Long-stalled senior housing RACE FOR MAYOR plan may be back on track Meaningful change By Mayor Mark Kaczynski
By Devin Leith-Yessian The Citizen
As the mayor of Berlin, I consider it an honor to have volunteered my time and efforts to my hometown during the last four years. I believe the Republican majority and I have brought meaningful changes and progress to the citizens of Berlin during this time.
A long-stalled plan to demolish the former Knights of Columbus building and replace it with senior housing appears to be back on track with a new financing strategy. Joseph Bajorski, chairperson of the Housing Authority Commission, said the $15 million project is short approximately $2-to-$4 million. He hopes to close that gap with a state grant and bonded town money. "In discussions with (Mayor Mark Kaczynski) and discussions with the consultants, basically they came up with a concept where one million

Condominiums proposed next to Ragged Mountain preserve By Devin Leith-Yessian The Citizen
A conceptual plan calling for 75 condominiums next to the Ragged Mountain trailhead was recently presented to the Planning and Zoning Commission. Envisioned as a condominium community linked to Shuttle Meadow Country Club, the plan would use about 24 of the 140 acres of unused land the course owns to its south to create 44 buildings — 28 detached units and 16 triplexes. Since the presentation was a conceptual plan, no votes were
Since I took office as mayor, my commitment has been to minimize tax increases while not compromising town or education services. The challenge that I encountered since Day 1 was the large debt of approximately $100 million and a pension fund that was grossly underfunded in the approximate amount of $8 million. This

the property, feels the project would have a minimal impact on the hiking trails along Ragged Mountain. None of the See Condos, A18
The total debt payment this past budget year was around 10 percent of our total budget, which means we had to make a $9 million payment from your tax dollars. If half of the debt payment was available there would have been no tax increase this year and we could have provided additional funding for many town and school programs. Kaczynski

A better Berlin for all By Karen Pagliaro

was the cumulative effect from the previous 10 years of a Democratcontrolled council.
It took courage to knock on a patient’s door, not knowing what you would find once you entered the home. The one thing that kept me moving forward was the fact that I care about people and want them to experience the best possible life that they can.
Two years ago I ran for Town Council because I believed we could do better for our citizens. Today I am Pagliaro running for mayor because our town needs leadership that will make positive change. We need a public servant who will work for our citizens and not for a political party. The upgrade to our rail system which began in 2014 has led to what could be a renaissance of growth in town. Not since the 60s-70s See Pagliaro, A8

I would like to thank the many new and existing businesses that have made Berlin their home. Without them, we could not have the services we enjoy in town, and we are working hard to keep them here.
On Tuesday, Nov. 5, there is a very important election. It won’t have the hype and excitement of a presidential election, but it will significantly impact the future for Berlin citizens. The leaders elected will set tax rates, set educational standards and define economic development policies for the town.
Voters would be wise to return Attorney Paul Argazzi to the Board of Assessment Appeals on Election Day.
But there are those in town, especially on the BOF, that openly suggest that the taxpayers can afford a 40-mill rate. Other residents came out to budget hearings to tell us to “just raise the mill rate, Berlin can afford it!” The Democratic Party in Berlin fully embraces this ideology. Vote for Mayor Mark to help keep us on a path of fiscal responsibility. Brenden Luddy Deputy Mayor

I recently noticed signs asking to re-elect Mark Kaczynski because he is concerned for all Berlin citizens.

JoAnn strongly supports maintaining an excellent school system by properly funding our BOE, vigorous economic development, consistently improving our infrastructure and complete transparency in government. Her commitment and experience is why we should all vote for Democratic councilor JoAnn Angelico-Stetson on Nov. 5.
When mayoral candidate Karen Pagliaro tells you the Republicans raised taxes, remind her of the following: The previous Democratic-controlled council mismanaged the budget creating sky-high debt and a grossly underfunded employee pension liability. Debt payments and funding the pension plan are the major contributors towards recent tax increases to balance the budget.
Republicans have shown fiscal prudence while responding to Democrat-legacy issues and pressure from a Board of Education that resists financial transparency.

