Gold Star Families Monument set to break ground in Berlin The Berlin Veterans Commission will host a groundbreaking ceremony for the Connecticut Gold Star Families Memorial Monument at Veterans Memorial Park on Saturday, May 22 at 11:30 a.m.

The Berlin Veterans Commission is collaborating with the Woody Williams Foundation to build this Gold Star Families Memorial Monument. The foundation’s website states, “Hershel ‘Woody’ Williams was born on a dairy farm in 1923 in Quiet Dell, West Virginia. He enlisted in the United States Marine Corps and served in the Battle of Iwo Jima with the 21st Marines, 3d Marine Division. During the battle, Mr. Williams displayed ‘valiant devotion to du-

A recent post to the Berlin Volunteer Fire Department Facebook page states: “Town of Berlin Fire Departments received a visit from area Girl Scouts representatives today. The Area Girl Scouts worked hard to earn money to donate Girl Scout Cookies to the Fire Departments as part of the ‘Cookies for Heroes.’ A huge thank you!” The social media post states that the cookies were distributed to the East Berlin, Kensington, Berlin and South Kensington fire departments along with Hunter’s Ambulance in Berlin.
The goal of the campaign and enforcement effort was to educate motorists and reduce the number of motor vehicle crashes and injuries that involve distracted drivers.
Violating Connecticut’s distracted driving laws can be costly. Drivers who are ticketed for this violation can be fined $150 for a first offense, $300 for a second and $500 for third and subsequent offenses. According to the NHTSA, there were 26,004 people killed in motor vehicle crashes involving distracted drivers between 2012 and 2019. In Connecticut in 2019, more than 6,600 crashes were attributed to distracted driving. An analysis of 2009-2012 data by the AAA Foundation for Traffic Safety found that while more than 80 percent of drivers believed it was
completely unacceptable for a motorist to text behind the wheel, more than a third of those same drivers admitted to reading text messages while operating a passenger motor vehicle.

According to a press release, Berlin officers conducted spot-checks and a total of 58 motorists were cited for violating the law that governs the use of mobile electronic devices.

Each summer, children from the Town of Berlin look forward to attending summer camp. Camping gives youngsters an opportunity to make new friends, enjoy the outdoors and create happy, lasting memories. As we all know, last year was a year like no other. Due to COVID-19, children were unable to attend summer camp, and, like everyone else, missed out on so much.

Advice: Transfering a vehicle following a death When you die, someone is going to benefit from the use of your car. Wouldn’t it be nice to decide, now, exactly who that person should be? You can do it today. It’s easy! When registering a vehicle, you can designate a transferon-death (TOD) beneficiary, not unlike what you can do with a bank account.
How to designate a beneficiary
No beneficiary assigned? If an individual has died, and the above steps were not taken in advance, there is some extra legwork involved to transfer ownership of the vehicle. You will need to visit your nearest DMV office to register the vehicle. Make sure you bring: The Certificate of Title, assigned to the new owner by

Connecticut utilities face steep fines for storm failures By Dave Collins Associated Press
HARTFORD — Connecticut regulators proposed a $30 million fine for Eversource and a $2.1 million fine for United Illuminating for what officials called the utilities’ failures in their preparation and response to Tropical Storm Isaias, which left hundreds of thousands of homes and businesses in the state without power last August. The state Public Utilities Regulatory Authority, or PURA, issued violation notices to the two companies Thursday, May 6, a week after releasing final reports on its investigation of the utilities’ storm responses. Eversource, the state’s largest electricity distributor
with nearly 1.3 million customers, and United Illuminating, with 340,000 electricity customers in southwestern Connecticut, have 20 days to request a hearing to contest the proposed fines. Officials at both companies, which have defended their responses to the storm, said they were reviewing the proposed sanctions and will be deciding how to respond. “While our employees worked tirelessly to restore power as quickly as possible, we recognize the hardships our customers and communities experienced, and we acknowledge there are areas for improvement,” Eversource spokesperson Tricia Modifica said in a statement. “We are working — and will
continue to work — in good faith with our communities, customers and regulators to improve our performance.” United Illuminating spokesperson Ed Crowder said company officials are disappointed PURA did not consider the facts the utility presented to the agency during the investigation. “The facts show that we faithfully followed our Emergency Response Plan,” Crowder said in a statement. “We will continue to work with PURA to improve our preparation for and response to storms and other emergencies.” PURA officials said they could not comment on the proposed fines until they are finalized.

