Massachusetts requires drivers older than age 75 to renew licenses in person and pass a vision screening test or submit medical documentation about their vision. Renewals are needed every five years. Some states ask for license renewals every eight years, and in New Mexico, it's every year if you're older than 75. Seven states allow for two-year renewals for older drivers, beginning at age 65 in Connecticut and 85 in Texas and Indiana. All state departments of motor vehicles, highway safety or transportation have an office where a family member or doctor can make a referral about an unsafe driver. The state office will investigate the claim and the driver may have to take a road test. In California, doctors must report patients with dementia or epilepsy. Note that state rules are always changing, so be sure to check your state's relevant agency for the latest rules and requirements.

In-person renewals and vision tests have been shown to reduce deaths among older drivers. Statistical analysis of data from 46 states revealed that they have reduced fatal crash rates involving drivers age 85 and older by 31%.

Some states require elderly drivers to take a vision test when renewing a license; some monitor older drivers by not allowing drivers over a certain age to renew their licenses by mail.

The number of fatal crashes for each mile driven increases noticeably starting at age 70 to 74 and is highest for drivers 85 and older. These elevated crash risks are due largely to older drivers' susceptibility to injury, particularly chest injuries and medical complications, rather than an increased tendency to get into crashes.

Elderly drivers can be affected by poor eyesight, chronic disease and medication that might impair driving. States won't revoke a driver's license based simply on a driver's age. However, some states put restrictions on license renewals for elderly drivers.

Greater physical, visual or cognitive impairment in the elderly is associated with increased risk of involvement in a crash. Elderly people often use medications that can interfere with driving and be particularly risky in older patients.

The Elderly, Driving and the Law

Relinquishing a driver's license in old age is not an easy affair — family members do not enjoy the task of confronting a father or mother with a strong plea to take away their keys to the automobile. But aging can reduce the faculties needed to drive. And then there's cognitive decline, and decreased vision, hearing and motor skills — all can have a disastrous effect on reaction time and coordination.

The bottom line is that many elderly people will face a day when they can no longer drive. They will need to consider other transportation alternatives or possibly a move to an area where they have more options.

Not so for boys volleyball, the spring’s lone indoor sport. Like girls volleyball players in the fall and most athletes here in the winter season, boys volleyball players will be required to compete wearing masks. Whether indoors or outside, the CIAC is requiring masks to be worn at all times by coaches, players, officials, game workers, spectators and by athletes when they’re not in active competition. the CIAC halted activities on March 10 amid the emerging pandemic, and the entire 2020 spring season wound up being canceled. Scholastic sports did return in the fall of 2020, but hardly in full. The CIAC canceled tackle football and the other sports played an abbreviated 12-game season that was delayed approximately three weeks to Oct. 1. The postseason was limited to conference events. There were no state tournaments.

CIAC says geographic location should be a primary consideration in scheduling. Also, with the state easing restrictions on sports starting March 19, multi-team events are now OK for the “non-direct contact sports” such as track and golf.

The same template is being followed this winter, the start of which was delayed to an even greater extent when the state, facing a second surge in the coronavirus, suspended athletic activities from Nov. 23 to Jan. 19.

Some rules in effect for the fall and winter will continue, such as a 14-day quarantine period for COVID-19 exposure or positive cases, social distancing, sanitizing of equipment and no handshake lines.

In both fall and winter, contests were largely limited to “pods” within conferences, divisions dictated by geography to limit exposure and travel. This winter, multiteam events and games against out-of-state opponents, per state order, were not allowed.

The 14-day quarantine for sports remains in effect even though the Connecticut Department of Public Health has shortened the quarantine period to 10 days for kids to return to school after a positive test or COVID exposure.

This spring, schools can resume playing out-of-conference games, though the

“For clarification, it is DPH’s position that a return to athletics should include the full 14-day quarantine period,” the CIAC stated in its spring plan. “This means that a student-athlete may return to in-person instruction after a shorter quarantine period (i.e., 10 days), however, must wait the full 14 days prior to returning to athletics.”