Wigren is someone who has long had an eye for what is uniquely Connecticut. So much stands out that it was difficult for him to limit the
book to 100 places. From tobacco sheds with their moveable ventilation slats, Lime Rock with its natural seating for race fans, Lovers Leap Bridge in New Milford, built by the iconic Berlin Iron Bridge Company, to colonial town greens with historic homes and mid century modern office parks, Connecticut has infinite visual appeal.
You cannot help but leave the talk feeling a renewed sense of pride in Connecticut, and desire to share it with all who visit here.

We've all heard someone dismiss Connecticut as a pass-through state. Yet, if you open your eyes to what we have here, you will see extraordinary historic architecture and landscapes. Visitors are often astonished once they leave the interstate highways.

Coaches and players from the Berlin High School softball team are pressing for the field they play on at Sage Park to be overhauled. They’re calling for new structures to be put in place and for the grass to be replaced with artificial turf. Speaking before the Town Council during its Oct. 15 meeting, softball player Stephanie Poulin said the field is far behind the Sage Park baseball field in terms of quality, and that heavy use by other teams has left the outfield uneven and dangerous to play on. “As a player, I feel highly disappointed when it comes to the status of our field at Sage. As an upperclassman, I’ve been here for three years and I have seen no improvements on the fields — at our field — but have seen numerous improvements on all the other fields at Sage,” Poulin said. “If you know anything about our team, you’d know our girls work just as hard as any other team at Sage and it’s really frustrating to walk on our softball fields and know that we have no support.”

Cop noted that the Parks and Recreation Department has requested funding to upgrade the field in its budget requests in past years, only for it to be removed. “I don’t want to have to use Title IX, because I think this town is about the kids,” Cop said. “And so far we’re doing a good job, but now what has happened over the years … is that every year it’s put into the budget, it’s the first thing that gets slashed.” Donna Bovee, chairperson of the Parks and Recreation Commission, said improving the softball field is the commission’s top priority for capital funding. “As all of you know, Parks and Rec’s number one capital item is Sage 1, which is the softball field. It has been that way for a while now, but like most capital items, our capital projects are pushed off due to limited funds,” Bovee said.
Continuing to simply patch up the field would be a waste of money, Bovee said, since it’s used Assistant softball coach more heavily than its deRobyn Cop said her sign anticipated. Even with these challenges, I continued to ensure education, public safety and infrastructure needs were addressed. Some of the public safety improvements include a new police and fire radio and dispatch center and two new fire trucks. We also increased funding for the BOE and funded armed security officers for our schools. Scalise and Zipadelli fields and the BHS basketball and tennis courts were resurfaced, and improvements were made to Timberlin. We continued to repave miles of roads annually while repairing and replacing bridges. We are also repairing the Kensington dam, which is many years overdue for repairs and is a safety issue for the town. Repairs to the Senior Center kitchen and floors were also funded. The above projects, and many others, were not previously funded, despite the $100 million spent by the previous Democrat-controlled councils. From January 2017 to present, approximately 40 businesses either opened or relocated to Berlin. Business relocations and additional expansions by established Berlin businesses during this time represent approximately $62 million of investments
in town, along with 412 jobs. The tax abatement program that we enacted in 2016 has been the catalyst for Berlin’s economic growth. Moody’s Investor Service reported that the recent Berlin bond rating increase to AAA, reflects, “the town’s continued fiscal stability over the last two years that is expected to continue.”

This is positive economic news for Berlin. Finally, you also need to know that Democrat councilors have voted for higher tax increases in Town Council budget votes over the past two years and voted against the restoration of funds to the BOE budget, ignoring the vote from the first budget referendum. Based upon their documented voting record, their recent campaign rhetoric appears to misrepresent the facts. If re-elected, my fellow Republicans and I will continue to be fiscally responsible, support increased economic development and provide high-quality government and education services to the citizens of Berlin, as demonstrated by our record during the past four years.

Earning the Seal of Biliteracy celebrates multilingualism as an asset for success in a 21st century society. Furthermore, it provides employers with a method of identifying Connecticut high school graduates with biliteracy skills and helps universities recognize applicants with language skills. This is valuable for native English speakers learning world languages, English learners who have mastered English or other world languages and heritage world language speakers. Various pathways enable students to become proficient in multiple languages, such as World Language courses or the ESOL program at Berlin High School, private language instruction and heritage language knowledge. Proficiency in both languages must include both social and academic language use and proficiency in all domains (speaking, listening, reading, writing). In order to demonstrate proficiency in a world language, students must earn the equivalent of “Intermediate Mid score on

In the current school year, more than two dozen students are on track to earn the Seal. This will include some students demonstrating their proficiency in English and a heritage language (Polish, Urdu, Italian) as well as students learning a world language in the Berlin High School programs in Spanish and French.

