The mayoral race between incumbent Republican Mark Kaczynski and challenger Sam Lomaglio, a Republican endorsed by the local Democrats, has reached the homestretch.
Mark Kaczynski lists reducing town debt as a notable achievement during his time as mayor. He said the debt has been cut from $115 million to $81 million, which helped boost Berlin’s bond rating to AAA status.
Kaczynski also is proud of the improvements made in the area of public safety. During his time as mayor, he said the town has purchased 19 new police cruisers and a new radio system for the dispatch center. The police department has new jail cells and renovated locker rooms, as well.

There’s great importance in municipal elections There’s no presidential election, there are no statewide offices on the ballot this year. When Nov. 2 comes around, your vote is going to be about local matters. And that may matter more than all the high-profile election buzz that dominates when big name candidates are spending oodles of dollars delivering their messages. Sure, national and statewide elections deserve our attention, but too often local elections get left off the to-do list. Yet local elections can make a meaningful, discernable difference in our lives. The people who serve on town councils, school boards, finance board, planning and zoning commissions and other elected offices have a significant impact on what our towns look like, how much it costs to live, what kind of education our kids are getting, how safe we feel, our access to recreation and enrichment, and much more. The Record-Journal and other local media offer extensive coverage of cam-
paigns and issues. Getting to know the people who want to lead or manage your town’s business is worth your time. Many of us spend endless hours debating national figures and yet don’t know the names of our town leaders or who’s on the ballot. There is still time to learn about the individuals who are running and what they bring to the table. Some towns have referendum questions on the ballot, too. The vast majority of people will never meet a president or senator, much less have a conversation with them. Even with a state senator or representative, most of us have limited or no contact at all. But if you have a problem in your neighborhood, a question, concern or idea, you can pick up the phone and reach a school board member or the mayor or the chairman of the Planning and Zoning Commission. You can go to a meeting and offer your opinion. Local elected officials generally know our concerns. They drive the same roads, pay municipal taxes, and
have access to the same amenities as the rest of us. When we talk to them about a traffic hazard or ask about repairs to the soccer field, we can talk shorthand.

This is an important election and voters may want to consider whether they want experienced candidates or perhaps an individual who will bring in new thinking. Besides the usual, ongoing concerns of governance, there are contemporary issues, too. Towns are looking at how to handle recent marijuana laws, for instance. Towns and school systems are reviewing policies on diversity and inclusion, bullying, accessibility and transparency. Who will you vote for to best guide these matters?

