Town officials pleased with grand list growth By Devin Leith-Yessian The Citizen
A total of $44,876,744 in property was added to the town’s tax rolls, according to the most recent grand list. If the current 33.93 mill rate remains the same, the 1.92 percent growth in the grand list would provide an additional $1.5 million in revenue to the town. Town Assessor Joseph Ferraro attributed the growth to a comparatively low mill rate and a push for development from the local government. " … There's a good mix of commercial and residential here,” Ferraro said. “The school system is a good school system and when people move, they always look into the school system.” Much of the grand list growth was in personal property — largely made up of business assets — which grew by $31.8 mil-
lion or 1.6 percent. A significant portion is due to improvements to transformers and lines in Berlin and throughout the state by Eversource, Ferraro said. “Berlin is another example of the investments we’re making in the towns we serve across the state,” said Eversource spokesperson Mitch Gross. The value of motor vehicles registered in town went up by $4.3 million or 2 percent, while real estate held steady with a gain of 0.03 percent, which amounts to $8.7 million. “I think businesses are reinvesting in the business itself, newer equipment, technological based equipment, and making themselves stronger for the long term,” said Economic Development Director Chris Edge. Remembering Kensington Downtown The Berlin Historical Society’s upcoming StoryShare, “Remembering Kensington Downtown,” will take a look at Kensington Village; how it began and stories from the past. This is an interactive program where longtime residents are asked to bring their memories of life in Berlin. For newer residents, it is an opportunity to learn
about Berlin’s history and ask questions about how we came to be. The StoryShare will be held Thursday, Feb. 27, 6 to 8 p.m., at the Berlin High School video amphitheater. Attendees will be treated to memories of Yankee Peddler Days, summer dances, Uncle Miltie, Pop Anderson, the Kilby House, a variety of lo-
cal businesses, and much more. Downtown was once a booming place and we are seeing its renewal taking place now. Registration is required for this free StoryShare program. Call Berlin Adult Education at 860-828-8135. -- Press Release

opposition to the idea of tolls by the electorate, the state government will again do what it wants to do, and not follow the directives of the public. This sneaky, subversive pending action reminds me of wacky judges who decide upon themselves to legislate from the bench, instead of following and implementing legislation passed by the House and Senate, as they have sworn an oath to do. Shame on all of them. Unfortunately, too, shame on those who continuously vote these same people into office; lieing officials supposedly being elected to represent our best interests. It is quite apparent that in all of these various and forever-changing plans of Gov. Lamont, never in any public offering has there been a word regarding more efficient spending and elimination of waste within our DOT or management of the Special Transportation Fund. See Letters, A7

H.S. BOYS BASKETBALL
Redcoats complete the sweep on Platt By Sean Krofssik Record-Journal staff
MERIDEN — The growing pains continue for the Platt boys basketball team. The Panthers dropped their 13th in a row on Friday night at home in a 54-44 defeat against CCC South-Colonial Division foe Berlin. The Redcoats (5-12, 4-4 South) punished Platt with long-distance shooting. Berlin canned nine 3-pointers on the way to the divisional win. The Panthers did show heart toward the end of the game with a 16-0 run in the fourth quarter to get back within single digits after trailing by as many as 25. Platt held Berlin scoreless for five minutes during the comeback attempt. Berlin senior Danny Lynch scored 15 of his game-high 18 points in the first half. He had five treys on the night. “We needed those,” Berlin coach Mike Veneziano said. “Danny was huge tonight. We needed him. Jeff Madeia did a good job getting to the basket. We tend to settle for threes. We took a lot of threes at times when we could have attacked the basket and gotten better shots. “When they are going in, it looks good. When they are not, it’s not so good.” The Redcoats held a 31-18 lead at the half after burying six treys in the opening 16 minutes. Lynch drilled four of them and Ben Lincoln and Michael Ciarcia also dialed it up from distance for the visitors.
Are You Prepared? (You don’t want to be like Susan)
17-10 advantage backed by a 12-2 rush in the final 2:08 of the frame. Berlin capped the second quarter with a 12-3 run that included a trio of 3pointers.
Although Susan knew having an estate plan was important, she kept putting it off.
The 13-point advantage at the break was Berlin’s biggest of the first half.
But when she got sick, no one had authority to make decisions about her care nor had access to her finances.
Platt (1-16, 0-7) struggled with turnovers and finding a flow against the Berlin match-up zone. The Panthers were forced to settle for outside shots. They occasionally found success driving the baseline, but went through long droughts between field goals.
And if she doesn’t get better, her biggest nightmare may come true: her children and step-children will not know her wishes for their inheritance – which could result in family chaos for years to come.
Elijah Wright and Jher'Quez Slater (7 points) both had five points apiece at the half to lead Platt.
Don’t procrastinate. Make sure you have an updated Will, power of attorney and healthcare directives.
Tre Carter drilled a 3-pointer and Anthony Nimani followed with a slashing teardrop as Platt closed to within 36-25 in the third quarter. The Redcoats responded with back-to-back 3-pointers by Lynch and Jeffrey Madeia, who had 10 of his 14 points in the third stanza.

