Scholars take Rho Kappa pledge

In the presence of family, friends and school staff, the fifth cohort of the Berlin High School Chapter of Rho Kappa, NCSS was honored in the high school’s auditorium on March 15. As part of the proceedings, the 35 inductees took a pledge focused on the core organizational principles of truth, knowledge, wisdom and service.

The Rho Kappa National Social Studies Honor Society was established by the National Council for the Social Studies in December 2011. It is the only national organi-

zation that recognizes high school juniors and seniors for excellence in the field of social studies.

Among the criteria to be eligible for admission in the Berlin High School Chapter of Rho Kappa, NCSS, students must have completed four semesters in the field of social studies and be prepared to complete at least six. Students must also have a minimum weighted GPA of a 3.5 on the 4.0 BHS scale for social studies courses, and an overall GPA of a 3.0 on a 4.0 scale.

Director looks back on ‘very special’ BHS show

Tyler Boyle said Berlin High School's production of “The Little Mermaid,” which played March 2 to 5, "was incredibly successful.”

“Each audience was bigger than the last throughout the weekend," the show's director pointed out, "and that really helped build more excitement for our students over the course of the weekend.”

An animated Disney classic, "The Little Mermaid" tells the tale of a young mermaid who longs to leave her ocean home to live in the world above.

For the stage show, the plot was expanded and new music added.

Seniors Meredith Gendreau (Ariel) and David Wadstrup (Prince Eric) played the leads in Berlin High’s production. The cast also included Ruth Brown Kirchner as Ursula, Alex Miloszewski as the pilot, Connor Lindsay as Grimsby, Addison Guarino as Flounder, Calvin Delude as Scuttle, Robin Crisler as Windward, Nathaniel Elmani as Leeward, Thomas Morisse-Corsetti as King Trion and Jacob Miller as Sebastian.

In all, more than 50 students helped bring "The Little Mermaid" to life.

Boyle said the show garnered standing ovations, and a great deal of positive feedback once the curtains closed. “To say the least, this was a very special show that we’ll have fond memories of for quite some time,” Boyle said.

In excess of 1,600 tickets were sold for “The Little

Mermaid.” Profits will support Berlin High’s theater production in 2024.

“I’m very proud of the talents and work of all our students,” said Boyle, who has produced six shows at BHS.

"It takes a lot of time, focus,

and energy to rehearse and perform a show of this magnitude, and our students always go above and beyond to bring their absolute best to their work, whether it’s onstage, down in the orchestra pit, or behind the scenes. ”

Municipal leash ordinance update

In December of 2021, the Town of Berlin passed a new leash ordinance that requires dogs to be always on leashes on public property. This includes all town parks and public sidewalks.

Since this ordinance was put in place, our Animal Control

officers have been patrolling areas in town on a daily basis speaking to many residents and educating them on the new leash ordinance.

Beginning on April 1, 2023, Animal Control Officers will begin issuing Written Warnings to individuals who do not have their dogs on leashes in public property. This

includes the meadow area of the Bicentennial Park. Records will be kept of written warnings issued.

Beginning on May 1, 2023, Animal Control Officers will begin issuing Written Infractions. The fine for violation of this ordinance is $100. You will receive a copy of the infraction and the other copy will be sent to New Britain Superior Court. The court will reach out to you with next steps. This process is the same for other infractions such

as, Failure to Vaccinate, Roaming, etc.

If an individual receives a written warning prior to May 1, the second offense will automatically trigger an infraction, even if the second offense occurs prior to May 1.

Please remember all tags must be worn and visible on dog collars showing proof of license and rabies vaccination. For more information regarding the ordinance, refer to the town website (Town Code Book).

Holiday notice

Town departments will close at 4:30 p.m. on Thursday, April 6 and will be closed Friday, April 7 in observance of Good Friday. Normal trash/ recycling schedule will apply.

Lineworker certification

Eversource is partnering with Housatonic Community College and the International Brotherhood of Electrical Workers (IBEW) Local Unions 420 and 457 to prepare the next generation of electrical lineworkers in Connecticut. The Lineworker Certificate Program provides students valuable training in the electric utility industry and the opportunity to progress into Eversource’s paid apprenticeship program. Sneakers sought

The Berlin High School outdoor track and field teams are holding a sneaker donation fundraiser through Friday, March 31.

Donate old sneakers for recycling, and for each pair collected, the BHS track

teams will receive funds. Sneaker donations can be dropped off at all Berlin Public Schools.

Community grants

The Community Foundation of Greater New Britain approved its first round of grants for 2023, awarding more than $436,000 to a wide variety of programs serving Berlin, New Britain, Plainville and Southington.

The second round of CFGNB grant applications will be accepted this summer. Letters of Intent are due July 1. Visit the “grantmaking” section of the foundation’s website at cfgnb.org.

