Eversource asking for customers’ help

FARMERS TO FAMILIES PROGRAM

As Eversource continues to remove stormed-damaged trees and branches following last month’s powerful storms, the energy company urges customers to inspect trees on their own property that could pose a risk to the electric system and to support the energy company’s tree-trimming and hazard tree removal program.

Local groups dispense food boxes On Saturday, Sept. 5, the Berlin Lions Club participated in the USDA Farmers to Families Food Box Program. Assisted by local Boy Scouts and members of the Berlin High School Upbeat program, the goal for the day was to distribute more than 1,500 boxes of produce – each weighing approximately 20 pounds.

“Trees are the number one cause of power outages and removing these trees is critical, especially with fierce storms happening more frequently. Roughly 60 percent of ConnectiSee Eversource, A12

More than 10,000 trees toppled during Tropical Storm Isaias and the late-

HIGH SCHOOL FOOTBALL

New looks, but same line of scrimmage By Greg Lederer Record-Journal staff

HARTFORD — On Friday morning, the Connecticut football community anxiously anticipated the outcome of a meeting that could have decided the fate of high school action in 2020. Some of the ideas were new, but it appears likely the final conclusion will remain unchanged. Traditional tackle football will probably not be played in Connecticut this fall. After a three-hour discussion at the State Capitol in which the Connecticut Interscholastic Athletic Conference presented new strategies on how to lower the risk of playing football, the state Department of Public Health, noting that the effectiveness of those strategies is not yet known, reiterated its stance that football is highrisk and would be better played in the spring.

would encourage the CIAC to continue to consider a later season for fall football,” she added. Gifford and Paul Mounds, chief of staff to Gov. Ned Lamont, also pointed to last week’s rise in state COVID-19 numbers, particularly among the 10-25 demographic. “That, combined with going into schools, going into colder weather, the onset of the influenza season, continues to lead the Department of Public Health to say that high-risk activities really should be avoided at this point in time,” Gifford said. That has been the steady take of the DPH on football, and it’s what prompted the CIAC to cancel the 11-on-11 tackle season.

At last Friday’s meeting, which was called by Lamont after approximately 1,200 people showed up for a “save the season” rally at the Capitol on Wednesday, Sept. “What they presented were 9, CIAC Executive Director some new strategies that Glenn Lungarini submitted may reduce the risk of droplet spread and transmis- new safety options. “We came into today’s meeting with some new strategies to hopefully further mitigate the perspire of droplets,” said Lungarini. “We presented them to the Commissioner and look forward to her feedback.”

Lungarini said the Governor’s office and DPH were very open in their discussions and added that they were gracious with their time. While DPH didn’t give a specific time on when to expect feedback, Lungarini feels the response time will be relatively short given the fact that teams are practicing right now.

Kathy’s Urgent care: A clinic with compassion It’s an early morning in August, most business on the Silas Deane Highway in Wethersfield have not yet opened, but cars are already starting to line up by the dozen outside of Kathy’s Urgent Care. Inside the clinic, founder and Chief Medical Officer Dr. Thomas Brown and his team quickly prepare for what will be another nonstop day of COVID-19 testing. Staff will test some 150 patients within seven hours, as they have been doing for most of the summer. The clinic has administered thousands of tests per week, giving critical information to the community. When Dr. Brown opened his first location in Wethersfield on Aug. 29 of 2015, he never could have imagined that this urgent care clinic would also be serving as a community testing center in the midst of a global pandemic.

OPINION

PET ADOPTION

No football? Let’s wait for spring By Jeffery Kurz

Sisters Arnez (above) and Raine were removed from an overcrowded living situation. Both had litters of kittens and were very good mothers. Arnez is easygoing and would fit in anywhere. Raine can be a bit of a diva. They would love to be adopted and to see what a "real” cat’s life is all about. Find an adoption form on the Friends of Berlin Animal Control website, fobac.org. Call 860-828-5287 for more information.

