Residents weigh in on charter revision The Town Council held a public hearing in regards to the work of the Charter Revision Commission at its July 12 meeting. A significant change proposed would give political town committees the power to nominate candidates for the Board of Education. As it stands, Berlin BOE candidates/members are not aligned with political parties. Also, the Charter Revision Commission proposed
changes related to the Visiting Nurses Association, and eliminating the requirement that the town manager live in town. At the July 12 hearing, more than 20 residents spoke. Reflecting the opinion of several attendees, resident Teddie Lette said he did not approve of the proposed charter revisions. Lette said councilors wanted to make changes they want to see, not what the tax-payers are looking for. See Charter, A17

Edge said he was introduced to the Prism team about a year ago when they were trying to figure out where best to expand.
“I am beyond thrilled to be here, as everyone knows this has been the home of a school for many years, and the great news is that it is going to be a school again for many, many, more years,” Economic Development Director Chris Edge said.
“This is not just an asset for the town, but for the entire area,” said Edge, pointing out that his oldest son has autism, Asperger’s syndrome. “They will be doing something very close to my own heart.”
A ribbon-cutting ceremony for Prism Academy was held Friday, July 22.

Residents asked to voluntarily conserve water Citizen report
On July 14, the State of Connecticut declared a Stage 2 drought condition throughout all eight counties. Moving to Stage 2 means that drought conditions were emerging statewide and residents and businesses should take measures to minimize future drought impact.
“Residents should be mindful of their water consumption and take sensible steps to reduce impacts on other water uses and on the environment,” Gov. Ned Lamont said. “We must begin early steps now to mitigate the potential for harm should the drought become prolonged.”

Hartford Healthcare opens Center for Gender Health By Cris Villalonga-Vivoni Record-Journal staff
This month Hartford Healthcare introduced its new medical clinic to provide individualized, compassionate care for transgender and gender non-conforming patients. The Center for Gender Health is inside the Community Care Center at 132 Jefferson St. Hartford. It offers various services – endocrinology, urology, gynecology, plastic surgery, voice therapy, primary care and behavioral health. It will run on a bi-monthly clinic model. The faciity won’t see patients until September but is accepting referrals and making appointments. The goal is to create a safe space for transgender individuals seeking medical care, said Dr. Patrick Cahill, infectious disease doctor and medical director of the Community Care Center. “[Trans] people have had difficulty finding understanding and
accepting medical providers and didn’t know where to turn to get people who could talk to them on an appropriate level,” he said. According to the 2015 U.S. Transgender Survey (USTS), 20% of the 319 Connecticut respondents said they didn’t see a doctor when needed due to fear of rejection and discrimination. In addition, 29% of those who did see a medical professional reported having at least one negative experience related to their gender, such as being refused treatment, verbal harassment and physical or sexual assault. “The barriers that are most debilitating for trans and gender diverse individuals are stigma, stereotype and fear,” said Dr. Laura Saunders, psychologist and director of the Center for Gender Health. “The expectation of rejection or feeling like you have to provide education to your provider is very daunting.
No patient wants to feel that they are being misunderstood based on a core aspect of their identity.”
Transphobia in the medical field Whenever Dawn Ennis goes to the doctor, she knows that her identity as a transgender woman will come up at some point. Known as the “trans elbow,” Ennis explained that if she were to come in for a hurt elbow, the first thing the doctors would focus on was her gender identity. “If I’m talking to anyone in the medical field, they will take my transgender identity and somehow factor into whatever it is they’re diagnosing,” she said. Ennis was four years old when she first realized she was a girl but didn’t begin her transition until she was an adult. Throughout her journey, she encountered numerous instances of transphobia from medical staff and had to
jump through many “hoops” to be herself. In 2018, Ennis had to get approval from a psychologist, a psychiatrist, a mental health counselor and an endocrinologist to set up a vaginoplasty — also known as bottom surgery. Her Connecticut Medicaid insurance, HUSKY, covered the surgery and only listed one provider working with transgender people. Ennis said that during the first appointment, the doctor asked her a series of transphobic questions, such as “are you gay or straight?” He also admitted he was selftaught at vaginoplasty and expressed doubts about the whether the operation would have the desired affect, according to Ennis. She was

able to transfer her surgery to a doctor in New York a year later. However, she did experience complications following the surgery and visited a doctor in Connecticut. When he saw her pelvis, he expressed concerns about the quality of the procedure. See Gender health, A12
