The superintendent proposed a total budget of $47,887,504, which represents a 6.47 percent budget increase from last year’s budget. Mr. Benigni communicated that a conscious effort was made to minimize requests, while also considering what is vital for Berlin Public Schools to provide quality education for all students.
Several key budget lines are impacting the overall budget increase of 6.47 percent. The largest increases are in equipment and contracted services. These increases can best be explained by understanding the changes implemented by the town of Berlin in the budget process.

Remembering Berlin ‘brick expert’ Joan B. Teske

Members of the Berlin Women’s Bocce League recently held a 50-50 raffle and donated the proceeds – $510 – to Berlin Historical Society in memory of Joan B. Teske, who passed away on July 20, 2019. Bocce league member Danielle Gorneault, Joan Teske’s granddaughter, said the donation was made to honor her grandmother’s devotion to local history. A community service project by Berlin Brownie Troop 66526 generated $86, and the girls used the funds to buy pet food for the Berlin Animal Shelter. Troop members are pictured, from left: Nora Boudria, Madison Bacon, Veronica Kozak, Sophia Boudria, Maya Crandall and Nadia Brochu.
In a tip of the hat to Teske, the bocce league requested that its donation be used in part to purchase
something relative to the brick industry. A founding member of Berlin Historical Society, Teske often said bricks were in her blood. Her grandfather, George A. Pickett, founded American Brick Company with John Connley in 1902. In 1912, Pickett purchased Connley’s interest in the business and became sole owner. Mohegan Tribe takes issue with schools’ Indian names MONTVILLE (AP) — For decades the Montville High School athletic teams have competed as the “Indians” with the blessing of the Mohegans, the Native American tribe that traces its local history back centuries and today operates one of the world’s biggest casinos. Then, last week, the Mohegan Tribe announced that it no longer supports the use of Indian-related team names. The reversal has unsettled many in the southeastern Connecticut town, which has considered itself immune to controversies
stirred by Native American mascots elsewhere because of its close ties to the federally recognized tribe. Not only is the tribe behind Mohegan Sun a major presence in town, and a booster of its athletic programs, but many tribal members have been among the students to wear the black and orange of the Montville Indians. The tribe and the school system have communicated over the years to ensure the name honors American Indians and is not used in a derogatory way. The mayor, Ronald McDaniel, said the school system will follow up with the tribe but the name has never been a source of friction.

State police said Tuesday morning that an issue with Comcast customers dialing 911 has been resolved. State police sent a notification around 11:21 p.m. Monday stating they received reports that Comcast (Voice Over IP) customers were having difficulties dialing 911 for emergency services across the state. The Comcast issue was affecting multiple states and state police was working with the company to resolve the issue.

Colleen Rix, a Republican town councilor and a 2000 graduate of Montville High, said the Indians name reflects pride in the history shared by the town and tribe. “It’s never been a contentious topic,” she said. “I did go to school with several tribal members. It was never this clash between them and us. We were all there and it was, ‘Oh, he’s a tribal member, that’s cool.’” Supporters draw a distinction with other towns that have mascots wear stereotypical Native American dress or nicknames like “Redskins” or “Redmen” — the name the school board in Killingly, Connecticut, voted to reinstate this month after briefly adopting the name “Red Hawks.” It was amid the fallout of that reversal that the Democratic speaker of the Connecticut House said state lawmakers should consider banning Native American names and symbols at public schools. Several states already have implemented similar bans or restrictions. Across Connecticut, 19 public schools still use Native American-themed names or imagery.
Montville’s case the name recognizes the first inhabitants of the area. But she said the tribe believes it is time to end the use of American Indian mascots and team names. “While the stated intent may be to ‘honor’ American Indians, there is a great potential for less than respectful behaviors to occur in conjunction with these mascots. Additionally, people should not be considered mascots. It is demeaning to be relegated to a stereotyping of a people. This should not be allowed to continue,” Malerba said in the written statement on behalf of the tribal council, elders council and medicine woman.

Born in New York City, he lived in New Britain briefly, moving to Berlin in 1973. He served with the US Marine Corps for 4 years during the Vietnam War. Ted was employed at Bankers Trust in New York City, then at CT Bank & Trust and then the Hartford Insurance Group for 15 years, before returning to CBT (later becoming Fleet Bank) as Vice President, retiring in 2001. TOWN OF BERLIN, ASSESSOR’S OFFICE VETERANS’ LOCAL OPTION EXEMPTION The Assessor’s Office would like to inform all Veterans that the income guidelines to qualify for an additional exemption of $3,000 local option in addition to the regular veteran exemption are as follows: $57,300 for single veterans and $64,500 for married veterans. Veterans should provide copies of their 2019 income from all sources which may include their Federal Tax Return, 1099 Statement from Social Security and all other sources of income. Veterans must file for this exemption every two years. Applications must be on file by October 1, 2020 to qualify for the Grand List of 2020. VETERANS & ADDITIONAL VETERANS EXEMPTIONS Veterans applying for Veterans & Additional Veterans Exemptions must come into the Assessor’s Office on or before Thursday, October 1, 2020. (CGS §§12-81(19) and 1281g) Veterans who are new residents or recently discharged that have not filed their DD-214 must do so by October 1, 2020.* Veterans applying for additional veterans benefits must provide copies of their 2019 income from all sources which may include their Federal Tax Return, 1099 Statement from Social Security and all other sources of income. The income limit for married applicants is $45,100 and $37,000 for single applicants. *Veterans must have served at least ninety (90) days during wartime served prior to August 2, 1990. EXEMPTION FOR THE BLIND The Assessor’s Office would like to remind Berlin Citizens that there is a property tax exemption in the amount of a $3,000 reduction on an assessment to certain persons who are blind. Filing for this exemption must be completed on or before October 1, 2020. To be eligible for this exemption, a person must: 1. be a Connecticut resident; 2. be either the record owner of, hold life use in, or be the beneficiary of a trust estate with respect to the property on which the exemption will be applied; 3. have provided a Certificate from the State of Connecticut Board of Education and Services for the Blind as proof to the assessor that he /she are blind in accordance with the definition outlined above. Such proof need be filed only once. An attorney or agent may submit such proof on the person’s behalf. Individuals who have already filed for this exemption need not apply again; they are permanently enrolled for life. Applicants may also be eligible for the local option exemption provided by the Town, which allows an additional $2,000 exemption if certain income limits are met. Eligibility guidelines include a maximum annual income of $37,000 for a single person and $45,100 for married couples. Income received by both a husband and his wife is considered in determining eligibility of a married couple. Proof of all taxable and nontaxable income for 2019 must be submitted to determine eligibility. Filing for the local option is required annually. Residents who meet the eligibility requirements can apply in the Town of Berlin Assessor’s Office, Room 106 in the Town Hall at 240 Kensington Road. R226408