It’s hard not to sympathize with the young people, many wearing their team jerseys, who went to Hartford last week to protest the decision to cancel high school football this fall. Since the onset of the coronavirus pandemic, the consequences to the lives of young people have been disheartening. They had to give up the things we all took for granted, like going to the prom, or a typical graduation, or even being in a classroom in the physical presence of a teacher. It's heartening to see a peaceful protest, and the points the players were making were well made. About 1,200 gathered at the rally at the State Capitol, and the crowd included coaches and politi-

cians as well (state Rep. Joe Aresimowicz, House Speaker, is both politician and coach, as in football coach at Berlin High). So there certainly was support. Four players who helped organize the rally were also on “Fox & Friends” that morning, which some may consider a dubious achievement — but, as they say, they were making their voices heard. I always get a little uneasy when people talk up football, probably because my science fiction-addled brain gets caught up imagining such enthusiasm being diverted to something like, let’s say, science. But I played high school football, and still regard it as one of the great experiences of my life. It was, quite simply, a challenge and a thrill you got to experience with others.

So I have no serious argument with some of the points made at the recent rally, as in this one by Sheehan High School’s Jason Villano: “Without a true season, the doors that symbolize opportunity and hope are being slammed in our faces without remorse. The lack of a true football season and its repercussions is something that will be felt by myself and my fellow football players across the state for the rest of our lives.” Except the part about remorse. I’ll take that as a rhetorical flourish, and a pretty good one at that. Of course there’s regret; you’d be hard pressed to find anyone who wanted there to be no football this fall. As the Record-Journal reported, the rally succeeded in spurring action, or at least a meeting. Gov. Ned Lamont announced he’d meet with the Connecticut Interscholastic Athletic Conference and the state Department of Public Health. The CIAC canceled the fall football season last week. The DPH has been resolute about football, and the last thing you want to see is facts and evidence buckle under political pressure — something that has not served us well on the national level. Football cannot be played with the precautions that have helped Connecticut fare relatively well during the pandemic. You can’t stay six feet away from somebody you’re tackling, for one. So, what options remain? Nobody likes replacing the 11-on-11 player game with a 7-on-7 game, for the simple reason that it’s not the same game. Postponing the season to the spring was considered See Kurz, A14

Police: HOPE Initiative gives officers another resource SOUTHINGTON — Despite a decline due to coronavirus, referrals to the H.O.P.E. initiative have been connecting people struggling with substance abuse to care. The initiative is a parternship between police and healthcare providers. The program “allows (police) to have another intervention tool available to assist people who our living with substance abuse/addiction,” Southington Deputy Chief William Palmieri said. He noted the H.O.P.E. (Heroin/Opioid Prevention & Education) initiative is also a resource for friends or family member of people struggling with addiction.

said the initiative saw a decline in referrals after the coronavirus hit in March. There were 81 referrals from Oct. 2019 to July in the initiative area, which includes Southington, Berlin, Newington and New Britain. The data for August was not available yet. “I think it was a still a little lower than we anticipated,” Rehmer said about the number of referrals each month. “… It’s slow, but for me if you get one individual it’s worth it.” In November 2019 there were 13 referrals, Rehmer said. Going into the spring, there were 10 referrals in March, but only one in April, and five in June.

In Southington there have been a total of five referrals since the initiative began and 23 incidents where police have provided information about the program, Palmieri said.

cause people are out of work and isolated at home, and may be coping by using drugs and alcohol.

Ciuci said Thursday. He noted it is a good program for officers to have at their disposal.

Rehmer said statewide overdose deaths are increased.

The majority of the incidents in Southington started with a call for service, but there were a few referrals that started with a request for information, Palmieri said.

She said the detox bed program saw a decrease during the height of the coronavirus in the state, but it is now back to full capacity.

Overall, Rehmer said the HOPE Initiative is “one of the best partnerships between police departments and behavioral health” and it is a good example of how the two entities can work together.