KENSINGTONJanis Francalangia, 42, of Kensington, wife of David Francalangia, passed away peacefully, surrounded by her loving family on Monday, May 3, 2021, at the Hospital of Central CT in New Britain. Born in New Britain, she was a lifelong Berlin resident. She was a graduate of Berlin High School and the University of Connecticut. Janis was formerly employed for 18 years as a nurse at the Hospital of Central CT and later at Starling Physicians. She is survived by the love of her life David Francalangia and her two greatest blessings, Joseph David Francalangia and Thomas David Francalangia. She is also survived by her loving and amazing parents, Richard and Chris-Ann Ruscio; a sister, Julie Huggins and her husband Cleve; a brother, Jason Ruscio and his wife Nicole; her mother-in-law and fatherin-law, Christine and Antonio Francalangia; two brothers-in-law, Michael Francalangia and his wife Barbara Jean, and James Francalangia; David’s grandmother, Amelia Francalangia; and her nieces and nephews, John and Matthew Huggins, Grace Francalangia, Gia and Juliana Ruscio. Janis’ love for her family and friends was second to none. She married her love of her life, high school sweetheart and remained a true “Berlinite”. One of her greatest joys in life was being a mom, so special were her boys, she even gave up her career as a nurse to take on the most important job on earthbeing a mom. Whether it was in Aruba, Atlantic City, Bahamas or even in the backyard by the pool you could find Jan laughing, surrounded by family and

He is survived by his loving wife Sally of 64 years and his daughters Kathy and Sue Prior, sons Paul and his wife Matilda Prior, and Michael Prior; he is also survived by five grandchildren. Paul Prior lived a very full life; he loved White Sands Beach, he enjoyed being a pilot and enjoyed traveling with Sally. He loved boating and fishing with his sons and walking along the Niantic Boardwalk with his daughters. Paul loved playing cards during family gatherings, especially Setback; he liked to save the Ace until the last hand. Paul served as a Marine in the Korean War. Paul and Sally, both registered nurses, owned and operated Ledgecrest Convalescent Home until
1988. He was a member of Sacred Heart Church in East Berlin, CT and St. Paul Church in Berlin, CT. With respect, the family has requested services to be private. The classic utility scam typically involves a caller threatening to disconnect a customer’s electric or gas service because of an unpaid bill and demanding immediate payment. In the case of a Plainville-based company, scammers posing as Eversource have continued to target them – threatening to shut off power unless an immediate payment was made. “We get scam calls all the time,” said Kim Masse of Northeast Garage Door Systems, LLC. “They have been robocalls telling us to ‘press 1 to pay.’ I went online to insure my Eversource bill was correct and I contacted a company representative. I even called the robocall number back and got a recording that it was an unworkable number. I hope my story helps other businesses identify the red flags so they can avoid falling victim to these scammers.” See Scams, A14

She loved being a soccer and baseball mom and spent most of her free time on the sidelines at Oakwood or the bleachers at the Berlin little league baseball fields cheering her boys on. Her brilliant smile and familiar laughter could fill a room, not to mention her stellar dance moves when Jon Bon Jovi came on the radio. To know Janis was to love her. Janis’ loss is heartbreaking; she was too young and full of life. May we all embrace the time we had with Jan, let those warm memories fill out hearts and go in peace until we meet again. Obituaries Manon Lucy Christ BERLIN- Manon Lucy Christ, 93, of Kensington, passed away on May 1, 2021. She was born on April 30, 1928 to the late Edward Hall Christ and Francine Wachter Christ. When you last saw Manon Lu, she was most likely sitting near you at a board meeting or a fundraising event for one of the numerous charities that she supported in the area, especially the Catalyst Giving Circle through the Community Foundation of Greater New Britain. Or perhaps you were one of the fortunate ones to sit on the front porch of the house she rented at the shore in Old Lyme, marveling at the expanse of water and sky. Even a rainy day was a delight, since every day is better at the shore. When you visited, she probably took you on a tour of her gardens, or sent you away with a book that you just had to read because it was “important.” Or you may have received a collection of newspaper articles, curated just for you: UConn women’s basketball, cultivation of native plants, conservation, local art exhibitions, book reviews,
education for underserved populations, or animal rights and protection, to name a few of her passionate interests. She listened to and truly saw people and their needs, generously devoting time, energy, and resources to improving the community around her. Manon Lu Christ is survived by her brother, Edward Hall Christ, Jr., of Virginia Beach, VA, her nieces Katrina C. DeShields of Youngsville, NC, and Lisette C. (George) Piccillo of Virginia Beach, VA, and her grandnieces and nephew, as well as great grandniece and nephews. She was predeceased by her special nephew, Scott D. DeShields. A Celebration of Life will be held on June 25, 2021 at 10:00 a.m. at First Church of Christ, Congregational, 830 Corbin Avenue, New Britain. Interment will be private. KENSINGTON- Cynthia (Cahill) Kuehn, 69, of Kensington, wife of Theodore “Ted” Kuehn, passed away Monday, April 27, 2020, at the Hospital of Central CT in New Britain. A New Britain native, daughter of the late William and Madeline (Vitale) Cahill, she lived in Kensington since 1971. A graduate of New Britain High School, Class of 1968, she received her Nurse’s Degree (RN) from Capital Community College. Cynthia worked at the Hartford Visiting Nurses Association and later at the Berlin VNA as Clinical Supervisor for the Town of Berlin for 15 years, retiring in 2018. She was a member of St. Paul Church in Kensington and the Kensington Volunteer Fire Department and former Ambulance Service. Also, Saint Paul School students in grades 6 through 8 recently participated in the annual middle school Travel Faire. Students worked over the first half of the school year making their Travel Faire projects, which were displayed in the school’s gymnasium. The projects, which were judged by a member of the Saint Paul School Board, can be viewed on the school’s Facebook page.
“It’s an unlimited food source and a quick source of protein,” Simpson said. The main predators are birds, but bats, mammals and even fish will eat cicadas, as well.

