Now more than ever people want to become more involved in education and New Members New Voices want to provide this opportunity by serving their community. Each member has many qualities that would be an asset to the Berlin Board of Education. We believe our voices, along with the voices of the Berlin community, can help make our schools stronger. In these tough times, issues and obstacles have arisen in education we are all trying to navigate through. We want to hear your concerns and are open to all perspectives. The involvement of the community and parents helps our schools to thrive. Public education plays such a huge role in the lives of our children and their future. New Members New

the Green Bay Packers (1997), Dallas Cowboys (1997) and San Francisco 49ers (1998).

OPINION
Opponent is misrepresenting the facts
In a recent op-ed in The Berlin Citizen I mentioned that campaign rhetoric from my opponent appears to either misrepresent the facts or not recognize the facts regarding progress in town on a
variety of projects. Further, my opponent has also just fabricated facts regarding several topics. The following will correct, for the record, the fabrications and misrepresentations of facts as stated in The Citizen by Mr. Lomaglio.
The first misrepresentation is regarding the Senior/Community Center project. This project has been working its way through the process since 2018. There were a few delays due to the pandemic, but the project is on track. The Town

At a council meeting on Sept. 4, 2018, the council voted to accept and apply for the only grant that we received from the State of Connecticut for the Senior/Community Center project. The grant was in the amount of $750,000 and is what we are using to develop the plans for the center. No other funding was ever offered to Berlin for this project. I had requested additional funding from the former Speaker of the House on several occasions but never was offered any. A second fabrication regarding use of American Recovery Act funds to enhance and improve exteriors of buildings and storefronts on Farmington Ave. is in direct conflict

Finally, there has been many fabrications regarding the support of the Board of Education. We have funded the BOE in the last three years with increases over 3%. Our BOE budget is just over 60% of our total town budget, which puts our funding well above that in several surrounding towns. My opponent mentions I wanted to close schools. Of course, as most residents know – certainly the former chair of the Board of Finance should know – that a decision to close a school is up to the BOE. Neither I nor the Town Council have any control over that decision. Also, for the record, I have never advocated for closing any schools in Berlin. Again, a complete fabrication.

Council recently created an advisory group to study the conceptual plan. This group will send its recommendations back to the council, at which time, the council will send a plan to referendum for the voters to decide on the project. Police crackdown
The Berlin Police Department will host its second annual Trunk or Treat event Sunday, Oct. 31, 5 to 8 p.m., at the Berlin High School parking lot. Editor : I was present at a retirement celebration for recently-retired Berlin Chief of Police and life-long Newington resident John Klett. It was a night full of love and pride. Chief Klett quite obviously earned the respect of both the police officers and the residents of Berlin; evident by the praise and interesting anecdotes given in his honor – heartfelt and at times with a chuckle or two. I was fortunate to be an officer with the Newington Police Department during the time that Chief John Klett led the Berlin Police Department and was well aware of his – and the entire Klett family’s – profound impact on the public safety and quality of life in the communities they lived in and served.
Tencza for Board of Ed. Matt Tencza is running for a spot on the Board of Education. Previously, he served six years on the BOE, three as president. Also, he spent time as BOE secretary, communications committee chair, and finance committee chair.

Experts: Rainy summer may extend foliage display By Jessica Simms Special to the Record-Journal
With October more than halfway over, the leaves are just beginning to change from green to shades of red, yellow and orange. The peak of this year’s fall foliage should be toward the beginning of next month. The peak used to be closer to Columbus Day, but Gary Lessor, senior meteorologist at the Weather Center at Western Connecticut State University, said generally the effects of climate change have delayed it in recent years. Other weather factors also impact foliage. “Last year we had the drought, so that made it a little earlier ...” Lessor said. This year “we had a very wet summer and a relatively mild summer-fall, so the leaves haven’t been in too much of a rush.”
State Forester Christopher Martin said cooler nights in the forecast will help. “Next week, we’re getting some overnight lows in the low 40s and that’s really going to cause the colors to pop so we’re getting set up for some very nice views in Connecticut,” Martin said. Martin said “there are three main ingredients to the color recipe.” “One is the number of daylight hours, which is really our only constant year to year,” Martin said. “Climate change hasn’t changed the number of daylight hours yet, thankfully. The two other variables which we do see influencing foliage each year is the precipitation amounts and distribution during the summer and then overnight temperatures at the end of September and early October.”
When the variables line Lessor expects the foliage will change relatively quickly up, the foliage changes earlier. in the next few weeks.
“We have ample rain in the summer and then we have a couple of upper 30 degree, lower 40 degree nights end of September, early October,” Martin said. “That just sets everything in motion.” But with the seasonably warm overnight temperatures in September and October this year, the fall foliage peak comes later. “I think the coldest it got was maybe some 50s,” Martin said. “... “The state of Connecticut provides millions in support each year to fight tobacco use and to help those who suffer with addiction,” Reiss said. “These efforts are not a one-size-fits-all approach and are spread across multiple agencies.” Connecticut does dedicate a little more than $3 million in federal Medicaid funds this year toward tobacco control, but that only assists a limited population. It also gave $1 million — from one-time federal pandemic relief funds — to help municipal health districts with this problem this year.
According to the CDC, just under 30% of Connecticut youth had tried a tobacco product in 2019, while 4,900 adults died annually here from smoking-related illnesses. “This is an entirely preventable issue. This is an entirely preventable problem,” Johnson added. “We just haven’t prioritized it, and that needs to change.” Lamont, who took office in January 2019, said something similar eight months later when he and then-N.Y. Gov. Andrew Cuomo met at the executive residence in Hartford to discuss a ban on flavored vaping products.

“I know that over the last 10 years we’ve been siphoning off some of the money that’s supposed to go to tobacco cessation to other things,” he said. “That’s going to stop.”
Even before regular allocations for this purpose were suspended in 2018, Connecticut was typically budgeting $3 million or $4 million per year to fight smoking.
Since 2000, Connecticut has received more than $2 billion from a multi-state legal settlement with the nation’s five largest tobacco manufacturers.
Also, the state’s fiscal position has improved radically in the past three years.
But only about $200 million has gone into the Tobacco and Health Trust, a special fund set up by legislators to fund anti-tobacco efforts. And lawmakers ultimately raided more than $113 million of that $200 million to help with budget-balancing efforts.

My Name is
William (Bill) Rivera. I am running for Probate Judge for the district of Berlin and New Britain.
I was raised in Berlin and went to school in Berlin from elementary school through High School. I made lifelong friends in Berlin, many who encouraged me to reach for greater heights in life. My years in Berlin influenced me greatly. I have been able to use that influence to teach my children about life. Like many of you I get up every day to make a better life for my children and my grandchild. We all struggle every day to shield our children from life’s ups and downs, and yet they all grow up to be a reflection of the example we set for them. I am proud to say that my children have grown up to be compassionate, loving adults. With over 30 years’ experience as an attorney, servicing both New Britain and Berlin residents I now have an opportunity to give back to my hometown as the Next Probate Judge for Berlin and New Britain.