Rehmer said police departments have had to use different precautions since coronavirus hit, and it has really impacted their numbers. She said healthcare providers are concerned be-

Domestic violence shelter seeks assistance

Prudence Crandall Center, the oldest domestic violence program in the state, has provided safe shelter to thousands of victims of domestic violence for nearly five decades.

But nothing prepared the agency for impacts of the COVID-19 crisis, and the staggering number of those seeking help over the summer months.

Financial contributions are needed to help the agency cover the extra costs incurred throughout the summer and the anticipated costs in the months ahead.

Customers vent about high electricity rates NEW BRITAIN (AP) — Electricity customers lashed out again against Connecticut’s largest utility for large increases in their bills — some hundreds of dollars higher — following a rate increase earlier this year that took many by surprise. The state Public Utilities Regulatory Authority held a second hearing via videoconference Thursday, Sept. 10 as it revisits a rate increase it approved for Eversource that took effect July 1. The agency suspended the increase on July 31 after

urged PURA to investigate why Connecticut customers pay the second-highest electricity rates in the country, second only to Hawaii.

Donna Lane, of Plymouth, said her electricity bill last month ballooned to $518, which she said was more than her car payment and half her mortgage.

An Eversource spokesperson, Tricia Taskey Modifica, said in statement that customers’ bills may still be “It has gotten to the point higher than normal after the now where we actually have rate increase suspension beto make the decision of can cause of several factors. avirus pandemic and higher prices charged by electricity suppliers.

“Following her excellent education and training at CCSU, Candice quickly became very comfortable with Foundation operations and soon exhibited the skills and qualities it takes to excel in our organization," said David Obedzinski, CFGNB president. "I’m sure her work as an intern at the Prudence Crandall Center in her last semester of college was key to her realizing how fulfilling a career assisting those in need within the Greater New Britain community could be and we’re grateful to now have her managing several of our programs. I know for a fact that the meaningful relationships she’s quickly developed with our scholarship donors, local school guidance staff and students who benefit from the educational support has helped our program continue to grow in the communities we serve as is evidenced by the record $262,980 in scholarships awarded so far this year.”

The company is mindful of the impact on customers and is offering payment plans to avoid service disconnections, Taskey Modifica said. She attributed high costs in Connecticut to transportation expenses related to bringing natural gas and oil to the state to fuel power plants. The utility posted a profit of $909 million in 2019, down from $1.03 billion in 2018.

er to customers. Downed trees blocking roads also create increased public safety risks for fire, police and other first responders. The recent fierce storms that carved paths of destruction across the state damaged not only dead and diseased trees, but also brought down mature, healthy trees with full-leaf canopies. Eversource continues to make investments in the electric system to strengthen it to be more resilient to the region’s changing weather. Despite those efforts, the electric grid is not built to withstand the impacts of massive, mature trees falling on it.

This year alone, the energy company is spending $83 million trimming branches and removing hazardous trees along 4,200 miles of roads across Connecticut as part of its robust vegetation management program. “Our vegetation management program is a thoughtful plan that balances the needs of reliable service to our customers and the natural beauty of our communities,” said Carey.

Gail M. Powell asks: For decades, local Food Pantries, Food Banks and Social Service agencies have struggled to help individuals and families who face hunger, food insecurity and lack of primary medical care obtain and receive these basic life necessities. The sense of urgency in meeting these needs was dramatically exacerbated when the Coronavirus/COVID19 struck in the beginning of 2020. Due to economic shutdowns, the primary issues all social service agencies faced now impacted an entirely new population and more severely affected those already living in the margins prior to the pandemic. Food and lifesaving drugs were indisputably the primary areas of serious emergent need.

What plans, programs and/or policies would you put in place to insure a failsafe supply chain for basic life necessities in the event of a second wave of COVID19, another pandemic or natural disaster – fire, weather related (floods, hurricanes, others), or an economic depression?