Changing the way patients think about ‘health care’ Attending medical school in the Wild West it becomes readily apparent that health care in the western part of this country is much more prevention oriented than here on the East Coast. Of the all naturopathic medical colleges in the United States and Canada, only one naturopathic doctorate program is located in the eastern U.S. (Bridgeport, Conn.) The Southwest College of Naturopathic Medicine is in Arizona, near many Native American reservations. Living there along with medicine and prevention one learns about Native American societies and what American culture has learned from them.

er countries. Patriarchal societies tend to be more capitalist in nature, while matriarchal societies tend to be more community oriented. Capitalism is not one of the societal practices of Native Americans. Hoarding material goods is actually frowned upon in tribal communities. Commitment to the community was and is how Native American societies operate. Even today, benefits from casinos on reservations are shared by the entire tribe, not just one million-

aire mogul. Maybe we didn’t learn that lesson so well. Training in medicine on the reservation was handled much the same way as most medical training, before medical schools and pharmaceutical companies became part of the landscape. The experienced doctors trained the young interns for many years. The medicines that were discovered as effective over many centuries were passed down.

JOE’S LANDSCAPE DESIGNS Complete Landscape Design

Democracy was learned from Native Americans. However, the matriarchal nature of these native societies was not adopted by the immigrants from oth-

Native Americans also used a different teaching method; a community – or posse – teaching technique. Students are put together in groups depending on their individual strengths and weaknesses. Good math students, who may be shy, are put together with weaker math students that are excellent communicators. They teach and support each other as a group, or community. Students learn a stronger community comes from integrating each other’s strengths. It isn’t a com-

petition, as many American schools are. It is a community effort for the community to benefit from all the students’ skills combined. In today’s naturopathic medical schools, medicine from many cultures – including what is often called Western medicine or “traditional” medicine – is taught. From botanical medicine of the Native Americans and many other cultures as far back as Hippocrates, to acupuncture See Aresco, A9

from traditional Chinese medicine, homeopathy, physical medicine such as chiropractic and massage therapy are all taught. It is an education of many types of medicines found to be effective through centuries of medical practices and across many cultures. Naturopathic medical students learn that a posse of practitioners using each other’s strengths for treating patients is more effective than having one individual practitioner, with one philosophy and one type of education and only one treatment modality.

Thursday, March 18, 2021

Many western medicine practitioners are beginning to see that just prescribing a medication isn’t solving a patient’s health issues. It takes all types of alternatives to truly lead patients to health and wellness. In the process, the patient also should learn what they need to do for their own health care. This is an essential part of medicine, and should be, as the Latin translation of doctor is to teach.

While living in Connecticut, Martha volunteered as a blood aide for the Red Cross bloodmobile, she was a member of the Junior League of New Britain, she served on the Board of Directors and the Public Affairs and Public Relations Committees for the local YWCA chapter, and also served on the Woman’s Committee at the New Britain Museum of American Art. Spending time on the golf green with her husband, children, and friends was a cherished pastime. In 2001 Martha and her husband moved back north to the Sugar Hill Retirement Community in Wolfeboro, NH. There she volunteered at Huggins Hospital. Besides golf, Martha also enjoyed playing bridge and was a voracious scrabble opponent in family games, both in person and digitally. Martha received a great deal of joy in maintaining friendships and keeping up with family over distances through the lost art of sending and receiving handwritten letters. Martha also relished taking trips to the ocean, reading mystery novels, and enjoying a glass of Chardonnay with her family. The family extends their deepest gratitude to the dedicated nurses and staff at the Meredith Bay Colony Club in Meredith, NH, who took wonderful care of Martha, especially in her in her final years. There are no calling hours. There will be a gathering for family and friends to celebrate her life at a later date. In lieu of flowers, donations can be made in her name to Central NH VNA & Hospice (www.centralvna.org). Budget From A1

The budget report states, “The integration of technology in the classroom and the curriculum ensures that our students gain the necessary learning experiences and knowledge regarding how technology interfaces with their learning and life.” To provide a safe learning and work environment, the BOE seeks funding for several projects in the district, including renovation of roof-top units at McGee Middle School, fire alarm upgrades, and improvements to Willard Elementary School’s HVAC system and parking lot. Additionally, in order to address the demands of COVID-19 state guidelines,

the town and BOE plan to dedicate funds to support air quality equipment in all district schools.