Platt exploded for its 16-0 run in the fourth quarter behind Carter and Wright. Carter scored 12 of his teamhigh 17 points in the fourth and Wright had eight of his 12. “Carter is tremendous,” Veneziano said. “He probably averages 25 points against us. We just don’t have an answer for him.”

selves on providing care immediately, as requested, and making sure that care is provided by consistent clinicians whom, with the patien,t can develop a trusting relationship. We are available seven days a week, 24 hours a day to respond to our patients’ needs. Our philosophy is: the patient
The number of patients, on average, for the VNA has been between 60-70 the past two years. The biggest challenge to growth has been receiving patient referrals when we are so geographically close to the large healthcare corporations, which provide similar homecare services. We have been
SUDOKU
working very closely with other smaller agencies and VNAs in the state to support ourselves in this environment and see that patients and families are being given a choice of their homecare provider and that they are knowledgeable regarding the benefits of choosing smaller, more community-oriented care agencies. While this is a work in progress, we are getting positive feedback. We have heard comparisons being made regarding how many patients our clinicians visit on a daily basis versus the industry standard. Our agency uses a nursing model that is consistent with small-
er, non-corporate homecare agencies and we are meeting the industry standard with our visits per-day and clinical productivity. We do not follow the same model of large agencies which are able to move patients through their system in large numbers. We pride ourselves on spending time with our patients and delivering the highest quality of care possible.
With regards to making money, homecare is not historically a profitable business. The Berlin VNA was very largely in the red in terms of finances over the past several years. In the past couple of years, we
have made some process changes to help with the annual budget deficit the VNA had accrued and we continue to make decisions that will improve our revenue and financial outcomes. It took several years for the VNA to fall into a very large deficit and there were many issues that needed to be addressed for the VNA to become at all sustainable. It will take time to bring the VNA to a level that is financially stable. Healthcare is heavily regulated and there are many things that are beyond our control. Skilled care is expensive to provide, as are medical supplies and services. Our goal is to provide that care at a high level of quality and keep patients safe in their homes where they can recover more quickly and comfortably.

BOE recognized for community outreach
Letters From A4
Much has been offered by the Republican minority regarding alternative funding for our needed infrastructure without the need for even a single toll. The truth is that our elected majority party has overseen the robbing of what should be dedicated tax revenue for our transportation needs, to fund other general fund projects. I might suggest that seems almost unconstitutional, no?

The Berlin BOE was also recognized for a communication award, The Bonnie B. Carnie Award of Excellence for Educational Communications.
NEW BRITAIN — A Berlin man has pleaded not guilty to evading responsibility in connection with a hit and run that killed a homeless woman in October.
The board values communication and will continue to strive to reach all stakeholders within our community. to Town Hall who want to develop properties in Berlin or move to Berlin … as well for homeowners too who want to add onto their home,” he said. The mayor also cited a transit-oriented development next to the train station and two mixed-use developments proposed for the Berlin Turnpike, on both sides of Deming Road.
Kaczynski would like to see some of the new revenue used to avoid bonding for upcoming infrastructure work to avoid new debt as the town pays off its old bills. “Despite the fact that we’re always going to need to borrow some for major projects we’re trying to keep that low,” the mayor said. Once the town’s approximately $9 million in yearly debt payments have gone down, the freed up revenue can make a “world of difference” in the school and municipal budgets, Kazcynski said.