Wellness expo

Fazzino joins 200-plus runners at inaugural 5K

MERIDEN On Sunday, over 200 runners from the Meriden area came together for the inaugural Hartford HealthCare, MidState Medical Center Run the Runway 5K race at Meriden Markham Municipal Airport.

Although the sun was shining, the wind blew hard enough at times to pose a challenge for some runners.

Derek Destefano, Meriden Running Club race director, said he was very excited about the event and the turnout of runners.

Destefano noted that they had close to 230 runners for the race.

“This race is more than I could have hoped for,” Destefano said. “We are planning on doing this every year. This is an exciting opportunity for our community.”

Proceeds benefited MidState Arc, an agency that helps individuals with intellectual and developmental disabilities.

The opportunity to run on the runway provided something unique, and helping MidState Arc provided a chance to help the community come together for a great cause, Destefano explained.

Flights were suspended during the event, though Hartford HealthCare’s Life Star

critical care helicopter performed a fly-by before the race.

MidState Arc began as a community of parents who advocated for children with

intellectual disabilities. Today, the non-profit operates with the same inspiration to provide a wide range of services.

Runners take off from the start line at the Run the Runway 5K at Meriden Markham Municipal Airport Sunday, March 26.

Destefano said that the planning for the event started about a year ago.

“It's so unique to be on a runway, and there are no races in Connecticut where you can do just that,” Destefano said.

State Rep. Jack Fazzino was among the runners. “It was a long but fun race,” said Fazzino, who represents the 83rd House district covering parts of Meriden, Berlin and Cheshire. “I saw this posted in one of the community newsletters a few weeks back and started to get back into running. I was a big runner as a kid, but since then, I’ve taken up more swimming because I have horrible knees.”

Before the 5K race took off on the runway, there was a kids’ fun run. Kids from toddlers to pre-teens participated in the race.

“It was really fun, but it was hard to run on the runway,” said Katie Overstrum, of Wallingford. “I would have expected it to be easy since it was all flat, but the wind made it challenging.”

Overstrum ranked first in the women’s category and third overall.

Billy Hunt from Brookfield made first place overall, while Joe Decker from Meriden placed second.

Bill allowing bear killing advances; hunt proposal shelved

HARTFORD Connecticut lawmakers voted Friday, March 17, to allow special state permits to kill bears that threaten or damage crops, livestock or bees.

However, they shelved a more contentious proposal to allow a limited bear hunt supported by state environmental officials grappling with an increase in human-bear conflicts.

The proposed annual bear hunt, which would have been limited to a northwestern Connecticut county, was pulled following outcry from animal rights advocates who argued it was inhumane and wouldn’t reduce the number of incidences.

Data from the Connecticut Department of Energy and Environmental Protection, which supported the hunt, show the number of reported conflicts between humans and bears has more than dou bled in recent years, with less than 1,000 in 2015 to more than 2,000 in 2022.

The number of towns where these interactions, such as the 67 home entries reported last year, have occurred has also increased.

There were two bear attacks last year, including an incident where a 250-pound black bear mauled a 10-yearold boy playing in his grandparents’ backyard. The bill, which cleared the General Assembly’s Environment

in the Senate, also makes killing a bear justified if the animal is inflicting or about to inflict great bodily harm to a human or is injuring or killing a pet. The proposal further prohibits intentional and unintentional feeding of a potentially dangerous animal.

Health costs increasing twice as fast as goal

Connecticut’s first health care benchmark report says health costs in the state rose by 6% to $34 billion in 2021, double the aggressive goal set by Gov. Ned Lamont to limit cost growth to 2.9% in each of the next three years.

Less than $2 billion went to primary care that the governor’s health adviser says is crucial to preventing or stabilizing chronic conditions like diabetes and high blood pressure, saving residents

from costly complications and hospitalizations.

The numbers were presented late Monday afternoon to the governor and a steering committee that includes the leaders of the state’s two largest hospital systems, Hartford HealthCare and Yale New Haven Health.

Lamont is making health costs a priority of the second term that began in January, and the new report instantly became ammunition in the administration’s lobbying for two bills aimed at curbing costs, with a special focus on hospitals.

“The findings of this report reinforce the need for more sweeping action to ensure equitable access to affordable health care to all residents of Connecticut,” Lam-

trolling costs that are outpacing income and economic growth, often beyond the increases in other states with benchmarking projects.

“I don’t know why Connecticut is not best in class. We got the best damn hospitals in the country, incredibly innovative,” Lamont said, adding that the state also is a major insurance center. “I feel like we’ve got the pieces of the puzzle. We’re a relatively small state, and here I feel like I’m always playing catch up.”

Hospitals are lobbying against Lamont’s bills, which would limit out-of-network costs for hospital services to Medicare rates, giving insurers greater leverage in negotiating prices, and would prohibit the facility fees charged by hospitals for services at free-standing clinics and offices.

Chris O’Connor, the chief executive of Yale New Haven, told the governor that while the hospitals “ are crying foul,” they are willing to work with the administration.

