no setting for print quality that lets you economize ink usage. You can queue other files for printing while a document is currently being uploaded. In addition, the app has a multi-account support feature which lets you segregate different sets of printers for home and office use. Google’s alliance with FedEx for the Cloud Print app allows you to print files at FedEx offices in exchange for a small charge, making the printing process even more convenient for users like you.

Remanufacturing the HP LaserJet Pro 200 M251/276 Black and Color Toner cartridges By Mike Josiah, Technical Director of UniNet Imaging

Mike Josiah Mike Josiah is the Technical Director at UniNet’s East Coast office, a global distributor of toner, Smartchips, OPC drums, and other toner remanufacturing components. Mr. Josiah is an industry veteran since 1987, and a member of ASTM committee F.05, the STMC Technician Certif ication committee, as well as an STMC trainer. He and his support team at UniNet contribute with technical articles to industry trade magazines, and conduct seminars at association meetings and tradeshows worldwide. First released in August 2012, the PRO 200 M251/M276 (131 Series) color laser printers are based on a 14ppm black, 14ppm color, 600 Dpi engine. The 131series of cartridges are an all in one type cartridge that consists of the toner supply, drum, and waste chamber. These machines use an in-line, or single pass system. It’s basically a rectangular shaped cartridge that comes with a toner seal and a snap-on drum cover across the bottom to protect the drum. See Figure 1. New machines ship with starter cartridges rated for 700 pages so users will run out of toner fairly quickly.

Figure 2 shows the complete image formation process.

The third or developing stage is where the toner is developed on the drum by the developing section (or supply chamber), which contains the toner particles. The development stage is actually made up of two steps: toner charging, and the actual development. In the toner charging stage, the toner stirring blade turns inside the hopper. As it turns, friction causes a negative potential to develop on the toner. In addition, a foam feed roller brings the toner to the developer roller and also places a negative charge on the toner. These two charges help ensure a uniform charge on the toner. Once the toner is properly charged, the toner will coat the developer roller. The toner is also held onto and attracted to the developer roller by another negative DC bias voltage. This voltage is controlled by the printer’s intensity setting and causes either more or less toner to be attracted by the developer roller. This in turn will either increase or decrease the print density. The amount of toner on the developer roller is controlled by the doctor blade, which uses pressure to keep the amount of toner on the roller constant. As the laser exposed areas of the OPC Drum approach the developer roller, the toner particles are attracted to the drum’s surface due to the opposite voltage potentials of the toner, and laser exposed areas of the OPC drum. See Figure 6

to the ITB. This process is repeated for each color cartridge in the following order: Yellow, Magenta, Cyan, and Black. At the same time, the paper is moving between the Secondary transfer roller and the ITB. As the ITB passes the Secondary transfer roller, the positive charge is picked up, and draws the negatively charged toner off the Belt and onto the paper. See Figure 7 Figure 9

Figure 7 The paper separates from the ITB belt as the belt reaches the top of its path and turns back down to start the process again. The static charge on the back of the paper is decreased with static charge eliminator. This helps stabilize the paper feed, and also prevents toner flares (spots) under low temperature and low humidity conditions. See Figure 8

ITB Cleaning: The ITB is cleaned by both the ITB cleaning Roller, and the ITB Cleaning brush. Both the roller and brush have a DC positive bias placed on them which in turn places a positive DC Bias on the residual toner. The Residual toner is then picked up by the OPC drum (Because of the positive bias) and then cleaned off the drum by the wiper blade. See Figure 10

Figure 8 Figure 6 The fourth stage is the transfer stage. This is where there are some large differences from monochrome printers and also from other color lasers. In the Primary transfer stage the transfer pad (Not a roller in this case) which is located directly opposite each OPC drum, places a positive DC bias charge on the back of the ITB or Image Transfer Belt. Each toner cartridge has a separate transfer charge pad. The image is transferred from the drum directly

In the fifth stage, the image is then fused onto the paper by the fuser assembly. The fuser Assembly is comprised of the upper heating assembly and lower pressure roller. The lower pressure roller presses the page up into the upper heating assembly which then melts the toner into the paper. This heating assembly consists of a flexible sleeve with a ceramic heating coil inside. This type of fuser affords “instant on” fusing with little to no wait time, and low power consumption. See Figure 9

OPC Drum Cleaning: The drum is cleaned after the image is transferred to the paper by the wiper blade. This part is fairly standard; the wiper blade scrapes the toner off the drum, and the recovery blade guides it into the waste chamber. See Figure 11

112 Issue August 2013 Printer Calibration: At the start of all this is the cartridge detection process, toner level detection, and then the calibration cycle. The printer will calibrate itself whenever the printer is turned on (Within 15 minutes), when a new toner cartridge is installed and after 48 hours of run time. Calibration consists of a solid block and halftone of each color being printed to the ITB. As the printed areas get to the top of the belt, a sensor will detect them, measure the density, and adjust the printer accordingly. All of the calibration time settings are user controllable. I believe this arm is part of the cartridge detection system but nothing is mentioned about it in the service manual. The sensors for this are hidden by the transfer belt in the machine. 专家视角 中国计算机行业协会打印机专委会秘书长罗洪元:提炼核心,上升为国家项目。 珠海打印机和耗材产业的发展有一定的基础,但珠海打印耗材企业在产业链上游的不 多,自有品牌不多,竞争力不强。国家层面对产业的扶持,已经从过去的撒胡椒面式, 转变为扶持重点基地。珠海可以利用现有的耗材产业基础,提炼出发展核心,通过政 府、协会、企业的共同努力,把珠海的打印设备及耗材产业上升成为国家级项目。 赛纳科技从打印耗材向激光打印机发展形成产业升级,打破了行业市场的垄断, 逆流而上,走到产业链上游。赛纳的成功难以复制,同时也是需要前瞻的目光,非凡的勇气,强大的资金 支持和良好的运行机制。对珠海其它兼容耗材厂商而言,赛纳提供了一种进取的姿态,激发着更多的可能, 珠海也需要通过规划引导,营造有利于大企业发展的环境,进一步扶优扶强,淘汰缺乏竞争力的企业。

中国计算机行业协会耗材专委会秘书长张慧军:走高端路线是必由之路。在政府的 引导下,珠海很多大企业已经开始在做出表率,加强知识产权建设和品牌建设,不断向 上游发展。当然,低端向高端发展并不容易,需要技术储备,中小企业首先要把自己规 范起来,在此之上,加强研发投入。
