Developers hope to breath new life into Depot Crossing By Devin Leith-Yessian The Citizen

The developers behind a five-building mixed-use development plan on Farmington Avenue have entered into a contract to purchase Depot Crossing, a prominent 25,000-square-foot mixed-use building across the street, which has struggled to attract commercial tenants since its completion some five years ago. Anthony Valenti, co-principal with Newport Realty, said the firm has entered into a contract to purchase the property, which is currently owned by the Hartfordbased Corporation for Independent Living.

Representatives of CIL were not available for comment on this story. “We haven’t closed on it yet, but there’s a reason for the interest. We just like Berlin, we like the market. We’re already going to be in the market with the larger development,” Valenti said, referring to Newport Realty’s ongoing transit-oriented development on Farmington Avenue. Town planner resigns for position in Middletown By Devin Leith-Yessian The Citizen

Town Planner Marek Kozikowski has left to become the city planner for Middletown. "What you did in your 21 months hasn't been done in 21 years," said Steven Biella Jr., an alternate member of the Planning and Zoning Commission, during a meeting just before Kozikowski’s last day Friday, Oct. 4. Kozikowski’s tenure in Berlin was marked by a flurry of new developments and changes to the town’s regulations. While he enjoyed his time in Berlin, Kozikowski said the opportunity in Middletown was too good to pass up. "I thought it was a unique opportunity to work in a larger community and a

community that has different challenges than the suburban community that Berlin is," he said. Kozikowski was hired to lead the Planning and Zoning Department in January 2018 after serving as a senior planner in Greenwich. "It has been a great experience, a tremendous experience. I feel like we've accomplished a lot here,” Kozikowski said. “I'm proud of the (transit-oriented development) that we've got going on and I'm proud of the work we did creating the Berlin Turnpike Development Zone."

stand there’s a limit to how much we can charge for rent in Berlin,” Valenti said. “It’s not magic, but you’ve really got to work with these smaller mom and pop tenants.” The business partners already are in talks with one potential tenant interested in a portion of the nearly 9,000 square feet of commercial or office space on the building’s first floor.

They’re also planning on changing the property’s name to include “Newport,” though a final moniker has yet to be decided upon. Economic Development Director Chris Edge said the re-opening of the train station and Newport’s development plan across the street is already inspiring fresh interest in the downtown area. Edge said it holds a lot of potential for new restaurants, medical offices or service-oriented businesses — the sort of enterprises he believes will thrive on Farmington Avenue. The Depot Crossing site has already benefited from a change to mixed-use after it was purchased by CIL, Edge said, allowing the upper two floors to be converted from office space to 16 residential apartments, which are already occupied.

She feels that this is a “missing link” that will provide leads for the Economic Development Commission and our EDC director, and bring in more businesses — and an increased tax base. Marketing is a tool best used when it is fully supported by the highest levels. Karen will bring that support to the process rather than waiting for it to appear at the doorstep. Karen has supported the recommendations of the Board of Finance to adequately fund the Board of Education and seeks to reinstate critical positions cut by the current administration.

On infrastructure, she believes it is time to “stop neglecting public safety, roads and schools.” She favors continuing to plan for an adequate police facility and a community/senior center along with increased services for seniors.

Thanks to the transportation programs begun in 2014, the continuing work of making Berlin a transportation hub is something Karen fully supports. In this and all other areas, she believes in the importance of working together for the betterment of the town: “We need to put people, not politics, first and work toward improving relations on every level.”

Lack of courage

Look on the bright side

Editor : I totally disagree with Karen Pagliaro that passing a resolution against tolls was a waste of time. Doing so would have sent a loud and clear message to the legislators we elected to represent us that we are against tolls. How many residents of Berlin rely on I84 and I91 to get to work? Tolls are just another tax that hits the middle class hard. The waste, Karen, was doing nothing and not being our voice. Our Democrat councilors’ (Party of Lamont) myopic view of the situation demonstrates a lack of courage and leadership.

Editor : Sometimes businesses fail because they can’t compete with online shopping or big box stores, insufficient support from citizens, bad business decisions or problems with the landlord. A business may move to consolidate operations, such as Jensen Fabricating Engineers, or may need a larger location, such as Berlin Fare Restaurant. High rent prevent businesses from moving in, such as the old Ferndale Market.

Should you prepare a Medicaid application yourself, or get help? A decision on whether to prepare and file a Medicaid application on your own or hire help depends on answers to these questions: • How old is the applicant? • How complicated is the applicant’s financial situation? • Is the individual applying for community or nursing home benefits? • How much time do you have available? • How organized are you? Medicaid is the health care program for individuals without other insurance or those whose insurance does not cover what they need, such as long-term care. Many people rely on Medicaid for assistance in paying for care at home or in nursing homes. For those under age 65 who don’t need long-term care, Medicaid eligibility is determined largely by income, and the process of applying is not very complicated. Most people can apply on their own without assistance. Matters get a bit more complicated for applicants age 65 and older, and those of any age who need nursing home or home care coverage. In such cases, it is practically essential to seek the services of an attorney. To be eligible, Medicaid applicants over age 65 are limited to $1,600 in countable assets. It’s possible to transfer assets over this amount to become eligible, but seniors need to be careful. They may need the funds in the future, and if they move to a nursing home the transfer could make them ineligible for benefits for five years. Professional advice is also crucial because there is a confusing array of Medicaid programs that may be of assistance in providing home care, each with its own rules. The application process can be just as complicated for community benefits, meaning care that takes place outside of an institutional setting, such as in the beneficiary’s home. Submitting an application for nursing home benefits without an attorney’s help, however, is not a good idea. Medicaid officials subject such applications to enhanced scrutiny, and the application requires submission of five years of financial records and documentation of every fact. Any unexplained expense may be treated as a disqualifying transfer of assets, and many planning steps, such as trusts, transfers to family members and family care agreements, are viewed as suspect unless properly explained. The process generally takes several months. An applicant should expect Medicaid to continue asking questions and demanding supporting documentation for answers provided.

Obituaries Rita May Carriere MIDDLETOWNRita May Carriere, 83, of Middletown, widow of Norman J Carriere, passed away peacefully on October 2nd at Middlesex Hospital. She was born in Otter Creek, Maine, and was the daughter to the late William and Lanora Doucette. She lived most of her life in Berlin and worked for Stanley Tools in New Britain and the family business, Carriere’s Service Center Rocky Hill. She was also a singer in a band “The New Englanders” along with Norman. She is survived by two sons Donald Carriere and James Carriere both of Berlin, and daughter Linda Faulkner of Glastonbury along with seven grandchildren: Justin, Keith, Michael, Italia, Josh, Ryan, Rebecca, great grandchildren Tyler and Aydin, as well as her brother Donald of Missouri. In addition to her beloved husband of 54 years, she was predeceased by her two children Patricia Carriere of Berlin and Debora Nicolelli of Branford, as

The stigma surrounding domestic violence remains, despite years of educating victims and the public, say those who work with victims.

According to the Connecticut Coalition Against Domestic Violence, in 2018 a total of 38,192 victims received services from 18 organizations in the state. That number includes 33,475 adults and 4,717 children. Over 33,000 calls were received on the state domestic violence hotline, which is a 3 percent increase from 2017.
