Hartford HealthCare, the parent company of MidState, has seen a recent spike in COVID-19 testing across all its facilities, according to a Hartford HealthCare spokeswoman. The increased demand for testing follows a recent uptick in positive COVID19 cases statewide. In Connecticut, the Probate Courts handle a variety of matters including Guardianships, Emancipation and Adoption of children, Conservatorships, Mental Health Commitments, and Guardianships of persons with intellectual disabilities. However, when most people think of “Probate.” They think of the process that takes place after a person dies. Probate is the process of administering and settling an estate after a person dies. The probate process includes the following steps:
2. Marshaling, or collecting, the assets. This means that you have to find out everything the deceased owned. You need to file a list, known as an "inventory," with the probate court. It is generally best to consolidate all the estate funds to the extent possible. Bills and bequests should be paid from a single checking account, either one established by the executor or one set up by your attorney. It is extremely important that you can keep track of all expenditures. 3. Paying bills and taxes. If a state or federal estate tax return is needed -- generally if the estate exceeds $5 million in value -- it must be filed within six months of the date of death. If you miss this deadline and the estate is taxable, severe penalties and interest may apply. If you do not have all the information available in time, you can file for an extension and pay your best estimate of the tax due.

4. Filing tax returns. You must also file a final income tax return for the decedent and, if the estate holds any assets and earns interest or dividends, an income tax return for the estate as well. If the estate does earn income during the administration process, it will have to obtain its own tax identification number in order to keep track of such earnings. 5. Distributing property to the heirs and legatees. Generally, executors do not pay out all of the estate assets until the period runs out for creditors to make claims. In Connecticut, the Claims Period is 150 days from the appointment of the Executor. Once the executor understands the estate and the likely claims, they can distribute most of the assets, retaining a reserve for unanticipated claims and the costs of closing out the estate. 6. Filing a final account. The executor must file an account with the probate court listing any income to the estate since the date of death and all expenses and estate distributions. Once the court approves this final account, the executor can distribute whatever is left in the closing reserve and finish their work. The entire probate process usually takes nine months to a year to complete. There can be circumstances when it can take longer, such as when there is real estate to sell, contested claims to settle or family disputes.

Clinic had precious time to celebrate anniversary By Ken Carlson
On Aug. 29, 2015, Dr. Thomas Brown never would have imagined his vision of Kathy’s Urgent Care would turn into a community testing center for a global pandemic. Brown grew up in Connecticut and completed his undergraduate degree here, at Wesleyan University, before attending medical school in Dublin, Ireland.The clinic is named after his mother, Kathy Brown, who was one of the most compassionate and kind people you could ever meet. The doctor has three brothers and two sisters, which made for a very active childhood. One could argue Kathy’s Urgent Care was actually started by his mom responding to their many sports-related injuries and childhood knocks and bruis-
es. Her compassion and desire to help all in need planted the seed which Dr. Brown nurtured and grew. One of the cornerstones of Kathy’s Urgent Care is to provide access to medical treatment for all. Brown envisioned a place where anybody would be comfortable walking through the doors and receiving the care they need, for any reason. He wanted to serve the greater community and spread the compassion he grew up with.His mother, unfortunately, passed away before the clinic was ever opened, but Kathy’s care lived on through Kathy’s Urgent Care.
The demand has been overwhelming, and every day cars fill the parking lot before the doors even open. As a result, new staff was recruited and trained, a valet service was hired to help stage the cars, lab equipment was bought to read tests in the clinic, and the processes are changing frequently to better process and serve. The Wethersfield
location was seeing 200 cars per day for the last two months, which resulted in an unprecedented 6,000 tests per month, giving critical information to the community and the people the clinic serves. Adding the additional service of mass testing hasn’t been easy, but the response from the public has been overwhelmingly positive. So many individuals have benefited from this service.