A parking lot is planned to give hikers a place to park other than on the side of the road, Klepaik said. "This concept allows us to alter that parcel as little as possible and essentially keep as much of it preserved and keep it transitioned to the Ragged Mountain Trail with a buffer there,” he said.

Klepaik hopes to file an application for a zone change with the commission by December. The plan will also need to come before the Inland Wetlands and Watercourses Commission.
Nick LeFort, who grew up hiking Ragged Mountain, attended the PZC meeting.
Klepaik also showed an alternative plan that would use about an additional 30 acres and move the development closer to the hiking paths. It would not require a zone change.

but found that private financing would not allow the units to remain affordable by most standards. dleithyessian@ record-journal.com 203-317-2317 Twitter: @leith_yessian

Firefighters took down some 250 local addresses to add to Santa’s list for when the jolly old elf trades in his sleigh for a red fire engine and visits families across town during the Kensington Volunteer Fire Department’s annual Santa Express fundraiser.
Santa will be escorted around Berlin Dec. 7 through 15 in a KVFD engine, placing gifts under Christmas trees and spending a few minutes with the children.
Registration for the visit from Santa was held at the Berlin Lions Fairgrounds on Oct. 16. “It’s so exciting to see the truck coming up the road, playing the music, even for adults,” said Berlin resident Chris Palasek, who waited in line with her friend Valerie Menditto to add their names to the list. “It just brings the spirit of Christmas a little bit earlier, into their homes,” said Palasek. “You have to believe
“The kids love it. We have the sirens and Santa jumps off the truck,” said KVFD Chief Jeff Pajor. Adults get into it too, Pajor said, with many planning their Christmas parties around Santa’s visit. One stop last year had around 40 children waiting. The express is the department’s main fundraiser. “Most people don’t realize, but we own the building and the land, and we’re responsible for that upkeep,” Pajor said. Those who have registered

Cote decided to begin delivering boxes to the veterans hospitals in Newington and Rocky Hill after making a small delivery of items that couldn’t be shipped overseas to veterans at the facility in Rocky Hill. "I wanted something more for the veterans because they're forgotten about in those hospitals. Last year at Rocky Hill Hospital, we brought some items that I couldn't use — I think it was the big shampoos. And you wouldn't believe how thankful they were to get that, because they feel like they've been forgotten and if it wasn't for them you wouldn't have your freedom, I wouldn't have my freedom,” she said.
Field From A10
there is no time to repair the field. So we are wasting money trying to think that we can throw down seed and plant grass,” she said.
Cote said she speaks with people every day who are brought to tears by the effort — many of whom wanted a way to give back to soldiers but lacked an avenue.
Among those new entrants is Berlin resident Barbara Banasiewicz, who was searching for a cause to take up her newfound free time as a retiree when she saw the headquarters while visiting the adjacent CVS. "It's about the troops, about all that they do for us and what can we give back to them to help them enjoy the holidays or enjoy some of the things that they don't normally get. Like a bag of chips, you know you take everything for granted, but when they're out there they don't have it," she said. “It's just putting a smile on their face and it puts a smile on our face too.”

During its Oct. 10 meeting, the Parks and Recreation Commission approved a request for the council to allocate $10,000 to fund a study on renovating the field, the scope of which Bovee would like to see widened to include the feasibility and cost of installing artificial turf.
To help make Cote’s ambitions possible, she’s been supported by an ever-growing crowd of volunteers who walk into her headquarters to organize donations, write out the 500 tags for the packages or cut up giant rolls of wrapping paper.

There’s something for people of all capabilities to do at the headquarters and outside groups are also finding their own ways to help out, Banasiewicz said. She held up beanies knitted by volunteers at the Berlin Senior Center and said that no contribution is too small.

Those gift packages will mostly contain toiletries and daily living items that veterans might use every day. Once those packages are filled and wrapped up, they’ll be delivered to the hospitals by Berlin High School students through the Upbeat club.