O’Connor said hospital finances are fragile coming out of the worst of the COVID-19 pandemic, and the industry is “losing money for the first time in a long time.”

“But at the end of the day, you know, we have to be part of the solution,” O’Connor said. “And I just want to continue to reinforce the importance of working together at solutions.”

Connecticut is one of nine states trying to benchmark health costs and spending on primary care, with a tar-

get of 5% for primary care in 2021 that will rise to 6.9% in 2023, 8.5% in 2024 and 10% in 2025.

Statewide, the 2021 target was met with 8.3% of Medicaid spending on primary care, while the commercial and Medicare Advantage markets fell short, each below 4%.

Two of five commercial payers reached the target, while all the Medicare Advantage payers fell short.

Analysts equate primary care with prevention, Gifford said.

“It’s actually based on pretty clear evidence that health systems that spend more as a proportion of total spending on primary care have lower overall costs and better health outcomes,” Gifford said. “So primary care is a bargain.”

The health care cost growth benchmark was 3.4%, judged against 2021 data, and will be 3.2% for 2022 and then 2.9% for three years.

While the overall state cost growth rate was 6% in 2021, commercial health care costs grew 18.8%. Medicare increased by 1.4% and Medicaid by 0.8%.

Lamont was scheduled to make brief remarks, but he remained for more than half the two-hour meeting. As he left, he said he was pleased at the level of engagement by the hospital executives but acknowledged differences.

He repeated a message delivered directly to the executives.

“If you’ve got a better idea, let me know,” Lamont said. “I tried to come up with some real cost savings for consumers and taxpayers now. I don’t have all the answers. I presented ours. What I don’t want to do is have another couple of years of studies.”

The hospital executives said after the meeting they heard him.

“The governor has been, throughout his administration, a great ally for heath care, ” said Jeffrey Flaks, the CEO of Hartford HealthCare. “He continues to express interest in hearing new and more ideas, as he expressed today. And if some of these proposals may not make the most sense for the benefit of health systems and how we deliver health care across Connecticut, he’s asking for new ideas.”

BERLIN - Geneva M. (Dumais) Chamberland, of Berlin, went to eternal rest on March 18, 2023 at the age of 75.

Jean leaves behind her beloved husband of 55 years Gilman Chamberland. She is also survived by two sons Russell (Thuy) and Marc (Aimee); three grandchildren Renee, Courtney, and Tyler; sisters Rena (Roger) and Betty (Tom), in addition to many in-laws, nieces and nephews.

What is a budget?

Some say it’s a moral document; and I agree. Adding or striking out line items have real consequences and are not only numbers that can be played with to create a specific outcome.

A budget outlines what resources can be tapped, what investments can be made;

The Berlin Board of Education has requested a budget increase of 5.84 percent.

Our superintendent has reminded us that a minimum increase of 4.23 percent is required.

Why?

It funds contractual obligations, labor costs and other things that allow the school

district to run successfully. What doesn’t that increase include? Think about teaching supplies, updated programming and other tangible things that can set up Berlin students for success in the future.

So now we come to the appalling March 20 meeting of the Board of Finance.

That night the Republicans and Democrats “came together” to offer a meager 3 percent increase. This lowball proposal is simply unacceptable.

Learn More About Community College at an Open House

Students planning to enroll in community college this fall should consider attending an upcoming open house to learn more about higher education. Each of the 12 main campuses of Connecticut’s community colleges have time set aside in March and April for prospective students and their families to visit, tour the campus, talk with faculty and staff, and learn more about the academic programs, degrees and certificates available for study.

Connecticut’s 12 community colleges are merging to become Connecticut State Community College on July 1, 2023. Also called CT State, the college will offer students a seamless experience across all locations, in every corner of the state, with coordinated student services and shared curriculum for over 200 degrees and certificates.

Open house attendees can learn more about CT State and the specific offerings of a particular campus. Information about online courses, co-curricular activities (including clubs and organizations) and non-credit career training and workforce development programs will also be available.

One primary advantage of an open house is the opportunity to learn more about the admissions and enrollment process. Enrollment Services staff will be on hand to

answer questions about applying, registering, advising, financial aid and paying for college. Information will also be available about Connecticut’s free community college program, PACT. Transfer advisors can speak with students who may be considering community college as the first step to a bachelor’s degree.

Prospective students are encouraged to visit CTState.edu before attending an open house. Here, they can learn more information about the merger, individual campuses, academic programs, and the college catalog. Students should peruse the catalog to identify programs of interest ahead of time.

For those unable to attend an open house, many of the campuses offer individual and group tours; details can be found on their websites. Many academic programs – including those for health careers – hold informational sessions as well, which are excellent deep dives into the prerequisites and expectations of these career paths. And for anyone intending to start college in the fall, it is never too early to complete the Free Application for Federal Student Aid (FAFSA) at www.studentaid.gov.
