Neighbors question Turnpike high-density housing push By Nick Carroll The Citizen

In May 2021 the Planning and Zoning Commission passed an amendment which opened the

door for a dozen or more motel properties along the Berlin Turnpike to be transformed into high-density housing. Previously, those sites were zoned for commercial use.

Edge believes housing created as a result of the Planned Residential Infill Development amendment will benefit young professionals “who have college debt, and either can’t afford a house, or aren’t ready for a house,” he said. ”Maybe they would work at one of the businesses — Comcast, Eversource, manufacturing — in town.”

While the housing proposal for 1676 Berlin Turnpike was recently withdrawn by the applicant, it appears likely that a residential development will ultimately be built on the site. Szozdowski’s shop abuts 1676 Berlin Turnpike, which is open land at the moment. Imagining a bustling neighborhood in the 1.9-acre space, the business owner said, “Where are they going to park? Where are they going to have kids play?” Holly Court resident Linda Ahlstrand questions that, too.

“This site is too small,” she said. Holly Court is located at the rear of 1676 Berlin Turnpike, down a small slope. Ahlstrand has lived at the end of the cul-de-sac for some 16 years and does not want to see high-density housing just yards from her home.

“We had no idea this had even been passed, and that’s what’s so infuriating.” Szozdowski echoed that. ”We never got any notice of them changing the zoning of this property,” he said. “They said they put it on their web page. Who the hell looks at the town website? We were just blind-sided by it.”

Acting Town Planner/Zoning Enforcement Officer Maureen Giusti said everything related to “the public pro“They were never a probcess” was done by the books. lem,” Ahlstrand said. “They “There were executive orwere something like 300ders that allowed towns to square-feet. Letters to the Editor Neighborhood harmony? Editor : Back in May 2021, without residents being made aware, Planning and Zoning passed an amendment which will only allow high-density housing to be constructed on 12 vintage motel sites on the Berlin Turnpike. These properties will never be commercial again. Why do this? This Planned Residential Infill Amendment should be repealed.

Because of COVID restrictions, P&Z only had to put the hearing notices on the town website, which no one looked at. I find it interesting that in the past few weeks, several notices have been put in The Citizen by the town wanting our input on affordable housing. However, P&Z couldn't be bothered to put information on the proposed amendment in the paper.

Turnpike, where it allows the developer to crowd 20 twobedroom units onto 1.9 acres. The property backs up to houses. The units will be built 15 feet away from the property line.

P&Z doesn't think there will be great impact on the abutting neighborhood with the number of tenants, noise, the height of the buildings, and storm water runoff? This is "neighborhood harmony" Why? Obviously, P&Z want- which P&Z is so enamored with? Also, seven other vined to push this through. tage motels abut residential. This amendment was passed Those neighbors will face specifically for 1676 Berlin these same issues.

At 404 Berlin Turnpike, 200 residential apartments will be constructed. Another developer is looking to build 106 apartments at 550 Berlin Turnpike. Plus, vintage motel properties will be ex-

Probate.

Also, she and Chris Edge pointed out that a municipality changing zoning regulations is not unusual.

It’s not a dirty word.

”It needs to be a document that’s somewhat flexible, because you’re not going to find axe throwing, parkour, or escape rooms in a zoning book,” Edge said. “So you have to figure out how does that fit into the mix. And, more importantly, where do those uses make sense.”

Actually, probate is a good thing. Learn all about it by watching this free webinar.

In the end, not every zoning regulation will be universally embraced. The Planned Residential Infill Development amendment is no different.

◆ Avoiding

Probate with a Trust: Is it something you should consider?

”Can we do it better? Is there a different way to do it? … I think that’s where we are with this process,” Edge said. “You take a look at it and figure out: Can something be done where everybody can be amenable to it. That’s where we try to spearhead those conversations.”

Small Towns council names new leader The Connecticut Council of Small Towns elected Durham First Selectman Laura Francis as president at its annual meeting, held Feb. 8 at the Aqua Turf Club in Plantsville.

“The experience and leadership that Laura brings to the table will enhance COST’s role at the state Capitol as a strong advocate for Connecticut’s smaller communities,” Gara added.

COST represents 115 smaller communities throughout Connecticut — including Berlin — and works to give rural and suburban municipalities a strong voice in the legislative process.

COST’s 2022 Legislative Platform includes: preserving state aid to municipalities to reduce overreliance on the property tax to fund critical services; supporting continued investment in critical infrastructure; enhancing efforts to tackle Connecticut’s solid waste management issues by expanding recycling efforts and improving materials management; assisting municipalities in upgrading school facilities to address indoor air quality issues; facilitating efforts to meet the broadband needs of under-

In Brief Garden Club

Children’s fund

Organized in 1955, the Kensington Garden Club operates exclusively on a nonprofit basis for charitable and educational purposes, and for the well-being of the community and public benefit.

The Berlin Children’s Fund, managed by community volunteers in conjunction with the Department of Social and Youth Services, provides financial assistance to local families that cannot afford the full cost of a two-week camping experience.

The club promotes civic beauty, encourages improvement of public spaces, raises awareness of environmental concerns and advances the art of floral design and horticulture. New members are welcome. Contact the group via kensingtongardenclub.net or through its Facebook page.

Meeting house Built more than a century ago, the Worthington Meeting House requires costly annual maintenance to operate. Some much-needed renovations are needed to preserve the meeting house and to ensure that it remains in good condition for future generations.

More outstanding cardiology

Donations to the fund may be sent to: The Berlin Children's Fund, Berlin Town Hall, 240 Kensington Road, Room 12, Kensington, CT 06037.

Kitchen safety tip: Water spreads oil fires Unattended cooking is the main cause of kitchen fires and almost two-thirds of home cooking fires start with the ignition of food or other cooking materials. In recognition of National Burn Awareness Week, which is observed each February, the National Fire Protection Association shares the following kitchen safety tips.

Cooking 101 Stand by your pan when cooking. Do not leave food, grease or oils cooking on the stove unattended. Always wipe clean the stove, oven, and exhaust fan to prevent grease buildup. If you are simmering, bak-

ing, roasting or boiling food, check it regularly, and use a timer. Remain in the home while using the stove or oven. If you have to leave, turn the appliance off. Keep pot handles turned inward to prevent accidental spills of hot contents. Keep flammable objects such as potholders, towels, paper or plastic bags away from heating elements. Create a 3-foot “child-free zone” around the stove. Keep children and pets away from the stove while cooking to prevent burns and scalds. Avoid wearing loose-hanging clothing that can catch fire. If your clothing catches fire, stop, drop and roll to put out flames.

Should a fire occur while you are cooking: Turn the heat off. Cover the pan with a lid or something like a cookie sheet. Leave it covered until the pan is cool. With the lid on and the heat off, the fire should quickly put itself out. Do not use water. Water will cause the oil to splatter and spread the fire, or scald you as it vaporizes. hot to handle and the contents may splash, causing a severe burn.

Make an escape plan

Never discharge a portable fire extinguisher into a grease fire. Put a lid on a grease fire to smother it, then turn off the heat. Baking soda will also work.

Create a home escape plan and make a map. Share that plan with all members of your household. Designate a minimum of two ways to get out of each room, if possible.

For fires inside an oven or microwave, keep the door closed, turn off the appliance, and call the fire department.

Teach children how they can escape should they need to get out of the home on their own.
