Sun shines as town honors fallen heroes By Nicole Zappone The Citizen

Berlin’s Memorial Day festivities took place under sunny skies Monday. The day’s events included the traditional parade, a flyover by the Connecticut Air National Guard, and a ceremony beside the recently-un-

veiled Connecticut Gold Star Families Memorial Monument. Veteran Ron Welch (Brigadier General, retired) was the guest speaker. A graduate of East Lyme High School, Welch’s military service spanned 40 years. He See Memorial Day parade, A8

Berlin’s former adult ed. head lands new job Record-Journal report

A former director of adult education in Berlin has accepted a new challenge. Anthony Mangiafico has been hired as director of adult education in Wallingford. He starts July 1. “Anthony’s colleagues laud his ability to collaborate with staff and create an atmosphere that is truly about the students,” School Superintendent Danielle Bellizzi wrote in an email to her staff. As a result of the pandemic, all adult education programs

have lost students, so Mangiafico, 43, is hoping, as the next director, to bring these students back.

Under the law, the fee to convert is $1 million for retailers and $3 million for producers, which could be prohibitive for many businesses. That rate is discounted for operators who form 50/50 “equity joint venture” partnerships with a person or business that meets certain income or residency criteria. Another potential hitch: retail sales can’t commence until there’s an aggregate of 250,000 square feet of grow and manufacture space in Connecticut that’s devoted to the adult-use market. Consumer Protection, which administers licensing, are working with producers to track the industry’s footprint as many medical-use cultivators expand their operations.

But lottery winners will still have to undertake the task of getting a cannabis business up and running. That’s no small feat in a highly regulated industry, especially for start-up entrepreneurs.

State officials say their goal is for adult-use marijuana products to be available for sale by the end of this year or early next year, but there’s no set date.

“This is a heavy cash-investment business,” said Andrea Comer, deputy commissioner of the Department of Consumer Protection. “What we don’t want to do is have people set up to fail by saying, ‘OK, you want a license? Here you go.’ And then they’re ill-equipped to build or sustain that business.”

Hopeful new entrants to the market, from growers to product manufacturers, transporters, retailers and delivery services, are currently in the midst of a lottery process for licenses. Fewer than 50 are available across nine categories, with

The state’s 15-member Social Equity Council, responsible for promoting diverse participation in the developing new industry, has been holding a series of workshops for people interested in obtaining licenses and starting a cannabis business.

The state also plans to offer technical assistance to cannabis entrepreneurs. Earlier this month, the council put out a request for propos-

als from “qualified independent organizations and individuals to set up a comprehensive cannabis accelerator program.”

Charles Colaresi, chairman of Berlin’s Veterans Commission, read Welch’s biography to those gathered for the ceremony and talked

about the sacrifices people such as Welch have made.

Berlin’s Memorial Day parade started at St. Paul’s Church on Peck Street and traveled down Farmington Avenue, turning left onto Massirio Drive, and passing VFW Post 10732. From there, the parade made a left onto Veterans Way and ended at Veterans Memorial Park, where the ceremony was held.

“Thank you, Charles, for that introduction,” Welch said. “It was over the top.”

“We are lucky to have a beautiful day, and I’m honored to be speaking today on such an important occasion,” Mayor Mark Kaczynski said Monday. “The lives of the men and women who fought in America’s battles and who served their country in support of the military made significant sacrifices in the fight for freedom and liberty that we enjoy today.”

SUNDAY JUNE 5TH • 2 TO 5PM

The Berlin High School Madrigal Singers, directed by Tyle Boyle, performed the National Anthem and America the Beautiful, and the

Redcoat Marching Band played Grand Old Flag. Berlin High’s saxophone quartet played Service Salute Medley, directed by Christopher Dresko. Following a rifle volley done by members of VFW Post 10732 and American Legion Post 68, BHS trumpeters Michael Damiana and Paul Kendrick played Taps. Originally Memorial Day was known as Decoration Day, an occasion when veterans, townspeople and children marched in a parade to cemeteries to decorate the graves of soldiers with flowers. This was started after the Civil War and spread across the nation, becoming a national holiday. In 1971, Congress designated it as Memorial Day, and is now observed on the last Monday in May.

FEDERAL AMERICAN RESCUE ACT

Officials review requests for funds

By Michael Gagne Record-Journal staff

MERIDEN — The city has so far received more than $36.58 million in requests to fund projects with COVID-19 relief funds made available through the American Rescue Plan Act. That total already surpasses the close to $36.36 million in funding the city is scheduled to receive through the federal program. The more than three dozen funding applications that have been submitted to date include several requests from city departments for infrastructure repair and upgrades.

How often should you clean out the system? The Connecticut Department of Public Health recommends household septic tanks be pumped out every 3 to 5 years. Pumping removes the buildup of sludge and scum, which slows down bacterial action in the tank. A tank may be pumped more frequently if you use a garbage disposal, or have a large family or undersized septic tank. Failure to pump a septic tank on a regular schedule may result in an excessive buildup of solids inside the tank. What are signs of a full tank? Sluggish drains are an early indicator of a septic issue, along with standing water on the ground over the septic tank, bad smells from the yard, or gurgling water sounds. Are towelettes and tampons safe for the septic system? No. Never flush inorganic materials, such as feminine hygiene products, kitty litter, cigarette butts, or paper towels. They clog septic tanks with nonbiodegradable solids. Do chemicals affect septic systems? To make sure your septic system works best, keep a close eye on what you pour down the drain. Never treat your toilet or sinks like a garbage can. Avoid depositing harsh chemicals such as bleach, paint thinners or pesticides into the septic system; See Septic upkeep, A13