Obituaries Sylvia R. Glennon BERLIN- Sylvia Glennon passed away peacefully on Sunday morning at the Atrium at Rocky Hill. Born February 25, 1938 in Tampa, Florida, Sylvia was raised by her loving Great Aunt Laverta (“Sister”) Lee in Fort Myers and attended Fort Myers schools where she excelled, including skipping the fourth grade. When her aunt passed when Sylvia was 14, she relocated to Connecticut to live with relatives and went to graduate from Crosby High School at age 16. Sylvia then chose to enroll at the University of Connecticut. Sylvia met her future husband, Glenn Glennon, during her freshman year at the University of Connecticut. They married in October of 1956. After spending time at Fort Benning, Georgia, the couple returned to Connecticut to raise a family. Sylvia loved being a wife to Glenn and a mother to her five children. She kept busy as Deputy Register of Voters in Berlin, CT, writing for both the New Britain Herald and the Hartford Courant, as well as serving as Chief Moderator of several elections for the town of Berlin. Sylvia later obtained a position at the Trinity College Library as a

cataloguer and later as a rare books cataloguer. One of her more notable projects included the honor of cataloging Mark Twain’s personal library and correspondence. After leaving Trinity, she worked for the Connecticut State Library, Berlin Peck Library, and served as head librarian for the Berlin Free Library. Sylvia was a member of the Berlin Congregational Church for over 50 years. She served on many boards and was a Deaconess in her younger years. Sylvia was described as shy, modest, quickwitted and elegant. She loved her Friday night card games with her lifelong friends. Sylvia could beat anyone at Jeopardy, Scrabble, Perquacky and most any game of cards. Her greatest joys were her husband, children and

grandchildren. In addition to husband Glenn, she is survived by five children and their spouses: Scott Glennon and his wife Christine, Jill McNally and her husband Walter, Amy Watt and her husband Allan, Matthew Glennon and his wife Debra, and Jennifer Remmes and her husband Dan, as well as grandchildren Julia, Shannon, Dylan, Mason, Devon, Colin, Serena and Miranda. Sylvia was also predeceased by infant son Richard, her father and mother, John Hoard and Paula Roberts, her brother, John Hoard, Jr., and her decades-long friends, Helen O’Connell, Shirley Recck, Laura Conger, and Esther Woodruff. The family would like to thank the staff and employees of the Atrium for their loving care of Sylvia. Due to safety issues surrounding the COVID-19 pandemic, the funeral will be limited to family members. In lieu of flowers, contributions may be made to the Berlin Congregational Church, 878 Worthington Ridge, Berlin, CT 06037. Erickson-Hansen Funeral Home of Berlin is in charge of arrangements. There is a play-at-your-ownrisk element to the spring. While the CIAC does not require or even recommend their member schools have athletes sign COVID-19 waivers, the spring plan does include “optional language” for school districts that “may decide as a business judgment whether they wish to include a waiver of claims.” One key paragraph regarding negligence: “Although the District has implemented certain preventative measures consistent with applicable rules, regulations, federal and state orders and guidance, and guidance from public health officials related to COVID-19, the District cannot ensure that Students participating in Spring Sports and/or their families or others in the Stu-

dent’s household will not become infected with COVID-19. Moreover, the District cannot protect against exposure to or infection by COVID-19 that occurs due to the actions, omissions and/or negligence of students or others, including District staff members.” Looking ahead, the CIAC is hoping to offer a “Summer Series” for football and wrestling, the two sports that did not play this school year in Connecticut (at least in a CIAC-sanctioned capacity; there were independent football leagues that sprang up last fall). The “Summer Series,” which has been sent to the CIAC’s out-of-season subcommittee for review, would permit football and wrestling coaches to “engage studentathletes in education-based

learning and sport skill development opportunities during the months of June and July.” The series would focus on developing leadership skills, sportsmanship, skills and an understanding of the NCAA recruiting process. Regional sites would host, with at least four teams per location, over five days. Each day would feature 2 ½ hours of in-person instruction and two hours of individual skill work and team play. To avoid any conflicts with its out-of-season coaching rules, the CIAC would run the Summer Series. Also, the CIAC has granted wrestling a one-time waiver on its out-of-season coaching rule. Coaches can work with their wrestlers from March 29 to May 29. There won’t, however, be a wrestling season. While the easing of sports restrictions theoretically opens the door to a brief wrestling season, the CIAC conducted a survey and found that 70 percent of its wrestling programs want to stick with the practice-only plan that’s been in place all winter. That plan has been limited to non-contact skill work and conditioning. Starting March 19 and continuing through March 28, contact wrestling practices will be allowed.

“I think Connecticut has earned it,” Lamont said during a March 4 news briefing. “You know, it’s been tough and people have been frustrated. They’ve been sheltered at home. A lot of our businesses really suffered, and people took a hit ... So I’ll tell ya. It feels pretty good. It feels good that we’re able to do this.”