Police shooting of Berlin High psychologist ruled justified By Dave Collins Associated Press
HARTFORD — Two Connecticut police officers who shot a high school psychologist to death during a domestic violence call last year were justified in using deadly force and no charges will be filed, according to a report released Wednesday, Oct. 14.
Windham State’s Attorney Anne Mahoney investigated the East Hartford officers’ shooting of 43-year-old John Carras during a violent struggle with him outside his home on Sept. 5, 2019. She concluded the officers reasonably believed using deadly force was necessary to defend themselves against Carras.
Officer Andre Lyew fired five shots and officer Daniel Zaleski fired once as Carras charged at Lyew with his fists clenched while screaming, Mahoney said. The shooting came after Carras had choked his wife to unconsciousness, police said. His wife, identified only as Victim One in the report because she is a domestic violence victim, was seriously injured but survived. Before the shooting, Carras punched Zaleski in his face several times, put the officer in a chokehold, rendered him nearly unconscious and tried to take his gun, Mahoney said. He then rushed at Lyew, who fired a stun gun. The probes struck Carras, but they didn’t stop him. Carras then punched Lyew in the head and tried to throw Zaleski over the deck railing, Mahoney said.
Carras, a psychologist at Berlin High School, was later pronounced dead at Hartford Hospital. An autopsy showed he was shot six times and had fentanyl and other drugs in his system. “John Carras became the aggressor with the police officers. He violently resisted arrest,” Mahoney wrote in her report. “At first glance it seems unusual that two armed police officers could not subdue an unarmed man without the use of deadly force.” The report continued, “Decisions made by these officers under duress in the confined area of the deck within seconds are easy to second guess. The officers here responded to what appeared to be a homicide and used voice commands, warnings, physical force, and a Taser to try and contain the enraged suspect who although unarmed,
fought as though he had nothing left to lose.” Mahoney said Carras was known as “a well-respected professional and loving family man,” and her report said there had been no previous history of police involvement at his home. But the report also said Carras “suffered from intense jealousy” in his relationship with Victim One, whom police previously identified as his wife. Carras began assaulting his wife that day after discovering a text on her phone sent by her work colleague “after school hours,” the report said. Mahoney said neither officer had any substantiated citizens’ complaints against them. But she noted that East Hartford police had neither body cameras nor dashboard cameras, which would have “substantially” helped her review of the shooting.

necticut needs a change from irresponsible Democrat policies of the past. We need new, fiscally-responsible leaders to guide us through what will be a challenging new normal. We cannot afford to keep sending tax-and-spend Democrats to Hartford. I was the Republican candidate for State Representative, 30th district, in 2018. I urge everyone that voted for me, as well as anyone who supports lower taxes and reduced state spending, to support Republicans Donna Veach and Lou Arata for State Representative and Gennaro Bizzaro for State Senator in November.
Connecticut is the second highest taxed state. When we choose our next State Representative, we must feel confident they will not vote for additional taxes, and Donna Veach is that candidate. The Democrat, JoAnn Angelico-Stetson, will vote for taxes, as demonstrated in past votes and statements. In the 2018 and 2019 budget vote, as a town councilor, she voted against budget cuts. She said that a 1.1 mill increase is not a huge financial burden, and nobody gets something for nothing.

Lorraine Connelly asks: As a recent retiree, I’m keeping my eye on a bill introduced to the House of Representatives by Rep. John Larson, D-Conn. “Save our Social Security Now Act” (H.R. 8171) seeks to nullify the recent executive order to defer Social Security payroll taxes from September through December 2020. While the payroll tax cut doesn’t affect immediate retirement benefits, it can produce a shortfall in the long-term financing of federal programs. Some government experts estimate that Social Security will be unable to pay full benefits starting in 2035. More than 65 million people, or nearly 1 in 3 households, are dependent on benefits each month, including seniors, widows, people with disabilities, children, and veterans.

Nevertheless, Plainville Police Lieutenant Nicholas Mullins gave some tips to keep political signs in place. “You can keep them closer to your house. It’s not going to totally solve the problem, but it can deter people from trespassing your property,” said Mullins. “We also suggest installing video surveillance to help us identify the individual responsible for the theft. I’m disappointed to see Donna Veach does not respond to constituent questions or concerns on Facebook, via email, or telephone calls. Myself and several friends have reached out with questions regarding her stance on: state budget, gay marriage, non-profit funding and COVID-19 relief, with no response.