Brood X, or Brood 10, is basically the only one that’s coming out this year, Simpson said, and that will be outside of New England. When you hear the term “brood” it means the emergence of one of these three species. “The only brood recorded in Connecticut is Brood 2,” said Simpson. The last emergence was around 2013. The next
time we see them will be in 2030, so we are pretty much guaranteed not to see a periodical this year, he said, adding that if you do see one, it should be reported. “That would be very significant,” he said. The broods are region specific. Brood 10 is fairly widespread, although distribution tends to be patchy with some hotspots within a region, said Simpson. “We see them (Brood 10) in the mid-Atlantic and from Long Island and New York, west to Illinois and down through the Appalachians to Georgia,” he said. A few people went out to look for it in 1954 and found just a few individual insects and determined that small hatch was the last of the brood. Seventeen years later, the brood could not be found and was determined to be extinct, Simpson said. Extinction generally comes as a result of habitat fragmentation and human development. Most of their life cycle is spent underground.

There are approximately 3,000 cicada species in the world, with the real focus of cicada diversity in the temperate tropical areas of the world, said Simpson. That includes New Zealand, where there are species of cicada unique to that country.

COVID-19 VACCINE
ASK THE EXPERT
Is the vaccine safe to get for people who have autoimmune diseases & fibromyalgia? If it’s safe, will our pain get worse & our flares be worse than normal? Before I answer the question, it is important to note that we have very little direct evidence specifically looking at COVID-19 vaccine safety and efficacy in people with rheumatic and musculoskeletal diseases or autoimmune diseases including fibromyalgia. So, the American College of Rheumatology convened a task force of experts to look at the scientific evidence that is available on COVID-19 vaccines as well as what is known on other vaccines in patients with rheumatologic and autoimmune diseases. These experts developed a guidance for COVID vaccine use in patients with these disorders and for COVID vaccine timing in people who are on immunomodulatory therapies. Of course, if you have any specific questions about your own circumstances, please have a discussion with your healthcare provider. So the following information comes from this expert guidance. First, to answer a question perhaps that was not asked here but is key to consider whenever someone is thinking about the risks and benefits of any treatment is how important is it that you get the treatment in question, in this case the COVID vaccine. The COVID vaccination is definitely recommended for patients with rheumatologic and autoimmune disorders, particularly since these patients are considered to have a higher risk for hospitalization and worse outcomes from COVID itself compared to the general population. The experts acknowledge that there is variability among the different disorders and that there are differences in severity of rheumatologic and autoimmune disease progression that confer different levels of risk to individuals when it comes to COVID, but in general, the experts agreed that as a group, individuals with rheumatologic and autoimmune disorders are at increased risk of more severe COVID disease. So, what do we know about the effectiveness of the vaccine response in patients with rheuma-
tologic and autoimmune disorders? The experts agree that there may be a blunted response to the vaccine in patients who are on systemic immunomodulatory therapies and that the vaccine response may not last as long compared to the general population. The reason for this is because such therapies diminish the immune response, as they are supposed to do to help control the autoimmune disease, but as a consequence, could also diminish the immune response to the vaccine itself. To what extent, if at all, we do not know. Nevertheless, any protection, whether full or partial, from the vaccine is better than no protection at all.
Regarding safety of the vaccine, it is not expected to be any less safe than it is for the general population, keeping in mind that these vaccines are meant to elicit a reaction from our bodies—they are highly reactogenic vaccines—and so many people experience injection site pain, headache, muscle aches and pains, fever and chills. And these are good side effects—just signs that the vaccine is working, allowing the body to mount that immune response we want to protect us from COVID in the future. People who are younger and people after the second shot tend to experience more of these side effects. We are also seeing people who have had COVID infection in the past having a stronger side effect reaction after the first shot. But, remember that these side effects are expected, they occur within the first 1-2 days after the vaccine is given, and tend to last 1-2 days on average, so don’t be scared if you experience them. Now, what about a possible flare occurring after receiving the vaccine? There is a theoretical risk that a flare or worsening of the disease could happen after getting vaccinated. We do not have good scientific evidence supporting this risk, other than it being a theoretical one. But, the benefit of getting vaccinated and being protected from getting COVID-19 outweighs the potential theoretical risk of a flare. Last, in general, for the majority of the medications and immunomodulatory therapies you may be on for your rheumatologic and autoimmune disorders, no changes need to be made. Timing of the vaccination in relation to the therapies, however, may need to be coordinated, so please check with your healthcare provider on when you should receive your vaccine in relation to your treatments.