“I think people need to understand that it’s time to start getting back to normal,” Gronda said.

Eased restrictions will reassure people that the pandemic's grip is loosening and make them feel more comfortable going out, said

Previous restrictions capped many businesses and personal service facilities at 50 to 75 percent occupancy.

“Today, we know more about the virus than we ever did, we know all the safety precautions, and many people are getting vaccinated. Staying cooped up in your house doesn't do any good at this point.”

But despite easing regulations, social distancing rules will still constrain restaurants. Tables will be limited to eight people and must be spaced out. In lieu of tables six feet apart, restaurants have an option of separating them by Plexiglas shields. Also, an 11 p.m. curfew will remain, and Lamont stressed that the mask mandate will remain.

“We’re beginning to get a handle on what works,” the Democratic governor said. “It’s not so much a question of how you adjust the dial and go ‘capacity up 10 percent’ or ‘down 10 percent,’ or whether you have a curfew for two weeks or four weeks, and then you go back. I think we’re finding what works is wearing the mask, social distancing, and vaccinations.” The rollback comes as about 60 percent of Connecticut residents 65 and older have been vaccinated against the coronavirus, helping drive down hospitalizations, new infections, and deaths to their lowest point in 2021, according to Lamont. nkorytnikova@ record-journal.com

Marijuana From A1

nition Expert (DRE) may potentially assist in the evaluation of a motorist, there is presently no legal device in which to test such operators.” Berlin Chief of Police John Klett agrees with the statement made by the Connecticut Police Chiefs Association. “We have no device with which to test operators for being under the influence of cannabis like we do with the intoxilizer,” said Klett. “This raises concerns about the safety of our roadways.” The current language of the bill would allow people 21 years old an above to legally possess and use up to an ounce and a half of cannabis and cannabis products. Lamont submitted written testimony for his support of the bill. In the testimony, Lamont cites the legalization of recreational marijuana in surrounding states including Massachusetts, New Jersey,

Main and Vermont, and the fact that New York and Rhode Island are on track to legalize it soon.

“We can no longer stick our heads in the sand,” Lamont’s testimony states. “Cannabis is currently, and will be increasingly available to the residents of Connecticut.” Lamont makes the argument that developing a well-regulated market will be better for the state than enabling an illicit market. Cheshire Police Chief Neil Dryfe said he shares the concerns of the CPCA as well as having concerns as a parent. Dryfe said he has heard information that the marijuana may be more potent than was is available through illegal means currently. He noted the state is currently seeing a rise in fatal overdoses and doesn’t think this is the appropriate time for such a bill to be passed. ”The state has seen a 10 year upward trend toward drug overdoses,” Dryfe said last week. “I don’t know that le-

galizing any drug is a great idea at this point.” Southington has one DRE trained officer in their department of 70 members, Chief Jack Daly said. To get an officer certified as a DRE is a lengthy process and the course is not available often, he noted. Daly said the bill includes $1 million for state troopers to be trained as DRE, but he questioned where that leaves local departments. Daly said it seems like the approach that is being taken is to legalize it then figure it out, which he does not agree with. Daly said there needs to be a plan in place before the changes are implemented, noting there are many unanswered questions from a law enforcement standpoint. Daly said police are the enforcement arm, noting that they will follow legislation that is passed. Sibongile Magubane, commissioner of the Department of Motor Vehicles, submitted testimony in support of the bill. Magubane notes the bill

amends the state statute for impaired driving and apply's administrative licensing sanctions to drug-impaired drivers. “Senate Bill 888 takes positive steps to address the public safety concerns raised by the legalization of cannabis,” Magubane’s statement reads. “Section 91 of the bill strengthens the administrative per se program by including in the per se process those operators who do not have an elevated blood alcohol content, but who are found to be operating under the influence based on specific tests of behavioral impairment.”

The state Division of Criminal Justice submitted a statement regarding the bill, where they take “no position on the concept” of the bill. The division noted it believes it is a policy decision within the purview of the legislature. The division offered several suggestions as to the language used in the sections of the bill related to past court convictions and probable cause issues for police officers out in the communities.

“Bob” is a 7 year old neutered male. We tried him in a home with dogs, he does not like dogs. We tried him in a home with a cat and that didn’t fly either. We do not know alot about him or his background, but for sure he would do best if he was the only pet in the home. Please fill out online adoption form at www.fobac.org or call FOBAC at 860-828-5287. Bob will be staying at Petsmart in Berlin. Stop by to say Hi!