residents. A town centerpiece that all we can be proud of! REENERGIZING VIA ECONOMIC GROWTH & KEEPING TAXES IN CHECK Among the projects I would advocate for include: • Enticing technology and transportation companies to set up shop in Berlin. • Focusing on growth on the Berlin Turnpike and the Golden Triangle. • Setting up a Kensington Village Commission to create a vibrant downtown area with summer concerts, holiday festivals, craft fairs, and beautification of Farmington Avenue. This ambitious plan can only be successful when you have a mayor who is willing to work with all Boards of Commission to put Berlin first. And one who wants to work with Republicans, Democrats, and Independents to get things done. I am running on a Bi-Partisan Ticket that represents ALL of Berlin. The entire ticket has run a very positive, upbeat, and informative campaign that we can be proud of. Thank you to the team who put their hearts and souls to help us all run. My Name is
William (Bill) Rivera. I am running for Probate Judge for the district of Berlin and New Britain.
I was raised in Berlin and went to school in Berlin from elementary school through High School. I made lifelong friends in Berlin, many who encouraged me to reach for greater heights in life. My years in Berlin influenced me greatly. I have been able to use that influence to teach my children about life. Like many of you I get up every day to make a better life for my children and my grandchild. We all struggle every day to shield our children from life’s ups and downs, and yet they all grow up to be a reflection of the example we set for them. Carrier: A probate judge who truly cares By Michael Carrier
I’m a candidate for Probate Judge for the District of Berlin which handles all probate matters for the Town of Berlin and the City of New Britain. I am a lifelong resident of New Britain and have been a practicing attorney with the law firm of Weber, Carrier, Boiczyk & Chace, LLP for the past 35 years. Over the course of my career, I have assisted hundreds of families throughout the state with probate matters and have served as a hearing officer for the New Britain School District for the past 24 years.
In Berlin and New Britain, we are fortunate to have one of the most efficient probate courts in the state. My goal is to keep it that way and make the court as userfriendly as possible. In addition to my legal experience, I have a long history of volunteer service in New Britain. I have served on the Board of Education, the Housing Authority, the Fire Commission, the Charter Revision Commission, and the Commission on Community and Neighborhood Development. I have also been heavily involved with the New Britain and Berlin non-profit community, having served on
the boards of the Greater New Britain Chamber of Commerce, the United Way of New Britain and Berlin, the French Businessmen’s Association, the New Britain-Berlin YMCA, CCARC, Inc., the Boys & Girls Club, and the American Savings Foundation. I am also a Trustee of St. Francis of Assisi Catholic Church and a Corporator of the Hospital of Central Connecticut and Hospital for Special Care. I would like to continue to serve our community as its next probate judge. Many people are unsure what matters are overseen by the probate court. In ad-
dition to the probating of wills and administration of estates, the court has jurisdiction over testamentary and living trusts, determining title to real and personal property, appointing guardians for people with intellectual disabilities and conservators of the person and estates of incapable individuals, committing those suffering from mental illness, alcoholism or drug addiction to an appropriate facility, removing unfit parents as guardians of their children, granting adoptions and name changes, among other matters. Because of the nature of the matters the probate court
oversees, it’s important to have a judge who truly cares about the lives of the people who come before them. These individuals typically have either recently lost a loved one, are in crisis themselves, or need to assist an individual who is unable to care for him or herself. The citizens of Berlin and New Britain deserve someone who will listen to their needs with understanding and compassion. I believe I am uniquely qualified to serve as the next Probate Judge and I ask for your vote on Nov. 2. Thank you.

From 2009 to 2013, Pruzin taught six subjects as an Adjunct Professor at Albertus Magnus College, and has officiated ice hockey and softball up to the NCAA Division I level. Pruzin holds a Masters of Business Administration (MBA) and Master of Science in Management (MSM) from Albertus Magnus, and certification in Logistics and Supply Management from Georgia Technical Institute. Ned Lamont and to the state legislature seeking to bring attention to the rise in car break-ins and thefts in the state. “They really have not been very responsive to this problem so we are trying to get the message to them,” said Kaczynski. “Every town is facing the same problem right now.”
"I feel it is the right decision and the next step for me to help bring change to the community," Lomaglio said.
Lomaglio agrees with Mayor Mark Kaczynski that the business climate in town is good, local schools are topnotch, and that first responders are well taken care of. But Lomaglio believes this is largely due to the work of the Board of Finance.

While there is much for residents to be proud of, Lomaglio sees room for improvement in Berlin. "Just drive down Farmington Avenue or the Berlin Turnpike. It hasn’t changed for 30 years," he said, adding, "There hasn’t been large economic growth that will provide true tax relief for our residents. The town’s roads are in need of repair."
If elected, Lomaglio said his priorities will include keeping the town a safe place to live, attracting new businesses, funding education, and getting the proposed Senior/Community Center built with the help of state and federal grants. "In order to achieve all of these goals, Berlin needs a mayor who is willing to bring the community together," Lomaglio said. "Berlin needs a mayor who believes in the community and will not fight the battles of the past."

Eversource service disconnections for non-payment were suspended in accordance with state regulations at the onset of the COVID-19 pandemic. Eversource is reminding customers that the moratorium on non-hardship service disconnections ended Sept. 15. Customers in need of help with their bills are urged to contact Eversource to learn about payment assistance options and protections from service disconnection.
